WINNIPEG’S festering homelessproblem stems from no short-ages of contributing factors,

but the overriding issue is at the heartof the matter: not enough affordablehomes.That was just one of the themes of a

wide-ranging panel discussion Thurs-day morning, which was sponsored bythe Winnipeg Chamber of Commercein support of the Five Days For theHomeless Campaign.“Let’s do the math,” Kelly Holmes,

the director of Resource Assistance forYouth (RaY), told a jam-packed audi-ence at the Free Press News Café. “Theaverage rent in the city $450 (a month).Welfare is $285. This is why we havehomelessness. It’s a huge piece.”Holmes was joined for the panel dis-

cussion by Ross McGowan, presidentand CEO of CentreVenture, and IanGerbrandt of theWinnipeg Poverty Re-duction Council.Holmes offered another message in

arithmetic; criticizing the cutbacks infederal programs that impact grass-roots agencies such as RaY, which is de-signed to assist homeless and poverty-stricken up to age 29.“Thegovernment isn’t doing enough,”

Holmes said. “Is it a high priority forthe feds? Not so much. If the politicalwill changes, we’re the first to getflushed. We can take five steps forwardand 10 steps back.”However, McGowan countered that

available public funds aren’t as muchof a deterrent as how and where theyare spent.“I’m not convinced there’s not enough

(public) money,” he said, adding that apriority would be to prove to the gen-eral public and private business thatfunds spent on servicing the homelessrepresent long-term savings in emer-gency and health-care services alone.“Weneed to quantify that,”McGowan

said. “We need to show them how yousave money. That’s the soft spot. Busi-ness people do have a social conscience.But at the end of the day they need areturn on investment.”Gerbrandt, meanwhile, reiterated the

need to invest in private/public part-nerships with affordable housing as thefocus.“The concept is simple,” he noted.

“Let’s first give people a home.”Holmes made a plea for the chamber

to politicize the issue. “You don’t knowhow much you can do to sway (politicalagendas),” she said. “You need to be atthe table.”However, at least one businessman

took to themicrophone to challenge thatagencies such as Holmes’s aren’t doingenough to campaign for public support.WhenHolmes began to cite the challen-ges in addressing the centre’s clients— while fundraising and working part-time — the questioner said, “Those areexcuses. What are you doing?”Holmes concluded by acknowledging

that homeless advocates are sometimesdriven to frustration. “Sometimeswe’reseen as agitators,” she said. “We’re not.We’re passionate.”That frustration level, Holmes said,

has to be muted if community, businessand government interests can collabor-ate to address a social issue that’s onlygetting more complex and entrenched.“We speak different languages,” she

said. “That’s our next hurdle. It’s goingto take a bit of work.”Also in attendance was David North-

cott, executive co-ordinator of Win-nipeg Harvest, who cited that his foodbank has 44,000 clients a month, repre-senting about 18,000 households inWinnipeg.Of those 18,000 households, North-

cott said 14,000 list the cost of housingas the family’s most pressing issue.
