ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANTS

Texas Program:

SECO will redistribute its $45,638,100, less administrative costs, to non-entitlement cities and counties in Texas (1,127 cities and 244 counties) based on population.

Eligible Entities: 1,371 cities (1,127) and counties (244)Participating Entities: 1,070 cities (867) and counties (228)

Use of Funds:•Building energy audits and retrofits

•Installation of distributed energy technologies including combined heat and power and district heating and cooling systems

•Installation of energy-efficient traffic signals and street lighting

•Installation of renewable energy generation technologies on government buildings

Process

• Cities/Counties had to submit a Notification of Intent accepting or declining funds

• Cities/Counties participating in the program had to pass and submit their resolutions officially accepting ARRA funds

• Cities/Counties participating had to submit a project application to SECO Stimulus (due on January 15, 2010)

• Eligible appliances purchased at a Texas retail locationor through a Texas contractor

• Purchase dates April 16-25, 2010

• Reservations taken beginning April 5, 2010

• 60 days to submit rebate forms

ENERGY ASSURANCE PROGRAM

SECO: $2,432,068 

Status• DOE approved SECO’s application on August 11,

2009

• Project Management Plan submitted to DOE October 11, 2009

• Interagency agreements between the Comptroller's Office and the Texas Public Utility Commission and Railroad Commission were executed on November 4, 2009

• Workforce Development Plan to DOE November 11, 2009

• Provide funding to update the Energy and Utilities portion of the State of Texas Emergency Management Plan (EMP)

• SECO contracted with the Public Utility Commission of Texas and the Railroad Commission of Texas

• Incorporate response actions for new energy portfolios (renewables and biofuels) and Smart Grid applications

• Strengthen and expand State and local government energy assurance planning and resiliency efforts
