August 5.
Despite of their attempt to show growing good relation with Daw Aung San Suu Kyi, on the otherhand, the USDP government is continuing arrests of NLD party members and those jointly work with

THE RELATIONSHIP BETWEEN ETHNIC GROUPS AND THE USDPGOVERNMENT

surrender within the framework of 2008 constitution.
The fighting between government troops and Kachin Independence Organization (KIO) troops which
has erupted since June 9 was not yet stopped and found still raging until August. Total 39 clashes took

After that meeting, Kachin State USDP government accused KIOs activities as terrorist acts. KIOdenied allegations made by government in state-run media of killing innocent 8 civilians by KIO
bomb blasts in Moemauk Township, near Sangan village. KIO ordered a car to stop for inspection but
the car didnt obey their order and tried to flee from the area so that they had to shoot them including
the police personnel on this vehicle, KIO responded. KIO said that a police sub-inspector was among
those killed in this incident. At the first ever press conference held in Naypyitaw on August 12,
Information Minister Kyaw Hsan put blame on KIO for peace negotiations being delayed.

ethnic Shans mostly inhabited were distributed. Dr. Tuja who resigned from KIO distributed his 4-

battalions out of total 14 USDP battalions withdrew from the operation theatre but the remaining
forces were reinforced and resupplied with arms, ammunitions, and rations starting from the first
week of August. SSA-N troops ambushed those government troops providing fresh supplies to their
battalions in Kyethi and Mongyai townships and then the fighting resumed in these areas and claimed
casualties from both sides, it is learnt.

peace offer because this was the same policy exercised by previous government to split and drive
wedge among ethnic armed groups and it could not produce genuine peace in the country. KNU Vice-
chairman Saw David Tharkapaw reiterated on August 26 that they would not accept religious leaders
sent to them by Karen State government as the peace negotiators and the ethnic armed groups had
already formed United Nationality Federal Council (UNFC) for that purpose.

peace with NMSP, other ethnic armed groups should be include in it too, NMSP general secretary Nai
Han Thar said on August 10. Eight principles of ceasefire with ethnic ceasefire groups expressed at
the first ever press conference held in Naypyitaw on August 12 were not true and they were just
unilateral, concocted and fabricated lies, he said on August 15.
UNFC comprised of 6 core ethnic ceasefire groups issued a statement on August 5 welcoming Daw
Aung San Suu Kyis appeal for internal peace. UNFC rejected USDP governments offer for peace

River in Myitsone is gaining momentum. Environmentalists in Burma expressed on August 10 that
the hydropower projects to be built on the upstream of River Irrawaddy will have huge impact onlivelihood of local people, rice cultivation, economics and environmental damage rather than
development of the country. Daw Aung San Suu Kyi also issued an appeal on August 11 as a citizen
of Burma not as a leader of NLD, to cooperate on resolving the dangers being faced by River
Irrawaddy.

situation so that it should be escalated by organizing the entire people. We assumed that if the entire
people and broad mass base join this movement, it will create rift in this USDP government.

THE USDP GOVERNMENT AND DOMESTIC S ITUATIONTHE S ITUATION OF THE USDP GOVERNMENT
The new USDP government which is just five months old is facing various crises including finance
and economics. Thus they are found preparing to start some reforms in economics and finance
hurriedly.
In the reign of this new USDP government, the Burmese currency Kyat is significantly appreciated
and it seriously hit Burmese export businesses which cause mass layoffs in these businesses, lowering
production targets and closure of losing businesses. Hence the government reduced commercial tax
levied on7 export items including rice, pulses and beans to increase export value from 8% to 5% butit was not enough to boost the export businesses. Finally the government announced on August 15

consider Burmese in exile for coming home at any time if they did not commit any crime in the
country. Even if they committed crime in the past, the government would consider their crime
leniently and magnanimously when they come back home, the President said. Similarly Vice-
