Activity Report
1. Publication of harmonized edition of ISO 9712
The publication of the harmonized edition of ISO 9712 Qualification and certification of
NDT personnel in June 2012 might be the most auspicious event of TC 135 during the
past two years since the last plenary meeting in Durban. We would like to express our
sincere gratitude to every person who involved in the long-felt whish, harmonization of
EN 473 and ISO 9712. Please refer to the chronological diagram of EN 473 and ISO
9712 below.
2. Adoption of ISO 9712:2012 by ASME
As a consequence of harmonization of EN 473 and ISO 9712, ASME approved the
use of ISO 9712 as follows:
(f) National or international central certification programs, such as the ASNT Central
Certification Program (ACCP) or ISO 9712:2012-based programs, may be
alternatively used to fulfill the training, experience, and examination requirements of
the documents listed in (e) as specified in the employer's written practice.
(ASME BPVC-V-2013, Article 1)
3. Question from ISO/TC 108/SC 5 about the scope of ISO 9712
Just before of the publication of ISO 9712:2012, ISO/TC 108/SC 5 Condition
monitoring and diagnostics of machine systems asked CEN/TC 138 and TC 135 if
NOTE 1 in the scope of ISO 9712 could be broadened to say that ISO 9712 is not
applicable to condition monitoring and diagnostics of machines.
In response, we referred to a previous correspondence in 2002 between the
Secretaries of TC 108/SC 5 and TC 135 at that time, concerning the scope of ISO
18436 series of standards, Requirements for qualification and assessment of
personnel. Consequently, TC 108/SC 5 agreed to keep the scope of ISO 9712
unchanged.

This International Standard specifies requirements for principles for the qualification
and certification of personnel who perform industrial non-destructive testing (NDT).
NOTE 1 The term “industrial” implies the exclusion of applications in the field of
medicine.

< Note 2: Message from TC 108/SC 5 in 2002 >
We do not believe that there is a conflict here (between ISO 18436 and ISO 9712)
because the training programs envisioned under our 18436 series of standards would
be limited to the training of personnel in the application of certain techniques that
allow them to monitor and diagnose of condition of machines.
4. Reassignment of responsibility for ISO/TR 25107 and ISO/TR 25108
Responsibility for ISO/TR 25107 Guidelines for NDT training syllabuses and ISO/TR
25108 Guidelines for NDT personnel training organizations was reassigned to SC 7
Personnel qualification in July 2012. In consideration of the fact that the members of
TC 135/WG 3 Harmonization of personnel certification standards have relevant
expertise, it was also agreed that the WG 3 members should be invited to join the new
working group, WG 9 Revisions of training guidelines, in SC 7. Please refer to the
diagram below.
Please be advised that in 2002, prior to drafting TR 25107 and TR 25108, the CEN/TC
138 Chair at that time suggested and TC 135 agreed that the responsibility for these
training guidelines should be assigned directly to TC 135, as training syllabuses are
very close to each NDT method and should reflect opinions of each SC regarding the
relevant NDT method. Please refer to the chronological diagram of the training
guidelines below.

Throughout the twelve-year period, the TC chair, responsible for the TRs, monitored
the strengths and weaknesses of the training guidelines, to ensure their ongoing
improvements. Consequently, the TC Chair has actively participated in the work of

WG 9 as an expert from TC 135/WG 3 as well, and he has made a number of
proposals for the revisions of the training guidelines.
5. Participation in SC 9 meeting
The meeting of SC 9 Acoustic emission testing was held on the invitation of COTEQ
2013, in Porto de Galinhas in June 2013. The TC chair participated in the meeting on
behalf of TC 135. At the meeting, he emphasized the importance of collaboration
between TC 108/SC 5 and SC 9, as the technical scopes of both SCs include acoustic
emission testing in common.
6. Participation in SC 7/WG 9 meeting
The first meeting of SC 7/WG 9 Revisions of training guidelines was held on the
invitation of the 7th International Conference on NDT in Certification and
Standardization (CERTIFICATION 2013) in Zagreb in October 2013. The TC chair
participated in the meeting on behalf of TC 135. He also joined the discussion there as
an expert from WG 3.
7. Participation in CEN/TC 138 meetings
The meetings of CEN/TC 138 Non-destructive testing were held at AFNOR in
September 2013 and 2014, respectively. The TC chair and Secretary participated in
both meetings on behalf of TC 135. At each meeting, the TC chair made an activity
report of TC 135, and the Chair and Secretary exchanged opinions with the CEN
people for the collaboration of CEN/TC 138 and TC 135.
8. Visitation to Ukraine
In September 2013, the TC chair had an opportunity to visit Ukraine for his
international joint research on ultrasonic leak detection. Ukrainian Society for NDT
(USNDT) kindly invited him to participate in the workshop for Advanced NDT methods
and their applicability during his stay in Kiev. At the workshop, the TC chair gave a

lecture on harmonization of certification standards and NDT personnel certification in
Japan.
9. Participation in CERTIFICATION 2013
The Chairs of CEN/TC 138 and TC 135 were invited to participate in CERTIFICATION
2013 in Zagreb in October 2013. Mr. Fallouey gave a lecture titled "EN ISO –
Successful merging; What's after?" Prof. Hatano lectured on the activities of TC 135.
They were present as well at the signing ceremony of the EFNDT and ICNDT MRA
(Multilateral Recognition Agreement).
10. Systematic review of TS 18173
A CIB was conducted on the systematic review of ISO/TS 18173 General terms and
Definitions, with the voting period from April to September 2013. However,
abstentions numbered as many as 15, while the P-Members vote was 5 for
confirmation and 6 for revision or amendment. Consequently, we had difficulty in
reaching a secretariat interpretation of the voting results.
In consideration of the very high abstention rate in the vote, as well as the

recommendation of CEN/TC 138 concerning the voting results, we drafted the
following secretariat interpretation, and a second CIB was conducted based on this
interpretation:
ISO/TS 18173 should be confirmed this time, provided that every effort be made,
toward mutual harmonization of EN 1330-2 and ISO/TS 18173, during the period
leading up to the next systematic review
As a consequence of the second CIB, this secretariat interpretation was approved in
April 2014. Please be advised that we would prefer mutual harmonization with due
regard to EN 1330-2, ISO/TS 18173, and relevant de facto international standard(s),
such as ASTM E1316 Standard terminology for nondestructive examinations. We
would very much appreciate it, if a document that could be referenced by everybody
involved in non-destructive testing, and not just by CEN or ISO people, could be
developed for General terms and definitions.
11. CASCO lecture on ISO/IEC 17024
The latest revised edition of ISO/IEC 17024 General
requirements for bodies operating certification of persons
was published just a half month after the publication of the
harmonized edition of ISO 9712. As ISO/IEC 17024 is only
one document, which ISO 9712 includes in its normative
references, ISO/IEC 17024 is indispensable for the
application of ISO 9712.
As you may be aware, in order to avoid complicating the
revision work for harmonization of EN 473 and ISO 9712, we
did not consider any possible inconsistencies, which might
result from the future revisions of ISO/IEC 17024.
Consequently, we are concerned about the influence of this
revision of ISO/IEC 17024 on the application of ISO 9712. In
consideration of this situation, a lecture by CASCO, on the
2012 revision of ISO/IEC 17024, was planned for the Prague
meetings of ISO/TC 135.
