Planned New Longmont Hospital

Project description:
University of Colorado Health (UCHealth) is excited to bring a new hospital to Longmont, providing a
higher level of care, close to home, for patients. The project consists of a 3 story acute care hospital
providing surgery, imaging, emergency medicine, labor & delivery, and inpatient nursing. The hospital is
approximately 172,000 SF of new construction including approximately 47,500 SF of shell (future
expansion) space. The hospital will be supported by an attached 12,000 SF Central Utility Plant. The
project will also include the construction of a one story, 16,000 SF Ambulatory Surgery Center.
The project will develop approximately 32 acres of the site and will provide parking in accordance with
the anticipated needs. The site will include a helistop used to transport emergency patients outward to
other acute care hospitals capable of providing higher levels of care.
The development of the site will include the construction of a new public road as required by the
approved concept plan. The road will extend northward from the existing access point on Colorado
State Highway 119 along the eastern edge of the existing electrical substation where it will intersect
with a proposed east-west street that terminates at a new access point on County Line Road. The site
plan also shows the realignment of the existing Oligarchy Ditch and addition of the planned Greenway to
coincide with the alignment of the proposed roads. An additional access point is desired Colorado State
Highway 119 to direct patients and visitors to the hospital main entrance. A conceptual site plan is
included for initial city comment and feedback.
Building construction for the hospital and Central Utility Plant will be Type 1A, and Type 2A for the
Ambulatory Service Center.
Utilities assumptions:
Water
The property will be serviced from City of Longmont public water mains which are located in the ROW
adjacent to the property. Based on the City’s records there is an existing 12” PVC water main located in
East County Line Road ROW on the east side of the property and a 16” PVC water main located in
Highway 119 ROW on the south side of the property. Based on City records a 16” water main is stubbed
into the property off the water main within Highway 119 and two 12” mains were stubbed off the water
main within County Line Road. All three stubs are directed toward the subject site.
It is anticipated that a 16” water main will be installed with the development which will run from the
existing 16” stub located at the southwest corner of the site to the north property line. An 8” main will
connect to the 16” main and will run east to the existing stub in County Line Road which is located
approximately 1,100 feet north of the intersection of Highway 119 and County Line Road. The 8” PVC
main will create a loop with the proposed 16” main and will also be looped through the site to provide
water service to the subject development.
Each building will require separate domestic and fire services. Fire hydrants, complying with Fire
Department and International Fire Code, will be required throughout the site. It is anticipated that
buildings on the site will be fully sprinkled. Domestic water meters will be sized by the plumbing
engineer.
At this time it is anticipated that the water loop through the development from the public mains will be
adequate to provide services to the site. The services will be designed and constructed per City of
Longmont standards. Service line sizes will be coordinated on a later date. A water model will be
developed later in design to determine the exact size requirements for these water main improvements.
Sanitary Sewer
Based on the City’s GIS there are no existing sanitary sewer mains immediately adjacent to the
development. Installing sanitary services to the development will require significant offsite
improvements to the public ROW sanitary system. All sanitary sewer main installations will comply with
City of Longmont Standards. The nearest sanitary main is about a quarter mile to the east of the site
within Highway 119 ROW. In order to account for future development the City has previously installed
an 8” PVC pipe underneath Country Line Road near the southeast corner of the site. This pipe was
installed so that County Line Road would not need to be open cut and re-paved during construction of
future developments.
A public sanitary main will need to be installed within Highway 119 which connects the pipe underneath
County Line Road to the existing sanitary sewer main approximately a quarter mile to the east of the
site. Manholes will be required within the main per City standards. We have estimated that the
proposed onsite sanitary main will be 8” PVC. This onsite main will connect into the existing pipe
underneath County Line Road and will require an easement to be dedicated by the land owner. Sanitary
services for each building will tie into the 8” PVC main that runs through the site. In order to account for
future development, the 8” PVC main will need to extend beyond the site to the north and west.
Grease interceptors will be required to handle waste flows from kitchens. The building sanitary service
connections will be sized by the plumbing engineer.
Storm Drainage
In general, the site slopes from the west toward the south and east. The onsite storm improvements and
grading will be designed to capture and carry runoff from major and minor storm events per City of
Longmont standards. Storm sewer improvements will be required to capture the building roof drains,
parking lot runoff, and landscaped areas. The runoff will be diverted onsite to an onsite water quality
and detention facility. The proposed water quality and detention area will likely be constructed in the
southeast portion of the site. The runoff will be released at a rate equal to the site’s predeveloped
runoff rate which will not cause hazardous conditions upstream or downstream of the subject
development. An outlet structure will be required within the water quality and detention area which
will connect to the public storm system near the intersection of Highway 119 and County Line Road
Additional coordination and analysis is needed to determine the capacities of the existing storm system.
The Oligarchy Ditch travels through the subject development. Flows from the ditch enter the
development from the southwest and exit the development to the northeast. In order to accommodate
the proposed development, the ditch will need to be rerouted. The ditch may be rerouted to be
maintained within the 100’ Greenway Open Space that is required within the 2004 Ludlow Property
Concept Plan pending on final design location of the open space. The ditch will likely require partial or
total piping encasement to ensure safe drainage conditions for the rest of the site.
