WFP Response

Food Assistance

During its February cycle, WFP is progressively

phasing down its general food distribution and

moving towards assisting vulnerable population

groups in rehabilitating communal assets through

either Food for Assets/ Cash for Assets (FFA /CFA).

Potential activities currently under consideration

include reforestation, nursery establishment/

rehabilitation, the clearing of debris on agricultural

land etc.

At the close of the January cycle and since the

start of operations, WFP has reached 2,9 million

unique beneficiaries. This figure includes those who

have received different types of WFP assistance,

i.e. general food distribution nutrition and cash

over the last three months.

Nutrition

Due to the late arrival of nutrition products,

Blanket Supplementary Feeding distributions are

set to finalize at the end of February. After which,

WFP will fully transition towards the provision of a

Targeted Supplementary Feeding Programme

(TSFP) and the distribution of micro-nutrient

powders. In preparation for March, NGO and PHO

nutrition partners have now been trained in the

expected implementation model and reporting

requirements for TSFP.

A SMART survey (Standardized Monitoring and

Assessment of Relief aid Transitions) is ongoing,

with results expected in mid-March. Survey Team

leaders have been trained to refer any children or

Pregnant/ Lactating Women with signs of acute

malnutrition to health centres for treatment.

Cash

WFP is aiming to cover between 25,000-30,000

households in Eastern Visayas (mostly focusing in

Eastern Samar) for the period between March- May

2014, with conditional FFA/ CFA interventions.

Currently, a Seasonal Livelihood Programming tool

is being completed by partners to identify

complementarities and potential partnerships.

Highlights

UNHAS regular operations were closed on

15 February, having executed 224 flights,

transporting 3,148 passengers and carry-

ing 12.3 mt of cargo, in the service of 82

humanitarian partners. An ad hoc charter

agreement remains in place in the event of

medical evacuation or other needs.

A communication plan is underway using

flyers, banners and radio messaging to in-

form communities and beneficiaries about

WFP’s strategy shifting from emergency

relief to recovery and livelihood support

assistance.

Logistics

As of 13 February and since the start of the

operation, WFP has dispatched a total of

30,716 mt of food, including 30,067 mt of

rice, 126 mt of specialized nutrition products

and 523 mt of High-Energy Biscuits (HEBs).

Clusters Food Security and Agriculture Cluster

With the support of FAO, FSAC has

increased its technical guidance and support

to cluster members and Government

agencies planning interventions in the

fisheries and agriculture sectors, with

special focus on coconut farmers. FSAC is

recommending that coconut farmers be

supported through a sequencing of key

activities: clearing of debris on farms

through cash for work, cash transfers for

replanting coconut trees and the provision

of vegetable, tuber and fruit seeds for

intercropping or livestock rearing.

In January, FSAC partners had reached

1,663,985 beneficiaries (WFP representing

80 percent) with general food distributions;

some 865,960 of this figure were also

targeted through cash distributions (of

which WFP represented 54 percent). Since

December 2013, around 63,328 farmers

have received seed input support.

Logistics Cluster

As of 15 February 2014, the Logistics

Cluster had dispatched a total of 41,144 m3/

25,603 mt. Of this: 11,811 m3/5,098 mt

was dispatched by sea; 29,333 m3/20,505

mt by road. The Cluster has also stored a

total of 11,342 m3/ 3,691 mt for 29

humanitarian organizations, since the start

of operations.

As part of its progressive phase out, focus is

being placed on providing information on

existing capacity, through infrastructure and

logistics assessments, which would enable

partners to better access the local market

for their logistical needs. In addition the

Cluster is providing operational training to

enhance capacity building and local

knowledge transfer.

Emergency Telecommunications Cluster

(ETC)

In Guiuan, WFP and the inter-agency

community are hosted in the premises of the

Eastern Samar State University. ETC has

helped renovate the buildings and installed

lighting in the classrooms above the WFP

office so students can continue their studies.

Local internet service providers (ISPs) are

recovering from the typhoon and restoring

connectivity. In those areas with reliable local

connectivity, ETC has migrated users to

commercial providers.

Partnerships

WFP is partnering with the provincial health

offices (PHOs) of Cebu and Antique for the

implementation of the targeted

supplementary feeding programme (TSFP).

Partnership with PHO Capiz for TSFP is

planned but still under discussion.

Resourcing Update WFP has received contributions from the

following Governments to date: Australia,

Austria, Azerbaijan, Canada, Denmark,

Estonia, European Commission, Finland,

Germany, Greece, Iceland, Ireland, Italy,

Japan, Kuwait, Liechtenstein, Luxembourg,

Netherlands, New Zealand, Norway, Republic

of Korea, the Russian Federation, Spain,

Sweden, Switzerland, United Kingdom and

United States and the UN CERF Fund.

Additionally, millions of dollars have been

received from generous private donations.
