SRB Basis
SRB is the Navy’s primary monetary force shaping tool to achieve enlisted retention requirements in critical ratings, NECs, and skills.

Eligibility Requirements
Sailor must:Have completed at least 17 months
of continuous active naval service, but not more than 14 years of active military service.
Be eligible to reenlist or extend for 3 or more years in the regular Navy.
Not be entitled to or have received severance or separation pay.

Sailor must:Be on active duty except ACDUTRA.Be a petty officer or E-3* (designated
striker).Serving in an SRB-qualifying

Broken-Service Eligibility
A Sailor who reenlists more than 24 hours after discharge is considered a Navy veteran with broken service.
Must be a petty officer in an SRB-eligible rating:E-3 personnel are not eligible for
broken-service SRB. Must have less than a 4-year break in
active duty.

Zone A Service Requirements
Sailor must have at least 17 months of continuous active naval service, but not more than 6 years of active military service.
Sailor with exactly 6 years of service qualifies for Zone A or Zone B IF Zone A has been paid or IF NO Zone A exists.

Zone B Service Requirements
Sailor must have at least 6 years of active military but not more than 10 years as of date of reenlistment.

Zone C Service Requirements
Sailor must have completed 10 years but not more than 14 years of active military service.
Extension or reenlistment must carry enlistment up to or beyond the 14-year point.
Obligated service beyond 16 years will NOT be used in SRB computation.

Passing Through Zone Requirements
When a Sailor passes through a zone of eligibility within 12 months of EAOS:Reenlistment must be during the
month the Sailor passes through the zone and on or before the date the Sailor passes through the zone.

Award levels change or new SRB award levels are added or deleted.
SRB Pre-certifications:Are submitted 35-120 days in advance.
$90,000, $75,000, $60,000 or $45,000 caps (ex. NUCs Zones A and B, EOD, ND).
Tiers 1, 2 and 3 must be followed in conjunction with the Zones and the caps.

Pre-Certification Procedures
Pre-Certification Requests: Are submitted via FORMAN (OPINS)
or naval message IAW SRB NAVADMIN PRECERTS.
Must be submitted between 35-120 days in advance of Sailor’s EAOS or reenlistment date.

Early Reenlistment Window Procedures Allows Sailors to:
Reenlist or execute extension for SRB prior to their EAOS.
Reenlist no more than 90 days prior to EAOS (excluding non- operative extensions) unless listed in OPNAVINST 1160.8(series), paragraph 12 or NAVADMIN 006/09.

Early Reenlistment Window Procedures (cont.)
When reenlisting for PCS orders, reenlist upon receipt of those orders, but not later than detachment date from final intermediate duty station.
Additional exceptions or changes may be announced via Naval Message

Waivers for Early Reenlistment
Waivers are allowed IAW OPNAVINST 1160.8(series) paragraph 12:
When Sailor must OBLISERV to execute PCS orders.
For Sailors reenlisting after conversion via SCORE/RESCORE.
For Sailors reenlisting in EOD, SB, SO ratings or hold NUC operator/supervisor NEC.
Sailors Reenlisting STAR MUST :Be within 1 year of EAOS, unless NUC.

Officer Procurement
Sailors reenlisting for SRB prior to applying for an officer procurement program requiring formal academic training will have remaining installments suspended as of their class convening date.

Sailors who are dropped from the program and return to enlisted status in the same bonus skill will receive the remaining installments but at a rate reduced by the number of days spent in the program.

SRB entitlement for eligible Sailors who reenlist/extend after applying for a commissioning program will be held pending selection results.
Sailors will lose the SRB if they:Are selected for a commissioning
program.

Conversions and SRB
Request for conversions out of an SRB rating will not normally be approved, unless submitted within 9 months of EAOS.
Actual conversion will occur within 3 months of EAOS.

Disestablished or closed to women ratings:These Sailors will be retained in
skill for the length of the SRB reenlistment/extension.
