included an election recap presentation by
Allan Hoffenblum. Allan is the publisher of the
California Target Book and owner of a political
consulting firm based in Los Angeles. He no
longer manages political campaigns. Instead
he now concentrates on the California Target
Book, a non-partisan, subscription service that
tracks and analyzes federal and state
legislative races in California.
Following the reception Susan and I were
invited to accompany Evelyn and Anthony
Gonsalves at a dinner organized by Ken Spiker
& Associates, which was supported by a good
number of public utility vendors and suppliers.
Even the dinner was turned into a learning
experience through the various sponsor

Coronado Mayor Casey Tanaka gave a
Welcoming Address to open the Summit
participants. He noted that the City of
Coronado recently negotiated a services
agreement with PAWS of Coronado to provide
local animal control services. The cost of the
service will be reduced from past efforts and
the service should be improved. PAWS
contends that they are "The Friendliest Paws in
San Diego County." Mayor Tanaka thanked
the "contract cities" for all the groundbreaking
work that has been completed regarding
contract government services.
Seminar Chair James Bozajian, introduced Val
Zavala, KCET Vice President for News & Public
Affairs, who served as the official Emcee for the
day. James is a member of the Calabasas City
Council and a CCCA Past President. The first
session was entitled: "New Ground Water
Legislation: Enough to Save a Broken System?"

Drought Manager Bill Croyle reported that 39%
of the California water supply is from ground
water. He pointed at the importance of the
California Water Action Plan adopted in
January, 2014.

Cindy Tuck, Deputy Executive Director of the
Association of California Water Agencies
(ACWA), reminded everyone that "ground
water is a limited resource." ACWA has 430
public water agency members.
In his presentation, Peter Kavounas, the Chino
Basin Wastermaster General Manager, pointed
out the importance of land use in the
development of water demands. It might seem
obvious but it's importance is sometimes missed
in water needs assessments.
Shane Chapman was the final presenter of
Session No. 1. Shane is the General Manager
for the Upper San Gabriel Valley Municipal
Water District (USGVMWD). He underlined the
need to practice water conservation. With
ground water better than a 1/3 of the water
supply, and public interest and awareness at
an all-time high, promoting water conservation
is extremely important.

CCCA Past President Frank V. Zerunyan, J.D.

"Climate Change." Frank is a Professor of the
Practice of Governance at the USC Sol Price
School of Public Policy and Director of
Executive Education at USC Price Bedrosian
Center on Governance. He is a member of the
Rolling Hills Estate City Council and has served
two-terms as Mayor. Frank spoke to the need
for environmental stewardship.
Professor Daniel Mazmanian of the USC Sol
Price School of Public Policy began the
discussion. He noted that temperature is rising.
AB 32 was passed in response to global
warming. It is the California Global Warming
Solutions Act of 2006. An emissions reduction
strategy is one of the important solutions. He
noted that between 1990 and 2010 green
house emissions have reduced.
California Contract Cities Association (CCCA) Past
President Frank V. Zerunyan, J.D. is a member of the
Rolling Hills Estate City Council. Frank is a Professor
at the USC Sol Price School of Public Policy and
Director of Executive Education at USC Price
Bedrosian Center on Governance. Here he stands

Next up was Hasan Ikhrata, the Executive
Director of the Southern California Association
of Governments (SCAG). Hasan said that multi-
family residential units use less water. He said
the trend in the demographic shift is toward
increased populations living in muliple family
residences. Hasan also noted that 20% of the
State's electric production is used in the
distribution of water.
Kif Scheuer, Climate Change Program Director
for the Local Government Commission, closed
out the second session. Kif's work at the
Commission is focused on supporting local
government climate change initiatives.

CCCA Fall Seminar
Session No. 3 was entitled: "The New Frontier:
Potable Reuse and Ocean Desalination." The
three presenters for this session included: Halla
Razak, Director of Public Utilities for the City of
San Diego; Ken Weinberg, Water Resources
Director, San Diego County Water Authority;
and Melissa Meeker, Executive Director of the
WateReuse Association. The WateReuse
Association is a non-profit organization whose
mission is to advance sustainable water
sources. Desalination has become a potentially
important water source of the future.
State Senator Cathleen Galgiani addressed the
Summit at the luncheon session. Her topic was
"California Conservation: What Are Our Next
Steps?" Cathleen represents the 5th State
Senate District, which includes Stockton, Tracy
and Modesto. She was elected to the post in
2012. She has lived and worked in the San
Joaquin Valley all of her life. Senator Galgiani is
the Chair of the Senate Agriculture Committee.
She talked about how important it is for the
State's agricultural industry to continue
production of food for the entire country. Of
course, water is an important ingredient to
successful agricultural production.

and What We Can Take Home With Us."

This was a meaningful and appropriate
continuing education opportunity for those
who attended this "contract cities" Fall Seminar,
especially during this time of serious draught in
California. It covered the subject from the
simple things like turning off the water while you
brush your teeth to more technical and
complex subjects like the development of an
economic means of desalination. Trackdown's
mission here is to acknowledge those who
participated and not to report on the
presentations, though we did make a few

Trackdown applauds the City Managers who

Annual Meeting, November 6
Another excellent continuing education
opportunity was the November 6, 2014 Joe A.
Gonsalves & Son client city managers annual
meeting in Sacramento. The day-long meeting
began in the firm's Sacramento office where
they reported on and discussed the recently
concluded Statewide election results, and how
they may relate to municipal government.
A luncheon session, that featured an address
by State Senate Republican Leader Bob Huff,
was held just a short walk away at Frank Fat's.
Senator Huff is well versed in the issues
surrounding California's drought. In fact, he was
a presenter at an October Water Forum
sponsored by a number of water associations.
Senator Huff represents the 29th Senate District,
which includes portions of Los Angeles, Orange
and San Bernardino Counties. He served as a
member of the Diamond Bar City Council from
1995 to 2004 when he was elected to the State
Assembly. He has been recognized as
Legislator of the Year by the League of
California Cities.
During the afternoon the group gathered at
Anthony Gonsalves' home for some team
building and social interaction. In fact, they
held a shuffleboard tournament, which the
team of Mike Egan and Bill Pagett won. Mike is
the City Manager in Norwalk, and Bill is a Senior
Vice President with Willdan Engineering.

Picking Up the Pieces: Point Arena, one
of California's newest cities, has
appointed Philip Vince, 59, to serve as
its first City Manager. He will take over from Interim
City Manager David Tyson. Phil has served as City
Manager in both Moraga and Martinez, and he
began his career on the staff in Novato. Phil earned
a BA from St. Mary's College and an MPA from San
Francisco State University. Phil is a Past President
(2004) of the Municipal Management Association of
Northern California (MMANC). Twentynine Palms
Interim City Manager Andy
Takata has resigned effective
November 19 to take the
Chief of Staff position with
San Bernardino County Board
of Supervisors Chair Janice
Rutherford. Andy has served
as the Twentynine Palms Interim City Manager for a
little more than 4-months when he took over from
City Manager Joe Guzzetta, who was dismissed in
May. Long Beach Mayor Robert Garcia and City
Manager Pat West announced the selection of Long
Beach Deputy Chief Robert Luna, 48, to replace
Chief Jim McDonnell, who was elected Los Angeles
County Sheriff. The new Chief has been with the
Long Beach Police Department for 29-
years. Urban Futures Inc. CEO Michael
Busch celebrated his birthday on
November 13. We hope it was memorable in a very
good way Mike! Mike is the Association Treasurer for
the California Utility Executive Management
Association. He previously worked for the cities of
Claremont, Indio and Lancaster. Mike earned an
MPA from California State University, Long Beach.
Sacramento will remain a Council-Manager city, at
least for the immediate future. Their "Measure L"
ballot measure proposing to grant new powers,
responsibilities and authorities to the Mayor was
defeated in the recent election. Sacramento Mayor
Kevin Johnson, a former NBA basketball
professional, was the main proponent of the
measure. Sacramento Council Member Steve
Hansen lead the opposition to the measure with a
"Stop the Power Grab" campaign. The local
Sacramento media appeared to support the
measure too, but the voters rejected it. The
proposed Charter Amendment for a "Strong Mayor"

results after all 386 precincts reported
were Yes: 42.8% and No: 57.2% (Last
update was 11-5-2014). The current
Sacramento City Manager is John Shirey. Yreka City

Manager Steven W. Baker served as the City
Manager in Suisun City from June, 1988 until
December, 2004; 16 and a half years. Steve earned
a BA from the University of California, Davis.
Eric Battles is an Administrative Intern with the Port of
Long Beach. He is a graduate student and
City/County Management Fellow at the University of
Southern California (USC). Eric previously served as
an Administrative Intern with the City of Santa
Monica Public Works Department. He earned his BA
from California State University, Fresno. Solana
Beach City Manager David Ott has announced that
he will retire at the end of November after more
than a decade serving the city. Dave announced
his retirement in May. His last day will be November
28. He plans to do some traveling and wants to see
Italy, Spain and Greece. He said that he has not
ruled out working again in the future. Suisun City
Police Chief Edmond Dadisho, who has served in
that post for the past 8-years, will be the new Chief
of Police in the City of Bell, where Doug Willmore is
City Manager. The Chief has more than 33-years in
law enforcement, including 25-years with the Los
Angeles Police Department prior to joining the
Suisun City department. He earned a MA in
Emergency Services Management from California
State University, Long Beach. He is also a graduate
of the West Point leadership program.

More Pieces Picked Up: Tamara S.
Letourneau started her public service
career in 1991 as an Administrative Intern
in Arcadia. Tammy served as the City
Manager in Sierra Madre from 2001 to 2004, and
then served as the Yorba Linda City Manager
between 2004 and 2008. She is currently serving as
the Assistant Chief Executive Officer in the City of
Costa Mesa. Tammy was the Municipal
Management Association of Southern California
(MMASC) President in 1997-1998. She earned a BS
from California State Polytechnic University, Pomona
and an MPA from California State University, Long
Beach. Ann Capela, 61, will start work as the new
Bethel, Alaska City Manager on November 16 when
she attends the Alaska Municipal Management
Association annual conference in Anchorage. She is
the former Township Manager in Oakland Township,
Michigan. Between 2000 and 2003 she served as the
County Executive Officer in Imperial County. City
Manager Pat West has announced that Long Beach
Deputy City Manager Reggie Harrison has been
appointed to the Long Beach Director of Disaster
Preparedness and Emergency Communications
position. Reggie has been serving as the Acting
Director of the Long Beach Airport. Reggie will
remain in the airport post until a permanent
replacement is found by the end of the year.
Andrea K. Lueker joined the Morro Bay staff in 1987
as a Recreation Coordinator/Supervisor, and served
her last half-dozen years with the city as the Morro
Bay City Manager (2008-2014). Andrea is currently
the Executive Director on Morro Bay Community
Quota Fund, a non-profit group working to secure
fishing privileges on the Central Coast of California.
Reedley City Manager Nicole R. Zieba earned a BA
from California State University, Fullerton and an
MPA from the University of Southern California (USC).
Nicole was appointed to the Reedley City Manager
position in August, 2011. Prior to joining the Reedley
staff Nicole served as the Deputy City Manager in
Fresno. Nicole is an avid back country hiker. Beverly
Hills City Manager Jeff Kolin has announced that he
will retire in February, 2015. He was appointed to
the Beverly Hills post in January, 2010. Previous to
that Jeff served as the Santa Rosa City Manager
from 2000 to 2010. Jeff began his career in 1976 as
a Recreation Coordinator in Westminster. He worked
in the Recreation Departments of the Cypress
Recreation & Park District, Tustin, and Anaheim prior
to being appointed Director of Parks & Recreation in
Santa Clarita in 1989. Jeff became the Santa
Clarita Deputy City Manager in 1991, and was
appointed City Manager in Pittsburg, California in
1996, where he served until moving to Santa Rosa.
Jeff served as the President of the City Managers
Department of the League of California Cities in
2008. Modesto City Manager Jim Holgersson, 63,
served as the Modesto Interim City Manager from
May after City Manager Greg Nyhoff left to become
the Oxnard City Manager. Jim has previously
served as a City Manager in Michigan, Tennessee
and Texas. He was the Deputy City Manager for
Neighborhoods in San Jose from 2000 to 2005. Peter
Castro is a Senior Management Analyst with the City
of La Cañada Flintridge where Mark Alexander
serves as the City Manager. Peter is the current
President of the Municipal Management Association
of Southern California (MMASC). He joined the La
Cañada Flintridge staff in June, 2008 as a Public
Safety Coordinator. Peter earned a BA in Chemistry
from California State University, Fullerton, and an
MPA from the University of Southern California (USC).
Peter is a USC Dean's Merit Scholar. Pacifica
Assistant City Manager Lorenzo Hines Jr. is a
Certified Public Accountant in the State of
Washington. He previously served as the Finance
Director in Lynnwood and Edmonds, Washington.
Lorenzo earned a BS in accounting from the
University of North Carolina at Greensboro and an
MBA from the University of Washington's Michael G.
Foster School of Business. Scott Hammond, Erickson-
Hall Construction Company Director of Public
Relations/Governmental Affairs graduated from San
Diego Mesa College. Scott previously worked with
EDGE Development, Inc. Ashley
(Wallace) Garcia began her public
service in June, 2003 as a
Lifeguard/Swim Instructor with the
City of Placentia. She later served as
a Management Intern in Villa Park,
prior to serving as a City Clerk Intern in Laguna Hills in
2010. She spent a year and 10-months with
Huntington Beach on a Graduate Management
Fellowship, and then joined the Laguna Niguel staff
in 2012 as a Management Assistant. Ashley is
currently a Management Analyst with Laguna
Niguel. She earned a BS from Vanderbilt University

Angeles County Office of the Assessor.
From April, 2010 until December, 2013 Stacy served
as an Administrative Services Manager for Los
Angeles County Community and Senior Services.
She served as President of the Southern California
(L.A. Metro) Chapter of the American Society for
Public Administration (ASPA) from July, 2009 to June,
2010. She earned a BA from California State
University, Fullerton and an MPA from USC. Former
Vacaville City Manager John P. Thompson is working
on a fictional book about city management. John
served as the President of the City Managers
Department of the League of California Cities in
2000-2001. Last we heard he was planning to
bounce his ideas off retired Fairfield City Manager
Kevin O'Rourke, who is also a Past President; 1997-
1998. El Cerrito City Manager Scott Hanin previously
served as the Executive Director of the West Contra
Costa Integrated Waste Management Authority
(1999-2001). Scott was the recipient of the 2012
ICMA Community Sustainability Award for cities with
populations between 10,000 and 49,999. Rick
Kirkwood is celebrating his first anniversary as the
Senior Budget Analyst at the City of Shoreline in the
Seattle, Washington area. Rick earned an MBA
and BA from California Polytechnic State University,
San Luis Obispo. Rick was an Administrative Intern in
Roseville in 2005. He later worked as an assistant on
the Bakersfield staff, and served as the Human
Resource Director and Risk Manager for Delano in
2010-2011. Gail Ortiz has been with the City of Santa
Clarita staff for some 21-years. She is the City
governments public relations professional and
communications expert. Gail is the Santa Clarita
Communications Manager. Santa Clarita is among
California's largest 25 cities. Fort Collins, Colorado
Policy and Project Manager Dan Weinheimer is a
Past President of MMASC (2010-2011). Dan served as
a Management Aide in Torrance; an Associate
Analyst in Carlsbad; and an Administrative Analyst in
San Marcos prior to relocating to Colorado.
Sara Appel has joined the Tripepi Smith & Associates team as a Junior Business Analyst. Sara works from the Orange County area on a range of social media and website projects, including the City Manager Newsletter by Trackdown. Sara is a
Laguna Beach High School graduate, and she has earned a BBA at Chapman University. In her spare time Sara is a Soccer Coach. She participated in high school on the volleyball, soccer and track teams. In college she was a member of the soccer team. She is a triathlon participant.
