Conclusions of the European Council (24/25 October 2013)
• As part of its growth strategy, Europe must boost digital, data-driven innovation across all sectors of the economy.
• The European Council calls for the establishment of a strong network of national digital coordinators which could play a strategic role in Cloud, Big Data and Open Data development.
European Data Ecosystem
• Availability of good quality, reliable and interoperable datasets and enabling infrastructure
• Improved framework conditions that facilitate value generation from datasets
• A range of application areas where improved big data handling can make a difference
Framework Conditions
• An adequate skills base (243% expected increase in data specialist in UK by 2017)
• Close cooperation between players: universities/public research institutes and private partners, especially SMEs
• Fostering Open Data policies
• Supporting new open standards
• Data handling tools and methods (under Programme Horizon2020)
