CHAPTER 1
INTRODUCTION
Today, our environment is one of the main concerns of the public. We can
obviously notice in the news or articles the preventive measures and solutions of
governments over global environment problems. The environment includes all the areas
and anywhere else which could affect the well-being of living organisms. Concern must
extend over any process which would affect this well-being, whether it is physical (e.g.
global warming and climate change), chemical (e.g. ozone layer depletion) or biological
(e.g. destruction of rainforests).
In order to understand the environment, we must first realize that it is never
static. Physical forces continuously change the surface of the earth through weather, the
action of waves and natural phenomena, such as volcanoes. At the same time, they
release gases, vapour and dust into the atmosphere. These can return to the land or
sea a great distance away from their sources. Chemical reactions high up in the
atmosphere continuously produce ozone which protects us from harmful ultraviolet
radiation from the sun. Living organisms also play a dynamic role through respiration
excretion and ultimately, death and decay, thus recycling their constituent elements
through the environment.
All these impacts can be evaluated through environmental assessment, where
environmental practices in an area are assessed. It is a systematic, interdisciplinary
process used to identify the purpose of a proposed action, develop practical alternatives
to the proposed action, and predict potential environmental effects of the action.
This assessment of environmental practices was performed by fifth year students
of Bachelor of Science in Civil Engineering in Barangay Sasa, Davao City to evaluate
the current environmental practices supported and implemented by its local
government, and to further execute analysis and recommendation based on the data
gathered.
BARANGAY PROFILE
Based on available documents augmented by the recollection of some
community elders, Barrio Sasa was created last June 19, 1965 to be exact.
The first Tenyente del Barrio was Hon. Teodulfo Yray. The name Sasa was
derived from Bamboos used as materials for making residential houses during that time,
which was called Sasa by the barrio folks. But before the barrio was named Sasa, it was
originally called “Catitipan” as it was mountainous and hilly areas with cliffs locally called

“Titip” which later became “Catitipan” when referring to its location. This was before
levelling of the slopes for the airport.
Migrants came over from different regions of the country seeking for jobs since
pier of Davao is situated in Km. 10, Sasa and the most common means of
transportation during those days was by ships and boats, and also with the operation of
the airport commonly known as “Landing” by the Barrio folks.
With the passing of times, Sasa emerged as one of the most populous Barangay
and very conducive for settlement because of job opportunities offered by big
companies established in the area.
In 1997, during the time of the late Barangay Captain Cornelio “Coning” B. Reta,
Jr., a Barangay Council Resolution was passed declaring every second Sunday of
December as “Barangay Sasa Day”.
Barangay Sasa belongs to the Second (2nd) Congressional District of Davao City
under the leadership of Mylene J. Garcia, Second District Congresswoman. It has an
estimated total land area of Six Hundred Ninety Five point Zero Four (695. 04)
hectares of land and with an estimated total number of population of Fifty Thousand
(50,000).
This barangay has seventy six (76) puroks namely: Dońa Pilar Village consists of
Pal Cloud Subdivision and Southern Homes Phase 6, Southern Homes Phase 1,2 and
3, Southern Homes Phase 4 and 5, Southern Homes Phase 7, Sto. Domingo, Dońa
Pilar Centro West, Dońa Pilar Centro East, Dońa Pilar Phase 2 and Dońa Pilar Bolton
Relocation; in Airport Drive comprises , BAT Compound (Aeroville), Lougemar Village,
Del Carmen (Lower and Upper), Sto. Rosario,Dońa Aurelia Village, Marla Compound,
Hacienda Heights, San Roque Village, Sto. Nińo Riverside, and Dońa Paz Subdivision;
Km. 10 composes Parola, Dońa Salud Subdivison Purok 1 to 11, San Antonio Village,
Plainview Village, Airview Village, Suha Village, San Lorenzo Ruiz, Cabayugan II and
Cabayugan III; Km. 11 (Upper) consists of Cabayugan I, Nelia Subdivision, Landmark II
Subdivision, Socorro Village, San Jose Village, De Guzman Village, Carimed and
Sammy Uy Relocation; Km. 11 (Lower) Muslim Village Purok 1 and 2, Fatima Village
Zone 1 to 5 and Bayview Village; Km. 12, Suha, ICSAMA Zone 1 and 2, Sto. Rosario
Community, Bolinao Site, St. John 1 and 2, Sagrada Familia Muslim Area , Sagrada
Familia 1 and 2, PDRHAI, Dońa Caridad Village, Cariguz; and Diversion Road
comprises Emi-ville Subdivision, Landmark III Subdivision, Tierra Verde Village, Crystal

The topography of this barangay is coastal belonging to the urban area of Davao
City.
On fiscal information, Barangay Sasa has a total Internal Revenue Allotment
(IRA) of P16, 708.232 with its local share of P3, 315,247.43 . It has a total income of
P21, 618,783.00.
Economically blessed with the establishments of business by private sectors, it
has fifteen (15) processing firms, to wit: Mindanao Corrugated Fibreboard, Nestle
Philippines, Legaspi Oil Company, Interco, Philippine Radiant, Dew Foam, Dans Penta,
RDL Pharmaceutical Laboratory, TNT Enterpirses, Minbisco, Jhaycor, Polar Fresherv,
Inc., Rejoice, First Oriental Packaging, Inc. and 24-25 Manufacturing. While there are
six major industries namely: Shell Depot, Petron Gasoline Station, Legaspi Oil
Company, Universal Robina Corporation, and RDL Pharmaceutical Laboratory.
The Health Services provided are available in the local Health Center, Located at
Old Airport Drive where a doctor, dentist, nurses, midwifes and barangay volunteer
workers and barangay nutrition scholars is on duty during Mondays to Fridays. It
conducted the “Ligtas-Tigdas Program” , “Anti-Filariasis Vaccination”, “”Operation Tuli”
and other services which this office may provide and other day to day health care
activities in the Health Center.
On Education, there are four (4) Public Elementary Schools namely: Cornelio B.
Reta, Sr. Elementary School, Sasa Elementary School, F. Bangoy Central Elementary
School and Osmeńa Elementary School while one (1) Public Secondary School ,
namely: F. Bangoy National High School is established in this barangay. There are also
private academic institutions, they are: Holy Cross College of Sasa, St. Therese College
formerly known as MATS, Doňa Pilar Learning Center, Fatima De Davao Elementary
School , Jose Maria College and Southern Philippines Polytechnic College.
Various Day Care Centers were also established to cater the needs of the children
especially those who are in its formative stage which will serve as a basic foundation in
building brighter future for the next generation. A home based day care center is also
established which serves as a classroom among the students. It has more or less fifteen
(15) day centers.
Christianity (Roman Catholics and Protestants) has the highest percentage
among religious sectors followed by Islam.
This present administration has observed that the peace and order has been
maintained. The riots among youth have been eliminated through enforcement of the
curfew hours and initiating sports activities. Domestic violence is scarcely reported in
this office.

Enforcement of the Karungang Pambarangay Law is religiously practice as
glared in the record of being rank as number in the Regional Level and Local Level as
of this year.
With the enactment of this ordinance, it strengthens the mechanism in enforcing
stricter rule with regards to the waste segregation which in turn encouraged the
constituents to be more concern of their responsibilities as members of this community.
The consciousness in protecting our environment is also manifested in the
various coastal clean-up programs of this office and other sectors, both public and
private.
CHAPTER 2
ENVIRONMENTAL PRACTICES
A. SEGREGATION OF SOURCE

The barangay ensures the proper segregation, collection, transport, storage,
treatment and disposal of solid waste through the formulation and adoption of the best
environment practices. It implements the governing rules and regulations of the City
Ordinance No. 0361-10, Series of 2010, “Davao City Ecological Solid Wastes
Management Ordinance”.
One of the Barangay’s solid wastes management programs is solid wastes
segregation campaign called the Information Education Campaign—where proper
segregation of solid wastes starts at each household. The barangay instill the proper
segregation and recycling at the core of a society—in each household, where
individuals are educated to practice proper segregation. Establishments and such are
also conformed to do so. Violations of the implemented rules and regulations are
subjected to penalty.
B. PROPER SANITATION
The sanitation practices and governing principles of the barangay are controlled
except at the ESTERO area which is a current issue in the barangay. The relocation
program for those who are residing in the ESTERO area is in the future projects of the
barangay. Though the collection and treatment of the human wastes in the barangay is
not practiced due to the lack of treatment facilities in the area, the barangay assured,
monitored and managed that each household, factories, plants, institutions and other
establishments in the barangay abided the governing requirements of the “Code of
Sanitation of the Philippines”. The wastes produced by the establishments and
institutions in the barangay are also monitored. Some compliances made by the other
department and offices of the government are also obeyed by the establishments, such
Environmental Clearance Certificate (ECC).
C. PROPER DRAINAGE
The barangay has three natural waterways: SASA creek, Kabuyugan creek, and
Pagamikan creek. Areas along these waterways experience a slight flooding when rain
occurs. According to the barangay captain, there is only a minimal instances of flooding
the area except what is mentioned above. The drainage situation of the barangay have
enhanced due to the improvements of the drainage system by DPWH in the area.
These areas includes the national highways and other public areas in the barangay.
There are two types of canals present in the barangay: the open and closed canal. Most
of the subdivisions in the barangay have open canals as well as the Sasa creek.
Throwing of any form of garbage in the open canals is highly prohibited in the barangay.

Once violated, penalties are supplied to the subject. The barangay formed a monitoring
team to maintain orderliness of the drainage system and sanitation practices of the
barangay.
D. ANTI-SMOKING ORDINANCE
The Barangay Sasa is following the Davao City Ordinance No. 0367-12, series
of 2012.
The Davao City Ordinance bans smoking in all public places and enclosed places but
has an option for designating a smoking area – provided establishments pass through a
series of rigid inspections by the Anti-Smoking Task Force. The ordinance sets out that
a “designated smoking room” must be a totally enclosed space with proper ventilation
and certified by the City Health Office and City Engineer’s Office. The ordinance also
extends smoke-free places to some public outdoor spaces where people congregate to
be together or attend concerts, rallies and other events.
Violation of a city ordinance means a citation ticket and a fine. The violator has
the option to either contest the alleged violation in court or voluntarily pay the penalty of
P500 within three days from apprehension to avoid being prosecuted.
E. TREE PLANTING & BEAUTIFICATION
One of the local programs of the barangay is the “Purok Cleanliness and
Beautification Program”. It challenges each purok of the barangay to stand-out among
other puroks in terms of its cleanliness and other beautification embellishments. It is a
friendly competition among the puroks that benefits the whole community. In this way
individuals are motivated to maintain proper wastes disposal and cleanliness.
Aside from that, since the barangay has a coastal area, the planting of mangroves in the
“Bakawan” area is promoted. Different institutions such as schools are invited and
welcome to perform such activity. The barangay will provide the seeds of the mangrove
to be planted, all they need are volunteers. This program is eminent in the barangay.
But due to unfortunate circumstances, some mangroves planted before did not grow.
There is a very small chance that the mangrove will survive based on the past
experiences of the barangay.
F. DISASTER AWARENESS PROGRAM
The barangay has its own disaster management team called Barangay Disaster
Risk Reduction Management Council (BDRRMC) supported by a satellite 911 Response
Team along Km. 13 of the barangay. They conduct assemblies and seminars for the

community regarding the strategies and safety measures during a disaster. The
barangay implies disaster awareness to its people to lessen the casualties during
calamities or disasters.
In addition, there is a fire station with two tankers situated at Panacan. The
barangay conducts fire drills once in a while to orient the people in the community
especially in the establishments about the strategies that one must do during fire
incidents. Some houses in the barangay has water pumps that can be used in case of
fire.
G. MANURE IN PUBLIC PLACES
Defecation (by humans and animals) in public places is strictly prohibited by the
local government of Barangay Sasa. According to their survey, incidents like these have
less to zero percentage. Though implementation of rules and regulations regarding this
issue are not available, the barangay strongly monitors the cleanliness of its public
places.
H. PUBLIC HEALTH
The Health Services provided are available in the local Health Center, located at
Old Airport Drive where a doctor, dentist, nurses, midwives and barangay volunteer
workers and barangay nutrition scholars is on duty during Mondays to Fridays. It
conducted the “Ligtas-Tigdas Program”, “Anti-Filariasis Vaccination”, “Operation Tuli”,
“Anti-Dengue: 4 o’clock habit” and other services which this office may provide and
other day to day health care activities in the Health Center. In addition to the main local
Health Center, the barangay has three satellite Health Centers located at Doña Salud,
Fatima and Landmark 3.
I. BARANGAY PROPOSAL
Ecological Solid Wastes Management plan
The local government of Barangay Sasa promotes an Ecological Solid Wastes
Management plan as their guiding principle in environmental development and
protection. The barangay envisioned a healthy and safe environment through reduction
or waste generation and increase resource recovery. Its objectives are:
a. Ensure the protection of health and environment within the barangay.
b. Utilized environmentally sound methods that maximize the utilization of
valuable resources and encourage resource conservation and recovery.

c. Ensure the proper segregation, collection, transport, storage, treatment and
disposal of solid waste through the formulation and adoption of the best
environment practice in ecological waste management.
d. Promote research and development programs to adopt an effective
institutional arrangement and improved methods of waste reduction,
collection, separation, processing, recovery and disposal.
e. Encourage greater public/private partnership in solid waste management.
f. Institutionalize public participation and accountability in the development and
implementation of an integrated and comprehensive ecological waste
management program.
g. Instill environmental awareness and action among citizenry through massive
information, education and communication campaign.
I. Strategies
Barangay’s program to enhance awareness on Solid Waste Management has not
been effective, by reason of population resistance for change, especially in the informal
settlers at the shorelines Km. 10, Km. 11, Km. 12 and Km. 13 communities and those
living along Sasa creeks. It only shows the need to have a comprehensive and effective
information education campaign. The target audience are the Public and Private
schools, Transport sector, Market vendors, Religious groups and households. Given
emphasis on the informal settlers in the information areas.
II. IEC Activities
a. Conducted public consultation in every Purok
b. Information dissemination using a sound system mounted on a vehicle all
through-out Barangay Sasa
c. Separate meeting with invited Heads/Managers of big companies operating in
the Area of Responsibility of Barangay Sasa.
d. Conducted information drive in all public and private schools inside the Area of
Responsibility of the Barangay.
CHAPTER 3
FINDINGS
Barangay Sasa covers a vast area of about 639 hectares. The Barangay have
seven (7) sitios namely Doña Pilar, Doña Paz, Doña Salud, Doña Mercedes, Km. 11,
Bolinao Site and Parola. There are about 78 puroks in the barangay with a
corresponding population of around 55000 residents. Barangay Sasa also hold several

establishments including the Interco, Legaspi Oil Company, RDL Pharmaceutical
Laboratory, Ferry Boat Sasa, Nestle Philippines and the Davao International Airport.
The Barangay have 3 available public market namely the Doña Pilar Mini-Market
located at Doña Pilar Village, the Sasa Public Market and Talipapa located at Km. 11
Sasa, Davao City. The Barangay also have seven (7) elementary schools namely
Cornelio C. Reta, Sr. Elementary School, Sasa Elementary School, F. Bangoy Central
Elementary School, Osmeña Elementary School, St. Therese College, Doña Pilar
Learning Center and Jose Maria College. They also have five (5) secondary schools
namely F. Bangoy National High School, Holy Cross College of Sasa, St. Therese
College, Southern Philippines Polytechnic College Incorporated and Jose Maria
College.
The barangay hall also showcase a pleasing atmosphere for the visitors and
residents as it have a well regulated ventilation as it is equipped with a functional
air-conditioner. The barangay hall also allocated a space for the equipments needed for
possible disaster response. The employees inside the barangay hall are also
accommodating and welcoming as they are can be easily approached and are
hospitable. The barangay has also reported an Internal Revenue Allotment (IRA) of Php
30,964,849.00 as of 2015.
The barangay have exercised actions towards the implementation of laws and
city ordinances as can be seen through their project and programs instigated. The
barangay have programs regarding public health, solid waste management, disaster
awareness and tree planting and beautification and a lot more. The barangay, as
specified by the barangay captain, have initiated mangrove planting within the coastal
areas to promote the environmental stature of the place. Although the program have
said to have failed in their countless attempts, the barangay have not given up on the
said program and have contacted people and experts to help revive the area. It can be
seen that the effort of the barangay to improve is commendable. The barangay have
also admirable dedication in providing health care for residents as they have provided
satellite centers within the whole barangay to reach out efficiently within the residents.
CONCLUSION
With the gathered information about the barangay, it is very clear that they are
giving a good effort in making their barangay a livable place. The barangay ensures
proper sanitation and segregation of solid wastes. They have a well-improved drainage
system which may now lessen the occurrence of flooding during heavy rains. They
follow the city ordinance of Davao on Anti-Smoking. They have a beautification and tree

planting program which provides aesthetic pleasures to the community members. They
have their own disaster awareness program which implies disaster awareness to its
people to lessen the casualties during calamities or disasters. The barangay strongly
monitors the cleanliness of their community. And lastly, the barangay is well-provided
with public health services. Therefore, with these programs and services being
practiced in the barangay, we conclude that the Barangay Sasa, District 2, is a
well-managed place and implements good environmental practices that is suitable for
living.
RECOMMENDATION
The barangay already has many programs and future plans in order to ensure
the safety of the environment. The proponents would like to recommend some idea to
further advance the environmental practices of the barangay.
1. Aside from the kagawads and tanods, they could assign a person or a group to
promote and implement the current laws that they are following.
2. There should be careful monitoring of the puroks that are near the sea in order to
mitigate the wrongdoings of the people there.
3. If possible, there should be a relocation for the people living near the coastal
areas in order to fully stop the bad impacts they do to the sea.
4. Create a program, just like the used oil collection, a plastic bottle collection
program wherein the proceeds of the sale of the bottles goes to the less fortunate
of the barangay.

1. Go to the treasury section of the barangay hall for payment.
2. File a case and fill out the complaint sheet.
3. Mediation process—a process where the complainant and the defendant are
interceded by the “Lupong Tagapamayapa”. Reconciliation and settlement of
both parties is the main point of this stage. (Note: LGC 7160—empowering the
barangay officials to mediate and reconciliate parties of conflict in the barangay
level)
4. If step 3 is not superseded, due process will be done. The certificate to file action
is granted.
