At the outset, allow us to we express our loyalty and strong support to your vibrant leadership as vanguard of the Bangsamoro people and for being at the forefront in fighting for our right to self-determination in the name of Islam. In our effort to contribute and help attain a just-peace for the Bangsamoro, the League of Bangsamoro Organizations (LBO) with sixty three (63) non-government member-organizations organized the 2nd Bangsamoro Leaders‟ Peace Summit (BLPS-2) on October 30, 2016 in Cotabato City participated in by five hundred three (566) leaders from various sectors: Moro revolutionary groups, sultanates and royal descendants (traditional leaders), academe, business, professionals, women, religious, youth, bureaucrats, civil society, indigenous people, Christian settlers, and political leaders. The Summit aimed to unify the positions of the Bangsamoro leaders on the present peace initiatives of the Moro Islamic Liberation Front (MILF) and the Government of the Philippines (GPH). As such and after exhaustive discussions, the leaders solidified their positions and came up and signed a resolution urging the government, under the stewardship of President Rodrigo Roa Duterte for the implementation of all agreements that the Philippine government signed with the Bangsamoro people that shall redound to the establishment of the Bangsamoro Government, in sha Allah. We humbly submit to your good office copy of the Resolution of the said 2nd BLPS as your reference for the continuing support of the Bangsamoro leaders to the Bangsamoro struggle for freedom and rights to self-determination. Alhamdulillah, one of the contentious issues resolved by the leader-attendees during the Summit was the immediate issuance of an Executive Order (EO) to reconstitute the Bangsamoro Transition Commission (BTC) which President Duterte already issued on

November 7, 2016. On this remarkable and critical milestone of the peace process, we convey our sincerest thanks and gratitude for the commitment of the parties that would facilitate immediate drafting of an enabling law. LBO as an organization of leaders shall continue to help mobilize supports of various sectors for the success of peace initiatives in Mindanao, for the country but more particular for the Bangsamoro people that will finally correct the historical injustices committed against them. Further, allow us to reiterate, with all modesty, our willingness to take other responsibilities that deem fitting us and in whatever capacity and undertakings which we could be of great help to the Jabha that form part of our Jihad, our „Ibadah. Finally, please accept the assurances of our organization for your highest esteem and consideration. We are also humbly requesting your good office for an official response to this resolution that may use as guide of the LBO for our next endeavour. THE COMPREHENSIVE AGREEMENT ON THE BANGSAMORO THE SOONEST

WHEREAS, the League of Bangsamoro Organization (LBO) convened the 2nd
Bangsamoro Leaders‟ Peace Summit to come up with a unified and consolidated stand
of the Bangsamoro Leaders on current issues affecting the Bangsamoro people
including the issue of the establishment of a genuine Bangsamoro government that
shall embody their ideals, aspiration and birth right to self-determination;
WHEREAS, President Rodrigo Roa Duterte said in various public pronouncements that
he will correct the historical injustices done by the past regimes against the
Bangsamoro people by giving them their inalienable right to govern themselves;
WHEREAS, the Government of the Philippines (GPH) under the Duterte Administration
has laid down a new roadmap for a peaceful resolution of the Bangsamoro Question in
Mindanao through the Office of the Presidential Adviser on the Peace Process;
WHEREAS, the Duterte Administration is earnestly pushing forward the shift from the
present form of government to a Federal System of government;
WHEREAS, the legitimate Bangsamoro revolutionary organizations, representing the
Bangsamoro people, had signed several peace agreements with the Government of the
Philippines (GPH) such as the 1976 Tripoli Agreement, the 1996 Final Peace Agreement,
the 2014 Comprehensive Agreement on the Bangsamoro, and other supplemental
agreements;
WHEREAS, the Moro political leaders, traditional leaders, tribal leaders, non-
government organizations (NGOs), civil society organizations (CSOs), People‟s
Organizations (POs) and various sectors have openly expressed their full support to the
peaceful resolution of the Bangsamoro struggle for self-determination;

WHEREFORE, after thorough and extensive discussions, and having heard the
positions/stands of various sectors, we, the Bangsamoro Leaders duly representing our
respective constituents, groups/sectors or organizations, do hereby adopt the following:
1. That, we fully support the sincere efforts of the Administration of President
Rodrigo Roa Duterte and the Moro revolutionary organizations for a peaceful and
final solution to the Bangsamoro Question in Mindanao;
2. That, we strongly urge President Rodrigo Roa Duterte for immediate issuance of
an Executive Order for the composition of the Bangsamoro Transition
Commission that will draft the enabling law of the Comprehensive Agreement on
the Bangsamoro and other peace agreements;
3. That, we call on the national government under the leadership of President
Rodrigo Duterte and the Moro revolutionary organizations to agree for the
immediate implementation of the signed peace agreements, thereby establishing
the Bangsamoro government ahead of the planned Federal form of government;
4. That, we appeal to the Supreme Court of the Philippine to come up with a final
decision on the petition filed against the Comprehensive Agreement on the
Bangsamoro (CAB) soonest;
5. That, we appeal to the other existing Moro armed groups to join us in our shared
efforts for a peaceful political settlement of the Bangsamoro problem;
6. That, we the Bangsamoro Leaders believe that immediate implementation of the
signed peace agreements will bring socio-economic development among the
Bangsamoro people, and will prevent extremism and terrorism;
7. That, we appeal to the Filipino political leaders, Church leaders and other sectors
to help push for the establishment of the Bangsamoro.
RESOLVED FINALLY to forward copies of this Resolution to President RODRIGO
ROA DUTERTE, Malacañan, Manila, Senate President Aquilino Pimentel III, Speaker of
the House of Representatives Pantaleon Alvarez, Supreme Court Chief Justice Maria
Lourdes A. Sereno, Church Leaders, MNLF Central Committee Leadership, MILF Central
Committee Leadership, and other appropriate international, national and local entities,
institutions and other key stakeholders.
Unanimously approved this 30th day of October 2016 during the 2nd Bangsamoro
Leaders‟ Peace Summit in Cotabato City.
