• PROTECTION: schemes e.g. transformer and OLTC diff scheme, HV
feeder diff and impedance schemes, Bus zone protection, rural feeder

• DC: batteries, battery charger, AC/DC board
• TELECTRONTROL: Reclosers (Any 2 of the following: Tavrida,

TECHNICAL TENDER SUBMISSIONS
• Technical Criteria for each stream is unique, and only relevant to the specific stream.
• Technical Submissions Files can be submitted for any or all of the defined streams.
• A minimum of one stream must be submitted for further consideration on the Panel.
• If no technical submission is received then overall submission will not be considered further.
• The submission will only be considered for the discipline stream it is submitted against. No benefit will be given for other streams.
• That is! Example: If a submission is for Electrical Plant, that submission will not be used to assess compliance to the Civils or Commissioning criteria. It will strictly be used for evaluation against the Electrical Plant criteria.

SCORING AND RANKING
• There are 15 slots available in each Discipline Stream
• Electrical Plant: 15
• General Building and Civil Engineering Work: 15
• Commissioning: 15
• What does this mean?
• For each stream, after the technical evaluations are concluded, only 15 submissions will be considered successful and will be processed further.
• The 15 successful submissions will be selected by scoring and ranking all submissions that meet the minimum requirements, and thereafter selecting the TOP 15 highest ranked submissions.

SCORING AND RANKING
• Minimum Thresholds have been established for each Discipline Stream.
• If a submission has achieved a score above the minimum threshold, it will be included in the ranking process.
• Scores will be normalized to percentages for the ranking process.
• The Top 15 will be selected from the submissions scoring above the minimum threshold.

• All elements in the criteria have a score allocation. Negative marking applies for non-compliant/not submitted evidence.
• The minimum score for the gatekeeper has to be achieved for the submission to be considered further.
• The minimum score for the mandatory evidence has to be achieved for the submission to achieve the minimum threshold for Ranking.

• HOW TO SUBMIT THE REQUIRED EVIDENCE:
• The Vehicles listed can be OWNED by the Company or HIRED.
• If OWNED:
• Evidence of ownership is needed. Submit evidence such as a Logbook or license documents that show the vehicle type (e.g. bakkie, LDV, micro-bus, dropside etc) and the owners name.
• If the vehicle is not in the companies name, include an affidavit explaining the ownership of the vehicle. The vehicle ownership must be related to the company in a significant way e.g. Company Owner’s name, Shareholders Name etc
• The CRANE TRUCK EVIDENCE must include the evidence above and proof of the crane e.g. installation certificate, load test certificate etc.
• If HIRED: include a letter from the Bona Fide Hiring Company proving the ability to the vehicles. If this letter is not included, points will be deducted for the relevant vehicles.

ELECTRICAL PLANT: FINAL SCORING AND RANKING
• Only applicable if the Gatekeeper pass mark is achieved AND the minimum score for the Mandatory Evidence is achieved:
• Gatekeeper Pass = 20
• Mandatory Evidence Pass = 38***
• ***Mandatory evidence score is determined by combining the scores for Training and Skills, Tools/Equipment and Vehicles. Submitting evidence as per the requirements and minimizing the scores that will be deducted by negative marking will increase the points achieved for the Mandatory Evidence.
• Submissions not achieving these scores will not be processed further.
• Gatekeeper score and Mandatory evidence score will be added together. This will be the final score for the submission. The final score will be converted to a percentage.
• The % scores will be ordered from highest to lowest, thereby ranking them.

• Threshold for Ranking:
• The TOP 15 submissions achieving a % score of 59% or more will be processed further
• If there are less than 15 submissions with scores greater than or equal to 59%, then the shortfall will be made up from submissions with scores between 58% and 46% (inclusive). The selected submissions will be processed further.
• These submissions will be allocated for Development to resolve the shortfalls related to the Mandatory evidence which resulted in the score achieved.
• Submissions not selected in the Top 15 will not be processed further.

• How it works for Commissioning:
• The Technical Tender Criteria is unique for each discipline – Protection, Metering, Telecontrol, DC.
• To be consider for Commissioning, a technical file must be submitted for at least 1 of the 4 commissioning disciplines.
• The same company can apply for any or all of the Commissioning disciplines.
• Minimum Thresholds have been established for each Discipline of Commissioning.
• If a submission achieved a score above the minimum threshold for that Commissioning Discipline, it will be included in the ranking process FOR THAT DISCIPLINE.
• The Top 15 will be selected from the submissions scoring above the minimum threshold FOR THAT DISCIPLINE.

• If these scores are not achieved the submission will not be processed further.
• This will be the final score for the submission in this Discipline of commissioning. The final score will be converted to a percentage.
• The % scores will be ordered from highest to lowest, thereby ranking them.

• These submissions will be allocated for Development to resolve the shortfalls related to the Mandatory evidence which resulted in the score achieved.
