Presentation by M. Monti of the final report and recommendations of the High Level Group of Own Resources
The High Level Group on Own Resources (HLGOR) was established in February 2014 to reflect on finding moretransparent, simple, fair and democratically accountable ways to finance the EU. The Group is chaired by formerItalian Prime Minister and EU Commissioner Mario Monti and is composed of Members designated by theParliament, the Council and the Commission. Mr Lamassoure, Mr Kalfin and Mr Verhofstadt represent theParliament in the HLGOR.The Group delivered its first assessment report at the end of 2014 which scrutinized the present system of ownresources closely and formulated benchmarks and questions to guide further examination. The Group now publishes its final report and recommendations on what can be reformed under the currentinstitutional setup regarding the system of own resources and include a thorough analysis and evaluation ofdifferent types of options for (new) own resources. The recommendations build on the first assessment report,
an external study as well as on discussions with national parliaments at the Conference on the future financing of the EU 7-8September 2016.The HLGOR’s final report will be available online as of 17 January 2017 here where there is also access to the first assessment reportand the external study.
