From the CEOWelcome to the latest NHVR Quarterly Snapshot. The Q2 report highlights continued growth in the National Heavy Vehicle Accreditation Scheme (NHVAS), which is approaching some significant milestones — 10,000 modules completed and 100,000 vehicles accredited under the Maintenance module.
Growth in the scheme will also come with a new look. Following industry feedback, the NHVR has developed a more robust and newly designed label for vehicles nominated in the mass and maintenance management modules of the NHVAS.
The new labels are smaller, allowing the operator greater flexibility in displaying the label on the vehicle, and are also more physically capable of withstanding the all-weather environment on the road.
The NHVR labels have been available since January 2017, issued when a new vehicle is added to the operator’s accreditation or a label is replaced due to loss or damage.

Improving Safety & Compliance
Technical Working Group
The NHVR’s first Technical Working Group (TWG) meeting was held in November 2016.
The group was established to examine a range of safety issues, including tyre inflation, brake systems and the ongoing work around coupling safety.
Technology has a growing role in heavy vehicle safety and the TWG will assist to accelerate deployment of safety technologies and systems.
The TWG is a partnership of technical experts from across the heavy vehicle industry that will assist delivery of the NHVR’s Safety Strategy, released in August 2016.
The TWG will engage with manufacturers and industry to encourage voluntary uptake of safety initiatives and where the benefits are proven, seek to push through mandatory technology and safety systems.
Daily check list
A simple Daily Check List was released by the NHVR in November 2016 to assist operators and other motorists to stay safe on Australian roads.
The daily check is a quick visual inspection that can be undertaken on a heavy vehicle prior to leaving the yard, depot or rest area.
This guide lists some of the items and areas that may be covered in a daily check of a heavy vehicle and can be expanded on and tailored to suit an operator’s business.
Supply chain reform
There was significant progress to reform Chain of Responsibility during Q2.
In December 2016, legislation passed the Queensland Parliament to complement heavy vehicle and national workplace safety laws and place a positive duty of care on all supply chain parties.
Under the new laws, which come into effect in mid-2018, it will now be much easier for duty holders to understand and assess their risks and know they are complying with the law.
The NHVR will now be responsible for providing information and educational resources to guide the industry through these changes.
These changes were discussed when
more than 60 frontline heavy vehicle operators and key parties in the logistics supply chain met with the NHVR to test proposed standards for compliance with the laws.
The NHVR also released its first series of podcasts and fact sheets to assist operators to understand their responsibilities and how to prevent breaches of mass, dimension, loading, speed, restraint and fatigue laws.
The new education material for the heavy vehicle supply chain highlighted that road safety goes well beyond the driver, to include tasks performed by packers, loaders, unloaders, loading managers or executives of an organisation that perform these tasks.
The six fact sheets and podcasts are steps towards ensuring all members of the supply chain recognise and fulfill their crucial role in heavy vehicle safety.
During November 2016, the NHVR also released the first results from the 10 week supply chain survey.
Productivity
Customer Portal
The transition from a paper based permit application system to the NHVR’s Customer Portal was completed during Q2.
Use of the Portal, launched in August 2016, continued to grow, with 95 per cent of permit applications to the NHVR now processed on line.
The Portal currently processes all classes of access permit applications handled by the NHVR, including Performance Based Standards (35 per cent of all applications), Oversize and Over Mass (16 per cent), Special Purpose Vehicle (13 per cent), agricultural vehicles (2 per cent), road trains (4 per cent) and B-doubles (11 per cent).
Road Manager Portal
More than 20 road managers across Queensland, NSW, Victoria, South Australia, Tasmania and the ACT began testing the NHVR’s new permitting technology, the Road Manager Portal in December 2016.
The latest version of the Portal was released to the group to allow feedback from councils and state jurisdictions on the functionality, ahead of the full rollout in the first half of 2017.
This release comes after extensive consultation with road managers regarding what they need the Portal to do when processing permit applications from operators across Australia.
As feedback is gathered and the new Portal is rolled out, road managers will transition from the current email and paper-based systems to the new centralised Portal with end-to-end solutions for permit management.

Strong Partnerships
Blacktown Heavy Vehicle Access Forum
A record 50 NSW councils were represented at the second NHVR Local Government Heavy Vehicle Access Forum jointly hosted with Blacktown City Council and Local Government NSW in early December.
The objective of the forum was for each council to identify priority access actions to improve the productivity and safety of their freight task.
The event provided an opportunity to outline the access role local government plays in the freight task under the Heavy Vehicle National Law.
A number of councils showcased how they have responded positively to managing road freight in their area to keep their local economies strong and their roads safe, followed by transport operators which outlined their access needs.
Continuing the strong partnership between NHVR and NSW Roads and Maritime Services (RMS) to deliver access improvements throughout NSW, RMS presented to delegates on the heavy vehicle productivity and safety opportunities for council road managers. Having both state and local
council representatives also allowed industry to discuss their entire journey needs directly with both parties.
By bringing together key government decision makers and industry representatives in the one room, the NHVR hopes to create an environment for councils to share experiences and better understand how innovative and industry-led decisions can be achieved.
Local government engagement
The NHVR’s Industry and Local Government Engagement team has been meeting with local government councillors and technical staff across Australia to discuss the functionality of the Road Manager Portal.
During December NHVR Stakeholder Specialist Callum Fraser presented to Mayors, CEOs and technical staff from Central Highlands, Isaac, Banana Shire, Woorabinda, Gladstone, Rockhampton and Livingstone councils in Queensland via the last Regional Roads and Transport Group meetings for the year.
The Municipal Association of Victoria also hosted a workshop attended by NHVR Stakeholder Specialist Simone
Reinertsen to review the Portal’s design and functionality.
Among the discussion was the ability to drill down into road manager consent data, with the assistance of NHVR’s local government consent reports.
Other recent visits to Mildura, Moira, Cardinia and Baw Baw councils in Victoria have focused on access for B-Doubles, Special Purpose Vehicles and Performance Based Standards vehicles.
The NHVR is working with South Australia’s Department of Planning, Transport and Infrastructure, Local Government Association of South Australia and other associations to ensure all regional councils are able to assess the Portal.
Following on from the initial Road Manager Workshops held in South Australia in October, discussions are underway to schedule a series of route assessment training sessions for local governments in early 2017.
In November and December, NHVR Stakeholder Specialist Tim Hansen met with several South East Queensland councils, including Ipswich, Logan, Brisbane, Sunshine Coast, Scenic Rim, and Lockyer Valley on the their latest road manager performance reports.
Toowoomba heavy vehicle demo dayIn November, the NHVR partnered with the Australian Local Government Association to hold a heavy vehicle demonstration as part of the National Local Roads and Transport Congress in Toowoomba.
The event was attended by around 70 local government and industry representatives from across Australia.
A diverse range of the modern safer high-productivity vehicles administered under the PBS program were showcased, as well as one of the Defence Department’s new-generation vehicles.
The NHVR had very good feedback from many council representatives about how the day helped them to become more informed on the capabilities of high productivity heavy vehicles.
Industry representatives also said they appreciated the opportunity to meet and have direct interaction with councillors and council officers about their views.

The NHVR prides itself on being responsive to the needs of customers. The majority of interactions with the NHVR are through the website (www.nhvr.gov.au) or via 1300 MYNHVR (1300 696 487).

NHVR permit applications
In Q2, the NHVR processed 5526 permit requests — a 13.7 per cent increase on the same period in 2015. During Q2 there was an increasing uptake of the NHVR’s Customer Portal, which now processes over 95 per cent of all NHVR permit applications. The turnaround time for the NHVR component of the permit application averaged 2.7 days during Q2.
National Heavy Vehicle Accreditation Scheme (NHVAS)
The NHVAS provides flexibility in managing fatigue and concessions for mass and maintenance for operators that have robust and compliant management systems. During Q2 there were 6396 heavy vehicle operators accredited in 9983 modules. The Maintenance module applied to 97,539 nominated heavy vehicles, while the Mass module applied to 35,173 nominated heavy vehicles.

Performance
Performance Based Standards (PBS)
The PBS scheme approves innovative and optimised vehicle designs for high productivity vehicles, which reduces the impact on infrastructure and boosts safety for all road users. This means fewer trucks, less congestion and better safety outcomes. Q2 saw 330 PBS combinations approved, a 21 per cent increase on the same period in 2015.

NHVR Road Manager Consent ‒ State and Local Governments The NHVR works with more than 400 road managers, utility providers and rail authorities to coordinate heavy vehicle access to state and local roads. Work is on going with state and local road authorities to improve processing time and reduce the number of permits required by operators. By the end of Q2 there were 1313 pre-approved routes in place across Australia, covering 297 local councils. This is a 16 per cent increase over the previous six months. Pre-approvals eliminate the need for individual road manager consents for agreed routes allowing councils to get low-risk applications on their way, so they can focus resources on more complex applications.
