This final project report set out to know the activities of Public Relations in Palestine Embassy, Jakarta.
The data of this final project were collected through observation, interview and literature review. The observation was done to know the activities of Public Relations in Palestine Embassy. The interview was done to the head of Secretary Division as the held of Public Relations activities in Palestine Embassy.
The result of all data analysis shows that a Public Relations activity in Palestine Embassy is an important part of the job. In implementing their activities, Public Relations also faced a problem. It has no Public Relation division in the structure organization. The activities of Public Relations are held by the secretary of Palestine Embassy. It is inefficient to do the work, because a secretary has to do two activities that are secretary activities and Public Relation activities (internal and external). So to over come this problem, The Palestine Embassy must add the staff as the Public Relation officer and make the structure organization for Public Relation division.

CHAPTER I
INTRODUCTION
A. Background
The presence of embassies or consulates of foreign countries in a country gives
benefits to both the sending and receiving countries. The mutual aid can be
diplomatic or non-diplomatic relations. These relations cover many fields, for
example politics, military, law, economy, culture, education, and others.
One of the examples, Government of Indonesia, Japan and Palestine form a
trilateral cooperation. This partnership was formed as a continuation of a meeting of
ASEAN, in Thailand on October 3, 2009. Indonesia and Japan work together to
provide technical assistance and training capacity for the Palestinians, in agriculture,
health, and Small Medium Enterprises (SMEs).
An embassy helps to preserve and protect the relationship between the
receiving State and the sending State by that particular embassy office. The embassy
can be a point of contact, or base of communication, between the two countries. The
functions of a foreign Embassy through diplomatic mission consist of representing
the sending State in the receiving State; protecting in the receiving State the interests
of the sending State and of its nationals, within the limits permitted by international
law; negotiating with the Government of the receiving State; ascertaining by all
lawful means conditions and developments in the receiving State, and reporting
thereon to the Government of the sending State; promoting friendly relations between
the sending State and the receiving State, and developing their economic, cultural and

There are total of 133 foreign embassies and 45 foreign consulates in Indonesia.
One of the embassies is the Embassy of Palestine in Jakarta whose task is to make
diplomatic relations between Palestine and Indonesia. The Palestine Embassy is
headed by an Ambassador. In carrying out his duties, Palestine Ambassador is helped
by a counselor, two secretary counselors, division of secretary Ambassador, secretary

division of Palestine Embassy and Information Technology division of Palestine
Embassy.
Palestine Embassy acts like a Public Relations officer in an institution, because
Palestine Embassy is a representative from the country of Palestine. Therefore The
Palestine Embassy serves as a medium between Palestine Government and
Indonesian Government. The Palestine Embassy also has duties of giving information
about the condition and situation in Palestine to all Indonesian citizens, and doing the
role as a representative of Palestine.
The writer did job training in The Palestine Embassy because the writer was
interested in knowing about the Public Relations activities in the Palestine Embassy.
For that reason, the writer is interested in making it as the topic of the final project;
which is entitled
B. Objectives
The objectives of this final project report are:
1. To describe the Public Relations activities in the Palestine Embassy
2. To know the problems in carrying out the Public Relations activities in the
Palestine Embassy and to propose solutions.
C. Benefits
The benefits of this final project report are:

The readers know the Public Relations activities in secretary division of
Palestine Embassy so that they can learn about it.

CHAPTER II
LITERATURE REVIEW
A. Public Relations
1. Definition
According to the International Public Relations Association (IPRA):
character, through which public and private organizations and institutions seek
to win and retain the understanding, sympathy, and support of those with whom

say and what others say about you. Public Relations practice is the discipline
which looks after reputation- with aim of understanding and support, and
influencing behavior. It is the planned and sustained effort to establish and to
maintain goodwill and mutual understanding between organization and its

It can be concluded that Public Relations is the management function that
evaluates the public opinion, attitudes and identifies the policies and procedures
to get the public understanding, sympathy and support.
2. Public Relations Activities
According to Anggraeni in her article:
activity is an activity that on purpose, was formed to influence, reach
common understanding, provide the information and get a reaction/feedback, its
organized at a certain time, systematically, using effective research and analysis
based on actual policies and performance on mutually beneficial goals between
organizations and the public to save a two- .
In general, Public Relations activities are divided into Internal Public
Relations and External Public Relations. (Effendy, 1992; 135)
Internal Public Relations
Internal Public Relations activities consist of;
a. Employee Relations
Employee Relations is maintaining relations between management, staff and
families of employees.
b. Labor Relations
Labor Relations is maintaining the relationship between institutions
(directors or management) with company unions.
c. Stakeholder Relations
Stakeholders Relations is maintaining good relations with its stakeholders.
It is the duty of Public Relations to conduct communications that are
persuasive and informative, conduct an analysis on employment policy
(personnel policy), including salary/wages, honoraria, and other employee

benefits; analyze what has been done on the internal Public Relations.
Informative and persuasive communication can be implemented through;
a. Written channel, using letters, papers, bulletins, etc.
b. Verbal interaction, such as holding briefings, meetings, discussions,
lectures, etc.
c. Counseling, some staff members who have received training or education to
give advice to employees, help solve their personal problems or discuss it
together.
External Public Relations
One purpose of the External Public Relations is to strengthen relationships
with organizations outside the agency/agencies until it forms a favorable public
opinion against the institution.
External Public Relations activities are;
a. Expanding the Network
b. Introducing institutions to Public
c. Improved relations with Public
d. Solving the problems Institution relations
The object of external parties Public Relations activities are governmental
institution, the press or media, community, etc.
1. Government Relations
An agency or foreign embassy certainly has a close relationship with the
central government. Communication with the central government is aimed to
help expedite the course of activities of that agency.

Fostering good relations with the central government can be done in many
ways, for example sending birthday greeting mail, sending merchandise as a
memento, and having dinner together to strengthen communication, etc.
2. Press Relations
Press Relations is a written or recorded communication directed at members
of the news media for the purpose of announcing something
ostensibly newsworthy. Typically, they are mailed, faxed, or e-mailed to
assignment editors at newspapers, magazines, radio stations, television stations,
and or television networks.
3. Community Relations
Community relations refers to the various methods companies use to
establish and maintain a mutually beneficial relationship with the communities
in which they operate. The underlying principal of community relations is that
when a company accepts its civic responsibility and takes an active interest in
the well-being of its community, and then it gains a number of long-term
benefits in terms of community support and loyalty.

B. Foreign Embassy
1. Definition
Embassies are the official missions through which nations conduct their foreign
affairs. Embassies are headed by ambassadors, the highest-ranking diplomats
stationed abroad. From these outposts, ambassadors and their staffs promote the
interests of their nation, work to protect citizens traveling abroad, and gather

A permanent diplomatic mission is typically known as an embassy, and the
person in charge of the mission is known as an ambassador. The term "embassy" is
often used to refer to the building or compound housing an ambassador's offices and
staff. Technically, however, "embassy" refers to the diplomatic delegation itself,
while the office building in which they work is known as a chancery.

2. Function of Embassy
The functions of a diplomatic mission consist of; in representing the sending
State in the receiving State; protecting in the receiving State the interests of the
sending State and of its nationals, within the limits permitted by international law;
negotiating with the Government of the receiving State; ascertaining by all lawful
means conditions and developments in the receiving State, and reporting thereon to
the Government of the sending State; promoting friendly relations between the
sending State and the receiving State, and developing their economic, cultural and

An Embassy performs a variety of different roles; from offering advice and
assistance to its nationals abroad, to issuing visas and providing a diplomatic presence

C. Government Public Relations
1. Definition
Government Public Relations specialists play a variety of roles. The diversity of
goals and activities in government is greater than any other area of public relations

In the Practical Public Relations, Public Relations are categorized into two
types; which are Central government Public Relations and Local Government Public
Relations (Sam:1970)
Central Government Public Relations
Central government Public Relations has two functions, to give information
regularly about policy, planning, and the result that has been reached, and to
explain and to teach public about rules, regulations, and everything that is
related with society life. Moreover, central government Public Relations also
play a role as an adviser in implementing policies.
Central government Public Relations generally consists of four parts, they are
press office, broadcasting section, publicity section, intelligence section.
1. Press Office
Press office is responsible for handling press work. It prepares the news
material for newspaper, magazine, and other mass media. Press office handles
everything that relates to speech material, documents, rules, regulations, reports,
and others. Press office also settles the press conference and press tour and
manage press release from the arrangement until the spreading.
2. Broadcasting section
Broadcasting section is a part of central government public relations. It is a
broadcasting station like radio and television. Broadcasting section settles the
electronic media.

3. Publicity section
Publicity section has responsibility to manage films, posters, leaflet,
advertising, and the other publication activities.
Local Government Public Relations
Actually, local government public relations and central government public
relations are almost the same in terms of their works. The distinction between
them is the scope.
There are four main goals of local government public relations:
1. -by-day activities.
2. To give them an opportunity of expressing views on important new projects
before final decisions are taken by the council.
3. To enlighten on the way in which the system of local government work and to
inform them their rights and responsibilities.
4. To promote a sense of civic pride.

D. Palestine Embassy in Indonesia
Indonesia officially welcomed Palestinian declaration of independence by the
Palestinian National Congress (PNC) in Alger, Algeria, 15 November 1988, followed
-time support towards Pale
recovering their lawful rights to determine their own future, including in establishing
a sovereign and independent state in their homeland.
One year later, Indonesia and Palestine agreed to advance their bilateral
relations through the signing of a Joint Communiqué on the Commencement of
Indonesia-Palestine Diplomatic Relations at Ambassadorial Level, on 19 October
1988. The signing was conducted by Minister for Foreign Affairs of the Republic of
Indonesia, H.E. Ali Alatas, and Minister for Foreign Affairs of the State of Palestine,
H.E. Farouq Kaddoumi. Following the signing ceremony, Palestinian Minister for
Foreign Affairs commissioned the Embassy of the State Palestine in Jakarta.

1. Former Officials of Palestine Embassy in Indonesia
Early opening of diplomatic relations between Indonesia and Palestine marked
the opening of Palestine Embassy in Jakarta, which is located at Jalan Diponegoro 59
Menteng, Central Jakarta on October 20, 1989.

1.1 The Duty of Palestine Embassy
The duty of Palestine Embassy is to implement the jobs of the Palestine
relations.
Figure 2.1 the structure of communication in the Palestine Embassy
Palestine Embassy in Indonesia is representative of the Palestine in establishing
diplomatic relations with the government of Indonesia, in the running patterns of
communication's information applied by;
1. Palestine Embassy with the Palestinian government carries out mutual
communication in the delivery of any information related to the duties and
functions of the Palestine Embassy in Indonesia.
2. Palestine Embassy with the Indonesian government is communicating with each
other in carrying out the cooperation of governments which have been agreed
between the Palestinian government and the Indonesian government through the
Palestine Embassy in Indonesia. After that the Palestinian embassy in Indonesia
will make a report to the Palestinian government.

3. Palestine Embassy send information about policies related to the public to
Indonesian citizens through media, for example by carrying out press
conferences, dialogues, etc.
4. Indonesia government will also provide information to the public (public and
media) related to the cooperation of the Indonesia government with the
Palestinian government, which is represented by Palestine Embassy in
Indonesia.

The ambassador is at the highest level and has full power and authority and is
responsible for the cooperation between Palestinian government and Indonesian

of information to the general public and the media.

DISCUSSION
A. Description of Public Relation Activities in Palestine Embassy
Public Relations activities carried out by secretary embassy division. The
followings are Public Relations activities in Palestine Embassy, which are divided
into two types;
1. Internal Public Relations Activities:
Employee relations
In Palestine Embassy, Public Relations activities that are related to the
employees are giving explanation and guidance to the staff about job

2. External Public Relations Activities:
The external Publics Relations activities are carried out to establish a
relationship with the governmental institution, the press or media, around
(community), etc.
Government
Public Relations practitioner must be able to maintain a good relationship
with the government. The goal is to ease the network when it is needed and to
ease problem solving if misunderstanding happens between the institution and
the government.
Public Relations in Palestine Embassy preserves good relationship with
the Indonesian government by sending greeting card Independence Day to
Adha together, attending invitations from Indonesian government on various
ndonesian
government as a memento. In education activities, Palestine through Palestine
Embassy receives educational assistance from Indonesian government such as
scholarship for Palestine students to study in Indonesia.
Press Relations
Palestine Embassy maintaining good relationship with mass media
(television, radio and magazines) by attending invitations from media such as
television to discuss about issue concerning Palestine, making a press release
for media distributed to printed and electronic media, such as newspapers and
radios or televisions.
Community Relations
Community is an important subject or object in an institution. The
community who would like to express their aspiration related to the Palestinian
issue gets attention from Palestine Embassy. Palestine Embassy accepts
dialogues directly from various communities in Indonesia.

B. The Strengths and Weaknesses of Public Relation Activities in Palestine Embassy
1. Internal Public Relations
The internal Public Relation activities in Palestine Embassy have the strength of
establishing cooperation and solidarity. The internal Public Relation activities can be
seen from the Employee relation who supports each other in their activities, for the
example; making an invitation card together for dinner activities with external
institution of Palestine Embassy. It is very important to control, check and evaluate
the implementation of the job Public Relation activities, for the example; make report
activity as public relation on job training program to the secretary Palestine Embassy
and to the Ambassador.
Sometimes communication between employees, however, did not run well.
Because they can not understand the message when receiving writing or verbal
communication, for the example; one of the employee did not make permission letters
for absence of work, then they use verbal permission.
The other weakness is that counseling is not done in Palestine Embassy because
no employee has an educational background in psychology. When employees has
problem they can not consultation so there is no solution. For the example; the cases
between the workers who have conflict with one another because there is no
consultation section, the conflict is not solved.
2. External Public Relations
The strengths of Public Relations activities in External Palestine Embassy are
Palestine Embassy establish relationship with media or institution and others. Public
Relations activities are responsible for broadcasting section, to communicate the
activities of Palestine Embassy or information about Palestine issue, as the example;
having Talk show on Apa Kabar Indonesia Pagi and Apa Kabar Indonesia Malam on
TV One, discussing Palestine issue.
The weakness of the external relation activities Public Relation Officer is that
there is only one person who handles the Public Relations activities with media or

other institution so it is difficult in handling some communications with the media,

C. The Effectiveness of Public Relation Activities
Public Relations activities in Palestine Embassy is not effective, it can be seen
from the organization of structure of Public Relation in Palestine Embassy. It has no
Public Relation division in the structure organization. The activities of Public
Relations are held by the secretary of Palestine Embassy. It is inefficient to do the
work, because a secretary has to do two activities that is secretary activities and
public relation activities (internal and external), as the example can be seen on the
organization structure in Palestine Embassy on chapter 2 on figure 1.2.
The activities Public Relation that are related to employee relation in Palestine
Embassy are effective in its communication relation in controlling and checking the
activities of all employees which is done by Public Relation officer.
D. The Problems and The Solutions of Public Relation in Palestine Embassy
Relation in internal and external Palestine Embassy, it is inefficient and inefficient to
do the job of Public Relation because it will need much time to finish the work, so to
over come this problem, Palestine Embassy must add the staff as the Public Relation
officer.
From the point of view of organization, Public Relation does not have the

secretary division who holds the Public Relations activities, so to over come this
problem and Palestine Embassy must create Public Relation division.

The writer had done job training in secretary division to do Public Relations
activities. The Palestine Embassy is located at Jalan Diponegoro 59 Menteng, Central
Jakarta. The Job training was held for a month, since February 23rd 2009 to March
20th 2009. The writer worked starting from Monday to Friday from 08.30 a.m to
04.00 p.m, except on Friday, which was from 08.30 a.m to 01.00 p.m.
All the activities done by the writer in Public Relations activities were intended
to practice and develop her knowledge and ability in Public Relations field. The
writer was helped and supported by all staffs and family in Palestine Embassy.
The activities that had been done by the writer everyday are;
1. Translating news from media
The writer made a translation of news about Palestine then has to reports to
Ambassador.
2. Clipping news
The writer clipped news from mass media about Palestine for documentation.
3. Sending fax
The writer sent fax to other embassies for any invitation or announcement.
4. Writing down
The writer wrote an agenda about the activities in Palestine Embassy.
5. Accepting cooperation proposal or letters from other institutions
The writer selected the accepted proposal or letters from other institutions that
will make a cooperating with Palestine Embassy.
6. Answering the incoming calls

7. Accepting guest
The writer accepted guest who like to meet Ambassador or the institution that
visited Palestine Embassy before or after making an appointment.

CONCLUSION AND SUGGESTION
A. Conclusion
1. The Public Relations Activities in Palestine Embassy
The Public Relations activities in Palestine Embassy consist of internal and
external Public Relations Activities. Internal Public Relations activities are carried
out by giving explanation and guidance to the staff about job implementation,
controlling th
and . Meanwhile, the external Public Relations
activities are carried out by sending greeting card to anniversary Indonesia, attending
invitation Indonesian government on various events and meetings, making a press
release for media distributed to printed and electronic media, such as newspapers and
radios or televisions, dialogues directly from various communities in Indonesia.
Palestine Embassy have the strength of the internal Public Relation are
establishing cooperation and solidarity. The weaknesses are sometimes
communication between employees did not run well, because they can not understand
the message when receiving writing or verbal communication.
The external Public Relations activities have the strength of Palestine Embassy
establish relationship with media or institution and others. Public Relations activities
are responsible for broadcasting section, to communicate the activities of Palestine
Embassy or information about Palestine issue. The weakness of the external Public
Relations activities are Public Relation Officer is that there is only one person who
handles the Public Relations activities with media or other institution so it is difficult
in handling some communications with the media-related on events.

example by having communication one by one.
3. Palestine Embassy has to give training or education counseling to give advice to
employees, help solving their personal problems or discuss it together.
