HistoryPMG Project Management Group, LLC is a HUB and M/DBE certified business enterprise. It was founded in Houston, Texas on June 1, 2004. Our principals, Ben Mendez, E.I.T., and Vladimir Naranjo, P.E., are engineers with over 30 years of combined experience in providing program/project manage-ment, financial management, data management, construction services, and energy services to large public and private organizations. It was their aim to create a company that could offer superior program/project management solutions at a com-petitive cost.
For the past 7 years, PMG has provided management services in various markets, including: public facilities, transportation, education, housing, disaster recovery, and energy. We have a wide range of clients from public to private entities, from local city government to federal agencies, from local school districts to major colleges, and from small businesses to major corpora-tions.
PMG played a significant role in many high-profile projects, including: the renovation of Houston Police Crime Lab, Houston Police Evidence Room, expansion of Hobby Airport, expansion of METRO Light Rail, and the recovery efforts following Hur-ricanes Katrina, Rita, and Ike. In 2009, PMG was the recipient of METRO’s “Business of the Year” Award.

Owners
Ben Mendez is the President of PMG Project Management Group, LLC. Mendez has more than 17 years of experience in the energy, architectural, engineering, and construction industries, with special expertise in managing, budgeting, and program/policy development. Prior to starting PMG, Mendez served as the Program Manager for the Houston Police Department’s Design and Construction Division, Here he managed some of the City’s highest profile projects.
As a community servant, Mendez serves on numerous boards, including the American Red Cross. Mendez is the founder of the National Hispanic Professional Organization (NHPO), a national networking organization. In addition, Mendez founded the Leadership Institute, a program designed to assist individuals in their quest to become effective board members for non-profit organizations. Recently, Mendez was elected as Chairman for the Texas Association of Mexican American Chambers of Commerce (TAMACC), a statewide chamber of commerce. Mendez is also a television host for Latino Talk TV, a weekly community based live television show that covers hot topics of the day.
Mendez earned his Associates Degree from Houston Community College in 1989. In 1994, he earned his Mechanical Engineering Degree from the University of Houston.
Vladimir Naranjo is a Licensed Professional Engineer (Civil) in the State of Texas and managing partner of PMG Project Management Group, LLC. Naranjo has more than 18 years of experience in the construction, engineer-ing, and energy efficiency industries. Naranjo specializes in program/project management, project controls, code compliance, and project administration for projects in the United States and abroad. Prior to joining PMG, Naranjo served as the Chief Engineer for the City of Houston, General Services Department, Design and Construction Divison.
Naranjo currently serves on the National Board of the National Association of Minority Contractors (NAMC) and is the Vice-President of the NAMC Houston Chapter.
Naranjo holds a Bachelor Degree in Civil Engineering from Columbia and a Masters Degree in Business Administration from the University of Houston.

International Sports CenterBogota, Colombia
PMG is currently providing Program Manage-ment services for the construction of a sports complex that includes a stadium with a seating capacity of 60,000, training campuses, recreational facilities, commercial areas, and housing. This proj-ect is currently in the programming phase.
Police Department Program ManagementHouston, Texas
PMG served as the Program Manager for the Houston Police Department. There were 23 major projects that included: Renovation of the Evidence Room and Crime Lab, the roof replace-ment and facade renovation of the Police Head-quarters, and the renovation and construction of many Police stations. These projects required high security clearance, especially at the Houston Airports.
Houston Independent School District Program ManagementHouston, Texas
Houston Independent School District (HISD) is the seventh largest school district in the nation. PMG provides leadership and expertise in sup-port of the District’s $1.2B construction program. PMG provides Program Management services for Rice and Gardner for 34 schools. These schools range from elementary to high school and they include renovation and new construction projects.

Public Housing InspectionsState of Texas
Every year the U.S. Department of Housing and Urban Development (HUD) inspects housing built and maintained by various housing authorities across the country. In many cases, these housing authorities are fined for not providing safe and adequate housing. As a result, many housing authorities hire PMG to do a pre-inspection of all their properties prior to HUD doing their in-spection in order to repair items that are not up to code. Often, these housing authorities ask PMG to do the repairs for them.
City of Houston Parks and Recreation Department Program ManagementHouston, Texas
PMG has been providing Program Management services for all Capital Projects designed and built under the General Services Department (GSD) for its client, the Parks and Recreation Depart-ment. PMG works directly with the three Design teams contracted by GSD to design and manage the projects

METRO Light Rail ExpansionHouston, Texas
PMG is part of the Program Management Team and the Construction Team given the task to build almost 20 miles of rail and an inspection facility. This project is worth $1.36 Billion and includes construction of underground utilities for water, sewer, and storm water. PMG has been given various tasks on this project, which include: project management, data management, document control, inspections, and business support services.
Houston Airport System Expansion Houston, Texas
The Houston Airport System has implemented a plan to expand both domestic airports in Houston: Intercontinental Airport and Hobby Air-port. PMG’s role was to provide construction management and construction services at Hobby Airport. The scope of work included expanding the terminal and apron (tarmac). PMG provides program management services for the expansion of Intercontinental Airport. The expansion was necessary to accommodate the increasing de-mand of 40 million flights a year.
Houston Community College System ExpansionHouston, Texas
The Houston Community College System (HCCS) is one of the largest colleges in the country with over 70,000 students, 8% of which are international students. PMG is part of the Program Management Team responsible for the expansion of the North-east and Southeast Campuses. PMG worked closely with the Architect to ensure facilities were built as designed.

City of Houston Capital Improvement Plan (CIP)Houston, Texas
PMG provided Financial Management services to the City of Houston as it relates to the Capital Improvement Plan (CIP). PMG prepared the City’s 5-yr plan and Master Schedule for the $1.2B Bond Program. The CIP provided a plan of action for the design and construction of the 200+ City facilities.
Houston Independent School District Capital Improvement Plan (CIP)Houston, Texas
Houston Independent School District (HISD) is the seventh largest school district in the nation. PMG provides leadership and expertise in support of the District’s $1.2B construction program. PMG provides program/project management for more that 34 projects through Rice and Gardner. PMG created the district’s 5 yr. CIP and Master Schedule for 300+ schools. This plan includes renovation and new con-struction projects for elementary schools to high schools.
Joint Hurricane Housing Task ForceHarris County, Texas
After Hurricane Katrina, PMG negotiated con-tracts with landlords of apartments and homes to house 35,000 families from New Orleans, LA. PMG and Jefferson Wells were responsible for approving monthly payments for all landlords. This program was funded by the Federal Emer-gency Management Agency (FEMA).

Hurricane Katrina Occupancy VerificationHarris County, Texas
After Hurricane Katrina hit the Gulf Coast, many residents from New Orleans, LA evacuated to Harris County. Approximately 34,000 families were housed in apartments and homes through-out the County. Many of the families left Harris County to go back home to New Orleans without notifying FEMA. As a result, PMG was given the task to verify who was still living in the county. PMG visited the apartments/homes being paid for by FEMA to verify occupancy and collected all supporting documents from tenant and landlord.
Joint Hurricane Housing Task ForceHarris County, Texas
PMG played a key role with the City of Houston through the Joint Houston Housing Task Force, a program funded by FEMA. PMG undertook to identify apartments and entered into agreements with landlords for housing of more than 135,000 evacuees from the Katrina/Rita disasters. PMG provided multiple services including data and financial management, field inspections of apart-ment units, and contract negotiations with more than 3,000 apartment complexes throughout the greater Houston area.
Hurricane Ike Damage AssessmentsHarris County, Texas
Hurricane Ike caused $8.2 Billion in damage to Harris County and 84 deaths. Harris County has 994,000 residential units. Of this total, 484,000 experienced some type of damage. Approximate-ly 6,700 homes were completely uninhabitable. PMG’s responsibility was to put together a plan of action to assess the damage throughout the county with 60 inspectors in two months. PMG managed the assessment project, scheduled each inspector, and collected all data. 19

Port of Houston Expansion ProgramHouston, Texas
PMG provided project management for various projects at the Port of Houston, including the Ma-rine Gate Expansion. The project scope for this project was to create more lanes for vehicles to enter the Port of Houston. Various detection devices were installed to prevent unwanted car-go from leaving or entering the Port of Houston. The contractor for this project won the “Business of the Year” Award for work done on this project.
Road ImprovementsHouston, Texas
PMG provided construction services to the City of Houston as it relates to the development and implementation of over 40 miles of road re-construction in the Houston Area. The Scope of work included demolition of existing roads, traffic controls, relocation of existing utilities, installation of new utilities, compliance with current construc-tion codes, installation of new roads, installation of new signalization, and coordination with the Department of Transportation for proper completion and acceptance by the owner.
New Forest Lift StationHouston, Texas
PMG constructed a new lift station for the New Forest Subdivison. The scope of work included: construction of wet well, sanitary sewer, force main, water line, pipe submersible pumps, con-trol panels, and concrete pavement.

Residential Energy Efficiency ProgramHouston, Texas
PMG is currently providing Program Manage-ment services that includes performing resi-dential energy audits on multi-family and single family projects for low-income residents as part of program funding by federal stimulus monies. Once it is determined how PMG can make the home energy efficient, the home is weatherized. In most cases, this requires insulating the home, caulking windows, installing CFL light bulbs, weather stripping, and patching holes in flooring/wall/ceiling systems.
Weatherization Assistance ProgramHarris County, Texas
PMG is currently performing energy assess-ments and monitoring compliance on multi-family and single-family projects under the Weatheriza-tion Assistance Program. This includes assess-ing homes, determining scope of work, preparing cost estimates and work orders for contractor, inspecting completed work, and monitoring files for compliance with federal mandates.
Energy Performance Contracting Houston, Texas
PMG through Chevron provides a comprehensive set of energy efficiency and renewable energy measures for more than 2 million square feet of facilities for the Houston Independent School District. This project provides guaranteed energy savings that will be sufficient to finance the full cost of the project. The District expects to save approximately 20% on energy costs over the life of the project.
