REGIONAL PLAN (Land Use and Building Act= LBA)
LBA SECTION 25:
The regional plan sets out the
principles of land use and
community structure, and
designates areas as necessary
for regional development.
LBA SECTION 32:The regional plan shall be used
as a guideline in drawing up and
amending local master plans
and local detailed plans, and
when any other measures are
taken to organize land use.

The main evaluation questions
•Where are the best areas for + 400 000 inhabitants and + 200 000 work places by
2035 in Uusimaa region? eg. climate change, operation of traffic system and the economy.
•In which order and by which amount the land–use and traffic system should be
developed?
•What does the growth require from the traffic system?
•Also quality factors, which cannot be calculated, are estimated.

Basic structure

The plan is based on stated principles
The basic structure was formulated
together with municipal officials and
elected officials in autumn 2010 on the
basis of structural models.
Approved in December 2010
Built-up areas
• Built-up areas
Increased-density built-up area(development principle symbol)
• Areas relying on public transport, station areas beside the rail network and densely-
populated areas along bus transport quality corridors
• The symbol is not used in Helsinki Metropolitan Area; density increase to be included in
the planning regulation
• Reserve for built-up area (development principle symbol)
• Areas to be implemented towards the end of the regional land use plan planning
period (after 2020-25)
• Areas of secondary importance to the low-cost, practicable expansion of
the urban structure
• Also used as a reserve symbol for workplace areas

Who can participate?
The Land Use and Building Act specifies
that the involved parties include:
• people who own or hold land in the planning
area and the affected area,
• residents
• housing co-operatives and real estate
companies,
• businesses and self-employed persons
operating in the area
• and people who work in the area,
• in effect everyone whose life or work might be
significantly affected by the plan.

Minimum way to hear people
Materials are put officially on display during
at least three different stages:
1. When the work programme and the
participation and evaluation plan are
completed
2. During the plan draft
3. During the proposal phase
Information and discussion sessions will be
organized during the display period,
and there will be opportunities to
express opinions on the plans.
