The Consumer Price Index (CPI) measures the changes in the price level of goods and services that most people buy for their day-to-day consumption. It is most widely used in the calculation of the inflation rate and purchasing power of the peso. The CPI series, among others, is being used for economic analysis, collective bargaining agreements, wage adjustments, and monitoring the effects of government economic policy.
The February 2019 issue presents the Price Situation in the province based on the results of the 2006-based CPI, which comprises eleven (11) major commodity groups.

The CPI of Rizal for all items on February 2019 was 117.1 increased by 4.9 points from last year’s index of 112.2.
Alcoholic Beverages & Tobacco registered the highest index point change of 42.6, from 206.3 of the previous year’s month of February to 248.9 of this year’s same month. Second in rank was “Food & Non-alcoholic Beverages” which picked up from 117.6 to 125.1 index level. Moreover, index gains were also observed in “Furnishings, Household Equipment and Routine Maintenance of the House” and “Health” with 5.0 and 4.0 index point change, respectively.
Similarly, the annual hike in “Restaurants & Miscellaneous Goods & Services” was registered at
3.8 points; “Housing, Water, Electricity, Gas and Other Fuels” at 3.3 points; “Recreation and Culture” at 2.8 points; and “Clothing and Footwear” at 1.9 points.
Among the commodity groups, “Communication” posted the lowest increase of 0.5 index point.
Declining trends were noticed in “Transport” and “Education”, with -1.1 and -5.3 index point
change, respectively.

Year-on-year inflation rate of
Alcoholic Beverages & Tobacco
was measured
at 20.6 percent.
The price situation in Rizal on the month-on-month basis stepped up by 0.7, from 116.4 to 117.1 index points.
For this month, “Alcoholic Beverages & Tobacco” augmented by 13.8 points brought about by price hike in cigarettes and liquors. Likewise, price increase of goods for routine household maintenance lifted the index of “Furnishings, Household Equipment and Routine Maintenance of the House” by 2.6 points.
Augmented rate in electricity and fuel moved “Housing, Water, Electricity, Gas and Other Fuels” index by 1.7 points while both “Food & Non-alcoholic Beverages” and “Transport” had a 0.6 index upward movement, from 124.5 to 125.1 and 99.3 to 99.9 index level, respectively.
Slight index movement was noted in “Clothing and Footwear” and “Recreation and Culture” both with 0.2 index increment.
Health had the lowest increase of 0.1 point, posted from 101.7 to 101.8 index level.
The rest of the commodity groups retained their last month’s indices, thus recorded zero growth rates.

Figure 3 showed that the heavily weighted Food item shared the third largest portion among foodstuff categories with 125.1 index points.
Alcoholic Beverages had a CPI of 135.2, while Non-alcoholic Beverages got 125.4, both shared 19 percent of the total index.
Tobacco had a leap of 19.4 index points due to the continuous marked-up price.

Index of corn and
vegetables had 5.2% and 5.4% month-on-
month deflation,
respectively.
During this month (February 2019), index of corn decreased by 9.8 points and was posted at 180.0, brought about by its high supply in the market, while rice had 0.6-index increment due to marked up retail price.
Indices of “fish”, “sugar, jam, honey, chocolate and confectionery” and “bread and cereals” correspondingly went up by 7.4, 0.6 and 0.4 index point due to higher prices of products belonging to said sub-groups during the month.
“Vegetables” and “fruits” showed a decreasing trend with -7.9 and -3.8 index difference, respectively. Also during January to February 2019 transition, “oils & fats” decreases from 109.3 to 108.2, while indices of “food products n.e.c.” and “milk, cheese & eggs” also dropped by 0.4 and 0.1 point, respectively.
Meat remained stable during the month.

The index for non-food items moved up from 106.9 to 107.4, posting a 0.5 index difference.
Clothing had an increase of 0.3 index point whereas footwear didn’t show any change.
“Electricity, gas & other fuels” index went up
from 95.9 to 99.4, resulting to 3.5 index change due to electricity and fuel price hike. On the other hand, “maintenance & repair of the dwelling” gain 0.5 index point.
Indices of “furniture and furnishings,
carpets & other floor coverings”, “household textiles”, “household appliances”, “glassware, tableware, and household utensils”, “tools & equipment for house” and “goods & services for routine household maintenance”, scaled by 0.9, 0.2, 0.2, 0.6, 0.1 and 3.1 points, respectively.
“Medical products, appliances &
equipment” posted 0.1 index difference due to slight price adjustment of some medicines.
The closely monitored prices of gasoline and diesel products went up, posting an increase of 6.4 points to the “operation of personal transport equipment”, while -0.5 index difference was observed to “transport services”.
“Other recreational items & equip, etc.”, “recreational & cultural services” and “newspapers, books & stationery” had 1.4, 0.2, and 0.3 index gain, respectively, while “audio-visual, photographic, etc.” went down by 0.1 point.
The rest of the commodity groups remained stable during the month.

Inflation rate of the province was registered at 4.4 percent, representing further increase of 0.9 percentage point on the year-on-year and a decrease of 0.3 percentage point on the month-on-month comparison.

items.
