Early nineties: The idea by the Ministry of Development.
1993, the Council of Ministers issued Decision 22/93.
1999, Royal Decree No (66/99).
2001, details of the functions, administrative structure and programme of action of the D.G. of Civil Status were all laid out.
2002, an agreement to implement the Civil Status Project was signed with an international company (GemPlus).
2004 (NRS) was Launched officially.
National Registration System (NRS)
NRS TasksRecord civil events :1. Birth, marriage, divorce and death of Omani nationals.2. Birth and death of foreigners residing in Oman.3. Marriage and divorce of foreigners if one party is an Omani
national.
Issuance of :1. ID card for Omani nationals.2. Residence card for foreigners residing in Oman.3. Birth Certificates.4. Death Certificates.
Data of Civil Status are considered CONFIDENTIAL
NRS Objectives• Ensure an accurate data base about the population of Oman.
• Save authorities’ time and efforts.
• Provide accurate information about social events.
• Facilitate learning about the demographic distribution, the rate of the social change and social status trends.
• Facilitate study and research procedures for social development and the handling of negative aspects.
• Provide easy access to the system by other ministries.
• Form a useful e-government.
The Key Benefits of NRSFor Citizens and Residents:
1. Asserts the identity of the individual and protects his/herrights, etc.
2. One stop shop to enter all the civil events and issuing the ID card and the Resident card.
3. Enhancing the level of the service offered to the public.
For Society:
1. Removing the dual centralization to enter the four civil events.
2. Easy gathering, storage and retrieval of civil data with confidentiality.
3. Establish comprehensive database to provide the concerned authorities with accurate related information.
4. Provide an electronic link to help government bodies making easier transactions.
NRS Project Key steps of Implementation NRS Project was implemented in phases approach (applications and locations):
Successfully launched on schedule on January 4, 2004 for new Smart Omani ID Cards in a single location.Launched operations in 12 locations (Civil Status Centers) throughout 2004.issuing of birth and death certificates began on May 3, 2004.Issuing of residence cards for the public sector employees and their families began on May 15, 2004.Issuing of residence cards for the private sector employees and their families began on June 1, 2004.Adding Driving License application on the ID Card on July 2004.Omani ID card and Resident card were used in the E-gate at Muscat International Airport on 06 April 2006.
