“The Board reviews the service profile of the officer in all
aspects and noted that performance of the officer had
been average for quite some time; the officer had been
rated as ‘B’ in the column of quality of work and output
of work in her PREs of 2016.
The departmental Representative further apprised that
she was an average officer who did not take interest in
extra duties, whenever assigned; the students were
not satisfied as she could not work hard and bring the
requisite improvement in her teaching methodologies.
The Board further noted that her PER of 2014
mentioned that consecutive poor results led to poor
intake of students; the students had been complaining
about the officer regarding her irresponsible attitude in
the class.
The Board considered Rule 14(1) of the Civil Servants
Promotion (B-18 to BS-21) Rules 2019 which defined
posts in BPS-19 to 21 as Selection posts. Section 9(2)
of the Civil Servant Act, 1973, provided that selection
to such posts shall be made on the basis of merit.
Subsequent to the discussion above, the Board
collectively decided that she was category B officer
based on her record and her demonstrated performance
and conduct and awarded her 25 out of 50 marks”.
2. Further Supreme Court of Pakistan vide its judgement
dated 11th October, 2002 in Civil Appeal No. 1599 to
1606/1999 had observed that “no Civil Servant can ask for
promotion as a right.

the rate of profit applicable to the subscriptions and the

with Rule 33 of Islamabad Cooperative Societies Rules,
2018, the Assistant Commissioner (Shalimar), ICT,
Islamabad is appointed as Registrar’s nominee to decide
the Case within 60 days titled as “Mirza Tasawar Hussain
S/o. Mirza Talib Hussain R/o. Luqman Hakeem Road,
House No. I-16-G, Sector G-6/3, Islamabad VS. Federal
Employees Cooperative Housing Society, Islamabad” in
accordance with the requirements of Rules 33 of Islamabad
Cooperative Societies Rules, 2018. The fee of the nominee
is fixed as Rupees 20,000/- both the parties had to pay
Rs. 10,000/- each. If the case is not decided within
stipulated period the deposited fee shall be refunded to the
both parties.
