A. BackgroundPublic-privatesectorpartnership(PPP)isacceptedasastrategyinbuildingamoresustainablebusinessgrowthanddevelopment.Thegovernmenthasacknowledgedthegrowingimportanceofcollaboratingwithprivatesectorgroupsinmanyaspectsofitsprogramimplementation.Inthesamemanner,theprivatesectorhasincreasingappreciationofthebenefitsoflinkingwithgovernmentaspartnersinbusinessdevelopment.Asglobalizationadvances,therapidinfluxofimportedproductsfromneighboringASEANcountriesincreasesandtherefore,thegovernmentneedstotightenitseffortstoensurethatdomesticproductsarenotjustexport-readybutarealsoabletocompetewithinternationalgoodsthatarelocallyavailable.Thus,engagementwithmoreprivatesectorgroupsisessentialtosustainthedevelopmentinitiativesingovernment’sprogramsandprojects.TheWEE(womeneconomicempowerment)ProjectalsoknownastheGREATWomenProjectofthePhilippineCommissiononWomen(PCW),fundedbytheCanadianGovernment,harnessesthePPPstrategytocontinuallyevolvebusinessconceptsthatarebothcompetitiveandinnovative.TheWEEDesignLABelsisaninitiativethatenvisionstocreatesynergyamongnicheartistsanddesigners,communityofwomenweaversandgovernmentprojectpartnerstodevelopinclusivebusinessmodelsthatwillshowcasetheingenuityofFilipinodesignersandpromotetheindigenousweavesandfabrics.Thiswillpilotthe16smallscaleweavingcommunitiesincludingwomenmicroentrepreneursintoembroidery,beadingandsewingassistedbyWEEProject,andmatchwithagroupofdesignersandartistswhoarequalifiedtoprovidetechnicalexpertiseinproductdesignanddevelopment.Theoverallobjectiveistoincreasethecapacitiesofwomenweaverstoproduceandmarkethighqualityproductsthatcouldhelpgrowtheirbusinesses.Itisalsoexpectedtodevelopagender-responsiveecosystemofsociallyresponsibleenterprise–onethatcultivatestheprincipleofinclusivityandpromoteeconomicandsocialbenefitsforlow-incomecommunities.

Itisinthiscontextthathiringofproductdevelopmentspecialiststoachievetheabovementionedobjectivesisproposed.Recognizingtheirextensiveexperienceandcorecompetencies,theengagementwithprofessionaldesignersandartistsareseentoprovideinterventionswhicharedirectlyfocusedontheneedsofmarketwhereWMEscanaligntobecomemorecompetitiveandproductive.

B. ObjectivesThegeneralobjectiveofthisconsultancyassignmentistoincreasethecompetitivenessandproductivityofwomenentrepreneursintheweavingindustry.Specifically,itaimsto:1. FacilitatethematchingofdesignersandWMEstodevelopneworupscaleexistingproducts.2. IntroducebusinessprocessesthatcouldincreasetheproductivityorsalesofWMEs.3. Documentthecommunityengagementprocessforpossiblebusinessmodels/goodpractices.C. ScopeofWorkTheengagementwillcoverforaone(1)yearperiod.Thegeneralscopeofworkincludesbutnotlimitedtothefollowing:

1. CoordinationwithPCW-GREATWomenProjectandPTRIinactivitiesrelatedtotheengagement;

2. Assessmentofthechosenweavingcommunitytodeterminetheircapacities,levelofcommitment,andwillingnesstoengage;

3. Fieldvisitstochosencommunitiestomonitortheprogressofworks;4. Developmentofaprototypesampleofneworupscaleproductsoutofthefabrics/textiles;5. Documentationoftheprocessofcommunityengagement;6. Participationinproject-relatedactivitiesonby-invitationbasis.

D. TimelineandExpectedOutputsE. ApprovedBudget/ProfessionalFee

TheTotalBudgetforthisconsultancyisFiveHundredEightyThousandPesos(580,000.00).EachConsultantshallbepaidintheamountofOneHundredForty-FiveThousandPesos(Php145,000.00),inclusiveofexpensesfortransportation,lodgingandincidentalexpenses

F.TermsofPayment

TheProfessionalFeeoftheConsultantshallbeprocessedandreleasedintwotranches:

Paymentofprofessionalfeesshallbemadeuponcompletionoftherequiredfinaloutput/s,subjecttotheissuanceofCertificateofAcceptabilitybythePCWandwillfollowthescheduleabovewhichwillalsobestipulatedintheContractofServicetobesignedbytheConsultantandthePCW.OutputsrealizedunderthisengagementshallbethepropertyofPCWandtheGovernmentofCanada(asprojectfunders),withdueacknowledgementtotheeffortsoftheContractor,contributorsandsourcesofreferencematerials.Theprototypehowever,canbeturned-overtotheConsultantforcommercialproductionwiththeagreementthatdueacknowledgmenttoPCWandCanadaforthesupportprovidedshallbemade.G. TheConsultantmustpossessthefollowingqualifications:

1. Musthaveextensivebackgroundandexperienceinproductdesignanddevelopment;2. Musthavetechnicalknowledgeonproductdevelopmentusingindigenousfabrics;3. Musthaveexistingdomesticmarketsornetworkofretailbuyersfromlocalorabroad;4. Mustbeinnovativeandcreative;5. Willingtotraveltoruralcommunitieswhereindigenousweavinggroupsarelocated;6. Shouldhavegoodwriting/reportingskills.

H. WorkingConditionsandArrangements

TheconsultantwillmaintaindirectworkingrelationshipwiththeWEEProjectManagerorherassignedProjectOfficer.
