STAKE Enforcement Unit
• Conducts undercover compliance checks (stings) of tobacco retailers using youth decoys (age 15 -16) to determine compliance with STAKE Act
• Compliance checks of retailers determined by:
♦ Random selection of tobacco retailers
♦ Prior sale of tobacco product to minor
♦ Complaint
♦ Referral from law enforcement or other agency
• Civil penalties between $200 - $6000 assessed to tobacco retailers that sale tobacco products to the youth decoy
• Operates a toll-free number (1-800-5 ASK-4-ID) for the public to report illegal tobacco sales to minors
• Compliance check results shared with Attorney General’s office
• Compliance sales rate is not to be confused with the official sales rate for the State of CA from the annual youth survey
