Legal framework: Renewable Energy Directive (RED) 2009/28/EC
RED sets the legal framework for the production and promotion of renewable energy:
� Establishment of mandatory targets for the national total share of energy
from renewable resources binding throughout the European Union
� Each member state has to achieve at least 10% of their transport fuel
consumption from renewable sources (bio-fuel) by 2020
� According to the RED, biomass for final use as bio-fuel (or bio-electricity)
must be produced in a sustainable way
� RED defines requirements for production of bio-fuels

Consequences for Market Players
Either all mineral oil distributors blend only certified bio-fuels to their products and fulfill their obligated quotas or they have to pay high penalty taxes
Consequence: The demand within the European Union (EU 27) for certified biomass will increase in the future.

Compliance with Principle 1
� Principle 1: Biomass shall not be produced on land with high biodiversity value or high carbon stock. HCV areas shall be protected
� Land use change on ‘No-Go Areas’ after January 2008 leads to KO !!!
Compliance with Principle 2 - 6
� Principle 2: Biomass shall be produced in an environmentally responsible way.
� Principle 3: Safe working conditions
� Principle 4: Biomass production shall not violate human rights labor rights or land rights.
