I . Introduction Handicap International
•HI Belgium was set up in 1986.•In 1997, co-win the Nobel Prize as member of the international campaign to ban landmine.
The mission and the mandate of HI is to support programs on prevention of disability and also on rehabilitation and inclusion for people with disabilities.
Supply orthopedic instruments and arificial limbs for disabilities (1991-1992).
Rehabilitation for leprosy patients (1999-2005).
Community based rehabilitation (1992-2002).
Rehabilitation for Spinal Cord injured patients (2003-2007).

Field 1: Capacity building for Traffic Safety Committee
Objective: Provincial Road safety Committee members & 11 RSC at districts levels have appropriate skills to manage action plans and collaborate with each others

2. RS visit and experience exchange for 6 provincial leaders at LTA - Singapore on August 2008

Objective: The traffic police implement the traffic regulations with more efficiency and with the support of a computerizing data collection system

• Analyze the data collection and give main causes and countermeasure in long term (support for black spot, traffic accident investigation)

• Next step: Merge hospital and police data collection to increase accuracy

- Support the implementation of national curriculum on road safety in order to provide appropriate education to students about the Traffic Road Accident through active learning techniques.- Awareness rising for people living near the dangerous zones about the traffic accidents based on the implementation of community- based road safety action.

Public awareness for people living along national roads
1. RS show for 6 communes in May 2009Partnership: 20 shows in 4 districtsEstimate total audient: 8,000
2. Movie clip “drink-driving with speed” for vulnerable road user on RS month and for big national holiday (Sept 02, Xmas, Lunar new year, …)
Objective: “Golden time” in first aids for road accidents’ victims reduces to under 60 minutes via first aid system along national road

1. Equip for 15 first aid posts in Thong Nhat, Dinh Quan (located at inhabitants who lives along national road & at hazardous locations)
2. Training for 35 first aid volunteers at Thong Nhat on Aug 2009

Transportation for people with disability
• Organize training in traffic rules – Basing new traffic law, effected from July 1, 2009 with in 1 day ( Oct 2009) for 300 PWDs in 3 districts
Key Achievements
– Partnership: dynamic, committed, skillful and experienced
– Data collection system is functioning and is used by Traffic Safety Committee to define road safety strategies
– Functioning First Aid system along national road 1A, 20
– Road Safety active teaching method and Road Safety Park are used by teachers and pupils
– Increasing number of People with Disability can access to mobility

• Data collection: consistency between Ministry of Health and Ministry of Defense
• Sustainability for First Aid system• Sustainability for Road Safety Park• Law enforcement (Alcohol testing)• Infrastructures strategy
