Background
• The Philippine Statistics Authority, the country’s NSO : also civil registration authority
• Philippines’ digitization of civil registration documents and provision of frontline civil registration services: through public private partnership( PPP) since 2000
• September 2016: new 12-year engagement through Build-Transfer-Operate (BTO) contractual arrangement
• Supervision done by PPP Center following PPP law• Revenue sharing is based on the bid of the private
partner

The private partner shall finance and provide the following:
•Operation and maintenance of the current IT system
•Development of new system IT system to allow for new channels •Establishment and site preparation for 40 additional outlets nationwide

•Document conversion of civil registry documents that shall include faster processing of vital statistics
•Operation and maintenance of a disaster recovery site •Construction of a 9 –storey building to house the civil registration service

Documents to be digitized involve about 4 M records annually. Paper documents to be converted into digital formats:•Certificate of Live Birth•Certificate of Marriage•Certificate of Death•Foundling Certificate•Documents involving court decrees, Shari’a court decisions, legal instruments, •Supplemental report and corrections based on laws correcting errors in civil registry documents (Republic Act 9048 and Republic Act 10172)
