Does Naval Base Ventura County use solar power?
Question: The installation of solar panels at thePort Hueneme pool has me wondering: How manybuildings, if any, use solar power at Naval BaseVentura County?
Answer: That is a great question.NBVC is committed to saving energy wherever
and whenever possible. For that reason, the base haseagerly embraced solar power, which has proven tobe a reliable source of alternative energy, especiallyhere in sunny Southern California. It has been nearly 10 years since solar power was
first installed at NBVC -- a 25-kilowatt system onPH-850 that generates 46 megawatt hours per year, for an annual savings of $5,950.Since then, increasingly complex solar photovol-
taic systems have been installed at six other build-ings at Port Hueneme, the largest being at PH-800,a 125,000-square-foot warehouse. It was equipped
with a 303-kilowatt system that is expected toproduce 641 megawatt hours of renewable energy ayear, enough to power 71 average homes. The electricity generated by the system will be
tied back to the base grid, saving an estimated$83,360 a year.Solar hot-water heating systems are being in-
stalled at both the Port Hueneme and Point Mugupools. When completed, these projects are expectedto generate 2,075 megawatt hours per year, resultingin an annual savings of $64,410.Let me take this opportunity, too, to thank every-
one for their patience as construction continues onthese important projects.Altogether, renewable solar projects expect to
save the base a whopping $256,100 in energy costsper year. This equates to, roughly, 4,045 megawatthours, which is the amount of energy required topower 450 average U.S. homes annually.

I have a question for you:What did youdo for yourself today? What about thisweek? When was the last time you didsomething you totally enjoyed, that re-charged your batteries or fueled your pas-sion? How often do you make sure you“take care of you?”Are you like me and feel guilty taking
time to do something for you? Do youlook at the family budget, the needs of thefamily, your hectic schedule and find your-self pushing “taking care of you” to theback burner?Guess what? You are not alone.Military spouse and self-care expert
PeggyNolan recently joinedNavyHome-front Talk/Enlisted Spouse Radio to talkabout self-care. The statistics she offeredon the amount of time per week that wespend on “us” versus the amount spenton others is starkly out of proportion. What is the result of a long practice of
not balancing our lives with work, respon-sibilities and recreation? We become edgy, perhaps impatient and short-tempered.We are out of balance. We can becomedepressed. Keep that up long enough andin some cases it can potentially lead to
neglect or even abuse of the people welove. We can only be good for those around
us if we take care of ourselves. On an air-plane we are told to put the oxygen maskon ourselves first before trying to helpothers. You are no help if you pass out!Self-care, or “me time,” is vital. It is put-
ting the oxygenmask on us so we can helpothers put on theirs. We must determineto take care of ourselves, our emotional, physical and spiritual health. As part of the Year of the Enlisted
Spouse, we are launching the “Me Time”
challenge. Join our team as we set “MeTime Goals” and meet them. I am work-ing out three times a week for my physicalhealth, joining a Bible Study for my spir-itual health and scrapbooking once aweekfor my emotional health. My team andlisteners are also taking the challenge. Please join us. Set a goal for one ormore
areas of your life: emotional, spiritual orphysical. Then log on to the EnlistedSpouse Community forum (www.enlist-edspousecommunity.net/forum), e-mail orTweetmewith your goals. You’ll hear fromus on a regular basis to keep us focusedon taking care of us.Martha Washington wrote, “I am de-
termined to be cheerful and happy inwhatever situation I may find myself. ForI have learned that the greater part of ourmisery or unhappiness is determined notby our circumstance but by our disposi-tion.”We may not be able to change the re-
sponsibilities, but with proper self-care,we can be cheerful, happy and healthy. You are worth it!

A recent proposal in Congressled to congressional legislationchange to the “Don’t Ask, Don’tTell” policy while Department ofDefense ComprehensiveWorkingGroup visited Naval Base Ven-tura County on May 27.During the working group’s
visit with approximately 100 ser-vice members, congressional leg-islation was written to change the“Don’t Ask, Don’t Tell” policy. The current law is still in effect, and DoD will continue to applythe law.The legislation would allow a
change in the law only after theongoing DoD review is complet-ed and only after the president,Secretary of Defense, and thechairman of the Joint Chiefs ofStaff all certify DoD is ready tomake this change without hurtingunit cohesion, military readinessand effectiveness, as well as re-cruiting and retention. In a recent message to the force,
the Secretary of Defense informed
service members and their fami-lies that their participation in theprocess is now more importantthan ever. He encouraged servicemembers and their families tostay informed on this process, butthey should not let the ongoingpolitical debate distract themfrom what is important — thecritical mission to defense of thecountry and the duty to upholdthe values represented by the uni-form.Service members and their
families can provide comments tothe working group by using theonline inbox at http://www.de-fense.gov/dadt. This website iscommon access card (CAC)-en-abled and is another way to com-municate with the working groupon issues associated with the re-peal.A plan of action to address the
issues involved with implement-ing a repeal of the law will besubmitted to the Secretary of De-fense no later than Dec. 1, 2010.

I am so proud to write this article pay-ing tribute to fathers, mostly because I ama “daddy’s girl.”Therefore, acknowledgingand celebrating the pertinent role of fa-thers is easy. When I was a child, my father was my
cheerleader at every basketball game, trackmeet andmy Saturday bowling league. Heencouraged me never to give up. Hecoached me even when I didn’t want tohear it. He screamed my nickname fromthe gym bleachers with instructions andwarnings of players nearby on the court. The time and effort he spent with meproved his love and satisfied my heart andmind that I was cared for.My daddy was my hero, friend, confi-
dant, encourager and protector. His tire-less affection of hugs and kisses made mefeel like I was the most important kid intheworld. Somewould think Iwas spoiled, and quite possibly that thoughtmight havebeen true. But if persistent and consistentlove means spoiling your child, well, doit!A father’s presence is essential in the
healthy emotional development of everychild. Boys need their fathers to teach
them how to be men, and girls need theirfathers to legitimize their value. I knowthese statements are both general, butwhat every child needs is for their fathersto be available for them.In ourmilitary community, when fathers
deploy, they can still be available for chil-dren. The method and effort changes, butthe concept of loving that child by show-ing them is still needed. A father’s interac-tion and love is like a miraculous balmthat heals every wound. There are two Scriptures from theChris-
tian Bible that speak to the responsibilityof a father to his child: Ephesians 6:4,“Fathers, do not exasperate your children;instead, bring them up in the training andinstruction of the Lord,” and Colossians3:21, “Fathers, do not embitter your chil-dren, or they will become discouraged.”Both these Scriptures reveal the power afather has that will either help or hindera child’s emotional state.Themessage I perceive is, “Fathers, train
your children and instruct them in righ-teousness and godliness, and be carefulnot to hurt them to the point where theybecome discouraged.”Fathers have a tremendous responsibil-
ity!I pray God will bless every father with
the wisdom, love, selflessness, guidance, kindness and determination tomake everyinteraction with their childrenmeaningfulto build their children’s spirit, confidenceand faith.Happy Father’s Day to every father, and
may God strengthen your hearts andminds, providing every spiritual and phys-ical blessing!

An issue that often affects militaryfamilies is kindergarten school registra-tion. Each state can set its own age require-ments for kindergarten entry. Therefore,as families move from one state to an-other, the requirements may change. As if moving a family around every 2.9
years isn’t enough to handle, varying stateeducation requirements make moves evenmore difficult.Formany years, a move fromCalifornia
in the middle of kindergarten has meanta student needing to repeat kindergartenin another state. A 4-year-old in Californiacan start kindergarten as long as he or shewill be 5 by December 2. However, a billhas been sponsored that may change thatrequirement.Sen. S. Joseph Simitian of the 11th Sen-
ate District is sponsoring SB 1381, whichwould change the kindergarten entry-agein California from 5 years old by Decem-ber 2 to 5 years old by September 1. Thenew age requirement would be phased inover three years beginning in 2012. Halfof the approximately $700 million in an-nual cost saving from having fewer chil-dren in kindergarten would be redirected
to fund increased enrollment in qualitypreschool programs. The remainder of thefunds would help alleviate California’sbudget shortfall. In most states, children must turn 5 by
September 1 in order to start kindergarten.California allows children as young as 4years and 9 months to start kindergartenas long as the child turns 5 by December2. Currently, California is one of only fourstates— the others are Connecticut,Mich-igan and Vermont — with a cutoff datelater than December 1.Research indicates that beginning school
at an older age improves children’s socialand academic development. A 2005 studyby the Rand Corporation found a “sig-nificant boost” to test scores, especiallyfor children from low-income families.Based on these benefits, California’s
nonpartisan Legislative Analyst’s Office, the California Performance Review, andthe Governor’s Committee on EducationExcellence have each called for an earlierkindergarten cutoff date. In the analysisof the 2010-2011 Proposed Budget, thelegislative analyst recommends that theLegislature take action this year to change
the kindergarten cutoff date to September1. The LAO notes:-- California’s kindergarten start date is
one of the latest in the nation;-- Beginning school at an older age
would benefit children’s academic perfor-mance and social adjustment;-- Children who are older when they
start kindergarten tend to perform betteron standardized tests; and-- Research suggests that changing the
kindergarten date may lead to positivestudent outcomes, including less chanceof grade retention and higher earnings as
an adult. The LAO estimates that changing the
kindergarten cutoff date could lead tobudget savings of approximately $700mil-lion from revenue limits and categoricalprograms by having 100,000 fewer kinder-garteners in school. The cumulative sav-ings over 13 years would reach $9.1 billionas a smaller kindergarten cohort transi-tions through the K-12 system. The bill changes the required birthday
for kindergarten admission to November1 for the 2012-13 school year, October 1for the 2013-14 school year, and Septem-ber 1 for the 2014- 15 school year and eachschool year thereafter. It also provides thathalf of the savings (roughly $350 millioneach year) shall be devoted to the StatePreschool Program to increase enrollmentin quality preschool programs. For more information about the bill,

ing officer of the base, will pick up theaward June 18 at the 60th Annual Com-munity and Business Awards Luncheonat the Courtyard by Marriott in Oxnard. The event runs from 11:30 a.m. to 1p.m.The dredging project required a unique
approach because the sediment that hadaccumulated in the harbor since 1999 wascontaminated — mostly with pesticidesand PCBs— and needed to go to a land-fill, making it cost-prohibitive.A team from NBVC’s Environmental
Division came up with a solution that in-volved several agencies, including the Ox-
nard Harbor District, and the five-yearproject they devised was completed in July2009, restoring the harbor to full naviga-bility.The project called for dredging the entire
harbor but disposing the sediment into a“confined aquatic disposal” (CAD) cellin the bed of the Navy portion of the har-bor. Not having to haul the contaminatedsoil to a landfill made the project moreaffordable. The Navy’s share of the $14million project was $5.8 million.McHugh recently returned fromWash-

Sailors take the high road on safetyPHOTOS BY KELLY VARNER
BUCS Christopher Torina of UCT-2 gives a thumbs up during the third annual Safety Ride on May 21. More than 70 motorcyclists from NBVC took part in the 70-mile ride.
More than 70 motorcyclists from Naval Base Ven-tura County (NBVC) took part in the third annualSafety Ride on May 21, an event captured here byKelly A. Varner, spouse of Boatswain’sMate 1st ClassMurray Willett of Port Operations at Port Huen-eme.Varner was on the back of Willett’s motorcycle for
the 70-mile trip from the Point Mugu Theater to theRock Store on Mulholland Highway and back.“Riding on the back of my spouse’s motorcycle gives
me the opportunity to take photos while in motion,”Varner said. “I just can’t do that while riding my ownmotorcycle.”Capt. JimMcHugh, commanding officer of the base,
kicked off the ride by urging everyone to be safe and
have fun.“Look out for yourself and the other guy, too,” he
said. “This is a great way to spend a beautiful morningand afternoon.”The ride tested motorcyclists’ skills on such treach-
erous conditions as wet roads, gravel and switch-backs.“This ride gives motorcyclists the skills they need
for a group ride, and it offers leadership skills,” saidNBVC Safety Manager George Egeler. “Many havenever ridden in a group before, and this gives them theconfidence to do it again.”Egeler was pleased with how many took part.“It was great to see such a good turnout from all the
units,” he said. “We hope to do it again next year.”
Above, riders head into the hills on their way to MulhollandHighway and the Rock Store. Far left, new motorcyclist CECRCierra Fultz of NMCB 40 gets ready to return to base. At left, agroup heads back to base along the Pacific Coast Highway.

After a rather unusual winter, the summer season is fast ap-proaching. Summer can be one ofthe most enjoyable times of year, but it also comes with the need formany precautions. Exercising alittle operational risk managementcan prevent most summertime in-cidents.According to the Naval Safety
Center, private motor vehicle ac-cidents are the No. 1 killer of Sail-ors throughout the fleet. Statisticsshow that one Sailor dies every fivedays in a traffic accident. Here is some sage advice for you
and your shipmates to consider:1. Wear your seat belts when-
ever you are in a vehicle. It doesn’tmatter if you are driving or are justa passenger in the back seat. Seatbelts can be the difference betweena fatal accident and an accident.2. Ensure you get plenty of rest
before long trips. The general rulesare:• Schedule your trip to avoid
driving during sleep hours.
• Ensure you are completelyrested prior to your departure andreturn from trip.• Plan for at least a 15-minute
rest stop every two hours.• Limit driving to 350 miles per
day or no more than eight hourson the road.If you’re in doubt about your
journey, log on to the Naval Safe-ty Center website at www.safety-center.navy.mil and click theTRiPS (Travel Risk Planning Sys-tem) link to access a number oftools to assist in your safe travelplanning. With summer sun comes sum-
mer temperatures. Heat injuries, one of the most common summerinjuries, can easily be avoided withjust a few simple measures. Re-member to drink lots of water, wear light colored clothing and usesunscreen whenever you plan to beout in the elements.Familiarize yourself with the
many symptoms of a heat- relatedinjury. Heat rash, cramps, exhaus-
tion and the most dangerous ofall, heat stroke, all have warningsigns. To cool off, many of you will be
heading out to the beach or a dipin the pool. Be safe around water.Drowning is the leading recre-ational killer of military members. Most occur during swimming orboating excursions and often in-volve alcohol use.Use the buddy system when
boating or swimming. Know theweather conditions and use com-mon sense. Don’t swim right aftereating and especially if you havebeen drinking in excess. When boating, use approved
flotation devices even if you are askilled swimmer. Mishaps happenwith little to no notice. Limit yourboat to the recommended capac-ity, and always check weather ad-visories before heading out. Each and every Sailor is a criti-
cal component to mission readi-ness. Be safe, and enjoy your lib-erty!

roads. It was an industrial area, but thereweren’t nearly as many buildings.”Mora came on base as a laborer, making
crate boxes for missile shipments. Workwas nothing new to him; he grew up help-ing in his parents’ restaurant, El Charritoin Ventura.“I’ve worked hard my entire life,” he
said. “I got that from the restaurant.”Hewas assigned to various public works
shops projects until HermanQualls, a pestcontrol technician, suggested he try thatfield. He qualified and got the job, andfor the next eight years, he and his co-worker applied and managed pesticidesaround the entire base.“We were ‘The Bug Guys,’” he remem-
bered with a smile.Always looking to further himself, he
debated a career in entomology but real-ized it required a lot more schooling.Looking back, he’s glad he didn’t go downthat route, given what would soon comeout about DDT and other poisons.Around that time, pest control operation
was contracted out, andMora found him-
self desperate for a job. He took what wasavailable on base and was given a yellowbag and a stick and worked trash detail.“I was going to Ventura College at
nights, and what nobody knew is that I’dkeep my school books in the yellow bag,”he said with a sly smile. “I studied on thejob. It took me a long time, but I finallygot my associate degree in business man-agement.”Mora was moved off trash detail after
a year and qualified for a job as a main-tenance helper at the Navy AstronauticsGroup, the forerunner of NAVSOC. De-termined to break into management, hewent back to school, and three nights aweek for two years, he drove to theUCLAEveningCenter in downtownLosAngeles, eventually earning a certificate in plantengineering.By this time, theNavywasmaking head-
way on diversity issues. Initiatives wereimplemented to recruit “underrepresentedgroups,” and in Southern California, thatmeantHispanics.Morawas appointed thePacific Missile Test Center Hispanic Em-ployment Programmanager, a position hewould hold for 10 years.
He also became involved in career devel-opment programs for students, somethinghe is especially proud of today. He helped create the Careers Through
Education program, which provided localmath and science high school students job-shadowing by professional engineers, thenhelped them get summer jobs on base. Thegoal was for them to return after collegegraduation.Theprogram lasted three years, with about 15 youngsters taking part eachsummer. The number who completed theprogram and returned to base jobs afterfinishing college: two.“Andneither was aminority,”Mora said
in frustration. “But you knowwhat? It wasstill a success because two entered the fed-eral workforce.”In 1990, Mora was appointed facilities
manager of NAVSOC, and over the next20 years he did everything from redesigningits buildings tomodernizing the equipmentat Laguna Peak.“Buildings are important,”he said.“They
provide comfort to people, and if thosepeople are happy, they’re motivated.”
Mora’s proud of the role he has playedin changing the color of what is today
Naval Base Ventura County.“I can actually say that I’ve seen major
advancements in the diversity of theworkforce at Point Mugu,” Mora said.“That’s what I’ll take with me.”He’ll also take away a bittersweet mem-
ory of Sept. 11, 2001. In the midst of allthat terror that day, Mora received theCivilian Meritorious Award.“I told the captain that it was going to
be difficult for me to accept it on thatday,”he recalled. “The captain said it wasthe right thing to do, that good thingsare still happening, and that we need tolook forward. I was totally over-whelmed.”Mora leaves with a sense of accom-
plishment and pride of his years atMugu.“When I come to work every morning,
and I see all the farmworkers out in therain and cold, trying to make a decentwage, and I think of all the people outof work and all the people in Iraq andAfghanistan who are there so we can behere – when I see all that, I feel blessedand grateful for my time in governmentservice.”

Twenty-six students graduated from thefirst class of the Afghanistan NationalArmy Engineer School on May 25, com-pleting phase one of the partnership be-tween Naval Mobile Construction Bat-talion 4 and the ANA partnership thatwas facilitated by the multinational Op-erational Mentoring and Liaison Team. This partnership found its beginnings
at the crowded dining facility at CampMike Spann in northern Afghanistanwhen several Seabees were seated next totwo officers from the CroatianArmy.Din-ner conversation naturally led to the Sea-bees and the Croatians discussing theirrespective missions and the current chal-lenges they were facing. The Seabees’ challenge at the time was
the shortage of line haul assets. Capt. San-tini from the Croatian Army was taskedas part of theOMLTmissionwithmentor-ing the Engineering Company command-er and expressed that his company pos-sessed the line haul capability, but lackedthe line haul missions necessary to gain
valuable experience. The following day, Construction Me-
chanic 1st Class Paul Selfors and SeniorChief EquipmentOperator ThomasMax-well of NMCB 4 accompanied Lt. Col.Vucic and Capt. Santini of the CroatianArmy to inspect the ANA tractor-trailers,provide guidance on pre- and post-opera-tion maintenance and meet the ANA
chain of command. After a few more visits and many cups
of chai tea, the OMLT, ANA and the Sea-bees stepped off with five ANA tractor-trailers to pick up NMCB 4’s equipmentat Camp Marmal, Afghanistan.Over the next few weeks, the Seabees
and ANA completed five more convoystogether, transporting more than 20 piec-es of equipment while the ANA soldiersgained valuable experience in convoy plan-ning and execution andmaintenance train-ingwith several of NMCB4’s topmechan-ics.Santini introduced NMCB 4’s Seabees
to several Norwegian officers who weretasked with standing up the EngineerSchool at the adjacent ANA installation,Camp Shahin. They initially asked forSeabee assistance with the curriculum andoperator maintenance training. Selforscontacted the Center for Seabees and Fa-cilities Engineering, Fort LeonardWood, which immediately sent a diskwith studentguides and instructor guides from Equip-ment Operator School. This disk wastranslated into Dari, the local Afghanilanguage, sent to Kabul for approval and
is now the official curriculum for the Exca-vator, Bulldozer and Dump Truck Phaseat the ANA Engineer School.Shortly thereafter, discussion began re-
garding the concept of leveraging NMCB4 construction of the nearby newForwardOperating Base at Deh Dadi to train theANA class.OnApril 14, 10military instructors from
Norway, Germany, Finland and Hungaryaccompanied 26 ANA officers (students)to FOBDehDadi. After a quick introduc-tion, Equipment Operator 1st Class BrianCummings, EquipmentOperator 1st ClassDavid Cobbell and Selfors of NMCB 4took over the daily coordination of theclass.“It’s kind of a train-the-trainer sort of
thing,”saidCummings. “Wetrain theANAofficers and they then train their enlistedpersonnel.”ANA students gained experience main-
taining andoperatingbulldozers, excavatorsand dump trucks, and their training areawas a U.S. FOB construction project thatwill one day be turned over to the ANA.“It is a win-win for everyone,”saidCum-
mings.

Chief Roseanne Oliveros of Underwa-ter Construction Team (UCT) 2, was re-cently inducted into the Women DiversHall of Fame (WDHOF) during a WD-HOF 10th anniversary celebration in Se-caucus, N.J.Oliveros is the first-ever underwater
construction technician to receive an in-vitation to join this prestigious interna-tional honorary organization. Her selec-tion recognizes excellence in her craft andleadership in her field.Oliveros is currently the officer in charge
of Construction Diving DetachmentBravo at UCT 2 in Port Hueneme. She isthe first and only female chief petty officerto be assigned in that role, one of themanyfirsts she’s had in her naval career, a dis-tinction which was a key factor in herselection.Oliveros was one of 10 women from
around the world to be selected for induc-tion this year. Others in this prestigiousgroup included a cave diver from Austra-lia, a shark researcher from South Africa, several diving media experts, diving in-
dustry leaders and underwater research-ers.Oliveros was able to travel to Secaucus
for the formal awards dinner during theBeneath the Sea Exposition, where shewaspresented her certificate of membership. In keeping with Navy tradition, she was“pinned” by WDHOF members Capt.Erica Sahler, her formerUCT2 command-ing officer and now the director of theNavyOcean Facilities Program, andCapt.(ret.) Bobbie Scholley, the current presi-dent of WDHOF.Tomake the evening even more special,
Oliveros was joined by her father LinoOliveros, mother Marie Oliveros andbrother Lino Oliveros Jr., all of whomtraveled from her hometown of Guada-lajara, Mexico.Oliveros is a 2000 graduate of the U.S.
Navy Second Class Dive School locatedat the Naval Diving and Salvage TrainingCenter in Panama City, Fla. Upon gradu-ation, she served as a second class diverat UCT 2, where she was given the op-portunity to attend First Class DiveSchool. She would go on to become the Honor

proved both her diving and leadershipskills. She was promoted to chief pettyofficer in 2006 and became the assistantofficer in charge of Construction DivingDetachment Bravo and then on to officerin charge. In that position, she led her 15-man detachment through a grueling six-month Pacific deployment, where she

month Iraqi deployments.Oliveros was recently selected as a chief
warrant officer, another first for a womandiver in the U.S. Navy.“I would like to encourage any potential
female candidates who may be discour-aged by the physical requirements, primar-ily pull-ups, that they can complete themand excel in this field,” Oliveros said. “Icould not complete one pull-up or swimwhen I first decided I would become adiver. Through hard work and a strongsupport network I was able to build mystrength and attend swimming lessonsuntil I could complete six pull-ups and feltcomfortable in the water.”WDHOF is an international non-prof-

FORT EVERGLADES, Fla.— TenSeabees fromNavalMobile ConstructionBattalion (NMCB) 3, NMCB 40, andUnderwater Construction Team (UCT) 2traveled from their homeport in Port Hue-neme to Joint Expeditionary Base, LittleCreek, Va. to participate in Fort Ever-glades Fleet Week April 27 through May3.The Seabees began the trip in Little
Creek when they loaded four pieces ofCivil Engineer Support Equipment(CESE) onto twoLandingCraftAirCush-ioned (LCAC) onboard USS Iwo Jima(LHD 7). Despite decades of combinedexperience, at shore and on deployment, this was these Seabees’ first experienceriding an LCAC and being underway ona U.S. Navy warship.
“Riding the LCACs [was] cool,” statedEquipment Operator 1st Class (SCW)Deanna Robison from NMCB 3’s AlfaCompany. “It is amazing the power behindthem and how fast they can go.”While underway, the Seabees were able
to experience how “haze gray and under-way” Sailors work and live. Berthed intriple-stacked racks with about 18 inchesfrom the top of themattress to the bottomof the rack above, the Seabees experiencedfirsthand life aboard ship.During the time on board the Iwo Jima,
they conducted man overboard drills aswell as Damage Control, Chemical Bio-logical Radiological andGeneral Quartersdrills. They also set up a static display with
four pieces of CESE and UCT dive gear.Over the course of the week, the Seabeesinformed members of the public, as wellas Sailors andMarines, what the men andwomen of the Naval Construction Forcebring to theNavy andMarineCorps team.Visitors enjoyed climbing on and explor-ing the different pieces of CESE and wereimpressed by the capabilities that Seabeesprovide.
“It was a great opportunity to showcasethe Seabees to the public and to otherSailors and Marines,” said EngineeringAide 2nd Class Carolina Forero fromNMCB 40.

PhotoS by AndreA howry / LighthouSeThe first wave of nearly 100 civilians and military personnel take part in the Admiral’s Cup, held two hours before the Armed Forces Triathlon on June 5 at Naval Base Ventura County, Point Mugu. The Admiral’s Cup is a sprint triathlon, with a shorter swim, bike ride and run than the Armed Forces Olympic-style triathlon.
By Andrea HowryLighthouse editor
Even before they got in the water, Admiral’s Cup triath-letes Hillary and Brent McLoughlin of Camarillo knew they’d have some tough competition:
Dolphins were swimming near the shore.
“Actually, I don’t think we’ve ever had a race where there were no dolphins,” said Kent Blankenship, who, as the out-going athletics director of Mo-rale, Welfare and Recreation, was organizing his last events at Naval Base Ventura County (NBVC) with the June 5 Ad-miral’s Cup and Armed Forc-es Triathlon.
He ended on a high note.“We had a great turnout for
the Admiral’s Cup,” said Capt. Jim McHugh, commanding officer, NBVC. The morning was overcast and the ocean was a cool 56 degrees.
“I love this course,” said Bri-anna Blanchard of Agoura, who came in first among the women with a time of 57:20. “The weather is always great, and I love all the fans. I like a flat, fast course, and this is per-fect.”
Finishing first among the men was Christopher Baird of
Westlake Village with a time of 50:24. He runs track and field for the University of Pennsylvania, where he attends the Wharton School of Busi-ness.
Blanchard, too, is a business major, having just completed her undergraduate work at Pepperdine University. Both hope to become professional athletes.
“I’ll just have to see how far I can go,” Blanchard said.
One who has gone a long way on the amateur circuit is Peggy McDowell-Cramer. She started competing in triathlons in 1992, when she was 51 years old. Now 69, she still competes in about nine a year, but the Admiral’s Cup, she says, is a priority.
“I feel really safe here,” she said of the base. “I’m not afraid someone will jump out. It’s a wonderful environ-ment.”
Also competing in the Ad-
miral’s Cup was Robert Sumpt-er, a 61-year-old Vietnam vet-eran from Oxnard.
“This is his third year of tri-athlons,” said his wife, Mary, as she patiently waited for him near the finish line. “He does about half a dozen a year.”
Sumpter was the last one out of the ocean for the first leg of the triathlon, and lifeguards in kayaks and on boards had formed a semi-circle around him, encouraging him on. The night manager of the Warfield Gym, Miguel Fernandez, walked with him up the beach and over to the bike racks — never physically assisting him, just being there with him.
Aquatics Manager Mandy McCarthy had told the life-guards to keep a close eye on the slower swimmers.
“The ones who are in the water longer have a higher risk of hypothermia,” she ex-plained. “They’re not necessar-ily professionals, and they might not be so strong.”
But Sumpter made it and went on to finish both the bike ride and the run, crossing the finish line last with a time of 2:15:26, about half an hour after the 92nd place finisher.
“He always finishes,” his wife said.

The Admiral’sCup is a sprint triathlon, with a shorter swim, bike ride and run than the Armed Forces Olympic-style triathlon.

ever had a race where therewere no dolphins,” said KentBlankenship, who, as the out-going athletics director of Mo-rale, Welfare and Recreation, was organizing his last eventsat Naval Base Ventura County(NBVC) with the June 5 Ad-miral’s Cup and Armed Forc-es Triathlon. He ended on a high note.“We had a great turnout for

Marines swimming 1,500meters(one mile) bicycling 40 kilome-ters (24.8 miles) and running 10kilometers (6.2 miles). The Air Force won the top
individual and team titles, de-spite losing Staff Sgt. AaronAppelwick during the swim por-tion. He was taken away by am-bulance after suffering an appar-ent concussion when he waskicked in the head. Paramedicsalso treated him for potentialhypothermia after lifeguardshauled him out of 56-degreewater. He was treated at a localhospital and released.Despite the loss of their team
member, the Air Force triath-letes carried on, with Capt.James Bales of Texas finishingin 1:46:32 and 1st Lt. KathyRakel of Luke Air Force Basein Arizona finishing in 2:00:04.Both winning times are about 5minutes off the course records. This is the 11th consecutive
year the event has been held atNBVC. Point Mugu was madethe permanent host several yearsago.“It is an honor and a privilege
to host this event,” said Capt.James McHugh, commandingofficer, NBVC.Most years, thewinners would
progress to international com-petition at the Conseil Interna-tional du Sport Militaire(CISM), but this year’s eventswere canceled so all efforts couldgo into the Military WorldGames, scheduled for 2011 inRio de Janiero. The Air Force team defeated
the other armed forces with apoint total of 121. The Armycame in second with 124, Navythird with 136 and MarineCorps fourth with 174. Pointsare determined by the times ofthe top eight men and top fourwomen on each team.Drafting is allowed in the
Armed Forces Triathlon, butsome veterans of the race saidthat didn’t become much of afactor this year.
“It was a tough day out there,”said Navy Lt. Cmdr. John Cal-vert, who was competing in hisfourth Armed Forces Triathlon.“The packs on the bikes didn’tstick together. Plus, this was byfar the toughest field I’ve seen.It was a very close competi-tion.”Drafting not being a factor
helped the winner of the wom-en’s race.“It actually played into my
strategy and the way I train,”Rakel said. “I always try to bein front of the swim pack, andI like to put my head down andbike as fast as possible. So forme, this race was great.”Lt. Laura Springer, stationed
in Seattle with the Coast Guard,
said bicycling is her “weak spot,”and without the packs, shestruggled. Her saving grace wasteammate Lt. Molly Cook, sta-tioned at Miramar. The lastswimmer out of the water, shedevoted the bike leg to helpingSpringer.“It’s a team sport,” Cook ex-
plained. “I went slower on thebike so I could pull Laura.”Cook ended up coming in last.
Springer came in third amongthe women.“It’s all about having fun and
staying healthy,”saidCook, whotook part in her first triathlonexactly two years prior to theArmed Forces event at the urg-ing of her husband, Lt. Cmdr.Jerry Cook, who also competed
Saturday.Perhaps the most unusual
story of the day belonged toBales, who didn’t arrive at PointMugu until 13 hours before thestart of the triathlon because hehad to complete his residencyprogram at Wilford Hall Medi-cal Center, an Air Force Level 1Trauma Center at LacklandAirForce Base, San Antonio.“I just finished the 25th
grade,” he said with a laugh. Inless than a month he takes theboard exams to become an or-thopedic surgeon. Less than twoweeks after that, he reports toColorado Springs to join thetwo-year Air ForceWorld ClassAthlete Program, a possible pre-lude to the Olympics.
