Now we are at a cross road and decisions must be taken.
– The 25. June the Norwegian Petroleum Safety
Authorities (PSA) issued a request to the Ministry of
Labour and Social Affairs to get acceptance to change
the regulation regarding the design of means of
evacuation and launching arrangements.
– The PSA expect the rules to be implemented by 1. Jan.
2016.
– Ministry of Labour and Social Affairs will use the autumn
to work with the rules and inform the various parties.

What does the new rules mean?
‒ The availability should be known and proven
‒ Manufacturer must prove that lifeboats can be launched in a 100-year storm.
‒ New-builds have to comply in full with the standards.
‒ Existing old installations and rigs, the methods and principles described in the standards are to be used when assessing if the evacuation solution is robust enough
‒ This is done by:
1. Complying with NORSOK R-002 for davit, winch, and hooks
2. Fulfilling relevant parts of DNV-OS-E406 for lifeboats and adapt recommendations from DLLBP project by the Norwegian Oil & Gas Association
3. Perform risk analysis proving absolute level of safety for the COMPLETE SYSTEM
4. Based on results from risk analysis: perform availability and reliability analysis proving that lifeboats can be launched in a 100-year storm
