Background
Project Duration
Fisheries in Cambodia plays an important rolein the national economy, and 4 million peopleequal to approximately 30% of the nationalpopulation relies on fisheries for their livingdirectly or indirectly. The demand of Cambodianpeople to the marine cultured species such asseabass, groupers etc., has been growing.However marine aquaculture farmers shouldutilize wild seeds and imported seeds for theirculture due to an insufficient development ofmarine aquaculture technology.Under this situation Royal Government ofCambodia requested to the Government ofJapan construction of Marine AquacultureResearch and Development Center(MARDeC) for development of basic technologyon marine aquaculture, supply of seeds ofmarine aquaculture, provision of technicaltraining and consultation opportunity to privatemarine aquaculture farmers. Officially theMARDeC was inaugurated April 13, 2012.

Because of the above cooperation the seabass seedproduction in MARDeC has reached more than 200thousand in 2015, the production level planned forthe MARDeC has not yet been reached.Based on the above-mentioned circumstances, theGovernment of Cambodia submitted the officialrequest for technical cooperation project to JICA forestablishing stabilizing healthy seed production ofseabass and diversifying the species of seedproduction.

Hatchery and breeding buildingBase line survey
Output 1: Operation and management capacityfor marine aquaculture seed production inMARDeC is strengthened.
1-1 Conduct baseline survey of marineaquaculture in Coastal provinces and make alist of marine aquaculture farmers/businessand distribution map
1-2 Develop repair and maintenance plan andupdate manuals of MARDeC's facilities andequipment
1-3 Develop annual seed production plan,including financial, human resourcedevelopment, and marketing plan
1-4 Organize the staff training to disseminateimproved techniques among MARDeC and FiAstaff
Project Purpose
Output 2: Seed production techniques, such asbroodstock management, live feed production,larval rearing and fry nursing, of the target fishspecies in MARDeC are developed andimproved through the production experiments.
Before and after the construction of said center,the Japan International Cooperation Agency(JICA) dispatched long and short term expertson the administration, seed productiontechnique and fish disease prevention.
MARDeC’s capacity for development of marineaquaculture seed production techniques isstrengthened.
