The Program Managers’ Role
Grantee Program Manager:
• Oversees the production of program manuals, technical manuals, and field guides every 5 years.
• Assigns staff/contractors or Subgrantees to develop these documents.
• Fosters an atmosphere that supports the development of quality documents. This includes seeking the buy‐in of the practitioners.
Subgrantee Program Manager:
• Assists with the program manual development.
• Works with the Auditors/Inspectors to write the technical manuals.
• Participates in the manual review processes.

Technical Manual #2
The Technical Manual should:
• Be created at the Grantee or regional level.
• Be clearly written in layman’s terms, avoiding jargon.
• Include measurable indicators of quality installation.
• Combine narrative, pictures, and illustrations.
• Clearly describe how and in which circumstances to perform each task.
• Show alternative methods to arrive at an acceptable end result.
• Allow for revision as technology and DOE mandates change.
• Reference 10 CFR 440, Appendix A, and the SWS.
• Reference all applicable codes.

Some Rules You Should be Aware Of
• By April 1, 2015
• Grantees will distribute field guides and field standards that conform to the SWS to all subgrantees.
• All units reported to DOE as completed will be inspected to ensure compliance with the specifications outlined in the SWS.
• Beginning of Grantee’s Program Year 2015
• All quality control inspections, including final inspections and monitoring inspections, must be conducted and signed off by a certified QCI.

Summary
Manuals establish clear expectations for weatherization work and how the CAA’s weatherization program functions. • The Program Manual explains day‐to‐day program operations.
• The Technical Manual sets an expectation of quality, covers acceptable installation methods, and explains the reasons for installing individual measures.
• The Field Guide shows how to install individual measures.
• The Grantee PM oversees the production of these documents.
• The Grantee PM must foster an atmosphere that supports development of quality documents.
• The Grantee PM must not rush the process as the involvement and buy‐in of practitioners are key to success.
