1. IntroducRon
InaccordancewiththeCLCPRO/EMPRESWesternregionregional2015–2018trainingplan,theFAOCommissionforControllingtheDesertLocustintheWesternRegion(CLCPRO)organizedjointlywiththeDesertLocustInforma+onService(DLIS)aregionalworkshopforDesertLocustDirectorsandInforma+onOfficers(DLIOs)infrontlinecountriesoftheWesternRegion.TheCLCPROstafforganizedtheworkshopandtheIns+tutNa+onaldelaProtec+ondesVégétaux(INPV)inAlgeriaprovidedlogis+csandsupport.TheExecu+veSecretaryofCLCPRO,MohamedLemineHamouny,moderatedtheworkshopandtheFAOSeniorLocustForecas+ngOfficer,KeithCressman,andHichemDridi(FAO/CLCPRO)providedthetechnicaltraining.TheNa+onalLocustDirectorandDLIOfromsevenfrontlinecountriesintheWesternRegionakendedtheworkshop(Annex1).
Thisyear’sworkshopwastheeighthannualDLIOworkshopsince2007.ThelastworkshopwasheldtwoyearsagoinNouakchok,MauritaniainJune2015.
2. Programme
TheDirectorGeneralofINPV,theCLCPROExecu+veSecretary,andtheFAOSeniorLocustForecas+ngOfficerofficiallyopenedtheworkshop.
Similartopreviousworkshops,par+cipantsindicatedwhatproblemsanddifficul+estheyfacedintheirdailyworkasDLIOsandwhattheywouldliketogainfromthisyear’sworkshop.Thisinforma+onwasusedtoensurethattheworkshopprogrammemettheneedsofthepar+cipants.Themainemphasisofthisyear’sworkshopwasusingRAMSESv4fortheanalysisofweather,ecologyandlocustdatainordertoassessandsummarizetheDesertLocustsitua+on.Thiswasthefirstakempttoteachpar+cipantstheprocessesandmethodologiesforanalyzingdata.Theprogrammeconsistedmainlyofhands-onprac+calexercisesanddemonstra+onsintheclassroom,supplementedbypar+cipatorydiscussionsandafewpresenta+ons(Annex2).Thehoursofthefive-dayworkshopwerefromabout9:00to5:30–7:30PMwithcoffeebreaksinthemorningandanernoon,anda1.5hourbreakatmiddayforlunch.
Theheadsofthena+onallocustprogrammeineachofthepar+cipa+ngcountriesakendedtheworkshopforthesecond+me.TheirpresencewasofsignificanceastheycouldobservefirsthandthetoolsthathadbeendevelopedbyFAODLISinclosecollabora+onwiththeDesertLocustregionalcommissionsandhowtheirinforma+onofficersusetheminrepor+ngandearlywarning.Theycouldalsoseehowothercountriesintheregionreport,whatdifficul+estheyfaceandhowtheyusethesametools.Thishelpedtostrengthentheimportantcollabora+velinkbetweenlocustdirectorsandlocustinforma+onofficers.
ThemorningofthefirstdaywasdedicatedtocheckingallthePCsofthepar+cipantssoastofixanyproblemsandaligntheversionsofRv4.1withthelatestupdates.Thisallowedthepar+cipantstostarttheworkshopatthesamelevelandavoidunexpectedproblemsduringthecourseoftheworkshop,greatlyreducingunnecessarydisrup+onanddistrac+onfromthemainprogrammeandexercises.Itisstronglyrecommendedtorepeatthisinfutureworkshops.

2.1ParRcipantexpectaRonsanddifficulRes
Thepar+cipantsindicatedthattheywishedtolearnmoreaboutusingallaspectsofthelatestversionofRAMSESv4(Rv4.1)andhowtousethegeneralfunc+onsofOpenJumpGISsonware.SomeDLIOswantedtohavefurtherassistanceinusingeLocust3DandinmanagingphotostakenwitheLocust3.AfewcountriesfacedproblemswiththeinternalbakeryoftheeLocust3tablet,causinginaccuratedateand+me.ItwasnotedthatInternetconnec+vitywasweakandneededfurtherstrengtheninginChadandNiger.ItisofupmostimportancethateverycountryhasasufficientlyfastandreliableInternetconnec+onatthena+onallocustcentrebecauseDLIOsrequirethistoobtaineLocust3datafromthefield,todownloadremotesensingimageryanduseGoogleEarthEngine,toupdateRv4.1,toreporttoDLISandCLCPRO,andtoshareinforma+onwithothercountriesandCLCPRO.ItisnotpossibleforDLIOstocarryouttheirdu+eswithoutagoodInternetconnec+on.ThiswillbecomeincreasinglyimportantinthenearfutureastheRv4.1databasemigratestothecloud.Ingeneral,par+cipantswishedtousethenewtoolsdevelopedbyDLISandothersmoreeffec+velyandefficiently.Par+cipantexpecta+onsanddifficul+esweresimilartothoseexpressedinpreviousworkshopsexceptthattherewerefarfewerdifficul+esinusingeLocust3andRv4.1,whichsuggeststhatbothtoolshavenowbecomestable.ThisisduetothemonthlyconferencecallsconductedbyCLCPROwithna+onalDLIOsintheregionandtoregularbug-fixesandupdatesbytheRv4.1programmer.
2.2ReporRng
Basedonarecommenda+onmadeatthe15thmee+ngoftheEMPRES-WRLiaisonOfficers(Ouagadougou,BurkinaFaso)concerningcriteriausedbyDLIStoevaluatetheDLIOsreports,theSeniorLocustForecas+ngOfficerexplainedtopar+cipantshowDLISevaluatesthequality,+melinessandfrequencyofrepor+ngfromlocust-affectedcountries.Eachmessage,whetheritisabulle+n,Rv4.1dataorotherinforma+on,isregisteredandevaluatedinasimplethree-pointsystem(Annex3).Thisallowstheassessmentofrepor+ngineachcountryover+metoiden+fyanyweaknessesorgapsthatshouldbestrengthenedinordertoensurehighqualityand+melyrepor+ngthatisthebackboneofthepreven+vecontrolstrategy.
Par+cipantscompletedanexerciseinwhicheachcountryevaluatedthreereportsofothercountriesforqualityand+meliness.TheirscoreswerecomparedtothosebyDLIS.Inthisway,par+cipantscouldbekerunderstandtheevalua+onsystemandrepor+ngrequirementsbyDLIS.Whiletheevalua+onmethodologywasdeemedtobegood,itshoulddifferen+atebetweenfrontlinecountriesthatconductregularsurveyandcontrolandnon-frontlinecountriesthatrarelyconductsurveyandcontrolac+vi+es.Comparisonsbetweencountriesshouldbeavoided.Itwasagreedthatthisevalua+onshouldcon+nuedtobeimplemented.
TheSeniorLocustForecas+ngOfficerpresentedtheresultsoftherepor+ngevalua+onin2016(Annex4).Ingeneral,countriescon+nuetoperformwellinbothqualityand+meliness;however,itwasnotedthattherewasaslightdecliningtrendinrepor+ngqualityduring2016inLibyaandMaliwhencomparedtopreviousyears.Thismaybeduetoalackofregularsurveysduringthepasttwoyearsandhigherexcep+onsinrepor+nggiventhesubstan+alinvestmentsintrainingandsupportprovidedbyDLISandCLCPRO.Butitmayalsobeduetotheneedforrefreshertrainingonthevarioustoolsusedindatamanagementaswellasincreasedaken+oninworkingcarefully,systema+callyandprecisely.
Par+cipantsexpressedtheirconcernthattheevalua+oncanbemisinterpretedbyhigherauthori+esintheircountryasaformofcompe++onbetweencountries,especiallywhentheresultsarepresentedingraphsshowingtheresultsforallcountries.Itwasthereforesuggestedthattheresultsbepresentedasindividualdescrip+onsandgraphs.

2.3RAMSESv4(Rv4.1)
DLIOscon+nuetouseRv4.1tomanagesurveyandcontrolresults(Annex5).Duringoutbreaks,thisusageincreases.Upun+lnow,Rv4.1isprimarilyusedforimpor+nganddisplayingdata.AsRv4.1hasnowbecomestableandthebasicdatamanagementfunc+onalityhasbeenimplemented,itwasappropriatetoini+atethenextlevelofRv4.1usage,thatis,analysis.ThiswastheprimaryemphasisofthisworkshopbasedonlessonslearnedfromtheCRC/SWACworkshoplastyear.
Theworkshoppar+cipantsweretrainedinallaspectsofusingthelatestandnewestfunc+onsofRv4.1,specifically:
(a) reinstallingdatabases,includingthoseofothercountries(fortheexercisesinthisworkshop)
(b) automa+cbackupandupda+ng(c) locustpresence/absence/controlquery(d) breedingfirstandlastdatesquery,andassociatedes+matesoflaying,hatchingand
fledging(e) useofremotesensingandbackgroundmaps(f) makingmapsforbulle+ns
TheSeniorLocustForecas+ngOfficerintroducedtheconceptofsystema+canalysisanditsapplica+ontoanalyzingweather,ecologyandlocustdatainRv4.1inastep-by-stepmannerbybreakingtheanalysisintosmallercomponentsover+me(monthly)andspace(seasonalbreedingareas).TheGISfunc+onalityofRv4.1canfacilitatethisapproachinorganizingqueriesanddisplayingtheirresultsbyvisualizingdifferentdatalayers.TheSeniorLocustForecas+ngOfficerdemonstratedthisapproachthroughanintroductoryanalysisofthelocustsitua+oninChadduringthesummerof2016thatthepar+cipantscompletedtogether.Thiswasfollowedbyabasicanalysis(Niger,summer2015)andamoredifficultandcomplexadvancedanalysis(MauritaniaoutbreakinOctober2016thatspreadtoMorocco).Foreachanalysis,theDLIOworkedwithhisLocustDirector,andthenpresentedtheirresultsandconclusions.Inthisway,par+cipantswereabletoprac+cegeneraldataanalysisandRv4.1func+onality.
Itwasnotedthatanumberofaddi+onalfunc+onsandimprovementsarerequiredinRv4.1tofacilitateanalysisandprovideamorecompleteassessmentoflocustsitua+ons(Annex6).Forexample,itwasnotpossibletoanalyzechangesinlocustdensi+es,sizesofinfestedareasandnumberofloca+onsinfested.Itwasalsonotpossibletosummarizethetypesoflocustpopula+onsthatweretreatedandbywhatmeansover+me.Duringtheanalysis,afewbugsandotherimprovementswerealsoiden+fied.
2.4eLocust3
CountrieswereencouragedtouseeLocust3asefficientlyaspossible;thatis,totrytoreduceunnecessaryde/ac+va+onandsubscrip+oncosts(Annex7).Thismeansthatunitsshouldonlybedeac+vatediftheyarenottobeusedforatleastsixmonths.Ac+vatedunitsshouldbeusedasmuchaspossibleinthefield,makingatleastsixstopsperdayduringnormalrecessionperiods.EachteamshouldbeequippedwitheLocust3anduseitcorrectly.Duringperiodsofincreasedlocustac+vityandcontrolopera+ons,addi+onalunitscanbemadeavailableimmediatelytocountriesbyDLISandCLCPRO.Requestsforde/ac+va+onshouldbereceivedbyCLCPRObyaboutthe25thdayofthemonthandtransmikedtoDLIS.

Duringtheworkshop,par+cipantsmen+onedthatsomeeLocust3unitsdidnotmaintainthecorrect+meanddateserngs.Itwasexplainedthatthiswasduetotheneedtorechargetheinternalclockbakerybyconnec+ngthetablettothemainspower,turningiton(thedisplaycanbeoff)andleavingitpluggedintoacon+nuouspowersourcewithoutinterrup+onfor72hours.Tabletsshouldbestoredat50percentbakerychargedandcheckedeverymonth.
Ifpossible,theeLocust3sonwareshouldbeupdatedsothatla+tudeandlongitudecoordinatesaremandatorybeforeareportcanbetransmiked.Otherminorimprovementsconcerningcontrolunitsshouldbeimplemented.
2.5Newtechnologiesandtools
2.5.1Slack
Slack(slack.com)istoolthatallowsDLIOsandotherstoeasilycommunicateandshareinforma+onbetweenthemselvesandFAO(DLISandtheregionalDesertLocustcommissions).Thisisdonethroughspecificthema+cchannelssuchasdrones,eLocust3,eLocust3d,GoogleEarthEngine,remotesensing,repor+ng,Rv4.1andsoon.Anopera+onaladvantageofusingSlackisthatproblemscanbesharedwiththeen+reDLIOcommunityratherthanonlywithDLISorCLCPRO.Inthisway,solu+onscanbeprovidedmuchquickerbecauseeverybodypar+cipatesratherthanrelying,forexample,onlyontheSeniorLocustForecas+ngOfficer.Thisencouragesandfacilitateshorizontalcollabora+onandproblem-solving.Userscanalsocommunicatedirectlywitheachotherinprivatechannels.AllDLIOsareautoma+callymembersoftheFAOlocustslackteam.AnyonecanbecomeamemberbysendinganemailtoKeithCressman([email protected]).
2.5.2Windytv
TheInternetcon+nuestoexpanditsdeliveryofinforma+on.Recently,anewservice(windytv.com)providesextremelyusefulweatherinforma+onsuchaswinds,temperaturesandcloudsatdifferentatmosphericlevelsonamap.Thisinforma+onisinreal+meandalsoincludeshistoricalaswellasforecasteddata.DLIOscanusethisinforma+ontounderstandcurrentweathercondi+ons,seeupcomingpossibili+esforrainfallanddeterminepoten+allocustmovements.Theserviceisfreeanddoesnotrequireregistra+on.
2.5.3GoogleEarthEngine
In2015,FAOsignedapartnershipagreementwithGooglethatallowsaccesstoadvancedtechnologies.Onesuchtechnology,GoogleEarthEngine,canbeusedtoshortenthedelivery+meoftheremotesensingimagery,specificallythedynamicgreennessmap.UserscanaccessacustominterfacedevelopedbyDLIS,DesertLocustMapper,wheretheycanindicatethedesireddaterangeofthedynamicgreennessmapandassociatedDesertLocustdata(hoppers,adults,bands,swarms).Thegreennessmapisprocesson-demandinlessthanaminuteusingparallelcompu+ngandcloudtechnologies;hence,anInternetconnec+onisrequired.Inthisway,DLIOsdonothavetowaitforthestandarddecadeproducttobecomeavailableinthewebsitesofColumbiaUniversityIRIorVITO;instead,theycanprepareamap,ideallyofa10-dayperiod,atany+meaccordingtotheirneed.DesertLocustMapperwillsoonbeavailableonLocustWatchandincorporatedintoRv4.1.
HichemDridipresentedtheresultsofanini+alcomparisonandvalida+onofthegreennessmapdistributedbyIRI/VITOandthatwhichisproducedon-demandusingGoogleEarthEngine.ImageryfrombothsourcescomparedtoactualphotostakeninthefieldsuggestedthatgreennessmapsderivedfromGoogleEarthEnginemoreaccuratelyindicatedvegeta+on

condi+onsat56%oftheloca+onsversus32%byIRI/VITO.Morevalida+onisrequiredandcountrieswereencouragedtopar+cipateinthisexercisebyprovidinggeo-referencedphotosoffieldcondi+onsinDesertLocusthabitats.
2.5.4Maclaptops
Severalpar+cipantsarrivedattheworkshopwithlaptopsthatwerenotworkingcorrectlyduetomissingdrivers,outdatedapplica+ons,incorrectlyinstalledornon-licensedsonware,viruses,andpoormaintenance.Thiswascompoundedfurtherbyawidevarietyoflaptopmodelsandtwodifferentopera+ngsystems,Windows7andWindows8.ThisproblemhasplaguedeachoftheannualDLIOworkshopsanditappearsthatlikleprogresshasbeenmadetoresolveit.Thisyear,anen+remorningwasspentresolvingsuchissuesbeforetheworkshopstarted.Duringtheworkshopitself,somepar+cipantscouldnotdisplaythenecessarybackgroundmapsontheirPCs.
ThistopicwasdiscussedamongsttheLocustHeadsandDLIOsintheworkshop.AsimilardiscussiontookplaceatthelastCRC/SWACDLIOworkshopanditwasdecidedthatDLIOsinEritreaandPakistanwouldbeprovidedwithaMacBookProlaptoptobeusedforDesertLocustrepor+ngandRv4.1.Sincethen,bothcountrieshaveindicatedtheirsa+sfac+onwiththisapproach.TheMacplatormoffersseveraladvantagesthatwouldbeusefulinlocust-affectedcountries:(a)enhancedstabilitywithasingleversionoftheopera+ngsystemandstandardized64-bitarchitecture,(b)lessvirusandmalwareakacks,(c)improvedmemorymanagementandgraphicaldisplay,(d)moreintui+veandabekeruserexperienceand(e)doesnotneedtoreplacedsoonen.AsRv4.1isdevelopedontheMac,itisop+mizedforthisplatorm.
Anerathoroughdiscussion,somecountriesexpressedtheirinteresttoequiptheirDLIOswithaMacBookProlaptop.ThistopicwillbediscussedduringthenextsessionofCLCPROinJuly2017and,ifagreed,willbeimplementedinaprogressivemannerinconsulta+onwithDLIS.
3. Conclusion
Thepar+cipantsexpressedtheirkeeninterestandneedtou+lizecurrentanaly+calpossibili+esinRv4.1andthattheapplica+oncon+nuestobeupdatedtoallowaddi+onalfunc+onalityindatasummaryandanalysisaswellastosimplifytasks.Futureworkshopsshouldconcentrateonpresen+ngthesenewtoolsandtrainingpar+cipantsintheiruse.
Thepar+cipantswerepleasedwiththeorganiza+on,contents,trainersandfacili+esoftheworkshop(Annex8).Theyreaffirmedtheimportanceofandtheneedtocon+nuetoorganizetheregionalworkshopforDesertLocustInforma+onManagementintheWesternRegiononaaregularbasis.TheworkshopoffersanimportantopportunityforDLIOsfromlocust-affectedcountrieswithintheregiontogettogethertoexchangeexperiencesandshareknowledgeface-to-face,andtoreceiveimportanttrainingandfeedbackfromDLIS.Thiswillcon+nuetobesupplementedbymonthlyCLCPROconferencecalls,+melytechnicalsupportthroughTeamViewer,andregularcommunica+onsviaSlack.Ideally,DesertLocustHeadsshouldbeinvitedeveryfewyearstopar+cipateintheworkshopwiththeirDLIO.TheworkshopcontributesdirectlytothestrengtheningoftheDesertLocustearlywarningsystem,whichisthebasisforpreven+vecontrolinordertoreducethefrequency,dura+onandintensityofDesertLocustplagues.

RAMSESisthecustomGISusedinlocust-affectedcountriesbyna+onalDLIOstomanageandanalyzetheeLocust3datacollectedbytheirownsurveyandcontrolteams.Since2000,ithasbeenanimportantcomponentintheDesertLocustglobalearlywarningsystem.Anewplatorm-independentmul+-lingual(English,French,Arabic)version,RAMSESv4,becameopera+onalon1January2015u+lisingopen-sourcesonwareandcontainingasingleunifieddatabase.RAMSESv4hasbeenupdated31+mes,includingamajorupgrade,RAMSESv4.1(Rv4.1),releasedinMay2016thatwassubsequentlyupdatedfive+mesinthepastsixmonths.Rv4.1consistsofimprovedfunc+onalityforentering,impor+ng,edi+ng,querying,displayingandexpor+ngdata.Rv4.1automa+callyinstallsnewupdatesaswellasbackingupthedatabasetotheuser’sPCandtothecloudasanaddi+onalprecau+onarymeasuretoensurethatvaluabledatabasesarenotlost.Theapplica+onisnolongerrestrictedtospecificversionsofthird-partysonware.
Rv4.1isusedin17frontlinecountrieswheresurveyandcontrolopera+onsarecarriedoutinwhichdataarecollectedthatneedtobemanagedandanalysed.Inaddi+on,theDesertLocustControlOrganiza+onforEasternAfrica(DLCO-EA)alsousesRv4.1.Theapplica+onmayeventuallybeestablishedinothercountriessuchasDjibou+,Senegal,SomaliaandTunisia,dependingonneeds.
In2016,frontlinecountriessent19,303recordsofRv4.1datatoDLIS.Ofthis,theWesternRegionsentthehighestnumber(8,688)comparedtotheCentral(6,362)andEastern(4,253)regions.Thismayhavebeenduetoincreasedlocustac+vityandanoutbreakinMauritaniathataccountedformorethanhalfthenumberofrecords(4,597)sentfromtheRegionandnearly24percentofthetotalfromallregions.India(3,023)wasthesecondhighestcountry,indica+ngthesizeableeffortthatisundertakeninearlywarningdespitetheabsenceofanoutbreakin2016.Algeria(1,745)andSudan(1,354)werethirdandfourthhighestusersofRv4.1respec+vely.
