Abstract
According to the syllabus of M.Sc 2011-12 (Thesis) a course has been
imposed as named of In-Plant training. Under this training we are to do make
a report on “Activity and Data Collection Procedure of Statistics Office of
ourselves Upazila”. For this purpose, I have gone my own Upazila Bureau of
Statistics and investigated their activities. The main purpose of the bureau of
statistics in Birganj upazila is data collection, data storage and data provide.
However they do not analysis data, only send the data to the Bangladesh
Bureau of statistics. They use cluster sampling technique to collect data and
collect sample by using some men power whose are not statistician.

Chapter 1
Introduction
The population and housing census is the unique source of reliable
and comprehensive data about the size of the population of the country,
major socio-economic and socio-demographic characteristics. It is the total
process of collecting, compiling, evaluating, analyzing and publishing or
otherwise disseminating demographic, economic and social data
pertaining, at a specified time, to all persons in a country. The essential
features of a population census are individual enumeration, universality
within a defined territory, simultaneity and defined periodicity.
In Bangladesh at present, has 500 upazilas and 509 administrative thanas for
a total of 1009 subdistricts. Birganj upazila is one of them. Birganj came into
existence in 1890 as Thana. It is learnt that the Maha Raza Birbal of Dinajpur
gave land free of cost to establish the Thana headquarters in this locality
and it is generally believed that the upazila might have originated its
name Birganj after the name of that Raza.
The purpose of community report is to disseminate census data by
communities (ward/mahalla in urban area and union/mauza/village in
rural area). Data on all key variables namely area, household, population
by sex and age group, ethnic population, literacy rate, marital status, school
attendance , employment status and religion as well as physical facilities
such as source of drinking water, sanitation, electricity and dwelling
units have been presented in this report. The planners, researchers and
policy makers as well as development partners and community
administrators will find this report as a valuable reference for use in advising
plans and programs for advancing welfare and well-being of the
common people, in particular and the community in general.
1.2 Objective of the study
To observe the sampling technique of Bureau of Statistics in Birganj
upazila.
Finding the census technique and observed the significance of using
this technique.
To achieve knowledge about my upazila.
To assess analysis procedure.
To gather basic information on ethnic people who are responsible for
the statistical research.
1.3 Importance of the study
Statistics benefits all of us because we are able to predict the future based on
data. Being able to predict the future not only changes our lifestyle but also
helps us be more efficient and effective. With statistics we can determine
how we will live a year from now, ten years from now, and so on. This is
important because if we didn't have data from the past to look upon, we
wouldn't be able to prolong our existence by avoiding recurring climate
changes like hurricanes and tsunamis and such.
It will provide way to understand the process of collecting data in
upazila level in Bangladesh.
It will be helpful to identify the nature of usages of data in national
level of Bangladesh.
It will give the knowledge of area description, production, population,
birth rate, death rate, marriage, migration etc.
1.4 Organization of the study
This report contains five chapters:
The first chapter is research perspective that contains introduction objective
of the first research, scope of the data and organization of this project
research.
Chapter-two provides literature review, description of the study area.
Chapter-three provides the research which includes introduction, method of
the processing, data collection, description of sampling design and sampling
unit and statistical method used in the analysis by Bangladesh Bureau of
Statistics in the desired area.
Finally, Chapter Four includes conclusions, summary, discussion and
recommendations.
Chapter 2
Literature Review
2.1 A short description of Birganj upazila
Birganj came into existence in 1890 as Thana. Nothing is definitely known
about the origin of the upazila name. It is learnt that the Maha Raza Birbal of
Dinajpur gave land free of cost to establish the Thana headquarters in this
locality and it is generally believed that the upazila might have
originated its name Birganj after the name of that Raza. Birganj.
The upazila occupies an area of 413.11 sq. km. including 5.15 sq.km. forest
area. It is located between 25°48' and 26°04' north latitudes and between
88°29' and 88°44' east longitudes. The upazila is bounded on the north by
Thakurgaon Sadar and Debiganj upazilas of Panchagarh zila, on the east by
Khansama upazila, on the south by Kaharole upazila and on the west by
Pirganj upazila of Thakurgaon zila and Bochaganj upazila. Birganj (Town)
consists of two mouzas. It has an area of 6.5 sq km and population 10827;
male 53.87%, female 46.13%. The density of population is 1666 per sq km.
The literacy rate among the town people is 50.7%. It has one dakbungalow.
Important unions and places: There are 11 unions in Birganj upazila.
Shibrampur, Sattagram, Satair, Maricha, MOhanpur, Bhognapur etc are the
important place of Birganj. Postal code nearly – 5220.
Statistics: Population 269893; male 51.23% and female 48.77%; Muslim
69.20%, Hindu 28.38%, Buddhist 1.12%, Christian 0.04% and others 1.26%.
Average literacy 25%.
Main occupations: Agriculture 50.96%, agricultural labourer 32.23%, wage
labourer 2.5%, commerce 6.03%, service 2.24%, others 6.04%.
Literacy and Educational Institutions:Average literacy 25%; male 33.4%,
female 16%. Educational institutions: college 3, high school 25, junior school
11, government primary school 86, non-government primary school 65,
madrasa 26, vocational (textile) institute.
Land use: Cultivable land 30,486 hectares; fallow land 251.32 hectares;
single crop 34%, double crop 52% and treble crop 14%.
School College: Birgonj Degree College, Dhulauri Kashim Nagar High
School etc are famous educational institution of Birganj.
Administration: Birganj thana was turned into an upazila in 1983. It
consists of 11 union parishads, 187 mouzas and 186 villages.
Religious institutions: Mosque 304, Hindu temple 42, church 5, tomb 2
Fruits: Main fruits Watermelon, mango, banana, jackfruit, litchi.
Neonatal Mortality Rate (January-December, 2011)
The Neonatal Mortality Rate of Birganj Upazila is 0.38 per 1,000 live births.

Perinatal Care reduces the maternal and neonatal mortality in the Upazila
markedly. Total no of Delivery in this Upazila including Health
Complex+Home Delivery+Clinic in 7913. Out of which 13 are still births
and the rest and live birth. Total 10112 numbers of patients treated following
IMCI guideline (including UHC, USC, UHFWC)
Maternal health (January-December, 2011)
Maternal Mortality Rate is 25.32 per 100,000 live births.

MDG 5 is to improve maternal health. Birganj upazila health complex has
EmOC services. But caesarian section is not possible in this upazila health
complex. Because Junior Consultant Gaynee & Anesthesiologist physician
post is vacant. In 2011, According to MDG the Maternal Mortality Rate
(MMR) target is 143 by 2015. Most of the pregnant mother came to the
hospital at the late stage with severe complication. We are increasing the
services at community clinic by Community Health Care Provider (CHCP) to
increase the Antenatal and Post natal coverage (ANC & PNC) in the upazila
to decrease the maternal death. If we trained the CHCP, then we can should
decrease the maternal death.
2.1 About Birganj Statistics Office:
Each and every upazila have a upazila statistics office. Bangladesh Bureau of
Statistics have 23 regional statistics office are routinely conducted. Upazila
statistics office generates their activities under ministry of planning and
Endemic statistics officers. There are five manpower in this regional office in
which one Statistical officer, Statistical investigator, two junior statistical
officer and one chain man.

Report study
3.1 Introduction
Bangladesh Bureau of Statistics (BBS) the main source of official STATISTICS
in Bangladesh. The bureau is under the Statistics Division of the Ministry of
Planning, Government of Bangladesh and is accountable to and liable for
acquiring, processing, preserving and publishing all types of statistical data.
The statistical system of the country is mostly centralized in BBS. It was
created by the government in August 1974. A separate Statistics Division
was also established in July 1975. A Secretary heads the division. He heads
the Bureau as its Director General. A Deputy Director General supports the
Director General. In policy matters, BBS is under the administrative control
of the Statistics Division. Birganj Bureau of Statistics is serving statistical
work in Birganj upazila under Dinajpur district.

3.2 Census wing
Bangladesh Bureau of Statistics is the national organization responsible for
developing statistical programs with a view to designing censuses and
surveys and implementation of field programs to produce data at national,
local and other small levels. Bangladesh Bureau of Statistics conducts
censuses through the Census Wing. It is one of the six wings of BBS
constituting of three sections namely Population Census, Agriculture Census
and Economic Census. Censuses are held after every decade to maintain their
decennial periodicity. Censuses provide basic data on housing and household
characteristic education and literacy, birth, death, occupation, migration,
economic activities, income, expenditure, savings, disability, industry &
cottage industry agricultural crops, land ownership & landless rural transport
livestock and poultry area under different crops etc.

The first population census was conducted in 1872, Agriculture Census in
1977 and Economic Census in 1986. Census is a massive national task
requiring co-ordination and co-operation among different Govt, non-
Govt NGOs and private organizations. Success of modern censuses depends
very much on a number of factors such as preparation, computerized control
and quality preparation of enumeration area maps, reorganization of field,
pre-testing of questionnaires, procurement of census logistics and other
related factors.
The population census was carried out to achieve the following objectives:
To determine the population and the number of households of the
country;
To obtain data on demographic characteristics by gender;
To obtain data on disability;
To collect information on housing, household structure and other
selected facilities;
To generate data on gender specific occupation and participation in
economic activities;
To gather basic information on ethnic people and
To prepare socio-economic database for policy makers, planners and
researchers etc.
3.3 Agricultural Wing
Bangladesh is predominantly an agricultural country. The Government has,
therefore, accorded a highest priority to agricultural development. For
determining policy for planning, policy formulation and for developing
action program in agriculture, basic data regarding the structural and other
characteristics of agriculture are essential. Data required for these purpose
are provided through the Agriculture Wing of Bangladesh Bureau of
Statistics. In view of this, Agriculture Wing has been undertaking different
programs all over the country throughout the year for collecting agricultural
statistics.
Agricultural statistics consist of structural and annual statistics. The
structural statistics are generated through full count/sample census normally
at a regular interval of ten years as per FAO guidelines. The annual
agricultural statistics are generated by Agriculture Wing through
annual/seasonal sample surveys.
3.3.1 Current programmed of Agriculture Wing
The programmed of the current agriculture statistics is designed to:
Prepare estimates of acreage, production and yield per acre of 6 major
crops and more than 100 minor crops which are cultivated in the
country;
Prepare the area and production forecast report of 6 major crops.
Estimate crop damages caused by floods, cyclone, storms and other
natural calamities;
Prepare monthly Agriculture Labor Wage Rate based on monthly
agriculture labor wage survey;
Make annual land utilization and irrigation statistics by regions;
Make annual Fisheries, Forestry, Livestock and Poultry statistics by
region. These are newly included from the year 2005-2006;
Improve both scopes of current programs and estimation techniques.
Prepare annual publications named Yearbook of Agricultural Statistics
of Bangladesh. The Yearbook of Agricultural Statistics is prepared
exclusively with agriculture related data. Of these, data are collected
and compiled by BBS and some others are collected from secondary
sources and compiled by BBS.
3.3.2 Methods of data collection and estimation of crop statistics
Both subjective and objective methods are used to obtain crop statistics.
Subjective method is used for estimating minor crops. Objective method
refers to the use of probability sample areas and objective yield
measurements. Here also, those five selected farmers are interviewed.
Subjective Method
Crop estimation are usually initiated at upazila level. Upazila statistical
offices select one mouza from each union by simple random sampling. Then
household list is prepared within the selected mouza and stratify the
households according to the farm sizes i.e. large, medium and small farmers
are categorized. By simple random sampling, one large, one medium and
three small farmers are selected.
Upazila statistical offices collect data through interview of those selected
farmers for crop area, per acre yield of last year as well as current year. For
estimating proportion of crop area five respondent farmers are interviewed.
Current year crop area of the union is obtained by multiplying the rate of
proportion with the crop area of last year of the union. Upazila area is
determined by adding up the union figures and district estimates in the same
manner by adding upazila estimates.
Objective Method
9348 sample cluster plots are constituted all over the country for measuring
area cultivated and yield per acre of major crops. 2 sample cluster plots are
constituted all over Birganj upazila which are Mahatabpur and
Bhobanipur for measuring area cultivated and yield per acre of major crops.
3.3.3 Cluster Area and Estimation
In Birganj Upazila there are 28 cluster instead of 413 sq km of area. Every
cluster is constructed by 2 acre to 5 acre. Clusters are visited four times in a
year and acreage under different crops in each plot are recorded by the field
staffs in the prescribed schedule. The filled in schedules are sent to head
office through regional statistical offices. These forms are checked,
scrutinized and then processed for area estimation. Area estimates by crop
and by Mahatabpur and Bhobanipur under Maricha union of Birganj upazila
is determined by ratio method and the expressions are as follows:
Area for a crop for the Birganj upazila = Effective area for the Birganj
upazila X Area
Ratio devoted to the crop for The Birganj upazila.

3.3.4 Measuring yield rates by crop cutting
Yield per hectare for major crops (Aus rice, Aman rice, Boro rice, Wheat,
Jute and Potato) are estimated through crop cutting experiments in the
clusters. Circular cuts of 215.278 sq. ft. are taken from the plots reporting the
crop within sample clusters. The cuts are located randomly from the sample
plots. The 215.278 sq. ft. cut is obtained in three concentric circular cuts. The
cut is delineated using equipment with extendible arms. The inner most cut is
defined by 8.278 ft. radius. Birganj upazila estimates of yield per hectare are
simple average of yield rates computed from the sample plots. The area
estimates given by the formula (1) multiplied by the above yield estimates
provides the production estimate for the district.

3.4 Demographic Wing
The Demography & Health Wing of BBS is responsible for conducting
periodical health and demographic surveys. To this end, it conducts nation-
wide household surveys on Health & Demographic scenario of the
population for providing relevant information in the areas of household and
housing population, morbidity and mortality. Besides, through these surveys
BBS collects detailed information about treatment and treatment expenditure,
contraceptive prevalence, health behavior and maternal and child health care.
A census is conducted at a 10 year interval. But various demographic
information and data are required for the period between these big inter-
censuses. In order to keep these data updated in a continual basis, the
Demography and Health Wing provides inter-censal data to determine annual
changes in some population parameters. For this purpose the wing has been
conducting the Sample Vital Registration System since 1980. But in order to
increase its efficiency further to cater to the present needs, the Demographic
and Health Wing has taken up a project named „Strengthening of Sample
Vital Registration System‟ in July 2000. Since then the wing along with the
project has been regularly collecting, compiling and publishing data on some
vital events (like birth, death, marriage, divorced/separated, migration,
contraceptive use and disability) during the inter-censal periods.
3.4.1 The main activities of Demography and Health Wing in Birganj
Upazila are as follows
To evaluate and to generate data on people‟s prevalence of morbidity,
health expenditure and awareness of HIV/AIDS.
To conduct surveys aiming to generate data on health conditions,
prevalence of nutrition.
To conduct various socio-economic surveys.
To prepare gender statistics.
To prepare demographic indicators.
Chapter 4
Summary and Conclusions
In my investigation I have got, bureau of statistics of Birganj upazila does
not analysis data. They only responsible for data collection, data storage, and
data provide. They collect many kinds of data such as demographical data,
agricultural data, economic data, nonagricultural data, and educational data
and so on. They send these kinds of data to Bangladesh bureau of statistics.
Bangladesh bureau of statistics analyze those data and make a report on
respective sectors. They send that report to the bureau of statistics of Birganj
upazila. Birganj bureau of statistics preserve those report. Another important
information in here, they use cluster sampling technique to collect sample.
Two villages are selected namely Mahatabpur and Bhobanipur by using
cluster sampling technique. Every purpose they collect sample from above
two villages. They select some volunteers for data collection whose are non-
statistician, most of the volunteers are college student. Birganj bureau of
statistics arrange a training program which contain how to data collected.
They give some idea about questioner.
Chapter 5
Decisions
From the above discussion I able to know that they have selected only two
cluster which are Mahatabpur and Bhobanipur. For getting any kinds of
information within survey they collect sample from those village. Here I
have a question, if the object related sample is not available then how can we
get our required information. So I think cluster should be selected according
to our object.
Another problem is they do not analysis the data only they collect the data
and send the data to the Bangladesh bureau of statistics they analysis the data
and make report. I think it may contain lot of opportunity for giving biased
result.
