Notice cum information booklet for preparation and publication of Eligible Applicant List for Online
Counseling West Bengal PG Medical State Quota and Private Management Quota seats 2017
Jurisdiction of University and General Information of Seats:-
1. Admission to the West Bengal State Quota PG Medical seats 2017 in the affiliated Institutions of
the West Bengal University of Health Sciences (WBUHS) in different Post Graduate Medical Courses
(MD/MS Degree and PG Diploma) shall be made on the basis of the inter se merit lists of i) Two
Categories (Open and Govt. Sponsored In-Se i e) a d ii) Status [ U ese ed; Othe Ba k a d Class (OBC including OBC A and OBC B); Scheduled Caste (SC); Scheduled Tribe (ST) and Physically
Challenged (PC) among all the categories] of candidates appearing and qualifying in the NEET PG
2017 Examination conducted by National Board of Examinations (NBE) and fulfilling the eligibility
criteria for appearing in the online counseling for West Bengal State Quota PG Medical seats 2017.
The caste certificate issued in the State of West Bengal will only be considered for allotment of
reserved category seats of State Quota except for the Central Institutes.
For applying under Open Category seats candidates must complete internship by 31.3.2017.
2. The candidates under regular service for 3 years or more (date of eligibility on or before
31.03.2017) under the Department of Health and Family Welfare Govt. of West Bengal in West
Bengal Health Service or West Bengal Medical Education Service or West Bengal Public Health and

2012 published on 2nd
June 2015 [Hence forth will be called TR Rules 2015] and sponsored by Dept
of Health and F.W, Govt of West Bengal , will be considered for the Govt. sponsored in-service
category seats. These candidates are not allowed to apply under Open category seats.
3. I te s of di e ti es of Ho ’ le Sup e e Cou t of I dia, ad issio to the All I dia Quota seats (50% of the seats of the Govt. colleges or institutions of the state) which are to be specified by
Medical Counseling Committee, DGHS, Ministry of Health and Family Welfare, Govt. of India is
open to all the candidates selected as qualified through NEET PG 2017 examination conducted by
NBE.
4. Seats available in the All India Institute of Hygiene and Public Health (AIIH & PH Kolkata), ESI-
PGIMSR and ESIC Hospital Maniktala and ESI-PGIMSR and ESIC Hospital Joka are open to
Unreserved, SC, ST and OBC candidates under Govt. of India reservation policy for both the
categories of candidates (Open and Govt. sponsored In-service) appearing and qualifying in the
NEET PG 2017 Examination conducted by NBE and fulfilling the eligibility criteria for appearing in
the online counseling for West Bengal State Quota PG Medical seats 2017. Except for these three
institutes, the candidates whose caste certificates are issued in States other than West Bengal,
but are found to be eligible otherwise to appear in the West Bengal State Quota PG Medical
seats 2017, can appear as Unreserved candidates. Such seats may also be filled up by the
candidates from West Bengal if allotted through Counseling.
5. I te s of the di e ti es of the Ho ’ le High Cou t i Cal utta, ad issio to two seats in the
IPGMER Kolkata is open to the candidates qualified in NEET PG 2017 and nominated by Rai Bahadu Sukhlall Cha da ull Ka a i T ust i the add ess , Sy agogue St eet, Kolkata 7 . Specifications of these 2 seats will be intimated soon. These two seats will be out of the purview
of Online counseling 2017. At the time of publication of this notice one seat in MS Orthopedics
has been booked.
6. Admission to the PG seats in the Command Hospital Kolkata 700027, is open to candidates
selected by DGAFMS excluding 7 (seven) seats which are to be filled by West Bengal State quota PG
Medical online counseling 2017. The details of these seats will be intimated soon. The seats are
reserved for Govt. Sponsored in-service candidates as the seats are otherwise non-stipendiary.
7. For the first time management quota seats in the Private institutions in West Bengal 2017 are
going to be filled up by online counseling which is to be conducted by WBUHS through the same
online portal used for conducting counseling for WB state quota PG Medical seats 2017. All the
candidates qualified in NEET PG 2017 are eligible to participate for seat allotment in Private
Management Quota in West Bengal. There is no caste reservation in Private Management Quota
seats so caste candidates have to appear as Unreserved. All India NEET PG 2017 merit rank will be
the sole criteria for admission in these seats. Candidates who are eligible to participate in the West
Bengal state quota seats 2017 are by default eligible to participate in Private Management Quota
seat allotment as well if they wish so.
8. The status of seats in the institutions (seats break up institution wise, course wise, category wise
and caste wise) will be intimated later on.
9. Out of the State Quota PG seats in MD/MS Degree Courses, 40% seats will be reserved for Govt.
sponsored in-service category. Similarly out of the State Quota PG seats in PG Diploma courses,
50% seats will be reserved for Govt. sponsored in-service category. This is done vide Govt. order
with memo No. HF/O/MERT/433/W-43/13 dated 18.04.2013.
10. Discontinuation of course at any time after admission will attract penalty. The penalty amount is
being upwardly revised. Further, if a candidate after getting allotment, but did not join in the final
round , s/her will be debarred form appearing entrance examination / admission for next three
academic session.
11. Eligibility criteria for West Bengal State quota seats in PG Medical 2017:-
Open Category Seats:-
i) State Go e e t ide it’s o HF/O/MERT/57 / H-06/14 dated 01.12.2014 and subsequent vide
no. HF/O/MERT/1588/2H-06/14 dated 04.12.2014 and in pu sua e of o de of Ho ’ le Cal utta High Court vide W P no 32902 of 2015 dated 15.1.2015 defined the eligibility criteria for applying
i the Ope Catego y out of State Quota seats for the eligible candidates. Annexure – I may
please be seen for eligibility criterion. On its basis required documents are to be submitted during
verification at designated centre (will be notified soon) as stipulated by WBUHS. Candidates who
did their Medical Graduation from foreign countries will submit necessary document regarding
Nationality and other criteria enforced by Medical Council of India.
ii) Any eligible and NEET PG 2017 qualified candidate employed and posted in West Bengal as
regular service for 3 years or more (cutoff date of eligibility being 31.03.2017) in any organization
under Govt. of WB (excluding Department of Health and Family Welfare) or Govt. of India or any
Semi Government organizations may apply as Open Category candidate provided he/she receives
permission from the employer to pursue the course. Otherwise such application will not be
entertained. Availability of stipend to all such admitted candidates will depend on the employment
status of such candidates certified by their present employer.
12. Govt. Sponsored in-Service Category seats:-
i) Citizen of India who have been in Regular Service with the Health and Family Welfare
Department, (WBMES/ WBHS/ WBPH&AS) of Government of West Bengal and eligible vide T.R
Rules,2015 are eligible to apply for State Sponsored Seats provided MBBS degree obtained by the
candidate is recognized by Medical Council of India and such candidates are sponsored by
Government of West Bengal. Issue of sponsorship and placement of trainee reserve is strictly
based on TR Rules 2015 and subsequent relevant order issued by Health and Family Welfare
Department, Government of West Bengal. (Annexure I to be seen for further instructions) ii) Eligibility of in-service candidate pursuing PG Diploma/ Fellowship in any discipline and placed
on Trainee Reserve at any time during service carrier is also subject to prevalent Rules and Orders
in force of the Health and Family Welfare Department, Government of West Bengal. The TR Rules
2015 will be applicable. Relevant orders and Rules from Government of West Bengal issued from
time to time will be abided by the University for eligibility and other associated issues. The State
Government deserves the absolute right to issue or not to issue Sponsorship Certificate as well
as order for Trainee Reserve. iii) Candidate opting for Govt. sponsored seat must be borne on or after 31.3.1967. It is
reiterated that candidate is not eligible if he/she is more than 50 years of age on 31.3.2017 as per
provision of regulation of rule 3 sub rule (IV) of The TR Rules 2015.
13. Further eligibility considerations for open/in-service category:-
i) The choice regarding Category (either open or in service seats) once exercised cannot be
subsequently changed. The option exercised by the candidate regarding Caste and Physically
Challenged Status during the NEET PG 2017 application will be verified and if found appropriate
as per State rule, will be considered during choice filling and seat allotment of reserved category
seats. Therefore, applicant will have to be very particular and cautious during filling up of form.
There is no scope for correction of mistake made by a candidate later. Only those candidates
who are enrolled in the NEET PG 2017 application as either have passed MBBS from the State
of West Bengal or have stated the candidate is from West Bengal will be considered for Open
category State quota seats provided the relevant documents of the respective candidates are
found to be appropriate during physical verification. In Annexure-I,the candidate for being
o sidered State Quota Seat is explai ed.
ii) Admission to the Post-Graduate Medical Degree/ Diploma Courses will not be allowed unless
the candidates have got themselves registered either with the West Bengal Medical Council or
with the Medical Council of India. Candidates registered with other State Medical Councils will
have to be registered with WBMC/ MCI before admission.
iii) Any Open category Candidate who has been already pursuing PG Degree or PG Diploma or any
other course in any Institution/ college under any University is not eligible for admission unless the
course training period ends latest by 30.04.2017 and s/he is free from all encumbrances from
execution of indemnity bond by 30.4.2017. The Open Category Candidate after completion of PG
Degree or Diploma course must have completed the formalities of bond of service or if not
rendered service must have paid the requisite penalty to get back the original certificates and
documents (vide professional indemnity bond vide G.O. No HF/O/MERT/912/Me-MISC-78-13
dated 31.07.2013 and G.O. No HF/O/MERT/923/Me-MISC-78-13 dated 10.06.2014) before
admission. In case of In-service category, PG Degree holder is not allowed for further PG course
but PG Diploma holder may opt for PG Degree course if required period of service rendered is in
consonance with the provision of The TR Rules 2015. Service doctors who did his/her diploma
through getting placement on Trainee Reserve are allowed to apply provided PG Diploma Course
was completed by 31.3.2015. It is reiterated that in-service doctor with PG Diploma will not be
eligible for joining another PG Diploma and in-service doctors with PG Degree will not be eligible
for another PG Degree even if he/she acquires such Degree before joining the service.
iv) Tenure of training period is two complete years for PG Diploma and three complete years for
PG Degree from the effective date of joining in the class. Therefore the candidate will consider
his/her eligibility before filling up forms considering these aspects.
v) As per provision of PG Regulation of Medical Council of India, 2012 amended up to January
2017, PG Degree/ Diploma course will start from 2 May,2017 (1st
May being holiday). Date of start
of training period will be verified from date of start of stipend for Open Category candidates and
date of actual placement on Trainee Reserve for in-service doctors ( i.e. the date of drawl of salary
as Trainee Reserve) from the college authorities concerned.
14. Physically Challenged candidates with loco motor disability of lower limb only will specify the
status in respect of degree of disability of 50% to 70% (PH 1) and with the same disability with 40%
to less than 50% (PH 2). The PH certificate must be issued from Medical Board of IPGMER Kolkata.
The days of reporting of concerned qualified candidates before the medical board of IPGMER
Kolkata will be informed soon. The format for application for issuance of certificate for locomotor
disability of the lower limb only will be hoisted in the website www.wbmcc.nic.in soon. The
Physically Challenged candidates must have obtained 45th
percentile marks in NEET PG 2017
examination for being considered for PH 1 and PH 2 category.
15. The West Bengal State Higher Educational Institutions (Reservation in Admission) Act 2013 has
expressed policy of seat distributions among Categories of candidates including reservation of seats
for OBC. However only where the new seats are added in the State Govt. run Medical colleges after
the date of publication of this act, share of those seats will go in favor of OBC candidates leaving
aside share of SC and ST candidates. Otherwise OBC category non creamy layer candidates will
have to exercise option in counseling as General category. OBC category candidates including OBC-
A and OBC – B have to submit income certificate issued on or after 5.12.2016 by the Certificate
Issuing Authority.
16. Medical Council of India vide its Post Graduate Medical Education Regulations 2000
(amended up to January 2017) has made it clear that while considering eligibility for admission
into the Post Graduate Medical Seats through National Eligibility cum Entrance Test, the Clause 9
sub clause III under the heading SELECTION OF MEDICAL STUDENTS vide amendment notification
no. MCI.18 (1)2010-Med/49070 dated 21.12.2010, the following shall be substituted as under, in
terms of notification dated 15.02.2012.
i) I o de to e eligi le fo ad issio to a y post g aduate ou se i a pa ti ula a ade i yea , it shall be necessary for a candidate to obtain minimum marks at 50
th percentile in National Eligibility
cum Entrance Test for post graduate courses held for the said academic year. However in respect
of candidates belonging to Scheduled Caste, Scheduled Tribe and Other Backward Classes, the
minimum marks shall be at 40th
percentile. In respect of candidates as provided in Clause 9 (II)
above with locomotor disability of lower limbs, the minimum marks shall be at 45th
percentile. The
percentile shall be determined on the basis of highest marks secured in the All India common
e it list i Natio al Eligi ility u E t a e Test fo post g aduate ou ses.
ii) Clause 9 su lause II fu the states that Three percent seats of the annual sanctioned intake
capacity shall be filled up by candidates with locomotor disability of the lower limbs between 50%
-70%. Provided that in case any seat in this 3% quota remains unfilled on account of unavailability
of candidates with locomotor disability of lower limbs between 50% to 70% then such unfilled seat
in this 3% quota shall be filled up by persons with locomotor disability of lower limbs between 40%
to 5 % efo e they a e i luded i the a ual sa tio ed seats fo Ge e al atego y a didates.
17. Eligibility for private college management quota seats 2017:-
i) Any candidate within the State of West Bengal or outside the State of West Bengal who is
qualified through NEET PG 2017 (examination being conducted by NBE authorities) can apply for
the management quota of the Private Medical College in West Bengal. For that matter, the above
mentioned Open and In-service candidates are also eligible to apply for the management quota of
the Private Medical College (KPC Medical College Jadavpur). In the Private management quota
seats of West Bengal 2017 the seat allotment will be done entirely based on inter se merit (All
India NEET PG 2017 rank as published by NBE authorities) without consideration of any category,
caste or quota. The fee structure of such seats will be informed to the candidates soon in the
counseling website www.wbmcc.nic.in
ii) Open and in-service category candidates are eligible by default to apply for private
management quota seats if they wish. No separate application is required.
iii) Candidates with MCI recognized MBBS degree not belonging to following categories are
eligible to get Management Quota seats in Private College.
a)Passed MBBS from West Bengal
b)Resident of West Bengal
c)Serving in the Govern sector for three years in West Bengal.
However , candidates belonging to above category is eligible for such seats.
18A. Preparation of Eligible Applicant List for State Quota and Management Quota seats of West
Bengal 2017 before online counseling (steps):-
Step 1 (online application):-
i) The Online Application is one time process. After the closure of the Online Application Server,
further enrolment is not possible for Online PG Medical Counseling West Bengal State Quota
and Management Quota seats 2017.
ii) Candidates qualified through NEET PG 2017 conducted by NBE and eligible to participate in
West Bengal state quota online counseling for PG Medical seats 2017 along with the West Bengal
Private management quota online counseling for PG Medical seats 2017, are herby requested to
apply for consideration of preparation of West Bengal Eligible Applicant List 2017 through online
software system. The website for online application is www.wbmcc.nic.in PG Counseling section.
iii) The online application for consideration of preparation of Eligible Applicant List must be done
between 14th
March 2017 (the online application facility begins at 12 noon) till 3 pm of 17th
March 2017. No application will be considered after the scheduled timeframe.
iv) Candidates who fail to apply for consideration of preparation of Eligible Applicant List will
forfeit candidature for online counseling WB state quota PG Medical seats 2017 and West
Bengal Private Management Quota PG Medical seats 2017.
v) The qualified and eligible candidate out of NEET PG 2017 will put his/her Testing ID and Date of
birth in the online system. If the record matches with the result handed over to the State by
National Board of Examinations then the candidate will be further directed to inform whether
he/she wants to be considered in the Open category or in-service category.
vi) No change is allowed in the domicile status of the candidates and MBBS passing state as
domicile status of the candidates or the MBBS passing state are recorded by NBE as per the
statement of the candidates before appearing in the NEET PG 2017 examination. Application in
this regard will not be entertained at all.
vii) The candidates who belong to SC, ST or OBC (as per their choice made during filling up of
forms for NEET PG 2017) will be required to answer the question whether their caste certificates
are issued by authority in West Bengal. If not, they will be considered as Unreserved during seat
allotment process of online counseling except for the central institutes as stated earlier. The
OBC Candidates whose certificates are issued in West Bengal will be required to select sub caste
as OBC A or OBC B as the case may be. Once selected the caste specific answers by candidates
cannot be modified. For claiming seats under OBC, OBC-A and OBC – B has to submit Family
Income Certificate issued on 5.12.2016 or after from the same authority who issued non-creamy
layer certificate, otherwise he/she will not be considered as under OBC,OBC-A and OBC-B
category.
viii) For the candidates who have submitted to NBE during filling up of form of NEET PG 2017 as
Physically challenged, they would be enquired whether they are orthopedically disabled of the
lower limb. If the answer is yes then they have to define the degree or percentage of disability. If
they are not orthopedically disabled of the lower limb/s and the percentage of disability goes
beyond the range of 40-70% of orthopedically disabled of the lower limb, they will not be
considered as physically challenged for online seat allotment process or counseling West Bengal
2017.
ix) The open category candidates who have completed or pursuing any PG Course must
complete both the course and service bond formality (if any) latest by 30.04.2017 to remain
eligible for consideration of counseling.
x). The Diploma if pursued through Trainee Reserve from Govt. of West Bengal then the last date
of eligibility would be on or before 30.04.2015 for completion of such Trainee Reserve. The in-
service candidates who have completed or pursuing any PG Degree with or without TR from WB
Govt. will not be considered further as per TR Rules 2015.
xi) The in-service Govt. sponsored candidates must indicate the type of service (whether
WBHS/WBMES or WBPH & AS as the case may be); duration of regular service must be at least 3
years with the last date of eligibility being 31.03.2017. They must also have completed at least
three years of rural service under Dept of Health and Family Welfare Govt. of West Bengal as
regular service period by the last date of 31.03.2017 or must be otherwise eligible to apply for
Trainee Reserve as per stated rules in The TR Rule 2015.
18B. Step 2 [Payment of requisite fees (for Online preparation of Eligible Applicant List and
subsequent verification and online counseling) and thence Generation of Acknowledgement
Receipt/Sponsorship Form]:-
i) The qualified candidates through NEET PG 2017 who are considered eligible at this stage after
filling all relevant details in online software through the website www.wbmcc.nic.in after
submission of these details will be directed to payment system. The amount of payment of fees is
Rs 3000/- (three thousand only) has to be deposited through on-line. The amount is non-
refundable.
ii) The online deposition can be done through net banking or credit/debit card system through an
online interface, the link for which will be made available in website of www.wbmcc.nic.in in due
course. The transaction ID thus received should be used by the candidate to complete the
procedure of application. If the payment is successful the candidate will be immediately reverted
back to the link for completion of application and generation of acknowledgement receipt
(sponsorship form in case of in service Govt. sponsored candidates).
iii) The days of online payment are from 12 noon of 14th
March 2017 till 3 pm of 17th
March
2017. No payment will be allowed beyond the stipulated time of payment of fees as mentioned
above.
18C. Step 3 (Verification of documents of the candidates at the verification centers):-
i) The candidates after successful payment and generation of acknowledgement
receipt/sponsorship form must now attend the verification centre on stipulated date/s for
physical verification process.
ii) The open category candidates (see annexure I) applying for WB state quota seats must report
to R G Kar Medical College Kolkata between 20th
March 2017 till 22nd
march 2017 during 10am
till 4 pm on each day as mentioned before for physical and document verification. The exact
dates for each candidate or batch of candidates will be notified soon in the website
www.wbmcc.nic.in
iii) The in-service candidates must download the sponsorship form from the website
www.wbmcc.nic.in and fill it as per instructions and make it signed and countersigned by the
appropriate authority beforehand. They then must attend the respective departments of
Swasthya Bhavan Salt Lake Kolkata 91 between days 20th
march 2017 till 24th
March 2017 from
11 am till 4 pm on each day as mentioned before for physical and document verification along
with the documents. The departments for verification of in-service Govt. sponsored candidates
are Office of the DD MERT, MERT branch for WBHS and WBPH & AS; Office of the DDME I, MES
branch for WBMES cadres.
iv) No verification beyond the stated dates will be entertained. The candidates who are rejected
during verification due to want of appropriate documents or are absent during verification due
to any cause will forfeit their candidature for subsequent consideration of state rank and online
counseling. Time based system will not permit in conceding request.
v) The requisite documents must be brought in original along with self attested photocopies
(one copy each for each original document).
vi) The candidates who are eligible for private management quota seats in West Bengal only, are
not required to be verified at this stage. The will have to verify their documents if they are
allotted any seat in a private management quota through online counseling WB 2017
subsequently.
vii) The list of the documents to be produced by the candidate is below mentioned as
applicable:-
a) NEET PG 2017 Admit card
b) NEET PG 2017 Rank card
c) EPIC/Aadhar/Passport of the candidate or either of the parents showing West Bengal as
address for proof of domicile status
d) MBBS certificate
e) Final MBBS mark-sheet
f) Caste certificate as applicable [ fresh certificate for OBC, OBC A or OBC B candidates along
with income of the family as on or after 5th
December 2016 ( beginning of exam of NEET PG
2017)/where certificate is already obtained, income certificates of the family as on above
stated date is required from the same authority who issued the certificate.]
g) PH certificate if applicable (physically handicapped certificate issued in the format available in
website www.wbmcc.nic.in from IPGMER Kolkata where the dates of PH verification will be
declared soon )

i) Proof of previous Degree or Diploma (as applicable)
j) Proof of Degree or Diploma if currently pursued where it is clearly indicated that the course
training period shall be completed by 30.04.2017
k) Proof of indemnity bond (or any other bond as applicable) formalities have been completed for
the open candidates who have done PG course previously or are currently pursuing such
l) Proof of TR related formalities completed within stipulated time for in-service candidates as
verified from service book by employer (as applicable)
m) Age proof for all the candidates
n) For candidates in regular service and working in West Bengal other than Dept of Health and
Family Welfare are eligible to apply in open category provided they produce ID card of present
employment along with the EPIC/Aadhar/Passport of candidate as proof of residence and No
Objection Certificate from present employer as stated in annexure I
o) Acknowledgement receipt as generated from www.wbmcc.nic.in website
p) Payment proof (done through www.wbmcc.nic.in between 14th
March 2017 till 17th
March
2017)
q) For Govt. sponsored in-service candidates filled up sponsorship form as uploaded in
www.wbmcc.nic.in website and duly authenticated after verification of service book by the
present employer and/or custodian of service book as the case may be along with relevant
documents of joining and postings in service under Dept of Health and Family Welfare with
proof of regular service and rural service or specialist post service as mentioned in WB TR Rules
2015 for applicability of Trainee Reserve
r) Online generated Sponsorship form for in-service candidates generated through
www.wbmcc.nic.in website after payment of requisite fees. The form contains 8 digit spaces for
unique sponsorship number. First 5 digits will be filled up by software automatically as per
response of the candidates recorded. The last 3 spaces will be filled up by the requisite
authority after verification of the documents. The sponsorship number is unique for the
candidate and must not be shared with anybody. It will be required in subsequent step of
online counseling.
19. Step 4 (post verification formalities by the authority):-
i) The requisite authority if satisfied with the documents produced by the candidates will submit
their verification request through online portal of National Informatics Centre and such
verification request should reach the WBUHS latest by 12 noon of 30th
march 2017 for further
action on the part of WBUHS for finalization of Eligible Applicant List.
ii) The eligible applicants list for state quota open category seats and in-service category seats and
for private management seats will be published separately by WBUHS in the website
www.wbmcc.nic.in after 6 pm of 31.03.2017 in the interest of public service.
iii) Candidates whose name appears in the eligible applicants list such published will only be
allowed to participate in online counseling which is going to start from 4th
April 2017 as per
order of the Ho ’ le Supre e Court of India in Writ Petition 76 of 2015 dated 18.01.2016. The
details of online counseling will be intimated later on.
