SPILL CONTROL

PREVENTION PROGRAM (SCPP)

The City of Beloit, like many other

communities, is concerned about

illicit or accidental releases of

materials that have the potential to

negatively affect public health or the

environment.

Businesses use a variety of

chemicals everyday. The potential

for an illicit or accidental release of

materials from either a fixed facility

or material in transport that may

pose an adverse affect on public

health or the environment becomes

all to real.

BUSINESS PERMIT

The City requires all businesses to

obtain a permit. The City permits

over 800 commercial businesses

every 5 years. All permits require

basic SCPP requirements for

prevention and reporting.

Based on the information included

in the application or by nature of the

business, the City will perform a site

inspection. If the City determines

that the company has the potential

either by chemical volume or nature

of the chemicals used, it will be

required to develop and implement

a full SCPP. Businesses with SCPP

are tracked using the GIS mapping

system.

STRENGTH IN REGULATIONS

In the past year the City has

strengthened its language in the

Sewer Use Ordinance and the Fire

Hazardous Material Release

Ordinance to prevent and require

cleanup of release of unpermitted

materials. This SCPP includes public

and private property, discharge to

the sanitary sewers and the waters

of the state.

TRAINING

The DPW has a dedicated

Emergency/Hazmat team that train

to assist the local Fire Department

in response to emergency releases

using the equipment already owned

by the City such as the Vactor, sewer

camera, pumps, street sweeper,

backhoe, field test kits, etc.

The City holds an annual 8 hour

hazmat refresher training class in

which local industries may attend

and train with the City for free.

Protecting the

environment is a

community effort.

COMMUNITY COMMITMENT

This program is successful

because of the commitment that

our businesses have made to

develop and implement the

program.

Not only has the business

community embraced the SCPP

to protect public health and the

environment but the community

as a whole participates in

improving the quality of life in

Beloit.

BENEFITS

The benefits of this robust SCPP

is the dramatic decrease in the

number of accidental releases in

the City. The DPW emergency

team allows rapid response to

minimize the spill area and

cleanup efforts to public

property with no extra cost to

City residents. The City’s DPW

has a long standing working

relationship with the Department

of Natural Resources to protect

the waters of the state.

PUBLIC EDUCATION

Pollution Prevention is

everyone's responsibility.

Protecting our drinking water

supply, our utility infrastructure

and public health/safety and the

environment requires support

from the stakeholders. Not all

hazardous materials are chemical

in nature. Discharge of raw

sewage may cause health and

environmental issues.

Public education is a major focus

for the City of Beloit. The DPW’s

mascot P.W. Foxx attends many

events each year. His fun loving

personality make shim popular

with people of all ages.

Information handed out at these

events include areas of water,

stormwater, wastewater and

pollution prevention.
