The national flood and coastal erosion risk management strategy for England
The approach to managing flood and coastal erosion risk in England.
Statutory requirement under the Flood and Water Management Act 2010.

Flood risk management plans (FRMPs)
To manage the risk of flooding from rivers, the sea, reservoirs, surface water and groundwater.
These may be separate plans for flood risk areas that need to be co-ordinated across each river basin district in the whole of England.
Required under the European Floods Directive; implemented in England by the Flood Risk Regulations 2009.
FRMPs for this first cycle of planning must be published by December 2015.
Lead Local Flood Authorities for flooding from surface water, groundwater and ordinary watercourses.
Environment Agency for flooding from main rivers, the sea and reservoirs.
Local flood risk management strategy
To manage local flood risk in each Lead Local Flood Authority across the whole of England. These also include objectives and measures for the management of local flood risk (i.e. from surface water, groundwater and ordinary watercourses).
Statutory requirement under the Flood and Water Management Act 2010.
No statutory deadline for production.
All Lead Local Flood Authorities must prepare a Local Flood Risk Management Strategy.
Surface water management plans (SWMPs)
To establish preferred approach to managing surface water flooding.
Voluntary plans for co-ordinated measures to manage surface water flooding.
Likely to be Lead Local Flood Authorities, in partnership with others.
Catchment flood management plans (CFMPs)
Current and future inland flood risk management across all catchments.
These plans set out preferred policies for inland flooding in England and Wales.

Thames RBD 1 - national planning policy
We will work with the relevant planning authorities at both the strategic and planning application stages to steer development to areas at the lowest risk of flooding. Where possible we will seek to re-establish and enhance natural river corridors through new development, in line with the Water Framework Directive. We shall look for policies included in planning documents for development in areas at risk of flooding to be resilient and for the implementation of sustainable drainage systems (SuDS). Through our consultation role on planning applications we will continue to ensure the location and layout of development does not increase flood risk, and where possible reduces flood risk.

Thames RBD 2 - eel and fish passage
We will assess and where necessary, improve, all of our flood risk management structures as part of a prioritised programme to ensure they comply with the Eel Regulations 2009. We will work with partners, who also have flood risk management structures, to assist with compliance.

We will continue to review system asset management plans (SAMPs) regularly with regard to maintenance, funding requirements and asset condition related works. We will utilise data from SAMPs, updated surveys and modelling to develop a more strategic approach to routine management and maintenance of the catchments. We will ensure a robust revenue maintenance programme exists that prioritises flood risk management works across each catchment, which is reflected in the maintenance bid within the relevant SAMPs. We will further develop the SAMPs to include, where possible, opportunities for proposed maintenance works to naturalise watercourses and create habitat through possible external partnership funding.

Thames RBD 16 - climate change allowances
Incorporate climate change allowances into flood risk management works. Impacts from a changing climate will be considered in plans for location-specific works to reduce flood risk from all sources. Additional provision will be made during original design and construction, or may be deferred until later but allowance made in the design of structures (such as larger wall foundation) to facilitate this. Revised guidance for risk management authorities is scheduled for publication early in 2016 and will recommend use of scenarios and allowances by river basin district which are contained in the recently released planning decisions and climate change guidance for local authority planners.

Thames RBD 17 - climate change - natural processes
Identify where working with natural processes and natural flood management can help to reduce flood and coastal erosion risk and help catchments both adapt and become more resilient to the impacts of climate change. Produce working with natural processes opportunity maps to show where these measures could help: - reduce flood and coastal erosion risk - catchments both adapt and become more resilient to the impacts of climate change - improve water quality and - improve the environment. Woodland planting opportunity maps have already been produced, these identify where planting trees could reduce flood risk and improve water quality. Between 2015-2017, these maps will be expanded to cover a wider range of working with natural processes measures. Planting trees could have an additional role in mitigating against increasing CO² emissions - they can also help shade watercourses helping fish species adapt to increasing water temperatures.
