1. Introduction The Chair, Athanassios Manikas, welcomed all participants and outlined the agenda. First, the attendees
were self-introduced. Then, the attached slides were presented by the Chair and discussed item-by-
item.
2. Approval of IEEE ICC 2018 Minutes
A motion was made by Steve Hranilovic to approve the minutes, the draft of which is posted on TAOS
website (www.comsoc.org/~taos). The motion was seconded by Fabrizio Granelli and the minutes were
approved unanimously without further remarks.
3. Elections The term of the officers of TAOS ended on December 31, 2018 and thus elections were necessary. As is
the convention, Chair and Vice-Chair positions are filled by promoting Vice-Chair and Secretary
respectively. The position of TAOS Secretary was open for candidacy and voting at this meeting.
The Chair explained in detail the candidacy and voting process to all in attendance. Stefano Bregni was
also in attendance (as non-voting member) representing the ComSoc Board of Governors.
After discussions from the TAOS steering committee, Walter Cerroni was nominated to fill the role of
Secretary for the period Jan. 1, 2019-Dec.31, 2020. Current Vice-Chair Fabrizio Granelli gave a brief
overview of Dr. Cerroni’s background highlighting his service to TAOS and the IEEE in general.
Dr. Cerroni left the meeting (he was attending via telcon). The Chair reviewed the list of TAOS members
that were eligible to vote. Following a review of voting procedure, a vote was called and Walter Cerroni
was unanimously elected to the position of Secretary of TAOS for the above period.
4. Newsletters and Sponsorships Athanassios informed the attendees about a number of developments and in particular:
• Tenth issue of TAOS’ Newsletter was scheduled for release in 2019 (and would appear on the
TAOS website).
• A new editor was solicited to replace Jochen Maes from Nokia who wished to step down
o Mauro Biagi volunteered to serve as TAOS Newsletter Editor
• TAOS continues to sponsor the GC/ICC SAC Track:
o Access Networks and Systems (ANS) SAC Track
• TAOS continues to sponsor two symposia in GC/ICC:
o Optical Networks and Systems Symposium (ONS)
o Green Communication Systems and Networks (GCSN) Symposium
5. Conference updates
Main GC/ICC submission trends have not significantly changed. Total number of submissions for
Globecom 2018 (2562) is inline with recent Kansas City ICC 2018 (2431) and Singapore Globecom 2017
(2630). Acceptance rates for the conferences are also relatively stable over the longer term. For
Globecom 2018, the ANS SAC Track had a recovery to historical levels of submissions following a
significant drop in submissions in ICC 2018. Discussion centered on concern for these low numbers and
strategies to improve them going forward.
There is also an overall concern regarding the steadily dropping ONS submission numbers continues to
have lower submission numbers (84 for GC 2017, 71 for ICC 2018, 66 for Globecom 2018). The number
of papers to GCSN is relatively stable (114 for GC 2017, 108 for ICC 2018, 113 for GC18).
• IEEE ICC 2018:
o Abbas Jamalipour (University of Sydney, Australia), Sonia Aissa (Universite du Quebec,
Canada) and Pascal Lorenz (University of Haute Alsace) served as TPC Chairs
o Received about 2562 submissions. This is on par with ICC 2018 (around 2431) and
Globecom 2017 (at 2630)
o SAC Symposium: ANS Track, chaired by Mauro Biagi (University of Rome, Italy) (TAOS):
Received 30 submissions and accepted 12 papers (~40%). This is a small number of
papers but represents a return to historial levels after a significant drop at ICC 2018.
The track Chair Mauro made a report of the SAC track emphasizing the following points:
§ Removed PLC from the track for this time. Need more coordination to avoid
overlap with other tracks
§ Ongoing concern regarding number of submissions is low.
§ Scope extended to include wireless access as well.
§ Fabrizzio believe number of submission (12) for ICC 2019 is inaccurate
o Optical Networks and Systems Symposium: co-chaired by Xavi Masip-Bruin (U. Poli.
Catalunya) and Hakki Cankaya (Fijitsu, USA) (TAOS):
§ Received 66 papers: 18 papers on systems and 7 papers on networks.
§ This number of submissions represents a significant downturn over ONS ICC
2018 (71 submissions), ONS GC 2017 (84 submissions) and ONS ICC 2017 (which
had 100 submissions). Also breakdown seems to be moving more towards
systems papers. A hopeful trend is that submissions to the ONS for ICC 2019 are
projected to increase to 80.
§ Acceptance rate of ~38% is typical of earlier years.
§ Discussion followed.
• Fabrizio – It is clear that not always do we have TAOS representative at
chair. Makes it difficult to bring papers in if not from the community.
• Mauro – Make note of topical division in ONS along wireless and wired
optical lines. Perhaps this is an avenue for future growth?
o Green Communications Systems and Networks Symposium: co-chaired by Shahid
Mumtaz (Inst. Telecom. Aveiro, Portugal), Emad Alsusa (Manchester U., UK) and Taisir
El-Gorashi (U. Leeds, UK) (TAOS):
§ Received 113 submissions: ~34% in systems, ~66% in networks. There is
essentially the same as previous years.
§ Acceptance rate is 40% which is in line with conference guidelines
§ Discussion followed:
• Numbers are stable here and seem to have plateaued over the past
offerings.
• Jafaar – Makes mention that the interest in “Green” area is growing and
many “Green” papers that are not submitted to this symposium but
appear in other symposia.
• Suggestions for better marketing and selecting better keywords. Should
be done in TCs and not by Chairs. To ensure consistency and not just
reuse past year words.
• Perhaps ask for hot-topics which should be added CfP
o Workshops and Tutorials at GC 2017
§ There was a total of 692 submitted workshop papers with 317 accepted. This
yielded an acceptance ratio to 45%
• This was noted to be a bit high, but all workshops had less than 50%
acceptance rate.
§ Workshop Chairs: Jaafar Elmirghani (U. Leeds, UK), Kumudu Mumasinghe (U.
Canberra)
§ Discussion and report from Jaafar re: workshops:
• Jaafar overviewed the approval process outlined for Workshp proposals.
• Selection of topics difficult. Topics too close – especially in 5G area
• Some were run as invited talks (not on Xplore). Then rest is poster
session that are in proceedings.
§ Tutorial Chairs: Robert Schober, Vincent Wong.
6. Other Activities/Updates
• ICC 2019 to host the 5th ICC Workshop on Optical Wireless Communications
o Co-Chairs: Mauro Biagi (Sapienza Univ. of Rome, Italy) (TAOS), Zabih Ghassemlooy
(Northumbria Univ., Newcastle, UK), Anna Maria Vegni, (Univ. of RomaTre, Italy)
• Discussions:
o Vincent Chan made suggestions for optical wireless workshop - Integration of Optial
wireless and wired networks for access, crosslink between satellites.
o Mauro - suggests this might be a trouble given timing of LiFi congress is at roughly some
time
o Number of submissions vary betwen 40 and 50 papers. Acceptance ranges 38%-42%
• Editorships of TAOS Members
o Action item to all members to email secretary (Steve Hranilovic) all editorial activities for
the last year.
o Mauro Biagi, Guest Editor of special issue on Optical Wireless Communications (MDPI)
o Athanassios Manikas, MDPI Ed. Board on Intelligent Sensors
• Distinguished Lecturers
o Tarek El-Bawab (2016-7 & 2018-9) – reports that activities are anticipated in the second
half of year
• TAOS Recertification
o TAOS submitted reports for May 2017 recertification.
o No Feedback has been received from the TC’s Recertification Committee.

• Athanassios mentioned that Chairs for GC 2019 not yet announced and that ICC 2020 also
not yet announced. He reviewed the nomination process where every TC sends a ranked list
of candidates. He then reviewed the status of symposium Chair approvals:

o Vidhya Sridhar chair for SAC ANS - approved
o Daniel So as co-chair for GCSN - approved
o No TAOS representative - Rule in GITC - each TC can support 2 chairs and must order
their preference.
