TLE Timeline  •  Requires  full  implementa5on  of  TLE  by  2017-­‐2018.  

–  Meaning  employment  decisions  will  be  based  on  both  qualita5ve  and  quan5ta5ve  components  in  2017-­‐2018.  

•  For  2015-­‐2016,  con5nue  with  implementa5on  of  qualita5ve  and  con5nue  to  collect  data  for  quan5ta5ve,  as  available.  

•  For  2016-­‐2017,  con5nue  with  implementa5on  of  qualita5ve  and  collect  data  for  quan5ta5ve  to  include  new  measures  adopted  by  TLE  Commission/State  Board.  –  Recommenda5ons  by  Dec.  1,  2015;  State  Board  adopts  by  Feb.  1,  2016

Evaluation Composition  •  Each  teacher  and  administrator  will  receive  both  a  qualita've  and  

quan'ta've  score,  with  no  composite  score.  –  S.B.  706  eliminates  “other  academic  measurements”  as  a  requirement  for  the  

quan5ta5ve  piece,  and  the  corresponding  percentages.

Quantitative Composition  •  5-­‐5er  ranking  system:  (superior,  highly  effec5ve,  effec5ve,  needs  improvement,  ineffec5ve)  

•  Use  standardized  test  data,  as  available.    •  State  Board  to  adopt  a  list  of  reliable,  research-­‐based  performance  

measures  for  teachers  in  non-­‐tested  grades/subjects.  •  Local  school  boards  will  choose  from  the  list.  •  Teachers  with  at  least  one  tested  grade/subject  may  have  up  to  50%  

of  quan5ta5ve  based  on  measures  from  the  list.  –  Teachers  with  no  tested  grades/subjects  will  have  100%  of  quan5ta5ve  based  

on  measures  from  the  list.

Quantitative Composition S.B. 706 gives districts flexibility in determining the make up of the quantitative piece for teachers  with  both  tested  and  non-­‐tested  

grades/subjects.  *These  are  just  some  of  the  op5ons.

consecu5ve  years  may  be  dismissed  or  not  re-­‐employed.

Employment Decisions  –  Career  teachers  not  averaging  at  least  “effec5ve”  on  both  components  over  5  

years  must  be  dismissed  or  not  re-­‐employed.  –  Career  teachers  not  averaging  at  least  “effec5ve”  on  either  component  over  5  

years  may  be  dismissed  or  not  re-­‐employed.  

•  Teachers  receiving  “needs  improvement”  or  “ineffec5ve”  on  either  component  must  have  a  comprehensive  remedia5on  plan  and  instruc5onal  interven5on.  

Other Considerations  •  Career  teachers  receiving  “superior”  or  “highly  effec5ve”  on  both  

components  may  be  evaluated  every  2  years.  •  For  teachers  coming  to  a  district  from  another  district,  or  from  

re5rement,  evalua5ons  may  be  based  on  qualita5ve  components  for  the  first  year.  

•  Directs  con5nued  study  by  the  State  Board  and  the  Commission,  to  produce  a  system  that  promotes  reflecDon  and  professional  growth.
