As per the Census 2001 M.P.State comprised of 45 districts which have thus
increased to 48 districts. The state comprises 4 districts viz. Barwani, Jhabua, Mandla
& Dindore which according to the provision of Indian Constitution has been declared
as Tribal districts by President of India. Barwani district ranks second in comparison
to the other 4 districts. The district Schedule Tribe population is 67% and literacy is
41.5%. While the highest population of ST is 86.6% in Jhabua with the lowest literacy
36.9%. Hence on the basis of literacy and economically most backward tribal

CHAPTER 1
1.1 Introduction -
India is the country of villages where 75% population is rural. The President,
Prime Minister & other representatives gave their views for development of the
country after Independence in 1947.
Since 1950 as the planned development was initiated the need was felt for
special fixed fund based integrated local area schemes. Despite several studies &
discussions minimal efforts of such schemes & other issues came forward. The
development initiatives were more towards regional schemes & similar programmes,
which lead to limited conclusions & resources, were not optimally utilized. The 73rd &
74th amendment in the constitution advocacy was done and Gram Panchayat, Middle
Panchayats & Jila Panchayat level & local schemes is usable local Government hence
forth district scheme emerged. Herein decision was made that district scheme process
should be the important part for the process of process of XI five year plan & Annual
plan. Hence Ministry of Panchayats formed a expect group in 2005 in consultation
with the planning commissions.
The report of experts group related to scheme was put for ward to government
in the year 2006 which was approved by Ministry of Panchayat & Planning
Commission which was forwarded to state in April-May 2006 :-
I. Rural local Administration to make plans for the works assigned & the
National/State schemes implemented for which they have resources the assigned
tasks.
II. The activities assigned to urban local government & the national/state level
schemes being implemented for which they have funds.
III. Physical integration of schemes of Rural & Urban local govt. which have to be
executed in demographic limits of the district.

In with the 3 above mentioned aspects details of resources & distribution for
different activities was included in the document as their main activity.
Hence to come out of backwardness & reduce regional disparities BRGF was
formulated. This fund will be provided to the selected districts so as to increase the
flow of amount for development & towards integration. The following are its main
objectives:-
I. To bridge the gap between local infrastructural framework & development needs
this is not possible in present system.
II. To achieve the set objectives strengthen the administration of Panchayats &
Nagar Palika through capacity building which would thus either to participatory
planning decision making implementation & monitoring to fulfill the local needs.
III. Professional assistance to local administration for planning, implementation &
monitoring of schemes.
IV. Improvement in execution of important tasks assigned to panchayats & builds
capacities at local level & removes gaps so that everyone acquires its benefit.
Considering all these point it was decided that RSVY will be implemented only
when each district will conduct study in consultation with experts to identify
backwardness. Thereafter to resolve this issue in the year 2006-07 during 11th five
year plan district development plan will be prepared on the basis of Indian constitution
Part 9 Panchayats will plan & implement programme in live with the section 43(6).
Where as Nagar Palika in part 9(k) will also plan & implement following the section
43 w & section 43 ZD.

In the district BRGF Plan has been indicated since 2006-07 earlier RSVY was
being implemented from 2002-03 to 2006-07 both the schemes aim at developing
backward areas thus RSVY was merged in BRGF. RSVY was implemented in 10
districts of MP under planning commission & Central Government. While BRGF is
being implemented in 24 districts under Ministry of Panchayats, New Delhi executed
by Rural Dev. Dept. of MP Govt.
1.2 District Profile
1.2.1 Formation of District: The district was formed on 25th May 1998 with the
orders of Madhya Pradesh (Revenue Dept.) No. 1001-1-20-08-92-VII dated 22nd May
1998. As per the directives of Govt. changes were made in boundaries of Khargone
district (West Nimar) & Barwani, Thikri, Rajpur, Panasmal, Niwali & Sendhwa Tehsil
together formed a new district Barwani. According to 2001 census the district
geographical area is 5422 sq. K.M. with the total population 10, 81,441 where 72,
4,735 is Schedule Tribes population & 68,426 is Schedule Caste population.
1.2.2 Rank of the district in backwardness: The socio economic weaker section of
the society SC & ST percentage in the district is 6.3 & 67.0 respectively with the total
of 73.3%. As per the 2001 census STs were 86.8% in Jhabua district & thereafter
Barwani ranks with 67.0% STs simultaneously Jhabua literacy is 36.9% which is
lowest & then comes Barwani with 41.5%. Hence on the basis of populations rates of
weaker section & level of literacy Barwani ranks second as compaired to any other
district.
1.2.3 District Schedule Area: MP State was reformed in the year 2000. Earlier as
per the provision of Indian Constitution first order was passed in 1950 & thereafter
amended constitution order No. 109 dated 31st December 1977 stated the four districts
of the state viz Jhabua, Mandla, Sarguja & Bastar areas of 17 other district were
declared as schedule areas after reformation with the formation of Chhattisgarh state

Sarguja & Bastar districts were included in Chhattisgarh state. Further in 1998 Mandla
was divided with the formation of Dindori district & division of west Nimar led to
Barwani district. Hence forth the state now has four district covered under schedule
areas viz Mandla, Dindori, Barwani & Jhabua. The order No. 109 of the constitution
in the year 1977 declared the Barwani, Rajpur, Sendhwa, Bhikangaon, Khargone &
Maheswar Tehsil of West Nimar district (Khargone) as schedule areas. Earlier Thikri
was part of Rajpur tehsil, Pati of Barwani Tehsil & Panasmel & Niwali under
Sendhwa which received the status of tehsil after this declaration. At present all the 6
tehsil of Barwani district are covered in schedule areas thus the whole district has the
recognition as one of the backward district in the state.
1.2.4 Schedule Tribe/Schedule Caste: As per the census 2001 the total population of
the district is 1081441. The total ST population is 724735 while SC population counts
to 68426. Thus this percentage is 67% ST & 6.30% SC population. It is significant
that the district ranks 3rd within the state of in terms ST population. In this regard
Jhabua ranks first (1211116), second ranks Dhar (1081441), third ranks Barwani
(1081441) fourth stands Shahdol (700651), fifth stands Chhindwara (641421)
respectively the first the districts on the bases of percentage of SC population amongst

2.1 Population Analysis -
Barwani district was formed in the year 1998. It was carved out of West Nimar
Khargone district. Hence prior to year 2001 population details are not available
in the report. The block population is mentioned in the year 1991 Census and of
the past year is also available.

Population (SC/ST) Sex Ratio, Literacy and Working Population. The above
tables clearly indicate that in states total population SC population is 15.17 percent
where 15.28 percent are males and 15 percent is female population. On the other hand
in district SC population is 6.32 percent where 6.30 is male population and 6.35
percent is female population. Similarly in the age group 0-6 SC population is 16.23
percent in state and 5.92 percent in the district. The state consists of 20.27 percent ST
population while in district it is 67.02 percent which is relatively higher. Seeking to
the Sex Ratio female population is more than male population. In terms of literacy
district is for behind than state literacy rate. The district total literacy is 41.5% while
the state literacy is 63.7% similarly percentage of SC and ST is 46.1% and 31.0%
respectively where as state’s percentage is 58.6% and 41.2% respectively which is
more than the district. On analyzing the working population it is observed that district
working population is comparatively more than the state.

As per the table above in the year 1981-91 district population rate (27.24) of
increasing is almost equivalent to district (26.30%). While in 1991-2001 district

In the year 1991 in this block population of forest villages was not included in the
block population and was mentioned separately, while it has been included in the year
2001. This is because it shows this increase whereas conditions are different.
2.4 Rural and Urban Population in the District –
The state comprises 74.26 of rural and urban population whereas this percentage
is 85.15 percent in the district. As per Census 2001 Rural and Urban Population and

In Barwani district Niwali block comprises 100 percent rural population. Thereafter
comes Rajpur and Barwani tehsil where rural population is 89.52% and 84.44%
respectively.

As per the 2001 Census state sex ratio is 919 while in district it is 97%. Thus
district is better off as compared to the state. The sex ratio in SC and ST in the
state is 905 and 975 while in district it is 978 and 982 respectively. This
indicates that in case of these castes also district is in a better state as compared

2.6 Literacy –

The district is far behind in education and literacy. The literacy rate is low sex
wise. The district lack higher education facility at local level as compared to other
districts. Lack of professional institutions and technical colleges is also one of the
main reasons for backwardness. Through the below mentioned table year wise,
sexwise literacy percentage in the district is given :-

The table indicates total literacy was 14 percent in 1971 which increased to
41.50 percent in 2001. In the year 1971 male and female literacy was 21.9 and 7.61
percent respectively which further increased to 51.09 and 31.35 percent respectively in
the year 2001 similarly percentage literacy increased in urban and rural areas also. In
the year 1971 percentage of rural and urban literacy was 9.77 and 43.02 percent,
which increased to 35.07 and 74.86 percent in 2001. The district literacy in 2001 is
41.5 percent, which is 22.2 percent less than state average literacy (63.7%). As already
mentioned the district ranks second when compared to any district. In the district
amongst SC and ST literacy is 46.1 and 31.0 percent respectively whereas state

The data reveals that as compared to 2001-02 is the year 2005-06 the SC
students admitted in primary and middle school have decreased (2.88%) which needs

The Pati block is remote and lies between hills and lack medical facilities. Here there

The reason of women mortality and infant mortality are same. It was found that
29 percent are such cases where due to lack of medical facility the rate of infant
mortality is high. Besides if safe home delivery is done then 22 percent dies due to
infection. Henceforth the gap needs to be filled in health facilities for which adequate

The table suggests that in seven blocks veterinary hospital, veterinary
dispensary and mobile health centre are there. In Barwani, Pati and Niwali blocks

panasmel block is in better condition, here forest are in excess & also higher
percentage of people are aware of water conservation techniques block Thikri stands
second because Narmada river flows through this block. At some place it is also a
source of irrigation. That means due to Narmada River the area of rich in forest which
thus enhances ground water level. On the other hand ground water level is low in
Niwali block as compared to other blocks.

The number of small farmers is more in sendhwa block & lowest in Thikri block
similarly marginal farmers are more in Sendhwa block & lowest in Pansemal block.
2.19 Rural Electrification -
In Barwani district out of 709 villages in 646 (91.11%) villages have received
electricity by 31st March 2005. The district comprises 6 electrified nagars. The Rural
consumer is 73% in the total consumer population. In 2004-05 the number of total
electricity consumer is 105297 & total consumption figures to 289993 thousand
kilowatt per hours since 2005-06 341 villages have received electricity facility in 750
hamlets of rest 350 villages still lack electricity. As per the dept officers these villages
have been included under Rajeev Gandhi Electrification Mission.
2.20 Communication & Transportation -

SWOT Analysis
2.21 Strength
River Narmada flows through the district and through proper irrigation can
bring green revolution.
Possibility of development of agricultural resources through adoption of
different cropping patterns.
National Highway – 3 Passes from the district thus joining Maharashtra State
which can enhance trade & business.
Appropriate demographic conditions for water conservation.
Excess production of cotton & chill in the district where there is tremendous
scope for development.
2.22 Weakness
Backward in literacy.
Low agriculturcal productivity.
District is not linked with railway. The nearest railway station is at Indore which
is at a distance of 150 K.M. Besides in Pati Block transport facility is very poor.
Problem of Migration – Due to lack of employment opportunity villagers to
adjoining district. This adversely effects children education. This particular
reason is also responsible for low level of literacy.
Intake of liquor is the inherent part of culture and tradition of the primitive
tribes in the district. But in tribal of Nimad / Malwa region this practiced is
more prevalent which thus affect their economic status.

2.23 Opportunities
Forest Resources and River Narmada curtails of tremendous scope for overall
development of the district.
Appropriate conditions for producing cotton prior to monsoon in addition there
is tremendous scope for increase horticulture and cash crops area.
The district forest area is 34.60% which creates scope for forest produce and its
dependent industries.
Scope for producing fruits through agriculture.
Availability of adequate funds for development in various central government
schemes and through its proper utilization overall development of the district is
possible.
2.24 Threats
Problem of water flooded area due Narmada Valley Scheme
Only 8.7% land useful from Non-Agricultural land.
Due to lack of employment opportunities youths are frustrated here. The
problem in future can take a serious turn if employment opportunities are not
generated through establishment of industries.

In the above mentioned analysis strengths, weakness and opportunities to threat
were stated point wise. The opportunities and weakness of the District were analyses
and which thus formed the basis for preparation of Plan for Backward Region Grant
Fund like.
Weakness
Considering the low level of literacy amongst backward and females in the
district the provision of 5 percent of total fund for outsourcing and one percent of
reserved funds for female adult education has been kept. This fund of Rs. 3.28 lakhs
will be provided to Jila Panchayat, Janpad Panchayat and Gram Panchayat. To draw
out of the problems like low agriculture productivity, lack of transport facility and
reduce migration there is provision for certain activities field bounding in agriculture
lands, well construction and Orchards under NREGP. And to safeguard the production
provision of warehouse is under BRGF. For transport facility provision has been done
for approachable roads and puliyas under BRGF. Besides works like tarring
(Damrikaran) large cause way (Pul/Pulliah) road construction and concrete roads are
provisioned under NREGP. Through means of its implementation there will be
improvement in transport facility on one hand and the other hand it will also lead to
reduction in migration due to increased employment.
In BRGF all the above stated activities have been prioritized under different
schemes and thereby provision has been made
Opportunities
To safeguard and increase the forest wealth NREGP of plantation and fruit
giving plantation have included in BRGF programme. And there is provision of CPT
for protection of present forest wealth. Besides seeking the scope for Pomology
Projects of plantation of fruits plants and its cultivation with assistance from
Horticulture department is at prime focus under NREGP.
Seeking to the available funds in various centrally sponsored schemes due
discussion are made in Gram Sabhas and most of the activities proposed in the GS
have been included in the relevant schemes. They were also explained that how they
can contribute in the development of the district through these schemes.

2.25 Classification of Backward Regions in the district
Identification of Backwardness:
Barwani District ranks third in terms of backwardness in Madhya Pradesh. The
district comprises seven blocks but there are some blocks due to which the district is
known as backward district. In order to define backwardness baseline survey and
comparative analysis of indicators like No. of BPL families, road connectivity and
agriculture area percentage of migration and rate of literacy was done. On the basis of
this analysis the 7 blocks can be understood as: Pati, Panasmel, Niwali, Barwani,
Sendhwa, Rajpur & Thikri.
That means Pati and Pansemal are the most backward blocks thus lacking
transport facility low agriculture land and low literacy level. This is mentioned in
chapter I.

CHAPTER - 3
Strategy for Planning
3.1 Project Objectives -
BRGF Project has been formulated keeping in mind the regional disparities in
the district.
To make efforts towards fulfilling the gap between local infrastructure & ♦

Strengthen the three tiers Panchayat Raj System.
To provide support to Panchayati Raj Institutions so that they can
Strengthen their project formulation, implementation & its supervision.
3.2 Description of Project -
BRGF is being implemented in Barwani district since 2007 its 11th five year
plan 2007-2012 is ready for presentative. In this context it is significant that in last
three years 2002-03 to 2005-06 RSVY was operational which further in 2006-07 was
included in BRGF.
3.3 En-visioning Exercise -
In the context of preparation of 11th Five Year Plan order was issued by the
department to conduct base line survey. The following action was taken on this.

2. List was finalized for survey & contract made with CEO ZP 27/02/07
To formulate action plan under BRGF the organization took up a well managed
step wise process. The base line survey format was developed by the organization on
the basis of its project guidelines & directives received from state as well as at the
district level from time to time. The detailed information of Gram Sabha, its
demographic status, available resources, current Govt. schemes & the available funds,
primary needs of village under BRGF were included.
The format was developed for Rural Areas (Block) & Urban Area (Nagar
Panchayats) separately & following a set prescribed process the efforts was given
final shape.

3.3.1 Gram Sabha/Gram Panchayat Level -
The investigators of the organization conducted a discussion on BRGF with
Sarpanch, Secretary, Panch & available villager in each Gram Sabha between 28th
February 2007 to 30th April 2007.The proposal works were discussed with the
villagers & their primary needs were identified.
3.3.2 Janpad Panchayat/Block Level -
The work plan prepared on the basis of G S formats was approved in presence
of Janpad Panchayat President/CEO & representatives in each Janpad Panchayat
between 5th June to 5th July 2007 & the proposals received were incorporated in the
work plan.
3.3.3 District Level -
On the first hand Chief Programmer Officer & Technical Advisor of the
organization conducted a meeting in the presence of CEO ZP for all the CEOs of
Janpad & Nagar Palika/Nagar Panchayats where objectives of the programme were
discussed. Their support was also expected for District work plan formulation &
discussion was made on local meetings, there after in July 2007 in the presence of Jila
Panchayat President, Vice President, CEO & all representatives District work plan &
proposed funds was approved, further on 8th September 2007 District Programme
Committee took approval of the plan in the preference of incharge, District Collector,
District Project Officer, all dept. officers & Regional MLAs.
3.3.4 Office Level -
The organization selected 20 investigators & 10 Supervisors for base line survey
in the whole district were trained on the project objectives & its process. This training
was provided by the organizations experts & the training content was inclusive of
conducting GS, discussion in GS & information on the points in the schedule to fulfill
the survey objectives, issues relevant to work to be undertaken & instructions were
also given.

3.4 Vision Statement in District Plan -
The district salient features have been mentioned in earlier chapters.
Health Facility -
Barwani district is predominantly tribal area and some of its block like Pati,
Niwali, Sendhwa and Rajpur are inaccessible in monsoon period. As earlier
stated efforts have been made provision for construction of building for each
institution has been made. But this does not fulfill the need for medical
facilities. There is need to bring improvement through establishment of
Ayurvedic Hospitals and sub health centers in remote areas of the district.
In Accessibility Hack of Road Connectivity -
One of the main reasons for backwardness is lack of transport facility. For the
enlistment of the district it is a prerequisite that there is road connectivity
throughout and focus on better means of transport. As under NFFWP and
NREGP on the basis of priority likewise villages are getting connected through
roads. While at the same time the gaps are being filled in through means of
causeway missing link as per the need of Panchayats by including them in the
Projects Reports.
Women and Child Development -
The future of the country largely depends on the child development. Due to
diversity and tribal dominated areas there is need of external assistance for
nutritious food for children. Through Anganwadi’s centers it fulfills the
maximum needs. Forth need for such centers have been identified and included
in the project report.
Education -
Towards development of any society education should be its primary need.
Where as Barwani district is backward in this aspect and ranks second in the 45
districts of the whole district which have been stated earlier.
Barwani district mainly consist schedules tribes there by educational
institutions are governed by Tribal Welfare Department. Although there is
provision for schools without building under “Serve Shisha Abhiyan”. Despite

seeking the importance of education provision for Hostels, Ashram Shala,
drinking water facilities in schools and boundary walls have been made in the
project report. It has been stated earlier.
Through means of Anganwadi centers children can be motivated to get their
names registered so as to improve the literacy by next decade.
In this area there is problem of road connectivity throughout the year where
Barwani, Pati, Sendhwa and Rajpur are very remote areas. Thus some missing
link has been proposed and roads in this area have been proposed to be included
in NREGP.
Public Facilities in the Area -
Some public common facilities in the area like communication, PDS, Waiting
Rooms, Agriculture Seed Warehouses, Graveyard, Community halls, Panchayat
Bhawan and Electrification have also been identified and as per the need
provision was made in the project report.

3.5 Process of Planing -
3.5.1 List of Survey:
For survey under BRGF to formulate Five Year Plan two forms of list was
prepared.

The available basic information on basic infrastructure which includes Drinking
Water, Education, Health, Transportation, Electricity, Panchayat institutions, public
Facilities in the index. In addition it also included the government schemes at village
level its work plan & proposed work under BRGF & its approval.
3.5.2 Main Findings of Baseline Survey:
The findings of baseline survey was compared with the statistical list of 2001
and the details of population, education, health, agriculture, forest, electricity,
communication, transportation, ground water, rainfall, livestock & funds from other
schemes have been stated earlier. The other major problem & related needs are
summarized hereunder.

3.5.3 Assessment of Gram Panchayats & their inclusion in other schemes:
During the discussion with the villagers in GS & Gram Panchayats where the proposal
put forward for approval they were also given information on various schemes run by
State & Central Govt. on analysis of demographic condition & infrastructure facilities
it as observed that for other depts. viz health, women & child development, veterinary,
Panchayat Building, agriculture etc. there is no financial provision in other scheme to
fulfill the infrastructure needs of all the above stated depts. have been emphasized
under BRGF in next five years. The other hand the works which can be accomplished
under other schemes have been recommended to include in those schemes for which
approval has been taken from Gram Panchayat, Janpad Panchayat & Jila Panchayat.
The works for education department under “Education for all like primary school,
Middle School, High School, Kitchen shed additional room etc & hostel, Ashram
building girls pre metric hostel have been proposed under BRGF likewise detailed
description of other schemes is mentioned hereunder.

CHAPTER 4
FIVE YEAR PLANING
4.1 Detail of works for Rural Areas -
1. Health:
Under health facility provision have been made for 44 sub health centers worth Rs.
220 lakhs 6 post mortem room worth Rs. 6 lakhs & 5 Ayurvedic dispensaries worth
Rs. 25 lakhs under BRGF.
Due to lack of departmental funds provision have been proposed for medical centers
without building with the construction of these buildings there will be no approved
health institution with out building in the district. This would thus lead to better
treatment facility & the employees will also be motivated to work in rural areas.
2. Veterinary:
In the district provision has been made for 5 veterinary dispensaries & 30 Veterinary
treatment shed costing Rs. 65 lakhs. (Rs. 35.00 laks for veterinary dispensary building
& Rs. 30.00 lakh for veterinary treatment shed) with the construction these will be
improvement in the status of veterinary dispensary & livestock holders will benefit
from this facility.
3. Education:
In this sector the district comprises 45 Ashram buildings, 64 pre matric tribal girls
hostels out of these only 6 hostels look building. Hence 4 hostels under BRGF & 2
hostels under department have been proposed. The funds for the construction of these
building are Rs. 148 lakh for 4 hostels & Rs. 4 lakhs for 4 Ashram buildings have been
proposed respectively. The work distribution has been done on the basis of Janpad &
year wise which have been clearly states in the appendix. This would in turn benefit
the tribal children (girl/boy) for which detail are annexed. The provision was made
after the discussion with concerned department officers from the above proposed
activity 2 buildings for girl’s pre metric hostels which will benefit 100 tribal girl /boy.
The remaining hostels for which will also benefit more than 100 girls /boy.

4. Women & Child welfare:
The district comprises 1253 approved anganwadi Centers out of which 710 anganwadi
own building & the remaining 543 lack building. Amongst these 65 are under
construction & the rest 388 are proposed here worth Rs. 970 lakhs. With the end of
this project approx 11650 children will be benefited & its implementation will also
lead to improvement in level of literacy. As through anganwadi centers children will
get nutritious food and can be motivated to go to school. In addition to these benefits
the pregnant women & the mothers after delivery will also get advantage.
5. Rural Haat Bazar:
In tribal areas villagers have to face problems as the weekly haat bazar were
establishment has been included in the project report for which provision of Rs. 30
lakh have been made.
6. Agriculture:
Agriculture dept have to face problem to place agriculture related equipment &
production in remote areas as the department has no fund under infrastructural head.
In the district 84.50 percent of population is involved in agriculture thus seeking both
the needs agriculture input & warehoused has been proposed here. Hence 3 buildings
will be made in tribal area in the first year (2006-07) & 4 will be undertaken in the
five year plan.
7. Public facility:
The district comprises 417 Panchayats where fund of Rs. 970 lakhs have been
proposed for community halls in 173 Panchayats. Bu the end of the project each Gram
Panchayat will possess community hall.
8. Grave yard:
On the basis of regional needs & with the aim to provide facility to villages 47 grave
yards at appropriate site have been proposed worth Rs. 23.50 lakhs.
9. Passengers waiting room:
The passengers have to experience problems in absence of passenger waiting rooms,
especially in summer & rainy season. The panchayats after identification of the

appropriate places 143 waiting room have been proposed with the provision of funds
for Rs. 143 lakhs.
10. Electrification:
During the discussion with departmental officers in G.P. it was found that out of
691 villages in the hamlets of 350 villages there as no electricity facility “Hence forth
the department officer in assistance with the executive engineer proposed funds for Rs.
526 lakhs for electrification in 106 habitations. In addition there is provision of 2 grids
in the district with the total fund of Rs, 150 lakhs. Out of this one grid construction
provision is done in the first year while the second grid provision is made in the plan
under Barwani Block.
11. Panchayati Raj Institutions:
Out of 417 G.P. in the district 368 Gram panchayats possess building under
BRGF provision for 49 remaining G.P. have been made with the total funds of Rs. 196
lakhs. This particular provision has been put forward after acquiring approval from
related department to Gram Panchayat Gram Swaraj Bhawan related to Panchyats
have also been proposed by Panchayats in those Panchayats which comprises 2-3
villages. Hence in case of 31 G.P. provision has been made for Gram Swaraj Bhawan
with the proposed fund of Rs. 124 lakhs in workplan.
12. Road Connectivity:
• Road Construction (Missing link) – In the district 7 places were
identified where need was to constructions so as to cover the distance
between the village & road constructed under PMGSY for the panchayat
approved the construction of accessibility road for which public
Department also gave there consent. In this concern to construct 7
accessibility roads P.W.D. made a provision of Rs.70.50 lakhs. For the
said purpose places were in Pati Block while 3 in Thiikri Block were
selected.
• Tarring & Causeway – To improve the trans prototypic facility after the
approval from panchayat P.W.D. proposed fund of Rs. 350 lakhs for 7

places & Rs. 256.95 lakhs were proposed for causeway 28 places which
have been included in the plan.
13. Awas facility “Apna Ghar”:
The district comprises 2856 household who does not own residences Jila 93700
possess kuttcha house. Out of which 1100 household get IAY every year. In the
district 3455 households amongst the houseless have been covered under BRGF for
Which provision for Rs. 863.75 lakhs have been made. I par meter for priority has
been fixed for the purpose. Through this in the end of the project 3455 houseless will
be benefited.
14. P.D.S. / Godam Building:
In the district 20 such places where identified PDS are run by cooperative
institutions. But due to lack of building it is not so effective. Hence forth with the
approval of Gram Panchayat I consent of food Dept. 20 PDS/ Godawn Building has
provision has been made for Rs. 100.00 Lakhs.
15. Telephone facility:
In total 417 Gram Panchayat, 7 Janpad panchayat & 1 Jila panchayat seeking
the need of telephone facility the provision has been made. For the purpose the find
needed for requirements was proposed to be made from road of Training & capacity
Building. In addition provision was done for payment of 425 connections to be made
from Development fund every mouth which is 120.85 for five years.
In addition to the above mentioned activities to increase femal adult literacy,
from 5 percent reserved funds (Rs. 328.71 lakhs) of out sourcing one percent fund (Rs.
3.28 lakhs) provision has been included in the plan as reserved.
Brief description of proposed works to funds on the basis of each Janpad to
distribution of works to funds per year has been given in Annexure IV, while
Description of total proposed works for urban area is mentioned in Annexure IV to
details of funds in accordance of work each year for each area has been stated in
annexure V.

4.2 Expected Outcome at the end of Five Year Plan:-
The objective the project is to do development of backward areas.
Seeking to the problem of residence the scope for “Apna Ghar” is prevalent for
those who don’t have houses. In this plan there is provision for 3455 “Apna
Ghar” through which SC & ST will get benefit.
In the district 1263 Anganwadi are operational from which in 388
building is not there In the BRGF five year plan 388 Aganwadi building will be
constructed from which 13580 children will devised benefit.
In tribal areas health institutions & veterinary institutions were assessed
& on the basis of need provision was made which will ensure improvement in
basis facility in future years.
The main reason for its backwardness is lack of transport facility. The
remote area Pati, Sendhwa & Rajpur are, inaccessible throughout the year.
Hence those missing line have been proposed & to cater to the need of roads in
has been proposed to include under NREGF.
Some common facilities in the district like telephone facility, P.D.S.,
passenger waiting room, Agri. Seed Godawn, Graveyard, community Hall,
panchayat Bhawan, Electrification were assessed & based on the need provision
was made thereof. In the benefits so assumed tobe devised as given in the table.
