INTRODUCTION
Mission Statement
Learning through an Expanded Arts Program (LeAp) is a 501(c)(3) nonprofit
organization committed to improving the quality of public education
through a unique, hands-on, arts-based approach to teaching the core
curriculum. Since 1977, LeAp has provided more than two million
underserved students in kindergarten through 12th grade in disadvantaged
communities throughout the five boroughs with music, dance, theater, film
and visual arts programs that are integrated into academic instruction. LeAp
offers in-school residencies, afterschool activities, teacher trainings,
parent/guardian workshops, and assembly programs to schools citywide,
conducts programs in hospitals, shelters, and cultural institutions and
develops educational materials. LeAp empowers students to reach their full
potential.
Statement of Purpose
LeAp brings professional arts educators into NYC public schools to provide
customized, innovative programs in visual arts, music, dance, film, and
theater that are directly integrated into the academic curriculum. LeAp
successfully uses the arts as a strategy to teach English language arts, math,
science and social studies and addresses the varied learning styles of all
students including special education, English Language Learners, gifted, etc.
LeAp’s strategies have been tested and proven effective in teaching the core
content areas, based on standardized test scores. LeAp also has nationally-
recognized, arts-based literacy programs for grades K-8, and highly
publicized theater and public art programs. LeAp, a nationally recognized
organization, is an innovative leader in the field of arts education, and has
received major awards, grants and endorsements from the NYC Department
of Education, US Department of Education, National Endowment of the
Humanities, NYC Department of Cultural Affairs, Department of Youth and
Community Development, and the offices of the mayor and governor.

Enrollment Philosophy and Guidelines
Each SONYC /COMPASS program is contracted to serve a minimum number
of participants as specified in its contract. Each program is required to recruit
and register the contracted number of participants .DYCD’s open enrollment
policy means that the program is open to students whether or not they are
enrolled in the host school.
Family Engagement
Parent/guardian participation is a critical component to both the success of
each young person in our program and the success of LeAp. The after-school
program aims to develop a culture that welcomes and encourages
parent/guardian involvement and leadership. This includes working closely
with the Parent/guardian Coordinator, P.T.A, and School Leadership Team to
brainstorm ideas concerning workshops, events, and other resources we can
collaborate on and make available to you. Your input and suggestions
regarding these or any other areas of interest are appreciated.

STATEMENT OF COOPERATION
1. I have read and understand LeAp Program 's philosophy of LeAp and its
statement of purpose and am in agreement with both as written in the LeAp
Program Handbook.
2. I will support the LeAp Program by attending parent/guardian/teacher
conferences, parent/guardian meetings and other LeAp Program
sponsored meetings and activities.
3. I give my permission for my child to take part in all LeAp Program
activities including LeAp Program -sponsored trips away from the LeAp
Program premises. I absolve the LeAp Program from liability to me or
my child because of any injury to my child at the LeAp Program or
during any LeAp Program activity, with the understanding that
insurance will be maintained on my child during the LeAp Program
year.
4. I understand that profanity, obscenity in word or action, disrespect to
the personnel or other students of the LeAp Program will not be
tolerated.
5. I understand that participation in LeAp programs is dependent on
students’ ability to follow the Behavior Management Policy.
6. Upon enrolling my child, I affirm that I am obligated to maintain
enrollment for the complete LeAp Program year.
7. I understand that my child may be dismissed if they violate the
behavior management policy, fail to adhere to program policy, or have
poor attendance.

PROCEDURES
Enrollment
In order to have your child enrolled in a LeAp after school program, they
must complete a DYCD application prior to their start date.
A child is not officially enrolled until all of the following requirements have
been met:

It is important to note that the LeAp program can only release students
to authorized individuals that have been specified in the participant
release section of the student enrollment application. If for some reason
you would like someone else to pick up your child, you must send a
letter with your child on that day, or contact the after-school office.
When students come to afterschool, they are expected to stay for the
duration of program. Students are not allowed to leave before dismissal
unless authorized by the parent/guardian. Students attempting to leave the
building for any reason will be stopped until we can verify they have
permission to do so with a parent/guardian.
When the application is complete, the LeAp Program office will contact the
parent/guardian with information on the mandatory Parent/guardian Orientation.

Participant Requirements & Discipline Code
1. All participants must attend the program regularly (dependent upon program
schedule and age level).
2. Students must report to the designated area for program start on time.
3. Participants may not leave an activity, or the building without permission of
supervising staff.
4. Using electronic equipment while program is in session is prohibited(e.g. cell
phones, iPods, video games, and any other electronic devices).
5. Participants should behave in an appropriate manner and not disrupt the
program and/or students.
6. The use of profane or obscene language or gestures is prohibited.
7. Participants should be respectful and responsible at all times.
8. Lying or giving false information verbally or in writing is prohibited.
9. The use of racial, ethnic, gender, sexual orientation, religious or national origin
slurs is prohibited.
10. Fighting or inappropriate physical contact towards other participants or staff is
prohibited.
11. LeAp materials and other school property(including walls, books and other
equipment), should not be defaced.
12. Stealing and/or taking property that belongs to another person without
permission is prohibited.
13. Acts of intimidation, coercion or extortion are prohibited.
14. Weapons are prohibited.
15. Tobacco, Alcohol or other Drugs are prohibited.
16. Falsely activating a fire alarm, door alarm, or other disaster alarm is prohibited.

Curriculum
We are proud to be part of SONYC (School’s Out New York City) initiative for
middle school students, with our sites participating in this mayorial initiative
including J.H.S. 22X, J.H.S. 125X, P.S. 129X, P.S. 228X, P.S. 51K, and M.S. 88K.
Our seventh site at P.S. 163M is part of the ExpandED Schools Initiative
(previously TASC).
SONYC provides a curriculum where young people have a choice of activity
clubs which offers youth leadership opportunities, as well as recreation,
academic enrichment, and parent/guardian involvement.
Each activity is required to start with a mini-lesson that introduces the lesson
aim, goal, objective, vocabulary and outcomes. This has proven a highly
successful model equipping youth participants with the skill sets needed to
absorb, articulate and peer-teach their individual artistic disciplines.
LeAp accomplishes this by providing a hands-on, arts-and-academic
integrated, project-based, multi-intelligence approach to teaching the
academic curriculum in after school during the school year. The
characteristics of LeAp’s afterschool are; learner-centric, arts-in-education
integrated instruction, strong partnership with daytime school community,
highly trained staff in the area of positive youth development, and Teaching
Artists and Activity Specialists with expertise in their respective disciplines.
Activity Eligibility
All students participating in LeAp Program sponsored activities who have
below average grades in two or more subjects will be placed on the
ineligibility list and will have his/her grades checked on a quarterly basis, in
conjunction with progress reports and report cards. S/he may be reinstated
for 100% eligibility when all of his/her grades have improved to at least a “C”
(70% or above).

Conferences
The LeAp program will have staff members available during the evening
sessions of the Parent/Teacher conferences scheduled by the host school.
We invite you to come discuss your child’s progress in the program during
this time.
Homework Help
Our program provides homework help for 30-45 minutes four days a week.
Based upon the variety of activities students are engaged in daily, we do not
guarantee that homework will be completed during program hours.

Attendance
Regular attendance is a critical component for success in the LeAp Program.
Our funding is directly tied to student attendance and a percentage of
75% must be reached by the end of the school year. Additionally, students
are working on completing projects and developing skills to be showcased
during culminating events. It is unfair to instructors and other students who
may need to collaborate with your child if they do not attend consistently.
Parents/guardians are requested to schedule family vacations during LeAp
Program vacation periods. A student is expected to be in attendance except
when ill or when unable to attend because of emergency circumstances or a
death in the family. When students are absent from the LeAp Program, it is
critical that proper arrangements are made for the absence and that
responsibility is taken for appropriate reentry into LeAp Program.

Student Retention
As part of our efforts to ensure students attend regularly, phone calls will be
made home once a pattern of absence has been observed.
Excused Absences
In order for an absence to be excused for any reason, the parent/guardian
must notify the LeAp Program . A telephone call the day of the absence is
preferred, but a written note the first day back in class is acceptable as long
as the note includes the date returning, child’s name, dates absent, and the
reason for the absence.
When a student is absent, it will be considered an excused absence for the
following reasons (assuming the LeAp Program office has received
parent/guardian notification):
Student illness – In an event of an extended illness or frequent absences
due to illness, a doctor’s note may be required.
Doctor or dentist appointments – occasional, unavoidable medical
appointments.
LeAp Program -sponsored activities
Death in the immediate family and/or close family friends.
Unavoidable mechanical failure of automobile or accident
Unavoidable traffic delays – this refers to unanticipated delays such as
an accident blocking traffic or road blockage due to inclement weather.
Other approved absences – approval for other absences may be
requested from the LeAp Program office.
Please note that an absence is not automatically excused because a
parent/guardian gives written or oral permission for the student to be gone
from the LeAp Program. Parents/Guardians may respectfully disagree
regarding the legitimacy of an absence when weighed against the benefits of
attendance, however, the final decision as to whether an absence is
considered excused or unexcused rests with the LeAp Program Site Director.

Unexcused Absences
Any absence for which the LeAp Program does not receive appropriate
notification will be unexcused.
Examples of unexcused absences include, but are not limited to:
Lack of parent/guardian notification
Absences due to family vacations or extended weekends that have not
been pre-approved by the LeAp Program office – prior notification and
approval are required for absences due to family vacations to be
excused. Parents/guardians are encouraged if at all possible to avoid
taking family vacations during times when the LeAp Program is in
session.
Student skips LeAp Program- any absence when a student simply
chooses to skip LeAp Program for any reason. This will result in
disciplinary action as well.
No student is to leave the LeAp Program premises without first obtaining
permission from the LeAp office. It is essential that the LeAp Program be
aware of a student’s location at all times.
Excessive Absences
Any student who misses more than 8 days in a quarter per LeAp Program
year will be reviewed for removal from the LeAp Program. The LeAp Program
reserves the right, should a student exceed these limits, to require
parents/guardians to submit, in writing, an explanation detailing the
absences and the justification for each absence.
Prearranged Absences
Parents/Guardians will need to notify the LeAp Program office, in writing, of
any prearranged absences.

Student Activities
Leadership/Social Action
LeAp participants will have opportunities to develop leadership skills by
engaging in activities that allow them to become more involved in their
school and community. The idea is to provide them with the skills necessary
to make better decisions, and make informed choices about high school,
post-secondary education, and career choices.
LEAP staff are trained in a very basic social action research methodology to
help students realize their social change projects. The model includes:
identifying a problem, conducting a needs assessment, restating the problem
informed by the needs assessment, brainstorming a solution, creation of an
action plan, evaluating the action plan implementing the action plan,. The
change project could involve school lunches, messy classrooms, needed
crossing guards, updated texts, improved LEAP programming, etc.
The Education Specialist, with input from teachers and students, will also
generate ideas about projects that have an in-service learning component.
This might include things such as:
Volunteering at a Soup kitchen
School/Neighborhood Beautification Projects
Performing at Neighborhood Shelters
Facilating an activity for younger students
Serving on a student council
Eligibility and Tryouts
Sports Programming, Performing Arts
In order for students to participate in some sports activities and some
performing arts, they must be academically eligible and in some cases go
through a tryout process.

Eligibility

Program Expectations
Student Conduct
Students are expected to conduct themselves in a manner that respects
themselves, their parent/guardian, and the LeAp Program. This expectation
applies to all student conduct regardless of whether the students are in LeAp
Program or at LeAp Program event, as well as the time they are away from
LeAp Program. Students and parent/guardian understand that the LeAp
Program reserves the right to impose expulsion, based upon conduct which
occurs outside of the LeAp Program.
Expectations for general conduct that have been adopted are:
1. Students will refrain from using inappropriate language. Obscene
language, and excessive complaining will not be tolerated.
2. Students will exercise courtesy and kindness when dealing with others,
as well as not harass, abuse, bully, tease, threaten, torment, humiliate,
or intimidate other students either physically, mentally, or emotionally.
3. Sexual harassment of employees, students, visitors, or others will not
be tolerated.
4. Students will show respect for their own bodies by neither possessing
nor using tobacco, alcohol, other controlled substances
5. Students will respect LeAp staff and all DOE personnel
6. Students will show respect for the LeAp Program facilities by keeping
hands and writing utensils away from the walls, tables, floors, and
windows. Unnecessary waste or intentional damage to LeAp Program
property or facilities will not be tolerated.
7. Students will show respect for others by not taking things that do not
belong to them.
8. Students will be honest at all times.
9. Students will be representatives of their LeAp Program in the
community in which they live and will observe this conduct code at all
times.
10. Students will not participate in or view inappropriate websites.
Disregard for, or violation of, these standards will be dealt with according to
the LeAp Behavior Management Protocol.

LeAp Behavior Management Protocol Policy
The behavior management policy exists to help each student achieve the
ability to govern themselves from within. As the student’s ability to govern
themselves in this way increases, there is less need for imposing rules and
regulations upon them.
Staff will use mediation and conflict resolution skills to address student
behavioral issues. This should be positive and proactive. Students can be
restricted from activities but only for short periods of time-never for the
duration of an activity.
Misbehaviors will be addressed as follows:
Behavior Logs
Behavior Logs are to be kept in binders for the duration of the semester.
If a student continues to get out of line the Group Leader is responsible for
recording that behavior in the daily Behavior Log. If a student has gotten 3
comments in the Behavior Log, then that student should be sent to either the
Program Director or the Assistant Director to be spoken to. Once spoken to,
the child will be sent back to their group. If the child continues to misbehave
thereafter, their parent/guardian will be called and they will be sent home
during dismissal with Referral/Write-Up form.
Referral/Write-Up Forms
Referral Forms will not be used as a first means of discipline.
Once a Staff member has exhausted all other options, including all steps
mentioned in the Behavior Log section, that student will receive a Referral
Form. If a Referral Form is given, the parent/guardian is notified and required
to sign the form.
Suspension
Only the Program Director has the authority to suspend a student.
If a student receives 3 or more Referral/Write-Up Forms that student will be
facing suspension for 1 or more days. Depending on the severity of the
infraction the Program Director has the right to suspend a child before any of
these steps.

Probation
Probation gives the student an opportunity to correct a serious problem. If
he/she does not improve to a satisfactory level, the consequences will be
suspension –absence from the LeAp Program for a number of days to be
determined by the LeAp Program administrator, then expulsion –removal
from the LeAp Program.
A review date will be set at the time the discipline is administered. Specific
improvements to be made should be established. The administrator will
determine the length of the probation. At the end of the probation period, if
the student has corrected the problem areas outlined by the administrator,
he/she will then be taken off probation and be held as a student in good
standing,
Expulsion
Only the Program Director has the authority to expel a student.
If a student is suspended 2 or more times, that student may be facing
expulsion. Depending on the severity of the infraction the Program Director
has the right to expel a child before any of these steps.
Fighting
If a staff member does not feel comfortable intervening, the following
protocol will be used.
If students are engaged in a physical fight, staff are required to radio an
administrative member or have a student go and get school safety while
keeping all other students safe and controlled. Staff are also expected to
verbally encourage those who are fighting to stop. Staff will follow the
directives of school safety and/or administration to help diffuse the
situation .
If a student gets into a physical altercation with another student, that is cause
for an automatic Referral/Write-Up Form, the parent/guardian will be called
and if contacted, those students will be sent home for the day.
If, at any time, parents/guardians have questions or disagreements regarding
the behavior management protocol, it is their responsibility to immediately
discuss these questions or differences with an administrator, and not to share
their grievances with other parent/guardian, faculty or students.

RULES:
1. Students are responsible for ALL their belongings at ALL times. LeAp is not
responsible for lost or stolen items. We strongly encourage that valuables such as
electronics be left at home or kept out of sight.
2. Misbehaviors are addressed as follows: 3 Referral/Write-Up Forms will result in
suspension from LeAp for 1 or more days. Fighting is not tolerated, if a student gets into a
physical altercation with another student, that is cause for an automatic Referral Form.
3. Students are expected to follow ALL program rules and directions given by Group
Leaders, Teaching Artists and Administration at ALL times. Any inappropriate behavior will
be handled accordingly.
Depending on the severity of a situation the Program Director has the right to bypass steps
to suspend or expel a student.

Health and Safety Issues
It is of utmost importance that Learning through an Expanded Arts LeAp
Program provides a safe environment for our students. Because of this
commitment, the following rules will apply:
Distribution and Consumption of Medication:
Parents/guardians are requested, whenever possible, to schedule medication
to be given at home. LeAp is not licensed to administer medication.
Students are not to carry any medication (prescription or over-the-counter)
on their person with the exception of prescribed inhalers for asthma. They
must have a signed order from the doctor.

Student Illness:
If a child has been ill during the night or became ill upon awakening, please
do not send the child to LeAp Program. Students with low-grade fever,
nausea, vomiting, diarrhea, or other acute symptoms will have their
parent/guardian called to arrange for them to be picked up. If the
parent/guardian cannot be reached by phone, the emergency contact
person(s) listed in the student file will be called.
Please maintain accurate and current information for the emergency file. Any
addition or deletion for emergency contact person(s) should be given
immediately to the LeAp Program office.
If signs of contagious conditions are recognized, the exclusion of pupils from
LeAp Program will be done on the basis of the following symptoms (there
may be additional symptoms not included in this list):
100 degrees of temperature or
above
Nausea and/or vomiting
Persistent cough Unidentified rash
Unrelieved headache Head lice (CCS has a nit free policy)
Excessive sore throat Listlessness
Diarrhea Extreme sleepiness
Red, inflamed eyes with thick mucus
discharge
Excessive sneezing, running nose, or
tearing
Abdominal pain
If your child has been ill at home with any of these symptoms, please keep
him/her home until these symptoms have subsided for 24 hours.
Responsibilities of LeAp staff:
The instructor will be the initial judge of the health condition of a child. A
LeAp administrator, or nurse may assist with health issues, as needed.
No LeAp Program staff will be held responsible or liable for medications of
any kind.

*A note should be sent from the parent/guardian or physician if a child is
restricted from participating in any activity
Emergency Drills
Fire – In case of fire, it is imperative that the building be emptied quickly and
calmly. Fire drills will be held periodically during the LeAp Program year to
practice clearing the building quickly, and staff will instruct students on
proper procedures during a fire.
Lockdown – May be implemented in situations involving intruders.

Each program will determine what type of award/recognition system they
would like to implement at their site. Some examples are listed below:
Citizenship Award – this award is presented to a student who has been
extremely cooperative in class and LeAp Program, and outstanding in helping
others. One boy and girl from each class will receive this award.
Attendance Award – this award is presented to anyone who has maintained
perfect attendance for the semester or throughout the entire year.
Achievement Award – this award is presented to a student who has excelled
in either sports, arts, technology, music and more. One student per classroom
will receive this award.
Other – Master Teaching Artists are permitted and encouraged to present
additional awards throughout the year.
LeAp Program Hours
Varies depending on the school. Programs will start right after dismissal from
day school unless otherwise indicated.
LeAp Program Office Hours
LeAp office hours are generally 2pm-5pm, but are subject to change based
upon programmatic demands. Therefore, we encourage you to schedule
appointments.

Conference Scheduling
LeAp staff are always happy to discuss a student’s progress or address any
questions or concerns you may have regarding the after school program.
While drop-ins are not discouraged, we ask that you understand that a
meeting may need to be scheduled based upon the availability of
administrative staff.
Visitors
Parents/Guardians are welcome to visit the LeAp Program. For safety
reasons, all visitors are required to sign in with school safety upon entering
the building.
Students not enrolled in LeAp are not permitted to visit unless accompanied
by an adult.
Change of Address
When families move during the course of a LeAp Program year, it is critical
that they notify the LeAp Program office of this change so the LeAp Program
can maintain necessary and appropriate contact with the family. If you move
during the course of the year, please submit all pertinent information to the
LeAp Program office prior to the move.
Field Trips
During the LeAp Program year, teachers may schedule field trips. Trips will
be announced in writing in advance by the teacher or LeAp Program office.
A permission slip must be signed and returned to the LeAp Program in order
for the student to attend the field trip. The permission form will provide
details of the trip (destination, times, transportation, and cost) and a way for
the parent/guardian to sign up to chaperone. Parent/guardian chaperones
on a field trip are not to bring other children on the trip.

Lost and Found Items
Items that are lost or found can be turned in or looked for at the office.
Students are reminded to check the lost and found for any missing items.
Students should report all lost items to the office immediately. LeAp is not
responsible for personal property of students.

Students can receive important messages at the LeAp Program by calling
the LeAp Program office at _____________________________,
LeAp Program Closing
In the event that program will be closed, you will be notified through one of
the following methods:
Letter (either from LeAp or host school)
Robocall
For inclement weather, please refer to your local media outlets to provide
information concerning school closings.
Cellphone Use Policy
The cellphone use policy of the LeAp program mimics the policy used during
the school day. Students are not allowed to use their cellphones during
program hours. If you need to send a message to your child, call the LeAp
office. If you request to speak to your child, LeAp staff can bring your child to
the office.
