The 440th Stated Meeting of the Presbytery of Santa Barbara, Presbyterian Church (U.S.A.)

was convened on February 8, 2014 at 9:34am at Goleta Presbyterian Church, Goleta,

California by Moderator Rev. Ted Brandt who opened with Scripture and Prayer. A quorum

was present.

WELCOME to the church was extended by host pastor, Rev. Deborah Kehle

ROLL was taken by card, 92 persons indicated attendance with 89 registered voters: 49

ruling elders, 33 teaching elders, 3 Presbytery Council members, and 4 Commissioned Ruling Elders. (A-Absent; number after teaching elder name is authorized ecclesiastical

occupational designation; an * indicates Parish Associate; number before ruling elder

commissioners indicate number of commissioners each church is entitled to for this meeting;

CRE indicates Commissioned Ruling Elder, formerly Commissioned Lay Pastors.)

REPORT OF THE STATED CLERK (Consent Agenda)

The Stated Clerk

1. Recommends the approval of the minutes of the 439th stated meeting of the Presbytery of

Santa Barbara held on November 12, 2013.

2. Notified the Office of the General Assembly of our presbytery’s commissioners to the 2014

General Assembly: Ruling Elder Joan Johnson and Teaching Elder Jeff Bridgeman.

3. Recommends that the Minute Books and Registers of the following churches be approved,

any comments and exceptions noted during the review are reported directly to the church; the presbytery office is working with all church sessions to correct any delinquencies:

Westminster Presbyterian Church, Port Hueneme (2010, 2011 and 2012) and Orcutt

Presbyterian Church (2013)

4. Reports that Rev. Dave Wilkinson resigned from the Nominations Committee, Class of 2016 and from the Personnel Committee, Class of 2016.

5. Following dismissal of Trinity Presbyterian Church, received the transfer of membership for Margaret Ellis, Phyllis Pattison, and John and Terry Mulligan who wished to remain

members of the Presbyterian Church (USA), until such time as they wish to join another

PC(USA) church.

6. Following the dismissal of Community Presbyterian Church, Ventura, reports that Candidate

under Care, Dianna Perero indicated her desire to join ECO and she has withdrawn from the preparation for ministry process, PC(USA) effective 11/12/13.

7. Recommends the presbytery adopt the GUIDELINES FOR CONSIDERING AND VOTING ON THE PROPOSED OVERTURES TO THE GENERAL ASSEMBLY to be followed during discussion and

debate on proposed overtures to the General Assembly.

The Committee on Ministry

1. Dismissed Rev. Michael Mudgett to Presbytery of the Pacific, effective December 15, 2013. Rev. Mudgett will serve as Transitional Pastor at St. Mark’s Presbyterian Church in Lomita,

CA beginning January 1, 2014.

2. Approved the assignment of Rev. Barton W. Tarman to The Fellowship Foundation for the period January 1, 2014 to December 31, 2014.

Chair Jeff Holland reported that Tina Hamous is a Candidate under Care of our Presbytery and has been certified ready to receive a call by the Committee on Preparation for Ministry and

her Call as Associate Director for Outreach at the Brehm Center for Worship, Theology and the

Arts, Fuller Theological Seminary has been validated by our Committee on Ministry. Tina met

with the Committee on Ministry on January 9, 2014, presented her Statement of Faith and

responded in writing to the Constitutional Questions found in the Book of Order. Ms. Hamous read her Statement of Faith and was examined in the area of her Christian faith and views in

theology, the Bible, the Sacraments and the government of this church. She was excused from

the room.

It was moved, seconded and carried to validate Tina Hamous’ ministry as Associate Director for Outreach at the Brehm Center for Worship, Theology and the Arts, Fuller

Theological Seminary, to grant her permission to labor outside the geographi bounds of

our Presbytery, to ordain her as a Teaching Elder and, following ordination, enroll her

as an active member of the Presbytery of Santa Barbara.

Ms. Hamous returned to the room and members of the Moorpark church, the Committee on

Ministry and the Committee on Preparation for Ministry gathered around and Rev. Dave

Wilkinson offered prayer.

It was moved, seconded and carried to approve the following ordination plans for Tina Hamous: March 16, 2014 at 3:00pm at Moorpark Presbyterian Church; ordination

commission to consist of Rev. Ted Brandt, Moderator, Rev. Dave Wilkinson, Rev. Janet

Loughry, Rev. Dan Birchfield, Elder Pam Lopez (Moorpark Presbyterian Church), Elder Harold Bogner (Westminster Presbyterian Church), Elder Michael Hughes (Moorpark

Presbyterian Church and Grow Community).

Chair Holland then reported that Candidate under Care Chris Milbrath was certified ready to

receive a call by our Committee on Preparation for Ministry on October 25, 2012, and has been

called to serve as Co-Pastor by LakeHills Covenant Church in El Dorado, California, a member of the Evangelical Covenant Church. Chris will begin the ordination process in the Covenant

church, and that denomination has requested we ordain him in the PC(USA) in order to

facilitate that ordination and transfer to the Covenant Church. The Committee on Ministry met

with Chris on January 9, 2014 by conference call, he presented his Statement of Faith and

responded in writing to the Constitutional Questions found in the Book of Order. The Committee on Ministry voted to validate his Call to ministry for a period of 12 months; he

would continue to be an active member of the presbytery, serving outside the ecclesiastical

bounds. Once ordained in the Evangelical Covenant Church, Chris would be dismissed to that

denomination.

It was moved, seconded and carried to validate Chris Milbrath’s ministry as Co-Pastor at LakeHills Covenant Church in El Dorado Hills, California for a period of 12

months, to ordain him as a Teaching Elder and, following ordination, enroll him as an active member of the Presbytery of Santa Barbara.

Mr. Milbrath returned to the room and members of the Cambria church, the Committee on

Ministry and the Committee on Preparation for Ministry gathered around and Rev. Tracy Vining

offered prayer.

It was moved, seconded and carried to approve the following ordination plans for Chris Milbrath: February 9, 2014 at 12:30pm at Community Presbyterian Church of Cambria;

ordination commission to consist of Rev. Dale Paulsen, Moderator, Rev. Tracy Vining, Rev. Charlie Little, Elder Erwin Ohannesian, Elder Lynne Azevedo and Elder Kathie

Decker.

Chair Rev. Jeff Holland reported that Rev. Tracy Vining has requested Honorable Retirement. Rev. Vining has been a member of our presbytery since 2003 as pastor at Community

Presbyterian Church of Cambria; he served on the presbytery’s Committee on Preparation for

Ministry from 2006 to 2012 and as chair of that committee and on Presbytery Council in 2011

and 2012.

It was moved, seconded and carried to grant the designation of Honorably Retired to Rev. Norman Tracy Vining, effective January 28, 2014.

Elder Gene Wagner from the Cambria church spoke about Rev. Vining’s ministry and the moderator offered prayer.

Rev. Holland then reported that Rev. Judith Muller has requested Honorable Retirement. Rev.

Muller has been a member of our presbytery since 2983 as Associate Pastor at First Presbyterian

Church in Santa Barbara; she has served the presbytery in many ways including Presbytery

Moderator 1990–1991; Chair of Presbytery Council 1991–1992; Nominations Committee 1992–1994; Congregational Life Committee 1996–2002; Personnel Committee 2004-2008;

General Assembly Commissioner 1986; Synod Commissioner 1993; and currently, Judith serves

on the Clergy Support Committee

It was moved, seconded and carried to grant the designation of Honorably Retired to Rev. Judith Muller, effective February 28, 2014. (The motion for retirement was

postponed until 1:00 so that representatives of the First Presbyterian Church of Santa

Barbara could be present.)

Elder Diane Kirkpatrick from First Presbyterian Church, Santa Barbara spoke about Rev. Muller’s ministry and Rev. Peter Buehler offered prayer.

Committee on Ministry chair Rev. Holland reminded the presbytery that in November of 2013,

and recognizing this is a period of transition, the presbytery granted permission for teaching

elders from dismissed churches to labor outside the ecclesiastical bounds of the presbytery for a

period of 90 days following dismissal of the church. At the end of that 90-day period, if that

teaching elder had not been dismissed to the other Reformed denomination, the Committee on

Ministry was authorized to review the status of those teaching elders wishing to remain a member of the PC(USA) and make a recommendation to the presbytery. From the churches

dismissed in 2013, Rev. Mark Patterson and Rev. Wayne Kempton (Community Presbyterian

Church, Ventura) and Rev. Jeff Kempton (Trinity Presbyterian Church, Camarillo) were

dismissed to ECO.

Rev. Matt Hoyt (Eastminster Ventura) requested dismissal effective today, with the dismissal of the church.

Rev. Jerry Cooper (Trinity Presbyterian Church) met with the Committee on Ministry on

January 9 of this year and requested an extension of that 90-day period. Chair Holland spoke

about the reasons for the committee’s approval of this request.

It was moved, seconded and carried to grant Rev. Jerry Cooper permission to labor outside the ecclesiastical bounds of the presbytery for a period of 12 months following

the September 28, 2013 dismissal of Trinity Presbyterian Church.

Rev. Holland reported that the Committee on Ministry has received a request from the Session

at Malibu Presbyterian Church regarding the vacant position of Associate Pastor, as Rev.

Michael Mudgett has taken a position as Transitional Pastor at St. Mark’s Presbyterian

Church in Lomita and has transferred to the Presbytery of the Pacific.

It was moved, seconded and carried to abolish the position of Associate Pastor at Malibu Presbyterian Church, effective January 29, 2014.

2. At its January 15, 2014 meeting, the Presbytery Council discussed the purpose and

actual function of the presbytery’s Appropriate Response Task Force. This Task Force was created in 2007 by the presbytery to explore denominations issues and make

longer necessary, and recommends to presbytery that it be disbanded.

REPORT OF THE COMMITTEE ON PREPARATION FOR MINISTRY (Consent Agenda)

At its 11-21-13 meeting, the Committee on Preparation for Ministry

1. Held its annual consultation with Candidate under Care Alan Armstrong.

2. Held its annual consultation with Inquirer Michael Morgan; voted to request Fuller

Theological Seminary waive the requirement for Field Education 1 as Michael’s five years of full-time youth ministry at Malibu Presbyterian Church qualifies him for this

waiver. (Subsequent note: the Stated Clerk notified Fuller that that a supervised

internship for academic credit is not required by this presbytery for ordination.

Mr. Morgan will be required to take Field Education 2.)

3. Voted to request presbytery advance Inquirer Michael Morgan from Inquirer to

Candidate at the February 8 presbytery meeting.

At its 1-26-14 meeting, the Committee on Preparation for Ministry

1. Met with Candidate under Care Glenn Beede, and voted to continue Glenn under the

care of the committee as a candidate ready to receive a call. Glenn will be transferring

to ECO upon dismissal of the Santa Ynez Valley Presbyterian Church.

2. Met with Candidate under Care Chris Milbrath, and voted to continue Chris under the

care of the committee until he is ordained, pending approval of his ordination by the presbytery.

REPORT OF PROPERTY AND FINANCE COMMITTEE The Property and Finance Committee recommends the presbytery approve the Independent Auditor’s Report of 2012 Financial

Records, prepared by Sterling Ellsworth, CPA (Attachment 1).

Page 1 Independent Auditor’s Report is the standard three paragraphs: this is a clean audit report

with an unqualified opinion by our auditor. If there were any significant findings, there

would be a fourth paragraph.

Page 2 Statement of Financial Position is the 12/31/12 snapshot of our balance sheet. Since land is

shown at cost, total assets of almost $6.17 million is significantly understated. (The

property at Cal Poly has been removed from the presbytery’s Balance Sheet and is reflected

on the University Ministry Board’s Balance Sheet.) Mortgages Payable is our actual debt

as of 12/31/12. This Statement is merely our 12/31/12 balance sheet in a condensed form.

Page 3 Statement of Activities is our Revenue and Expense comparison; principal payments on

loans are not expensed so the bottom line differs from our internal statements. There is an

entry under REVENUE – New Church Development – of $958,451. This is a balancing

entry, because we post various revenue and disbursement items to the equity section of our

Balance Sheet (Restricted Reserves) and the audit has to reflect the net change in those

accounts. NET ASSETS, END OF YEAR on the Statement of Activities matches TOTAL

NET ASSETS on the Statement of Financial Position ($3,315,189).

Eastminster Presbyterian Church At its January 14, 2013 meeting, the Session at Eastminster

Presbyterian Church (doing business as Orchard Community Church) Ventura requested the

dismissal from the Presbyterian Church (U.S.A.). A Presbytery Response Team (PRT) was formed and began the process as shown in the presbytery’s Guidelines for a Process for Reconciliation or Gracious Separation of a Congregation from the Presbyterian Church (U.S.A.). The report of the PRT

was presented by Rev. Kent Meads on behalf of Rev. Janet Loughry, chair of the PRT. He referred

to the written report from the PRT to the presbytery which included a summary of the process, the

minutes of each congregational gathering, the attendance and counted vote (Attachment 2).

Moderator Brandt read from the presbytery’s Guidelines for a Process for Reconciliation or Gracious Separation of a Congregation from the Presbyterian Church (U.S.A.) as approved at the

May 4, 2013 presbytery meeting, lines 246-259 concerning the presbytery’s responsibility in

response to the congregation’s action. Moderator Brandt then read the question before the

presbytery:

Shall the membership of Eastminster Presbyterian Church, doing business as Orchard Community Church, be dismissed as a body from the Presbyterian Church (U.S.A.) and from the jurisdiction of the Presbytery of Santa Barbara to ECO: A Covenant Order of Evangelical Presbyterians, if the way be clear and in accordance with the terms, including the financial terms, as approved by the congregation on January 12, 2014?

question was answered in the affirmative by a voice vote, Santa Ynez Valley Presbyterian

Church was dismissed from the PC(USA) pending completion of the dismissal terms.

It was moved, seconded and carried to authorize the officers of the corporate

Presbytery of Santa Barbara to execute the necessary property transfer deeds.

Morro Bay Presbyterian Church At its March 19, 2013 meeting, the Session at Morro Bay

Presbyterian Church requested the dismissal from the Presbyterian Church (U.S.A.). A

Presbytery Response Team (PRT) was formed and began the process as shown in the presbytery’s Guidelines for a Process for Reconciliation or Gracious Separation of a Congregation from the Presbyterian Church (U.S.A.). The report of the PRT was presented by

Jeff Holland presented an overture from Ojai Presbyterian Church, recommending the presbytery concur with Overture 22 from the Presbytery of New Covenant On Supporting Middle East Peacemaking with additional rationale. Following discussion,

ELECTION OF YOUNG ADULT ADVISORY DELEGATE TO THE 2014 GENERAL

ASSEMBLY Laura Paul, Moorpark Presbyterian Church was nominated as our Young

Adult Advisory Delegate. Moderator Ted Brandt presented the nomination. She had

previously responded in writing to these questions and spoke briefly to the presbytery.

REPORT OF STATED CLERK CONCERNING PARITY In view of the continuing

dismissal of churches from the Presbytery, Stated Clerk Dave Wilkinson moved that

Presbytery set aside Standing Rule 2.10 and that any imbalance of teaching elders to

ruling elders at meetings of the presbytery be corrected at the May 17, 2014 presbytery meeting, after all churches have been dismissed rather than at the February meeting.

This motion was carried.
