INTRODUCTION The engineering services documented in this report were provided by Buckholz Traffic to St. Johns County through a sub-consulting arrangement with Ayres and Associates, the prime consultant. The purpose of this report is to project and analyze future traffic conditions for the 2015 design year along the section of Old Moultrie Road (CR 5A) from Lewis Point Road to SR 312 in St. Johns County, Florida and to provide a proposed conceptual design for this stretch of the CR 5A corridor. Figure 1 delineates the study area while Figure 2 displays the existing lane configuration, intersection control, and speed limits along the corridor. Using an aerial base, Figures 3 through 9 provide a detail description of each of the 7 major intersections that are situated along the corridor. Figures 10 and 11 depict the existing AM and PM peak hour traffic and pedestrian volumes at these 7 major intersections while Figure 12 displays the current daily volumes. Appendix A contains the intersection traffic counts collected by Buckholz Traffic personnel during October of 2012. Weekday AM peak period (7-9 am) and PM peak period (4-6 pm) manual turning movement counts were completed at the seven major intersections along the corridor. The counts were collected at 15-minute intervals and include a separate tabulation for trucks, pedestrians and bicycles. Appendix B contains weekday daily traffic count information obtained from the Florida department of Transportation (FDOT) and St. Johns County. Appendix C provides the existing timings for the two signalized intersections. DEVELOPMENT OF DESIGN YEAR TRAFFIC VOLUMES Projected 2015 weekday AM and PM peak hour traffic volumes along the corridor were developed by growing existing 2012 traffic and then adding in traffic associated with currently planned developments. A 2012-to-2015 growth factor of 1.07 was calculated for the corridor based on a 2.2% average annual growth rate. As shown in Table 1, this growth rate is an average value reflecting overall traffic volume growth between 2008 and 2012 as reflected by daily counts contained in the St. Johns County Transportation Analysis Spreadsheet and daily counts reported by FDOT. The supporting linear regression runs are contained in Appendix D. As shown in Figures 13 and 14, the growth factor was only applied to movements of regional significance along the corridor. A list of future planned developments along the corridor was obtained from the St. Johns County Planning Department, and both AM and PM traffic volumes associated with these developments were distributed throughout the corridor as documented in Appendix E. To the maximum extent possible, county-supplied information was utilized with respect to development size, trip generation, and expected route assignment. The resulting aggregated development traffic for both the AM and PM peak hours are provided in Figures 15 and 16.

Total traffic was obtained by adding the background traffic provided in Figures 13 and 14 to the development traffic contained in Figures 15 and 16. The results for the weekday AM and PM peak hours are provided in Figures 17 and 18. Special accommodation was then made for the planned Lowes home improvement store which will replace the St. Johns County Health Department facility located south of Bartola Genovar Road. Both AM and PM peak hour counts were taken at the driveways serving the existing County facility and compared to the expected trip generation for the proposed Lowes. As is shown in Table 2, the Lowes store is expected to generate a similar number of new trips during the weekday PM peak hour but only half as many new trips during the AM peak hour. Total trips during the weekday AM peak hour are about even between the two developments but the Lowes store will generate almost twice as many total trips during the PM peak hour. The end result is that replacing the County facility with a Lowes store will not significantly increase traffic volumes along Old Moultrie Road, except at the two intersections that directly serve the site. Consequently, as shown in Figures 19 and 20, a modification was made to the traffic volumes at these two intersections to obtain the projected 2015 traffic volumes used in subsequent analyses. A review of the traffic volumes contained in Figures 19 and 20 suggests that signalized control will be needed at both the CR 5A/Southpark Boulevard intersection with construction of the Old Moultrie Multi-Use facility and at the CR 5A/Bartola Genovar Road intersection with construction of the new Lowes home improvement store. 2012 INTERSECTION CAPACITY ANALYSIS A Synchro8 model was constructed for the existing roadway network and both signalized and unsignalized intersection capacity results were obtained using the 2010 Highway Capacity Manual module contained within Synchro. Table 3 summarizes the signalized intersection capacity analysis results and Table 4 summarizes the unsignalized results for both the 2012 AM and PM peak hours. The supporting calculations are provided in Appendix F. The results indicate that the existing intersection Level of Service (LOS) is acceptable at the two signalized intersections with relatively minor queuing problems. However, side street traffic at the unsignalized CR 5A/Ponce DeLeon Mall/Villa Club Drive intersection experiences substantial delay and significant queuing during the PM peak hour. A Synchro8 model was also constructed for the recommended 2015 roadway network and both signalized and unsignalized intersection capacity results were once again obtained using the 2010 Highway Capacity Manual module contained within Synchro. The recommended intersection control, lane configuration, and lane storage lengths for the corridor (see Figure 21) were used in this future conditions analysis, along with optimized signal timings.

Current cycle lengths were maintained at the SR 312/CR 5A intersection since this is part of an existing coordinated system along SR 312 and, due to its close proximity, cross-coordination along CR 5A was instituted using double cycles at the CR 5A/Bartola Genovar Road intersection. Table 5 summarizes the signalized intersection capacity analysis results while Table 6 summarizes the unsignalized results for both the 2015 AM and PM peak hours. The supporting calculations are provided in Appendix G. The Table 5 results indicate that the expected future intersection Level of Service (LOS) is acceptable at the four signalized intersections with cause for concern only at the SR 312/CR 5A location during the PM peak hour. However, even with storage lengths reasonably increased, periodic queue overflows can be expected at three of these signalized intersections (CR 5A/Southpark, CR 5A/Bartola Genovar, and SR 312/CR 5A) during the weekday PM peak hour. The Table 6 results show that all three unsignalized intersections experience high side street delays during the weekday peak hours. However, this results in substantial queuing only for the eastbound left turn lane of the CR 5A/Ponce De Leon Mall/Villa Club Drive intersection. As is also documented in Table 6, installing a roundabout at this location improves the level of service results for the critical approach but increases the maximum queue - while shifting congestion from the side street to the main street; an unattractive tradeoff. RECOMMENDATIONS Figure 21 shows the 2015 recommended lane configuration, intersection control, and turn lane storage lengths throughout the corridor. All required intersection turn lanes and all mainline thru lanes are shown in this figure. With the recommended improvements in place, a posted speed limit of 40 mph would be reasonable for the corridor. A more reasonable set of side street speed limits are also recommended as shown in Figure 21.
