ROTARIAN OF THE MONTHJAMES W. HARTZELL
Jim was recognized at our last meeting for his “service above self” andby going the extra mile for another. This last June, a Rotarian, visiting Iowafrom Tanzania, on her way to the RI International Convention in SanAntonio, had a problem with her glasses and was in need of an eye examand new glasses. Jim answered the call in her time of need.
The patriotic mood Club members continueto be influenced in our invocations. We prayedthat God keep the freedoms that Americaenjoys while helping us to gain freedom for allpeople on our planet followed by the singing ofThe Star Spangled Banner. Jack Schreiber,Chair of the RCDM Foundation, received a“check” for $15,000 from Tom Juckette,Co-Chair of last week’s First Annual Rotary Cuprepresenting the proceeds from the benefitevent.
Attorney Lori Chesser was our speakertoday, speaking on the “Immigration Policiesand their Status in Iowa.” Chesser was ablyintroduced by a co-member of the Davis lawfirm, Beverly Evans. Lori has been in theImmigration Division of her firm for ten yearsand is well versed in the local, state and nationalrules of all areas of immigration. Since the dayswhen her father was an active Paul Harrisfellow, there have been major changes in theimmigration rules, the breaking of those rulesand the attitudes of Americans towards the
Immigration Naturalization Service. Lori said,“99.9% of foreign immigrants, includingscientists, artists and teachers come intoAmerica to help grow the ideas and prosperityof democracy. Federal laws on immigrationgovern how states and localities can proceedwith immigrants.” Technically, Lori must referto a State Department listing of hopefulimmigrants, wishing to enter Iowa. This list isinformation gained and recorded in U.S.Embassies in the countries of origin.
When the immigrants have taken up legalresidence in the U. S., what should they berequired to do? Lori thinks it is contrary to havethat group report their activities andwhereabouts without requiring all citizens tofollow the same edict. Other countries enforceidentification card carrying and requireregistration at the local police stationwhenever a move is made. Lori hopes that theU. S. government, and, in turn, state agencies, soon change and update their immigrationregulations. Those states, like Iowa, whichhave low unemployment, could receive an

immigration volume that supplies the labordemands, and in some cases like agriculture,on shorter notice. Already overcrowded stateswould be shielded from more population. Shecalled the dilemma “Workforce Demandversus The Law.”
In answer to questions from the audience,Lori said long-time foreign immigrants may nothave to have credentials, and if they have actedlike good citizens, the rules might be waived. We citizens should get to know Iowa’simmigrants. They are found to be well-likedand cultural infusion is result of the interaction.Problems occur in cases where an “undocu-mented worker” has become a valued part ofthe business only to find that their documentswere falsified. This requires furtherinvestigations for the benefit of both theimmigrant and the employer.
