ADDENDUM NO. 1

Issued by the General Services Agency, Technical Services Department, 1401 Lakeside Drive, Suite 800, Oakland, California. TO ALL PROSPECTIVE BIDDERS for the above project, notice is hereby given that the following changes, modifications, corrections, clarifications, and additions, as herein set forth, shall apply to the specifications and drawings described herein and shall be made part thereof and subject to all requirements as if originally specified or drawn. A. Add the following:
1. The List of Attendees (Attachment A) of the mandatory pre-bid conference meeting on November 6, 2009 is included for information only.
B. Revisions to the following Construction Documents. Below is a list of revised drawings and specifications with description of revision. Replace Bid Issue drawing sheets and specification documents with Addendum No. 1 as follows:
2. Drawings - Sheet T1.0 - Add Owner’s Vendors. Replace Sheet T1.0 with revised Sheet T1.0, delta 1 revision dated 11/09/09 (Attachment B).
3. Drawings - Sheet A3.0, ‘North Elevation’. Insert keynote 7 above the Community Meeting Room- the painting of the soffit HVAC registers includes the registers in the Community Meeting Room (No Attachment).
4. Drawings - Sheet A6.1, ‘Signage Details’, add the following to ‘Signage Notes’: a. “Connect the top of the air craft cables signage suspension to the existing ceiling truss members.
Where the sign is not aligned with an individual truss member, the sign shall be centered between the closest two truss members so that the cables are splayed at the same angle. Drill the flange of the truss member approximately ¼” to attach the cable. The original building’s Construction Documents showing the configuration of the existing truss shall be furnished to the successful bidder and shall be shown on the signage shop drawing submittal.” (No Attachment).
5. Drawings - Sheet 01NX01 and 01NX02. Replace Sheet 01NX01 and Sheet 01NX02 with revised sheets, delta 9 revisions dated 10/15/09 (Attachment C).
6. Drawings – Sheet E2.1, Sheet Note #13 – CHANGE subplate “S1SPDUSL” to “S1SP4X4SYS”; CHANGE the “(1) duplex receptacle” to “4-pre-wired 20A, 120 volt receptacles” and “(2) data connectors” to “(4) data connectors. Verify plate number with County’s Telephone and Data Cable Vendor prior to ordering”.
7. Spreadsheet - Owner’s Service Module Box Build Schedule and Reference Drawing. Add Owner’s documents for clarification of electrical coordination requirements (Attachment D).
8. Specifications - Document 10 56 13 Metal Storage Shelving. Replace this specification section with revised Specifications - Document 10 56 13 Metal Book Stack Shelving (Attachment E).
9. Specifications - Document 00 31 19 Existing Conditions Information. Replace this specification section with revised Document 00 31 19 (Attachment F).
10. Specifications - Document 01 50 00 Temporary Facilities and Controls paragraph 1.04 B. Add the following to the end of the paragraph:
i. Contractor shall provide and maintain throughout the demolition and construction period, an operable painted plywood doorway/dust partition to infill the existing opening between the Self Check Room 2B and Office Area Room 4”. Submit sketch of proposed doorway/dust partition to County for approval prior to fabrication”.
Receipt of this Addendum No. 1 must be acknowledged on the Bid Form, Document 004113, in writing.

EXISTING CONDITIONS INFORMATION
1. Summary
This document describes existing conditions at or near the Project, and use of information available regarding existing conditions. This document is not part of the Contract Documents. See General Conditions for definition(s) of terms used herein.
2. Reports and Information on Existing Conditions
2.1. Documents providing a general description of the Site and conditions of the Work may have been collected by County its consultants, contractors, and tenants. These documents may include previous contracts, contract specifications, tenant improvement contracts, as-built drawings, utility drawings, and information regarding underground facilities.
2.2. Information regarding existing conditions may be inspected at the County offices or the
Construction Manager’s offices, if any, and copies may be obtained at cost of reproduction and handling upon Bidder's agreement to pay for such copies. These reports, documents, and other information are not part of the Contract Documents.
2.3. Information regarding existing conditions may also be included in the Project Manual,
but shall not be considered part of the Contract Documents.
2.4. The reports and other data or information regarding existing conditions and underground facilities at or contiguous to the Project are the following:

3.1. Information regarding existing conditions was obtained only for use of County and its consultants, contractors, and tenants for planning and design and is not part of the Contract Documents.
3.2. County does not warrant, and makes no representation regarding, the accuracy or
thoroughness of any information regarding existing conditions. Bidder represents and agrees that in submitting a bid it is not relying on any information regarding existing conditions supplied by County.
3.3. Under no circumstances shall County be deemed to warrant or represent existing above-
ground conditions, as-built conditions, or other actual conditions, verifiable by independent investigation. These conditions are verifiable by Contractor by the performance of its own independent investigation, which Contractor must perform as a condition to bidding, and Contractor should not and shall not rely on this information or any other information supplied by County regarding existing conditions.
3.4. Any information shown or indicated in the reports and other data supplied herein with
respect to existing underground facilities at or contiguous to the Project may be based upon information and data furnished to County by the County’s employees and/or consultants or builders of such underground facilities or others. County does not assume responsibility for the completeness of this information, and Bidder is solely responsible for any interpretation or conclusion drawn from this information.
3.5. County shall be responsible only for the general accuracy of information regarding
underground facilities, and only for those underground facilities that are owned by County , and only where Bidder has conducted the independent investigation required of it pursuant to the Instructions to Bidders, and discrepancies are not apparent.
4. Investigations/Site Examinations
4.1. Before submitting a Bid, each Bidder is responsible for conducting or obtaining any additional or supplementary examinations, investigations, explorations, tests, studies, and data concerning conditions (surface, subsurface, and underground facilities) at or contiguous to the Site or otherwise, that may affect cost, progress, performance, or furnishing of Work or that relate to any aspect of the means, methods, techniques, sequences, or procedures of construction to be employed by Bidder and safety precautions and programs incident thereto or that Bidder deems necessary to determine its Bid for performing and furnishing the Work in accordance with the time, price, and other terms and conditions of the Contract Documents.
4.2. On request, County will provide each Bidder access to the Site to conduct such
examinations, investigations, explorations, tests, and studies, as each Bidder deems necessary for submission of a Bid. Bidders must fill all holes and clean up and restore the Site to its former condition upon completion of its explorations, investigations, tests,

and studies. Such investigations and Site examinations may be performed during any and all Site visits indicated in the Notice to Bidders and only under the provisions of the Contract Documents, including, but not limited to, proof of insurance and obligation to indemnify against claims arising from such work, and County’s prior approval.

BOOK STACK SHELVING PART 1 - GENERAL 1.01 RELATED DOCUMENTS AND PROVISIONS
All Contract Documents should be reviewed for applicable provisions related to the provisions in this document, including without limitation: A. Carpet Tile and Floor Leveling 09 68 00. B. Access Flooring 09 69 00.
1.02 SUMMARY
A. Section includes: Library steel cantilever welded frame book stack shelving. B. This specification includes delivery and installation of book stack shelving of the
welded frame bracket type. Accessories shall be indicated on the Schedule of Equipment, provided by the Installer.
C. Coordination: Every effort should be made to successfully coordinate and
schedule project. Review other specification sections, determine the extent and character of related work, and properly coordinate work specified herein with other work specified in the Contract Documents to produce a complete operational installation.
1.03 SUBMITTALS
A. Product Data: Include rated capabilities, construction details, material descriptions, dimensions of individual components and profiles, and finishes for book stack shelving.
B. Shop Drawings: Book stack shelving Installer shall Submit Shop Drawings
detailing exact placement of all shelving and location of accessory items, as well as construction method for guide counter with canopy top as specified and shall be coordinated with the Contractor. Include plan and assembly details and through access floor to slab connection details per code.
C. Seismic calculations demonstrating conformance to criteria stated herein.
D. Qualification Data: for installer, professional engineer and testing agency.
E. Product Test Reports: Based on evaluation of comprehensive tests performed by
manufacturer and witnessed by a qualified testing agency for specified type of book stack shelving.
F. Maintenance Data: Include in maintenance manuals.

1.04 QUALITY ASSURANCE
A. Installer: Manufacturer’s authorized representative who is trained and approved for installation of cantilever shelving in this region of the past five (5) years. Installation shall be performed by factory authorized personnel.
B. Licensing: Contracted Installer shall have, in good standing, at the time of bid and
execution of the work a current C-61 contractor’s license as required by the State of California.
C. Testing Agency Qualifications: Owner shall hire an independent testing agency,
with the experience and capability to conduct the testing indicated, as documented according to ASTM E548.
D. Product Options: Drawings indicate size, profiles, and dimensional requirements
of book stack shelving, and are based on the specific system specified. E. Welding: Qualify procedures and personnel according to AWS D1.3.
1.05 DELIVERY, STORAGE, AND HANDLING A. Acceptance at Site: Deliver metal storage shelving on pallets, wrapped or crated
to provide protection during transit and Project site delivery and storage. 1.06 PROJECT CONDITIONS
A. Environmental Limitations: Do not deliver or install metal storage shelving until spaces are enclosed and weatherproof, wet work in spaces is completed and dry, and ambient temperature is being maintained at the levels indicated for Project when occupied for its intended use.
B. Product Delivery: Deliver all materials in original factory protective wrappings or containers clearly labeled identifying manufacturer and product description.
C. Storage: The Contractor shall coordinate delivery with the schedule for installation agreed to by the Contractor, Owner and Owner’s Vendor. This schedule will be submitted to the successful bidder no later than eight (8) weeks prior to the scheduled installation commencement. This coordination shall preclude unnecessary on site storage in order to best protect materials. In the event installation cannot occur due to a delay by the Contractor, to the previously agreed to schedule dates, storage shall occur off-site and charges for said storage shall be the sole responsibility of the Contractor.
D. Inspection of Delivered Product: Upon receipt of equipment, the Contractor and the Installer shall check for transit damage, and if required, at no additional cost to the Owner, the Installer shall replace damaged items.

A. Coordinate locations and installation of book stack shelving that may interfere
with ceiling systems including lighting and sprinklers.
B. Coordinate locations of access flooring pedestals, under floor electrical with installation of metal storage shelving floor anchoring.
PART 2 - PRODUCTS 2.01 MANUFACTURER
A. Manufacturer: Estey Library Shelving, as manufactured by Tennsco Corporation, Dickson, TN. Manufacturer’s Representative and Installer: the Ross McDonald Company, Livermore, CA.
2.02 SYSTEM SPECIFICATION
A. Design: Welded frame with closed base shelf.
B. Capacity Requirements: Each shelf shall have a minimum clearance between end brackets of 35-3/8”.
C. Type of Book stack: Book stacks are to be of unit construction such that all
components of a book stack section may be removed as modular unit from any range without in any way disturbing the adjacent units. Relocation and reuse of removed section(s) to be accomplished without acquisition of additional parts. Upright webs shall be punched for bolting, inter-membering welded frames into stack ranges. Shelving to be available with either closed fixed base shelf or adjustable base shelf with kickplate.
D. Basic Components:
1. Upright columns. 2. Top spreader. 3. Bottom spreader. 4. Closed base support bracket. 5. Closed base shelves. 6. Adjustable shelves. 7. Closed sloping base shelves. 8. Closed divider base shelves. 9. Shelf end brackets.
E. Accessories: 1. Hinged display shelves. 2. Adjustable divider shelf. 3. Brackets for wood canopy tops (where specified). 4. Wire book supports (where specified). 5. Findable book supports (where specified). 6. Video Cassette/Paperback book shelves.

2.03 MATERIALS A. Materials and Workmanship: Only the finest materials and quality of
workmanship will be acceptable. Sheet metal is to be furniture stock, cold rolled, re-annealed and full pickled or equivalent. Gauge thicknesses are U.S. standard with the following minimum requirements:
1. Upright columns of weld frame - #16 gauge. 2. Top spreader tubular steel - #16 gauge. 3. Bottom channel spreader - #16 gauge. 4. Shelves (including base shelf) - #18 gauge. 5. Shelf End Brackets - #16 gauge. 6. Base Shelf Brackets - #16 gauge.
B. Finsh: Powder paint baked enamel, medium gloss, applied electrostatic method, capable of withstanding severe hammer and bending tests without flaking. Liquid applied baked enamel is not acceptable.
2.04 FABRICATION
A. General: Fabricated in shop to greatest extent possible before application of finishes. Remove sharp and rough edges and corners from cut metal and grind welds smooth. Design components, joints and connections to withstand most severe possible loading condition, with normal safety factor.
B. Seismic Consideration:
a. The weld frame system shall conform to seismic standards as outlined in the CBC 2007, through the use of seismic welded frames, floor anchoring, trapezoidal gussets or any combination thereof.
b. Unite to utilize seismic moment reducing welded frames. c. Overhead bracing and bracing between book stacks will not be permitted.
Stacks will be braced only to the concrete floor below.
C. Seismic Requirements: a. Shelving shall be designed and anchored to the requirements of CBC 2007. b. Unbalanced loading shall be considered in the design of the stacks. c. Anchorages to the structure shall be with drilled-in anchors at approved
allowable capacities. i. Drilled-in anchors shall be designed for combined shear and tension
and considering the appropriate conditions of concrete type, strength, and thickness and Special Inspection requirements.
ii. Use of Special Inspection values for drilled-in anchors shall require field torque testing or fifty (50) percent of all anchors installed. If any failures then all anchors installed need to be inspected.
d. Calculations prepared and signed by a Structural Engineer, licensed in the State of California, shall be submitted by the Installer for review.
i. Calculations shall indicate that the shelving complies with design criteria herein using design procedures to the CBC 2007.

ii. Calculations shall be titled as applicable for the specific units proposed and for the specific project. Such a Title shall be over stamped by the Engineer’s seal on the first sheet.
PART 3 - EXECUTION 3.01 EXAMINATION
A. Examine areas, with installer present, for compliance with requirements for installation tolerances and other conditions affecting performance of work.
B. Examine floors for suitable conditions where metal storage shelving will be
installed.
C. Examine walls, where occurs, to which metal storage shelving will be attached for properly located blocking, grounds, or other solid backing for attachment of support fasteners.
D. Proceed with installation only after unsatisfactory conditions have been corrected.
3.02 PREPARATION
A. Vacuum finished floor over which metal storage shelving is to be installed. B. Touch up abrasions in prime coat immediately after products arrive on job site
and as required prior to application of finish coats. 3.03 INSTALLATION
A. Install units at locations shown on plan or as directed by Owner in continuous ranges consisting of number of units shown, complying with manufacturer’s instructions. Set units level, plumb, square, rigid and true, within erection tolerances specified, and seismically secure. Install shelves at spacing indicated for aisle clearance. Install accessory items in locations indicated or as instructed by Owner.
B. Contractor shall be responsible for delivery, receiving, unpacking, assembling, disposing of waste material, cleaning of all exposed surfaces, touching up of marred finished, repairing damaged work, or replacement of components as necessary to eliminate evidence of damage or deterioration. Installer shall instruct the library staff in the use and rearrangement of the various parts of the shelving system.
3.04 ADJUSTING AND CLEANING
A. Verify that shelves adjust easily and properly. B. On completion of installation, clean exposed surfaces as recommended by
manufacturer.

C. Installer shall touch up marred finishes or replace metal storage shelving that cannot be restored to factory-finished appearance. Use only materials and procedures recommended or furnished by metal storage shelving manufacturer.
D. Installer shall replace metal storage shelving that has been damaged or has
deteriorated beyond successful repair by finish touchup or similar minor repair procedures.
