Due to popular demand one Saturday each month will
be set aside for volunteers to visit the library and put in
a few hours helping to work through our many tasks
and piles of literature. The third Saturday of each

Book Returns
The WPL exists as a resource for everyone.
The lending policy is very lenient for anyone
borrowing books or other items. Most members
appreciate this service and use it well, including
returning the items in a timely manner.
However, a few overextend their borrowing
time and stretch it to the limit. It makes more
work and problems to the few volunteers that
we have who need to chase down delinquent
borrowers and call them for returns that are
sometimes years old. Please check any of your
borrowed books and return them so others
might benefit from them. The alternative is one
we don’t like: the limiting of borrowers who are
chronic extenders, by denying their borrowing
privilege.

Book Review: 2015 Brookman reviewed by Peter Martin
2015 Brookman edited by David S. Macdonald. Bedford, N.H.: Brookman/Barrett &
Worthen, 2014. 416 pages, 8.5 by 11 inches, color illus., perfect or spiral bound.

The 2015 Brookman was released late last year and, as with previous editions, covers
English speaking North America, including the United States (with territories and possessions
such as Hawaii, Puerto Rico, Canal Zone, Marshall Islands, Micronesia and Palau), Canada and
United Nations.
Brookman also provides expanded coverage for U.S. back of the book issues, U.S. first day
covers, World War II and Korean War Patriotics, postal collectibles and autographs. Brookman
uses Scott catalog numbers throughout by agreement with Scott Publishing Company.
The standard format consists of two-column listings with some three-column pages.
Like other recent editions, many of the color images are quite dark, especially for modern
issues, but they are still useful references. Individual stamp images are provided for most major
categories. but others only have selected images.
Brookman is really a retail price list used by Brookman/Barrett & Worthen, Brookman
Stamp Company and a number of stamp dealers around the country. Prices are given for used
and unused stamps, often further separated by condition.
U.S. first day covers have their own introduction with listings that start with Scott 5A.
Issues for the 1920s and 1930s include prices for all official cities. The first cachets of major
cachet makers are interspersed.
The postal collectibles section includes such items as souvenir cards, souvenir pages and
commemorative panels.
Publisher Arlene Dunn reports that: “Collector interest in first day covers is in the more
elusive 1920 to early 1930s first days. Rare material sells immediately, both in auction and in
dealers stocks. As in the past, interest in World War II Patriotic covers remains strong.”
Each book contains $100 worth of coupons and a free one-year subscription to the quarterly
The Brookman Times. The 2015 Brookman is available in perfect and spiral bound editions.
The Brookman catalog provides first day cover collectors one of the few places where they can
check the relative rarity of FDCs in their collections.

Book Review: Overrun and Occupied Country Series: Book 1 – The Poland

Overrun and Occupied Country Series: Book 1 – The Poland Stamp & its Varieties, by Keith
Lichtman. 54 pages, 8 ½ by 11 inches, comb bound, plastic covers, self-published, Staten
Island, N.Y., 2014. ISBN 978-0-692-21209-7, $35 postpaid in USA from Keith Lichtman, 37
Indale Avenue, Staten Island NY 10309. It is also sometimes listed for sale on eBay.
This is the first in a series of booklets, each one devoted to one of the familiar 1943-44 issues
of these stamps. The Poland stamp is examined in depth, especially with respect to printing
varieties.
Details of the printing are listed including date of issue, printer, designer, engraver, first day
city, quantity issued, last day of sale, colors, and margin markings among others. There are no
plate numbers but only corner imprints of the country name. Lichtman points out inking
varieties of the marginal POLAND. A copy of the POD announcement for this issue from the
Postal Bulletin is reproduced.
Of the four types of paper known for these issues, there are only two for the Poland stamp—
ordinary white and brownish. Color images are shown. Gum varieties are smooth and ridged.
Several pages are devoted to the reverse printing phenomenon known with these stamps. These
relate to whether the black or the color portion of the flags was printed first. Methods to detect
normal vs reverse are described.
Double impressions of the red flag and the
country name are highlighted, and differentiated
from over-inking or bleeding. Inking varieties
of the country name are provided in a checklist
and many of them are illustrated under
magnification. The outline of the flag is printed
in black and many varieties are shown like
breaks in the outline, as well as shading
anomalies in the folds of the flag.
The position of the flag is found to shift and
the red portion of the flag has mis-registration.
Examples of both are seen in the book. Plate
flaws are recorded for the flag pole itself as well
as the red field of the flag. Some errors, freaks,
and oddities are shown, i.e. non-repetitive
defects as opposed to plate flaws.
A post card announcement of the first day of
issue was released by the POD, followed by a
second card indicating that first day cancels
would be available in Chicago as well as
Washington. The latter city had both hand and
machine cancels. Several cachets are shown but
the cachet designers are not identified.

Book Review: Philatelic Views of the Peace Tower reviewed by Alan Warren

One of Ottawa’s parliament buildings, the Peace Tower, is a distinctive national symbol and
is as popular as are the maple leaf and the beaver. This handbook looks at the many postal
materials reflecting the building’s image, with a focus on first day covers. The tower was built
in the 1920s to replace the Victoria Tower that had burned down in 1916.
The first depiction of the Peace Tower on a Canadian postage stamp appeared on the 3-cent
value of the 1927 set marking the 60th anniversary of the Confederation. Since then the tower is
shown on more than 15 Canadian stamps. Countless postcards bear images of the tower and
some are described in Dickinson’s book. He also shows several First Flight covers with cachets
that feature the tower. In the same chapter a few stamp booklet covers can be seen on which the
Parliament buildings are prominent.
Chapter 3 of this handbook looks at FDCs of some of Canada’s stamps related to the Peace
Tower. The first cachet known that depicts the tower was designed by A. C. Roessler for the
1933 UPU commemorative.
Chapter 4 focuses on cachets depicting the Peace Tower, from early unknown cachet makers
but also from familiar names like ArtCraft, Jackson, Velvatone, Artmaster, and the Canadian
Post Office. Another chapter is devoted entirely to the work of Joseph C. Rosenbaum of
Montreal, known as Rosecraft cachets. These
include cachet varieties and also general purpose
designs.
After the Canadian Post Office began issuing
its own FDCs, it used some of the Rosecraft GP
cachets as replacements for damaged covers. The
Rosecraft GP story is rather complex with over
400 types known used for various issues and
recorded in Appendix A of Dickinson’s book.
Another useful appendix is an index of all of the
cachet makers for these issues. A list of references
offers further background reading for the
handbook.
The book is nicely laid out in 2-column format
and the illustrations are quite good. Gary
Dickinson, in addition to his prolific writing of
articles on Canada FDCs as well as editing First
Impressions, the newsletter of the BNAPS First
Day Cover Study Group, has contributed yet
another fine monograph in this field.
