Each member state shall set up and operate an Integrated Administration and Control System. Elements of the IACS (Article 15 R 73/2009):

• The computerised data base shall record, for each agricultural holding, the data obtained from aid applications.

• This data base shall, in particular, allow direct and immediate consultation, through the competent authority of the Member State, of the data relating to the past year

• The Member States may set up decentralised data bases on condition that these, and the administrative procedures for recording and accessing data, are designed homogeneously throughout the territory of the Member State and are compatible with one another in order to allow cross-checks.

The identification system for agricultural parcels shall be established on the basis of maps or land registry documents or other cartographic references. Use shall be made of computerised geographical information system techniques including preferably aerial or spatial orthoimagery, with a homogenous standard guaranteeing accuracy at least equivalent to cartography at a scale of 1:10000.

• The system for the identification and registration of payment entitlements shall be set up allowing verification of entitlements and cross-checks with the aid applications and the identification system for agricultural parcels.

• This system shall allow direct and immediate consultation, through the competent authority of the Member State, of the data relating to at least the previous three consecutive calendar and/or marketing years.

Each year, a farmer shall submit an application for direct payments subject to the integrated system, indicating, where applicable:

If the animal is moved to another location during the retention period the farmer shall inform the competent authority in writing in advance

• Member States shall carry out administrative controls on the aid applications to verify the eligibility conditions for the aid.

• Administrative checks shall be supplemented by a system of on-the-spot checks to verify eligibility for the aid. For this purpose, Member States shall draw up a sampling plan of agricultural holdings. • Member States may use remote sensing and Global Navigation

Satellite System (GNSS) techniques as a means of carrying out on-the-spot checks on agricultural parcels.

• Each Member State shall designate an authority responsible for coordinating the checks provided for in this Chapter.

• Where the Member State provides for the delegation of some aspects of the work to be carried out under this Chapter to specialised agencies or firms, the designated authority shall retain control over, and responsibility for, that work.

advising farmers on land and farm management

• The farm advisory system shall cover at least the statutory management requirements and the good agricultural and environmental condition

• Member States may determine, in accordance with objective criteria, the priority categories of farmer that have access to the farm advisory system.

Single payment scheme Single payment scheme Farmers shall have access to the single payment scheme if:•they have been granted a payment in the reference period•they have received the holding or part of the holding, by way of actual or anticipated inheritance, by a farmer who met the conditions •they have received a payment entitlement from the national reserve or by transfer.

The new Member States shall use the national reserve for the purpose of allocating, in accordance with objective criteria and in such a way as to ensure equal treatment between farmers and to avoid market and competition distortions, payment entitlements to farmers placed in a special situation.

which Slovenia has decided on, all agricultural holdings are entitled to payment entitlements for eligible area applied for in 2007 under the condition, that such area is cultivated and agricultural activities are performed on.

• Number and value of payment entitlements which a farmer receives in 2007 is the basis for activation of payment entitlements in 2007 as well as in the following years

application form, payment entitlements are allocated on basis of actual use of agricultural land and forest database, captured from digital ortophoto shots made by the end of 2006

• For allocation of payment entitlements a farmer should have his own area registered in Register of agricultural holdings (RKG) – GERK at least a day before the application for allocation of payment entitlements is lodged and data on the form should be compatible with the actual situation

• Individual GERK area shall be at least 0,1 ha

• Total GERK area shall be at least 0,3 ha

• Preferential reference for allocation of entitlements is the year 2003, then 2006 and finally 2007

• Authorizations were abolished in 2008

Set aside payment Set aside payment entitlementsentitlements• In accordance with Art 71 j (2) the set aside for

Slovenia was set at 7,2% (10% * 125.171/173.011)

• Farmers lodging an application for payment entitlements for arable land for more than 24,23 ha are committed to apply for allocation for set aside payment entitlements

• Although the set aside level in 2008 is 0%, set aside payment entitlements are kept also in 2008

• Farmer is entitled to payment of all payment entitlements in case of:• the areas are registered on his holding in GERK for at least

10 months beginning with 31 December 2006• the size of individual GERK area should be at least 0,1 ha

and total GERK area must be 0,3 ha

• Farmer is entitled to payment of set aside payment entitlements in case of:• the areas are registered on one holding in GERK for at

least 10 months beginning with 31 December 2006• the set aside area should be at least 5 m wide and at least

0,05 ha in size

• Regional payment for arable land, hop fields, olive groves and raspberries, blackberry bushes, blackcurrant, redcurrant, american blueberries, mulberries and gooseberries (intensive orchard) is 332 EUR/ha

• Regional payment for permanent pasture, swampy meadow and extensive orchard is 108,70 EUR/ha

Farmer is entitled to supplement for milk for individual reference milk quantity held on 31 March 2007

• Supplement for milk is calculated by multiplying 80% value of milk premia and additional payment with individual reference milk quantity

• Milk supplement is kept irrelevant of whether a farmer ceases with milk production in 2008 or not

• Farmer without eligible area in 2007 but holding milk quota on 31 March 2007 is entitled to special entitlements as well, but under condition that he keeps at least 50% of his own production expressed in LU

• farmers producing sugar beet holding a contract with sugar plant Ormož (TSO) in 2006 and who received transitional payment for sugar are entitled to supplement for sugar

• In 2007 transitional payment for sugar is abolished and substituted by additional payment for sugar

• Supplement for sugar is determined on the basis of division of total amount available for sugar by number of hectares of sugar beet

• Farmer received beef premia in 2006 in accordance with the regulation on direct payments for beef and veal is entitled to supplement for beef

• Supplement for beef is determined by multiplication of number of aproved premia with the value of premia in 2006 and coeficient 0,3

• Farmer without eligible area in 2007, who received premia for beef and veal in 2006, is entitled to special entitlement as well but under condition that he keeps at least 50% of his own production from 2006 expressed in LU

• Transfer of payment entitlements is made in accordance with Art 46 of 1782/03

• Supplements for milk, sugar, beef cannot be transferred independently

• Transfer of payment entitlements should be declared between 15 September and 15 January on a form prepared by the Agency

• Before the reform in fruit and vegetable sector (F&V) there was no national envelope for production aid for processed fruit and vegetable in Slovenia

• The budget for payment entitlements for F&V is ensured partly from higher national envelope for 2008 in comparison to 2007 and partly from national reserve

• Allocation is made on the basis of new eligible area taken from 2008 single applications

• Payment entitlements in 2008 are not allocated for area, to which entitlements were already allocated in 2007 (1 area – 1 payment entitlement)

that summarises the requirements laid down in EU regulation;

• IMPLEMENTATION OF REQUIREMENTS from national legislation at the level of agricultural holdings;

• REQUIREMENTS from national legislation that a person liable should comply with and are checked by controllers;

• LEVEL OF INFRINGEMENT of requirements from national legislation expressed as a mark (penalty points).

In addition to the control organisation, within agreements control is also performed by the relevant competent bodies.•The AAMRD has concluded agreements with competent inspection services on forwarding data to the Agency of RS for Agricultural Markets and Rural Development on the facts established during inspection in the field of cross-compliance control. These inspection services are as follows: •IRSKGH (Inspectorate of the RS for Agriculture, Forestry and Food), •VURS (Veterinary Administration of RS), •IRSOP (Inspectorate of the RS for the Environmental and Spatial Planning) and •IRSVNN (Inspectorate of the RS for Protection against Natural and Other Disasters.

• All requirements (18 SMR + GAEC) shall be checked on the whole agricultural holding

• In year 2007: the fulfilment of 94 requirements and according to 12 standards defined in Annexes 1 and 2 to the Regulation on statutory management requirements and good agricultural and environmental conditions in farming is deemed as the fulfilment of the cross compliance requirements

• In year 2008: the fulfilment of above mentioned base requirements according to 12 standards as well as compliance with 7 additional requirements are to be respected by beneficiaries of agro-environmental measures (AEM).

• All requirements are checked for the whole agricultural holding

• Control is performed throughout the year
