Scope and Application
1.1 Background
a) Starting January 1, 2008, Transport Canada Marine Security will have two (2) programs for training institutions: The existing Transport Canada Voluntary
Program For Marine Security Course Acceptance which is a voluntary program that has been in place since 2003 and the new Recognition Program for Approved
Ship Security Officer Training. The first program aims to ensure that officer level marine security training programs and courses offered by various providers meet the course content requirements as called for in the Marine Transportation
Security Regulations (MTSR) and the International Ship and Port Facility (ISPS) Code. Additional international requirements for Ship Security Officers (SSOs) to possess a certificate of proficiency along with corresponding amendments to the MTSR, which come into effect January 1, 2008, require the implementation of a new and separate program, the Recognition Program for Approved Ship Security Officer Training.
b) All institutions that wish to be recognized in order for their SSO graduates to receive a certificate of proficiency would submit all information to the Recognition Program for Approved Ship Security Officer Training. Institutions that wish to voluntarily offer TC accepted courses for all other officer training would submit information to the Voluntary Program For Marine Security Course
Acceptance.
1.2 Purpose and Scope
The purpose of this document is to outline the requirements for submission packages and to state applicable course standards for the approval of marine security course submitted to TC by training institutions as part of the Recognition Program for Approved Ship Security Officer Training. The scope of this document is limited to course content. Procedures for submitting packages and describing the complete review process to obtain recognition status, along with corresponding roles and responsibilities, can be found in the document titled ‘RECOGNITION PROGRAM FOR APPROVED SHIP SECURITY OFFICER TRAINING - General Procedures’.
1.3 Structure
This document is composed of two main parts:
• Section 2.0 of this document - outlines requirements for submission packages along with applicable standards to which packages must demonstrate conformance, and

2.1 Course Framework
2.1.1 General
Submission Requirements Course Standard(s)
All submissions must:
• Provide an overview of the purpose, nature, and individual components of the course, including, but not limited to, the following:
o Aims and Objective - A statement of the goal(s) and learning outcomes of the course.
o Scope - A brief description of the course.
• Demonstrate compliance to the corresponding course standard (as per right hand column)
All courses must be in accordance with all applicable marine security instruments, including, but not limited to:
• The Marine Transportation
Security Act (MTSA)* • The Marine Transportation
Security Regulations (MTSR)* • International Ship and Port
Facility Security (ISPS) Code* *as amended from time to time
2.1.2 Entry Standards

All submissions must include an explanation of the process to verify the identity of candidates.

2.1.3 Attendance
Submission Requirements Course Standard(s)
All submissions must:
• Include attendance requirements including participation in all classroom exercises and assignments during the course.
• Include a statement assuring compliance to the corresponding course standard (as per right hand column)
• Participants are required to attend/participate at least 90% of course
• The institution must maintain a record of attendance for each course participant. These records are to be made available to TC upon request.
2.1.4 Course Intake Limitations

All submissions must state the following:
• The maximum class size for classroom lessons and, if appropriate, for practical demonstrations or simulation exercises and assessments, include the number of the participants per simulator, and
• The participant/teacher ratio as per the corresponding course standard (as per right hand column) and discuss the organization's policy for circumstances when more than one instructor will be present during any of the lessons.
The number of participants must not exceed 20 per instructor.
2.1.5 Instructor Requirements
Submission Requirements Course Standard(s) All submissions must include a list of instructors with a description of their experience, background and qualifications to demonstrate that they have the subject matter expertise to interact with participants and to answer participant questions, as well as the instructional capability to impart the required information to participants.
The instructor must have
• Adequate experience and qualifications in maritime security matters and
• Knowledge of the requirements of Chapter XI-w of SOLAS 74 as amended and

Instructor’s qualifications must meet the corresponding standards (as per right hand column)
of the ISPS Code. • Knowledge of relevant
Canadian legislative tools including the MTSR and MTSA
It is recommended that instructors have:
• Completed IMO train-the-trainer course; and/or
• Appropriate training in or be familiar with instructional techniques and training methods.
2.1.6 Teaching Facilities and Equipment
Submission Requirements Course Standard(s) All submissions must include the following:
• The address and a description of the facility at which the training will usually be held
• A statement that the site is as represented in the request should be included and signed by the president or director of the course provider
It is understood that courses may, on occasion, be given off-site, for example in a boardroom or on ship. When courses may be given in more than one location and at varying sites, the submission must include an explanation of the criteria and standards upon which the institution relies in choosing a suitable alternate off-site location. Where applicable you may include:
• Electronic photographs, diagrams or plans of the training site; and
• A description of the equipment that will be used during the course. This includes any equipment to be used during hands-on training and/or testing, and any simulators or simulation programs to be used. If a simulator or simulation program is to be used, include technical specifications and brochures provided by the manufacturer.

2.1.7 Teaching Aids
Submission Requirements Course Standard(s)
All submissions must include the following:
• Copies of any visual aids and a discussion of how audiovisual and other aids will be used during the training course, and which performance objectives they will impact. This information may be a part of the curriculum documentation that discusses the make up of the lesson plans.
• Copies of any participant handouts, homework assignments, workbooks, and a bibliography of textbooks to be used. TC may ask for copies of textbooks it does not have access to, and will return the texts after the course has been evaluated.
All materials must be current and provided in sufficient quantities to supply copies for each participant.
2.1.8 Examination and Assessment

All submission packages must describe the following:
• Method of examination: how the participants' performance will be evaluated throughout the course. Include whichever is applicable:
o Written examinations: Copies of all written examinations, the grading procedure to be used, and frequency of revision
o Practical demonstrations: Detailed descriptions of any practical or simulator tests or exercises that describe the situation presented to the participant; what the participants must do to successfully complete each test; and how each participant's performance will be evaluated and recorded. Provide a separate checklist to evaluate each practical test and what is considered a passing score. This checklist should include the condition
• Instructors must not assist or
coach participants in any way during the evaluation process
• Participants must achieve a minimum of 70% on the end-of-course written examination to be considered as having successfully completed the course
• The institution must maintain a record of evaluation/ assessments for each course participant. These records are to be made available to TC upon request.

under which the practical demonstration will occur, the behavior to be observed, and the criteria for successful completion of the demonstration
• Determination of final grade: how the instructor(s) will determine final grades by proportioning examination scores as appropriate.
• Re-test procedures: the training institute’s policy on re-tests of failed examinations.
• Course Critique: Include a sample participant course evaluation form(s) or the training provider’s procedures for obtaining participant feedback to the school on the effectiveness of the instruction and instructors.
• A statement assuring compliance to the corresponding course standards (as per right hand column)
2.2 Detailed Teaching Syllabus
All submissions must include a detailed teaching syllabus written in learning objectives format in which the objective describes what the participant must do to demonstrate that the specific knowledge or skill has been learned. Major teaching points must be included along with all required sub-skills and knowledge. References should be made against the learning objectives to indicate which publications and teaching aids the instructor may use when preparing and presenting the lesson. See corresponding annex for model documents.
2.3 Course Outline
All submissions must include a course outline, containing a summary of the syllabus by subject area with the number of hours for each lecture, practical demonstrations, or simulation program. This shows the focus of the course while highlighting how the course meets TC time requirements. At a minimum, course duration must be 18 hours. See corresponding annex for model documents.
2.4 Course Schedule
All submissions must include a course schedule that outlines the length of each lesson. Each subject matter in the course schedule should be prefaced by a number that corresponds to the subject area listed in the detailed teaching syllabus and course outline. See corresponding annex for model documents.

2.5 Instructor and Participant Manuals
All submissions must include an instructor's manual, providing specific guidance on instructional strategies and techniques appropriate for the educational domain of each learning objective of each lesson. The manual should address the major components of each instructional strategy for each lesson identified in the course schedule. See corresponding annex for model documents. All submissions will also include a participant manual as presented to trainees.
