SOUTH CAROLINA EXECUTIVE BOARD
2016-2017
Jane Prince, AQ, President is from Illinois, graduated from Cottey College and the University of Missouri. She received the gift of P. E.O. in Sheboygan, Wisconsin, in 1975. She was a charter member of Chapter AO in Bluffton and is a Charter member of AQ in Bluffton. She has held all the chapter offices, including president 5 times. She has been a banker, a landscape designer, and owned a landscape and flower design company. She has directed church choirs for over 45 years and sang with small groups, as well as the Sun City Chorus and the Hilton Head Chorus. She and her husband, Richard, were great sailors and spent many vacations sailing in the warm waters of the Caribbean and the cold waters of Lake Michigan. Jane's husband died in 2005 and she moved to warm South Carolina in 2008. They had 2 sons, Steven and Timothy, and 6 grandchildren, only ONE girl. Jane enjoys swimming, bridge, reading, and traveling.
Valerie Krupp, G, Vice President, was given the gift of P.E.O. in 1994 while living in Roanoke, Virginia. She was awarded a PCE grant while training as a mainframe computer programmer. She has taught public school music as well as private and class piano. Valerie retired from Blue Cross Blue Shield in 2014 after 24 years as a programmer/analyst. She is now a certified life coach specializing in ADHD. Valerie has sung in many groups from college to the present. She is now singing with and is singerrepresentative to the Board of Directors of Sandlapper Singers. In 2010 she was Chair of the P.E.O. State Convention. She has been music director and leader many times for state conventions. She is an active member of Chapter G in Columbia. She is also very proud that her cousins are direct descendants of founder Alice Coffin. She brought P.E.O. into her family as her daughter and mother are also members of Chapter G.
STEPHANIE PRICE, B, Organizer, is originally from Alaska and was initiated into Chapter C, Anchorage, AK in 1986 where her mother is a member. She has called Aiken home since 1990 and has been a member of Chapter B since 1991. She works for Centerra-SRS and has two children, Emily and Joshua who are both enrolled at Aiken Technical College. Stephanie is a member of St. Thaddeus Episcopal Church where she serves as an Eucharist Minister. She enjoys spending time with JR Ludwick, her BIL.

Elizabeth Shands, H., Treasurer, received the gift of P.E.O. from her mother and Chapter AA in 2002. She is a third generation P.E.O. She has held the offices of president and recording secretary and has been a delegate to many South Carolina state conventions. She was a delegate to the 2013 International Convention. Liz has a PhD in Psychology and is a licensed Psychologist and is Executive Director at Clarity, the Speech, Hearing and Learning Center in Greenville. She enjoys spending time with her husband, Joey, and their young sons Gates and Will. They attend Taylors First Baptist Church and enjoy being outdoors.
Jeanne Joslin, AA, Secretary, is a first generation P.E.O. and was initiated into Chapter AA, Sumter, on its organization in 1997. She graduated from Columbia College with a degree in Special Education. She taught middle school students with learning disabilities before becoming a stay-at-home mom. Her husband, Scott, is the operations manager for Suburban Propane Gas and is a lieutenant Colonel in the South Carolina National Guard. Their 4 sons are all attending college. She loves playing the piano and plays for the traditional service at her church where she also serves on the mission committee and volunteers for the nursery.

RULES of CONVENTION
1. Visitors are asked to present membership card, register, pay registration fee, and obtain a badge and program before being seated in the Visitors Section.
2. Delegates register with the Credential Committee by showing their current membership card and picking up their delegate kit.
3. Admission to business meetings of convention shall be by password and/or badge.
4. Members and visitors shall take a seat quietly before the Call to Order.
5. Seating is designated for members of honor, past state presidents, standing committee chairs, guests of honor, executive board, chapter delegates, guards and pages.
6. Members shall remain at their seats for the processional and recessional.
7. A member shall indicate inability to hear by raising her hand.
8. Members to convention may leave the room briefly, if the need arises.
9. Doors shall be closed and no one shall be admitted during the report of the guards.
10. Messages shall be given to and delivered by guards and pages.
11. Two signed copies of a motion shall be sent to the platform, one for the president and one for the secretary.
12. The president may call for a ballot on any motion.
13. No photos or videos shall be taken during the meeting.
14. No cell phones, cameras or electronic tablets shall be used during meetings.
15. A committee of three, appointed by the president and listed in the printed program, shall approve the minutes of convention.
16. Copies of all reports and materials shall be filed with the secretary for the Proceedings.
17. Adopted amendments shall take effect at the end of convention.

MINUTES OF THE THIRTY-EIGHTH ANNUAL CONVENTION OF THE
SOUTH CAROLINA STATE CHAPTER OF THE P.E.O. SISTERHOOD
The Thirty-Eighth Annual Convention of the South Carolina State Chapter of the P.E.O. Sisterhood convened at 1:00 pm on Friday, May 19, 2017, at the Embassy Suites Hotel in Columbia, South Carolina. Chapters AJ, I, L, O, and U served as hostesses.
“The P.E.O. March” was played during the processional for the State Executive Board, the Representative of International Chapter, the Member of Honor and Past State Presidents.
The meeting was called to order by President Jane Prince, Chapter AQ, at 1:00 pm.
Barbara Harriman, Chapter AJ, delivered the invocation.
Treasurer Liz Shands, Chapter H, led the Pledge of Allegiance, after which Vice President Valerie Krupp, Chapter G, led the singing of “O Canada” and the “Star Spangled Banner”.
The president welcomed all on behalf of the Executive Board of South Carolina State Chapter. She noted that she hoped that delegates would report back to their chapters that indeed, “P.E.O. is Love in Action”.
Head Guard, Angie Harding, Chapter AQ gave the report of the guards. The president introduced the guards: Helen Dahl, Chapter BO/WI, Stacy Breeden, Chapter CQ/WI, Janet Tirone, Chapter AQ, and Peggy Hamilton, Chapter KM/IL.
President Jane Prince introduced her pages: Dede DeWitt, Chapter CG/WI, and Mary Snyder, Chapter CQ/WI.
The first credentials report was given by Credential Committee Chairman Ann Ackley, Chapter AN. She reported 111 members of convention entitled to vote. Valerie Krupp moved that the report be adopted. The motion was seconded by Stephanie Price, and, there being a majority in the affirmative, the report was adopted.
A quorum being present, the president declared the thirty-eighth convention of the South Carolina State Chapter opened in due form and ready for the transaction of business.
President Jane Prince led the singing of the Opening Ode, followed by the reciting of the Objects and Aims, led by Organizer, Stephanie Price, Chapter B, Aiken.
President Jane Prince and Vice President Valerie Krupp led the devotions with a song entitled “Give it Away”
Jane introduced and welcomed Sue Baker as the Representative of International Chapter. Sue is an Ohio Past State President and currently serves as First Vice President on the Executive Board of International Chapter.

Jane also introduced and welcomed Member of Honor Eleanor Huey. Eleanor is a member of Chapter W, Beaufort, and a past state president of South Carolina. She currently serves the International Chapter as Chairman of the P.E.O. STAR Scholarship Board of Trustees.
President Jane Prince introduced each of the 20 past presidents of South Carolina State Chapter in attendance. Greetings will be sent to those past presidents not in attendance.
Visiting Past State Presidents were recognized by the president.
Jane then introduced the members of the executive board: Secretary Jeanne Joslin, Chapter AA, Treasurer Liz Shands, Chapter H, Organizer Stephanie Price, Chapter B, and Vice President Valerie Krupp, Chapter G.
The president announced that Sue Baker, Representative of International Chapter would serve as convention parliamentarian.
Secretary Jeanne Joslin moved that the rules of convention, as printed in the program, be adopted. Treasurer Liz Shands seconded the motion and it was adopted.
Jeanne also moved the adoption of the printed program. The motion was seconded by Liz Shands and adopted.
President Jane Prince reminded sisters that Rule #14 was in effect and there was to be no cell phone use.
The members of the Committee to Approve Minutes of Convention were introduced and thanked for assisting the secretary with the minutes. They were: Katherine Schwandt, Chapter AC, Amanda Underhill, Chapter H and Martha Goodlet, Chapter F.
Following the introduction by President Jane Prince, the Representative of International Chapter Sue Baker presented the keynote address entitled “Women Are Jewels”. The president thanked her for her inspiring message.
Secretary Jeanne Joslin read a letter from Beth Ledbetter, President of International Chapter of the P.E.O. Sisterhood.
Organizer Stephanie Price, introduced members of Chapter AQ, Bluffton, organized October 22, 2016 and members of Chapter AR, Mt. Pleasant, organized April 8, 2017. Stephanie moved that a charter be granted to Chapter AQ. Treasurer Liz Shands seconded the motion and it was adopted. Stephanie also moved that a charter be granted to Chapter AR. Treasurer Liz Shands seconded the motion and it was adopted. President Jane Prince presented the charters and Sue Baker brought greetings from International Chapter.
The President presented a certificate of appreciation to Chapters AO and Z to commemorate their giving birth to new chapters by granting Chapters AQ and AR consent.

Nominating Committee Chairman Debi Foshee, Immediate Past State President from Chapter AP, introduced her committee members, Marilyn Anderson, Chapter AF, and Betsey Warren, Chapter AP and gave the report. The president thanked the committee for its work. The next order of business was election of officers.
There being no further nominations from the floor, the nominations were declared closed.
There being no objection, the written ballot was dispensed with and a voice vote was taken. The entire slate as presented was elected as officers of South Carolina State Chapter for the ensuing year. Elected officers were:

The president announced the installation of new officers would take place during the afternoon meeting on May 20, 2017.
The report of the Amendments and Recommendations (A&R) Committee was given by Committee Chairman Pat McNeil, Chapter AK who first introduced Lee Churchfield, Chapter AN, who served with her.
The A&R Chairman presented the 2017 proposed amendments to the Bylaws of South Carolina Chapter. The following two amendments were considered seriatim.
1. Submitted by the Executive Board of South Carolina State Chapter (page BL-13)Amend ARTICLE XIV, Sec. 1, by striking out paragraph 2; and Sec. 2, by striking outsentence 2, so that if adopted ARTICLE XIV would read:
Sec. 1 – PROCEDURE. Amendments to the bylaws of South Carolina State Chapter shall be proposed only by local chapters, the executive board, or standing committees of the state chapter and shall be submitted in writing to the chairman of the Amendments and Recommendations Committee by January 15.
Sec. 2 – VOTE REQUIRED. The amendments were adopted.
At the direction of the A&R Committee, the A&R chairman moved the adoption of the following resolution:
Resolved: That the 2017-2018 Executive Board of South Carolina State Chapter be authorized to correct article and section designations, punctuation and cross-references and to make such other technical and conforming changes as may be necessary to reflect the intent of South Carolina State Chapter.
The resolution was adopted.
The next order of business was election of delegates to Convention of International Chapter.
By general consent, the list of nominees as printed in the convention program was not read. President Jane Prince noted that Vice President Valerie Krupp and Organizer Stephanie Price would also be delegates to Convention of International Chapter.
Secretary Jeanne Joslin read the names of Past State Presidents entitled to attend the 2017 Convention of International Chapter.
President Jane Prince announced the upcoming State Convention Hostess Chapter Rotation. Chapters have been reorganized geographically to have the opportunity to be closer together for planning. Sponsoring Chapters are:
2018: J, K, V, X, AO 2019: B, P, Y, AI, AP 2020: G, M, Q, AA, and AK.
Convention Chairman Karen Mauch made necessary announcements.
Karen Sherriff, Chapter AN, Co-chairman of Convention of International Chapter, presented information pertinent to training workshops planned after the adjournment of the meeting.
The president declared the convention adjourned until 9:00am, Saturday, May 20, 2017. She announced that special music would begin at 8:45 am.

SECOND MEETING Saturday Morning, May 20, 2017
President Jane Prince called to order the second meeting of the Thirty-Eighth Convention of South Carolina State Chapter at 9:00am.
Head Guard Angie Harding gave the report of the guards.
Ann Ackley gave the second credentials report. 115 members of convention were reported. Treasurer Liz Shands moved the adoption of the report and Secretary Jeanne Joslin seconded the motion, there being a majority in the affirmative, the report was adopted.
State Finance Committee Report President Jane Prince called attention to the copy of the budget provided each member of convention in the program. She introduced Finance Committee Chairman Gail Olive, Chapter S, who introduced other members of her committee: Deana Peterson, Chapter AC and Janet Tirone, Chapter AQ. Gail presented the committee’s report including information regarding review of accounts, study of audit, preparation of budget and recommendation for surplus funds.
The chairman then moved the adoption of the report. By general consent, the vote was divided into three parts and a majority voted in favor of each of the following:
(1) adoption of the budget,(2) transfer of surplus funds,(3) the remainder of the report.
The President stated that the adoption of the report approved the report of the treasurer.
Jane thanked the members of the Finance Committee for their careful attention to the financial details of the South Carolina State Chapter this past year.
President Jane Prince announced that the annual reports of the state officers were in the convention program. By general consent, the reports were not read and were filed with the secretary to be included in the Proceedings of Convention.

President Jane Prince announced that the Annual Report of Membership of Disbanded Chapters could be found in the Convention Program and would not be read.

By general consent, the programs for the Time of Remembrance, the Celebration Banquet, and the Golden Girls Luncheon will be included in the Proceedings of Convention.
Organizer Stephanie Price presented the Period of Instruction entitled “P.E.O. For a Lifetime.” The president thanked Stephanie for an informative program.
President Jane Prince recognized chapters celebrating special anniversaries of 10,15,20,25, and 35 years.
The membership numbers for the 2016-2017 year for the South Carolina State Chapter were announced by President Jane Prince. Seventy-two sisters transferred in, 36 transferred out, 83 were new initiates, 11 were reinstatements. There were 27 deaths and 65 sisters went inactive. She commented that she was please that chapters had shown that “P.E.O. is Love in Action”.
Jane recognized chapters who had reached specified membership and project goals during the year.
By general consent, the convention hall was opened to admit Golden Girls and their guests for the purpose of honoring all of our South Carolina Golden Girls.
President Jane Prince suspended Rule #13 so that photos could be allowed.
Secretary Jeanne Joslin proceeded to introduce the 50 Year Golden Girls. A photo presentation was shown while a brief biography of each sister was read. Certificates from international and marguerite daisy corsages were presented to each sister. The luncheon immediately following was in honor of all Golden Girls.

The Representative of International Chapter Sue Baker recognized Eleanor Huey, PSP, Member of Honor, who was honored by her sisters in Chapter W. They expressed their love for Eleanor by giving an honorarium, the “Eleanor Huey Named Star Scholarship”. Sue also shared the latest news from International Chapter.
Prior to leaving for the Golden Girls luncheon, everyone sang the “P.E.O. Grace” led by Vice President Valerie Krupp.
President Jane Prince announced that the Time of Remembrance would be held at 1:00 pm in the Convention Hall.
Announcements were made by Convention Chairman Karen Mauch.
The Golden Girls and their guests were escorted to the dining room.
The president declared the convention adjourned until 2:00 pm.
RECESS
The Golden Girls Luncheon was held in the Banquet Hall at noon. A special treat was a musical presentation of songs provided by violinist Donna Vandiver, Chapter L.
Time of Remembrance was held in the Convention Hall at 1:00 pm.

President Jane Prince called the third meeting of the South Carolina State Chapter to order at 2:00pm on Saturday, May 20th.
Angie Harding gave the final report of the guards.
Ann Ackley gave the final credentials report. 115 members of convention were reported. The president thanked Ann and her committee for their work during convention.
Convention Registration Chair, Kathy Franks, Chapter L, reported that there were 80 visitors who attended convention and 13 BILs.
Vice President Valerie Krupp thanked all of the project display chapters for a job well done. She then drew to select the chapters to provide displays for next year:

Valerie Krupp, newly elected South Carolina State President, accepted the gavel and asked the Representative of International Chapter to present the past president credentials to Jane Prince. Ginny Argue, Chapter I, Past State President, presented the past president’s pin to Jane Prince and escorted her to her seat with the other past presidents.
By unanimous consent, convention rule #11 was suspended to allow photos during the next item of business. An invitation to the Thirty-Ninth Convention of South Carolina State Chapter of the P.E.O. Sisterhood to be held in Columbia, SC on June 1-2, 2018, at the Embassy Suites was extended by hostess chapters J, K, V, X, and AO.
President Valerie Krupp accepted the invitation to the 2018 State convention on behalf of the South Carolina State Chapter.
The president announced that Rule #13 was back in effect and photographs were not allowed.
The guests of convention who were present for the Ceremony of Installation were introduced and escorted out of convention hall by the guards.
President Valerie Krupp shared her vision for the chapters of the SC State Sisterhood.
Representative of International Chapter Sue Baker gave a few closing remarks.
There was no unfinished business.
President Valerie Krupp announced committee appointments, which had been approved by the newly elected executive board. She explained that the committee lists would be posted on state website and in the Proceedings.
Convention Chairman Karen Mauch reminded convention participants to complete their evaluation forms so future hostess chapters could use them in planning conventions.
President Valerie Krupp reminded everyone of the 2017 International Convention Workshop to be held at the close of convention.
Following the president giving the benediction, the Thirty-Eighth Annual Convention of South Carolina State Chapter was closed at 3:40 pm.

ARTICLE I CONVENTION OF SOUTH CAROLINA STATE CHAPTER
Sec. 1. – MEMBERS. The convention of South Carolina State Chapter shall consist of the following active members, when present and registered:
Executive board Past presidents of South Carolina State Chapter Two delegates from each local chapter Historian Technology/Website Manager Chairmen of standing committees
Sec. 2. – TIME AND PLACE. The Convention of South Carolina State Chapter shall be held annually in April, May, or June. The date or dates and the meeting place shall be determined by the hostess chapters with the approval of the executive board. Local chapters shall be notified of the date and place chosen before March 1. If necessary, the president of the state chapter may change the date or place of the convention after consultation with the hostess chapters.
Sec. 3. – HOSTESS CHAPTERS. Hostess chapters for state convention shall be designated by the executive board four years prior to convention.
Sec. 4. – ELECTION OF DELEGATES. Two delegates and two alternate delegates from each local chapter shall be elected at the first meeting in March, and the names shall be sent immediately to the president and the secretary of the state chapter and to the convention treasurer of the state chapter. The president shall be elected the first delegate when feasible. The first alternate fills the first vacancy.
Sec. 5. – REPORTS. Delegates shall give a report of the convention to their chapters within one month following convention.
Sec. 6. – FORMAL ACTION. An item passed by Convention of South Carolina State Chapter that must be implemented by local chapters shall become effective, unless otherwise ordered, at the close of convention and shall be implemented by local chapters upon receipt of an official notice from the state president.

REPRESENTATION IN CONVENTION OF INTERNATIONAL CHAPTER
Sec. 1. – DELEGATES. Delegates to Convention of International Chapter shall be chosen in rotation from groups of seven local chapters or major fraction thereof as designated by the president of the state chapter with the approval of the executive board.
Sec. 2. – NOMINATION AND ELECTION OF DELEGATES. Local chapters entitled to representation shall nominate a delegate and an alternate at the time of the annual election. Names of nominees shall be sent as required by International Chapter and shall be submitted to the following convention of the state chapter for election. Only those nominees who are members of that convention of the state chapter or of any previous Convention of South Carolina State Chapter shall be eligible.
Sec. 3. – VACANCY IN DELEGATION. A vacancy in the delegation shall be filled by the president of the state chapter who shall appoint: first, the alternate; second, a member of the chapter entitled to representation; third, a member from another chapter in the group; fourth, a member from the state chapter at large.
Sec. 4. – REPORTS. A personal report of the Convention of International Chapter shall be given in person by each delegate to the chapters in the group she represents within six weeks after Convention of International Chapter. If a report cannot be given in person, a written report may be authorized by the president of the state chapter. The delegate shall notify the president of the state chapter when all reports have been given. Past state presidents entitled to housing and meals at Convention of International Chapter may report to local chapters when requested by the state president.
Sec. 5. – PAST PRESIDENTS OF STATE CHAPTER. Designation of past presidents of the state chapter for whom housing and meals are to be paid by International Chapter shall be made by the past presidents in attendance at convention of the state chapter. The immediate past president shall be one of those selected, when feasible. A vacancy in the representation of past presidents shall be filled by the president of the state chapter.
ARTICLE III NOMINATION AND ELECTION OF STATE OFFICERS
Sec. 1. – ELIGIBILITY. To be eligible for nomination and election to the office of South Carolina State Chapter, a member shall have been duly elected, installed and served as president of a local chapter for one term (March to March). No two members of the same chapter shall serve as officers of the state chapter at the same time.
Sec. 2. – SEQUENCE OF OFFICERS. The sequence of state chapter officers shall be president, vice president, organizer, treasurer, and secretary.
Sec. 3. – TENURE. No officer shall serve more than two consecutive years in the same office.
Sec. 4. – NOMINATION OF OFFICERS. A nominating committee of three members, from different geographical areas, shall be appointed by the incoming state president at the beginning of her term of office. The member first named shall be the chairman.

A local chapter wishing to recommend an eligible member shall submit, with the candidate’s consent, her name and qualifications to the chairman of the Nominating Committee by February 15. The chosen nominee must be a member of the convention at which her name is presented.
At the following convention the Nominating Committee shall present names of one or more eligible members for each office. After the committee has reported, opportunity shall be given for further nominations from the floor for each office preceding the balloting for that office. Consent of all nominees must be obtained before their names are placed in nomination.
Sec. 5. – ELECTION OF OFFICERS. If there is but one nominee for each office called for in sequence, by general consent the written ballot may be dispensed with and the vote taken by voice vote. If there are nominations from the floor for an office, an elective ballot for that office shall be taken.
ARTICLE IV SPECIAL DUTIES OF STATE OFFICERS
In addition to those duties in the Constitution, Part Two, Article VIII, and in the Instructions to Officers of State Chapters, the duties of the officers of the state chapter shall be:
Sec. 1. – PRESIDENT. A. To appoint at the beginning of her term of office, with the approval of the executive board, a
member of the Amendments and Recommendations Committee, a member of theFinance Committee, a member of the South Carolina Educational Fund Committee, a member ofthe Cottey College Committee, a member of the Audit Committee, three members of theNominating committee, a member of the Membership Committee, a Historian every thirdyear, a Technology Website Manager every third year, and a member of the PhilanthropyCommittee.
B. To group local chapters, with the approval of the executive board, for the purpose of the officialvisit by the organizer and representation in and reporting of the convention of InternationalChapter.
C. To serve as ex-officio member, without vote, of all standing committees, except the NominatingCommittee.
Sec. 2. – VICE PRESIDENT
A. To serve as board liaison to the Cottey College, South Carolina Educational Fundand Philanthropy Committees.
B. To serve as board liaison to the past state presidents.C. To serve as an ex-officio member, with vote, of the Finance Committee.D. To attend the Cottey College Seminar, when feasible.E. To distribute convention handbooks to hostess chapters.F. To be responsible for reciprocity matters and P.E.O. groups within the state.G. To serve as board liaison to the Membership Committee.H. To serve as program chairman of the projects luncheon held during the
convention of the state chapter.

Sec. 3. – ORGANIZER.
A. To make an official visit to local chapters every three (3) years after giving an advance notice ofat least thirty (30) days.
B. To visit each new chapter during the year following its organization.C. To examine local chapter yearbooks, to review local chapter bylaws and standing rules, and to
notify chapters of any errors.D. To serve as board liaison to a member of the Philanthropy Committee representing the STAR
Award and the P.E.O. Scholar Award philanthropies.
Sec. 4. – TREASURER.
A. To serve as an ex-officio member, without vote, of the Finance Committee.B. To provide the Finance Committee with the information needed for its work.C. To have books of the treasurer audited at the end of the fiscal year by an auditing committee
appointed by the president, with the approval of the executive board.D. To serve as board liaison to a member of the Philanthropy Committee representing the P.E.O.
Educational Loan Fund and the P.E.O. International Peace Scholarship philanthropies.
Sec. 5. – SECRETARY.
A. To have minutes of the convention of the state chapter approved by the presiding officer at theconvention before the minutes are printed in the Proceedings.
B. To have the Proceedings of convention and current bylaws of the state chapter compiled andprinted within three months following convention.
C. To furnish copies of the Proceedings and current bylaws of the state chapter to those named inthe Constitution, Part Two, Article VIII, Sec. 6, and to all members of standing committees of thestate chapter.
D. To notify local chapters entitled to representation of Convention of International Chapter byFebruary 1 of the year the convention is to be held.
E. To serve as board liaison to the member of the Philanthropy Committee representing the P.E.O.Program for Continuing Education philanthropy.
ARTICLE V FINANCE
Sec. 1. DUES The annual dues of South Carolina State Chapter shall be forty-one dollars ($41.00) per active member which shall be allocated as follows:
A. Twenty-six dollars ($26.00) for International Chapter dues, which includes six dollars ($6.00) forCottey College: and
B. Thirteen dollars ($13.00) for state dues, and two dollars ($2.00) for the International Travel Fund.

Sec. 2. – EXPENSES OF STATE CHAPTER CONVENTION.
A. Each local chapter shall pay a registration fee of ten dollars ($10.00) for each delegate, to be sent to the treasurer of the state chapter with the annual dues in March. At the time of registration, each visitor shall pay a registration fee to the state chapter that covers expenses of the materials provided the visitor; the executive board and the finance committee shall establish the amount.
B. South Carolina State Chapter shall provide three dollars ($3.00) per member on record March 1, payable to the convention treasurer no later than April 1 for use by the hostess chapters for convention expenses, to include rental for place of meeting.
C. South Carolina State Chapter shall pay for the following: printing of programs, Proceedings and Bylaws; lodging of executive board, chairmen of standing committees, and chairman of nominating committee; and all other expenses deemed necessary by the executive board.
D. The local chapter shall pay all expenses including transportation, meals, and lodging for its elected delegates to convention of the state chapter.
E. The hostess chapters shall pay for the following: all meals for the executive board, immediate past president, chairmen of standing committees, and chorus director when not otherwise members of convention; for badges, markers, and decorations; for speakers and entertainment for the BIL/Celebration banquet; for printing and mailing of invitations; and for all other items of expense not paid by the state chapter.
F. Expense forms for convention-related expenses of state officers, standing committee chairmen, chairman of nominating committee, or special committee chairmen shall be sent to the state treasurer for reimbursement no later than thirty (30) days following the close of convention.
Sec. 3. – EXPENSES OF INTERNATIONAL CHAPTER CONVENTION. South Carolina State Chapter shall reimburse travel costs to Convention of International Chapter, by the most economical mode of travel, for the following persons: state president and vice president, or their alternates; local chapter delegates; and past state presidents entitled to housing and meals. The executive board, with the approval of the finance committee, shall establish allowable transportation costs and other expenses for the South Carolina delegation. The executive board, with the approval of the finance committee, shall establish a rate for reimbursing delegates who travel to local chapters to report on Convention of International Chapter. Each delegate shall include a statement of her mileage with the notification to the president of the state at the completion of her reports.
Sec. 4. – EXPENSES OF EXECUTIVE BOARD. The state chapter shall pay all expenses incurred by the executive board or any proxies in transacting official business, which shall include traveling expenses to the convention of the state chapter, for organization of chapters, and official visits to chapters. Mileage rate shall be determined by discretion of the executive board.
Sec. 5. – EXPENSES OF STANDING COMMITTEES. The state chapter shall pay all necessary expenses of standing committees as authorized by the executive board.
Sec. 6. – EXPENSES OF ORGANIZATION AND VISITATION. The local chapters shall provide for the housing and meals of the organizer or her proxy at the time of an official visit. The state chapter shall pay expenses for housing and meals of the organizer or her proxy at the time of organization of a local chapter.

Sec. 7. – EXPENSES OF LEADERSHIP EDUCATION AND DEVELOPMENT (LEAD) CONFERENCE AND COTTEY COLLEGE SEMINAR. The state chapter shall pay, upon approval of the executive board, the necessary expenses of the representatives of the state chapter to attend the Leadership Education and Development (LEAD) Conference and the Cottey College Seminar when held.
ARTICLE VI SOUTH CAROLINA EDUCATIONAL FUND
Sec. 1. – ESTABLISHMENT. The South Carolina State Chapter shall establish a fund known as the South Carolina Educational Fund (SCEF) to be held in the P.E.O. Foundation. The purpose of the Educational Fund is to provide financial assistance to a qualified South Carolina woman desiring to attend Cottey College, a graduate of Cottey College, or a qualified undergraduate of a college or university in South Carolina accredited by the Southern Association of Colleges and Schools (SACS). The fund shall consist of voluntary contributions from individuals, local chapters, memorial gifts, bequests, capital gains, accrued interest, and appropriations from the state chapter. This fund shall combine the South Carolina Cottey College Scholarship Fund and the Louise B. Eargle Scholarship Fund.
Sec. 2. – ADMINISTRATION. The South Carolina Educational Fund Committee, a rotating committee of three active members of state chapter, shall administer the SCEF.
Accrued interest and capital gains from the South Carolina Educational Fund shall be awarded annually, as scholarships, according to policies of the committee and requirements of the P.E.O. Foundation.
A. Chapter contributions shall be made payable to South Carolina State Chapter with a notationthat the gift is for the South Carolina Educational Fund in the P.E.O. Foundation.
B. To be tax deductible, individual contributions shall be made payable to the P.E.O. Foundation andsent to the treasurer of International Chapter.
Sec. 3. – APPLICATIONS. Applications for scholarships may be obtained from the chairman of the South Carolina Educational Fund Committee. Deadlines for returning applications shall be set by the committee with approval of the executive board.
Sec. 4. – ELIGIBILITY. To be considered for a scholarship award, applicants must be legal residents of the state of South Carolina and be accepted for admission to Cottey College or an accredited college or university.
Sec. 5. – ANNUAL REPORT. The chairman of the South Carolina Educational Fund shall report annually to the convention of state chapter.

Sec. 6. – DISTRIBUTION OF FUNDS.
A. As first priority, the South Carolina Educational Fund Committee shall offer scholarships, knownas the South Carolina Cottey College Scholarships (SCCCS), to South Carolina residents whohave been accepted for admission to Cottey College.
B. As second priority, as funds are available, the South Carolina Educational Fund shall offerannually a scholarship known as the Louise B. Eargle Scholarship. Priority will be given tograduates of Cottey College. The applicant must:1. Have completed at least two years of college and be within two years of graduation.2. Have been accepted for admission to a four-year accredited college or university in South
Carolina for the purpose of pursuing a Bachelor’s Degree.3. Meet the qualifications set forth by the South Carolina Educational Fund.4. Demonstrate a financial need for the scholarship.
C. As a third priority, if funds are available, the South Carolina Educational Fund may offer ascholarship called the P.E.O. Palmetto Grant, to a first or second year student who is a resident ofSouth Carolina, who has been accepted for admission to or is attending a college or university inSouth Carolina accredited by the Southern Association of Colleges and Schools (SACS), andmeets the qualifications set forth by the South Carolina Educational Fund Committee.
D. If there are no applicants during a given year, the available funds shall be retained in the P.E.O.Foundation South Carolina Educational Fund.
ARTICLE VII STANDING COMMITTEES
Sec. 1. – AMENDMENTS AND RECOMMENDATIONS.
A. Appointments. The Amendments and Recommendations Committee shall consist of threemembers, each of whom shall be appointed for a term of three years. One member shall beappointed each year by the incoming president. The senior member in point of service shall bechairman.
B. In case of the appointment of an entirely new committee, the president shall designate thechairman, second, and third members. Should a vacancy occur, the terms of the appointedmembers shall be shortened accordingly, the appointment being for the longest remaining term.
C. No member may be appointed for two consecutive terms.D. Duties. The duties of this committee shall be:
To consider all amendments, recommendations, and resolutions to come before convention of state chapter. To put such proposals into correct parliamentary form and present them to convention of the state chapter. To send a copy of the proposed amendments, recommendations, and resolutions at least thirty days before convention of the state chapter to local chapters, members of the executive board, members of standing committees and past presidents of the state chapter.

shall be an ex-officio member, without vote, of this committee.E. Duties. The duties of this committee shall be:
To prepare a budget for the state chapter for the ensuing year and to present this budget for consideration at convention of the state chapter. To send a copy of the proposed budget at least thirty days before convention of the state chapter to each member of the executive board. To recommend to the executive board any transfer of funds. To consult with the executive board when necessary regarding expenses of state and International conventions.
Sec. 3. – COTTEY COLLEGE COMMITTEE
A. Appointments. The Cottey College Committee shall consist of three members, each appointed bythe president for a term of three years, one member to be appointed by the incoming presidenteach year and approved by the executive board. The senior member in point of service shall bechairman. The vice president shall serve as board liaison.
B. In case of the appointment of an entirely new committee, the president shall designate terms ofmembers and chairmanship of the committee.
C. No member may be appointed for two consecutive termsD. Duties. The duties of this committee shall be:
To promote Cottey College to South Carolina Chapters and prospective South Carolina Cottey College Students. To assist the local chapters by providing current information, assistance, and resources of Cottey College.
Sec. 4. – PHILANTHROPY COMMITTEE
A. Appointments. The Philanthropy Committee shall consist of three members, each of whom shallbe appointed for a term of three years. One member shall be appointed each year by theincoming president. The senior member in point of service shall be the chairman.
B. In case of the appointment of an entirely new committee, the president shall designate thechairman, second and third members. Should a vacancy occur, the terms of the appointedmembers shall be shortened accordingly, the appointment being for the longest term.
C. Each member of the state executive board shall be assigned as board liaison to one or more ofthe P.E.O. philanthropies that are part of the Philanthropy Committee: the P.E.O. Educational LoanFund, the P.E.O. International Peace Scholarship, the P.E.O. Program for Continuing Education,the P.E.O. Scholar Awards, and the P.E.O. STAR Scholarship. The vice president shall serve as

board liaison to the entire Philanthropy Committee. The organizer shall serve as board liaison to the P.E.O. Scholar Award and the P.E.O. STAR Scholarship philanthropies. The treasurer will serve as board liaison to the Educational Loan Fund and the International Peace Scholarship philanthropies. The secretary shall serve as the board liaison to the Program for Continuing Education philanthropy.
D. Each member shall be assigned the same P.E.O. Philanthropy or Philanthropies for the three- year period. No member shall be appointed for two consecutive terms.
E. Duties. The duties of the committee shall be:To promote each of the P.E.O. Philanthropies. To assist the local chapters by providing current information, assistance and resources.
Sec. 5. – SOUTH CAROLINA EDUCATIONAL FUND COMMITTEE.
A. Appointments. The committee shall consist of three members of South Carolina State Chapter,each appointed by the president for a term of three years, one member to be appointed by theincoming president each year and approved by the executive board. The member with the mostyears of service on the committee will serve as chairman. The vice president shall serve asboard liaison to this committee.
B. In the case of appointment of an entirely new committee, the president shall designate terms ofmembers and chairmanship of the committee.
C. Duties. The duties of this committee shall be:To provide an application form for the available scholarships. With the approval of the executive board, to establish the deadline for submitting applications, to determine the amount designated for scholarships, and to select candidates to receive scholarships from this fund.
Sec. 6. – HISTORIAN.
A. Appointment. The History Committee shall consist of one member who shall be appointed for aterm of three years by the incoming president.
B. Duties. The duties of this committee shall be:To collect and record data relative to P.E.O. in South Carolina. To serve as custodian of records and memorabilia which the historian and the executive board deem advisable to be retained by the state chapter. To include in the annual state convention report a resume of the annual letters written by local chapter presidents to the state president. To maintain the state program file and set up a display of the programs at convention.
Sec. 7. – MEMBERSHIP COMMITTEE.
A. Appointments. The Membership Committee shall consist of three members, each of whom shallbe appointed for a term of three years. One member shall be appointed each year by theincoming president. The senior member in point of service shall be chairman.
B. In case of the appointment of an entirely new committee, the vice president shall designate thechairman, second, and third members. Should a vacancy occur, the term of the appointedmembers shall be shortened accordingly, the appointment being for the longest remaining term.

D. The vice president of the state chapter shall serve as board liaison to this committee.E. Duties. The duties of this committee shall be:
To promote membership growth and nurturing and to focus on membership needs within the state. To assist the executive board by developing membership materials and serving as a resource concerning membership. To assist the local chapters by providing encouragement, assistance and resources.
Sec. 8. – TECHNOLOGY/WEBSITE MANAGER
A. Appointment. The Technology Committee shall consist of one member (Website Manager) whoshall be appointed for a term of three years by the incoming president.
B. Duties. The duties of this committee shall be:To set up, maintain, and edit the South Carolina State Chapter Website at the direction of the executive board. To provide a report for convention of state chapter.
Sec. 9. – AUDIT COMMITTEE
A. Appointment. The Audit Committee shall consist of three members each appointed for a term ofthree years. One member shall be appointed each year by the incoming state president.Senior member in point of service shall be the chairman. In case of appointment of an entirelynew committee, the state president shall designate the chairman, second, and thirdmembers. Should a vacancy occur, the terms of the appointed members shall be shortenedaccordingly, the appointment being for the longest remaining term. No member may be appointedfor two consecutive terms.
B. Duties. The duties of this committee shall be:To audit the state treasurer’s books between April 1 and the date of upcoming state convention. The chairman of the committee shall report on the audit to the convention of the state chapter.
ARTICLE VIII ORGANIZATION OF CHAPTERS
Sec. 1. – FORMATION.
A. See Constitution, Part Three, Article I.B. No new chapter shall be organized during the thirty days prior to the convention of the South
Carolina State Chapter.
Sec. 2. – MEETINGS. After the request to select a charter list has been received and approved by the organizer, a prospective chapter shall hold at least eight regular meetings before organization.
Sec. 3. – CHAPTER INITIATES. Each charter initiate shall be recommended by letter to the organizer of the state chapter from three active members of the Sisterhood. A P.E.O. may recommend no more t h a n three members to a charter list.

ARTICLE IX SPECIAL DUTIES OF LOCAL CHAPTER OFFICERS
In addition to those duties listed in the Constitution, Part Three, Article V, and in Instructions to Officers of Local Chapters, the duties of officers of local chapters shall be:
Sec. 1. – PRESIDENT.
A. To send a typewritten letter to the president of the state chapter by the end of February, giving indetail the increase or decrease of membership, average attendance, contributions to andpromotion of all P.E.O. projects and other philanthropic work, program features, social activities,spirit of cooperation, and interest in chapter life. This letter shall be read and approved at achapter meeting in February, and a copy shall be retained in the local chapter president’s box.Copies of this letter shall be sent to the organizer and historian of the state chapter, to non- residentmembers, and to resident members who are unable to attend meetings regularly.
B. To see that the convention delegates bring nine (9) copies of local chapter yearbooks to the stateconvention for the following distribution: one copy to each of the state officers; one copy each to thestate historian and the chairman of the state membership committee; one copy to the immediatepast president of the state chapter; one copy to the convention chairman for the ensuing year.
Sec. 2. – RECORDING SECRETARY.
To send in March, to the organizer of the state chapter, a complete copy of the chapter bylaws and standing rules on plain 8½ x 11 inch paper, listing the chapter, location, and date at the top, if they have been amended during the fiscal year. If the bylaws and standing rules have not been amended during the fiscal year, a letter stating “No Change” shall be sent to the organizer.
Sec. 3. – CORRESPONDING SECRETARY.
To submit immediately as required by International Chapter the death of a member.
ARTICLE X P.E.O. GROUPS
The following requirements are in addition to those stated in the Constitution, Part Three, Article XIV.
Sec. 1. – SUPERVISION. Each group shall be under the supervision of the vice president of the state chapter.
Sec. 2. – BYLAWS. Each group shall adopt bylaws consistent with the laws of the Sisterhood.
Sec. 3. – FINANCE. P.E.O. Groups may have savings or other interest-bearing accounts.

Sec. 4. – REPORTS.
A. The financial report required by International Chapter shall be submitted by March 10th.
B. The report of election for officers and contact person will be submitted immediately after electionas required by International Chapter.
Sec. 5. – OFFICIAL VISIT TO GROUPS. Groups shall be visited by the vice president of the state chapter at her discretion.
ARTICLE XI RECIPROCITY GROUPS
Sec. 1. PURPOSE. Reciprocity Groups may be formed for the purpose stated in the Constitution, Part Three, Article XIII, Section 2.
Sec. 2. SUPERVISION. Reciprocity Groups shall be under the supervision of the vice president of South Carolina State Chapter.
Sec. 3. RECIPROCITY BOOK. Each group shall have a P.E.O. Reciprocity Book and shall follow the requirements, instructions and information therein.
Sec. 4. BYLAWS. Each reciprocity group shall adopt bylaws and standing rules consistent with the laws of the Sisterhood.
Sec. 5. REPORTS:
A. The report of election will be submitted immediately after election as required by InternationalChapter.
B. Each reciprocity group shall send the following to the vice president of the state chapter by March10:1. The financial report required by International Chapter.2. A copy of the current bylaws and standing rules of the group.
Article XII COTTEY COLLEGE
Sec. 1. – REIMBURSEMENT FOR A VISIT TO COTTEY COLLEGE. A South Carolina high school junior or senior student may be reimbursed for a one-time trip to Cottey College for the annual “C for Yourself” weekend or for one trip to visit Cottey College as established through the Cottey College campus admissions office. Reimbursement may be made from the International Travel Fund as determined by the executive board of South Carolina state chapter and the state Finance Committee upon presentation of a valid travel invoice.

ARTICLE XIII PARLIAMENTARY
AUTHORITY
The rules contained in the current edition of ROBERT’S RULES OF ORDER, NEWLY REVISED shall govern all meetings in matters not covered by these bylaws.
ARTICLE XIV AMENDMENTS
Sec. 1. – PROCEDURE. Amendments to the bylaws of South Carolina State Chapter shall be proposed only by local chapters, the executive board, or standing committees of the state chapter and shall be submitted in writing to the chairman of the Amendments and Recommendations Committee by January 15.
Sec. 2. – VOTE REQUIRED. These bylaws may be amended by a two-thirds vote of the members present and voting in convention of South Carolina State Chapter, provided that copies of the proposed amendments and recommendations shall have been sent at least thirty days before convention to those named in Article I, Section 1, of these bylaws.

STANDING RULES
1. All chapter yearbooks shall be prepared for and distributed at the annual state convention.
2. The executive board shall determine the requirements for local chapter yearbooks and shall informthe chapters of those requirements.
3. The chairmen of convention shall prepare a budget and present it to the state treasurer and statepresident by October 1 for approval of the executive board.
4. The chairmen of the convention of state chapter shall keep a notebook of duties and expenses ofthe hostess chapters. The record shall be sent to the vice president who will distribute copies to thehostess chapters for two subsequent conventions. A copy of an expense summary shall also besent to the vice president and the treasurer within thirty (30) days.
5. A. – PROCEDURE.Amendments to the Standing Rules of South Carolina State Chapter shall be proposed only bylocal chapters, the executive board, or standing committees of the state chapter andshall be submitted in writing to the chairman of the Amendments and RecommendationsCommittee by January 15.
B.– VOTE REQUIRED. These standing rules may be amended by a majority vote of the members present and voting in Convention of South Carolina State Chapter, provided that copies of the proposed amendments recommendations shall have been sent at least thirty days before convention to those named in Article I, Section 1 of the Bylaws of South Carolina State Chapter.

ANNUAL REPORT OF THE PRESIDENT
This officer performed her duties in accordance with P.E.O. Constitution and the South Carolina State Chapter Bylaws. She presided over all scheduled state executive board meetings and conference calls.
In July, this officer attended the annual LEAD (Leadership, Education, and Development) conference at the P.E.O. International Headquarters in Des Moines, IA. Building relationships and learning new ideas for our sisterhood made each day exciting and relative.
This officer also visited Alaska for the formation of the Alaska State Chapter. She met new sisters in that beautiful state and also celebrated this event with sisters from the lower 48. This was truly a once in a life time happening.
Visiting chapters was a wonderful opportunity for this officer to meet new sisters and listen to the needs and projects of our chapters. These visits helped tell the sisters that the board is open to questions and wanted to be available to all our members whenever they needed us. She also answered questions about the new web site and the need for better use of the internet.
This officer participated in the Low Country Founders Day luncheon and meeting in January. The program was enjoyable and, as always, there were new sisters to meet.
This officer sent out a quarterly Daisy Dispatch. This provided real news, updates, and information for the chapters.
And, this officer participated in the organizations of two chapters, Chapter AQ in Bluffton and Chapter AR in Mount Pleasant. It was wonderful to watch our state grow with such amazing women.
This past year has been exciting and rewarding. This sister is very thankful for the support and guidance she has received from so many who give of their time, talent, and support to our sisterhood. And, this officer could not have done this job without the support, love and understanding of her sisters in Chapter AO, Chapter AQ and many PSPs.

ANNUAL REPORT OF THE VICE PRESIDENT
The duties and responsibilities of this office, as stated in the Constitution of the P.E .O. Sisterhood and the South Carolina State Bylaws, have been fulfilled for the year 2016-2017.
This officer attended all meetings and conference calls of the executive board. She attended the organizational meetings of Chapter AQ, Bluffton in October 2016 and AR, Mt. Pleasant in April 2017. This officer was a proud participant taking the part of recording secretary for the ceremony of initiation. This officer attended the Columbia Reciprocity Founders' Day celebration and Founders· Day for the chapters in the Sumter area .
In the interest of frugality and to follow in the path of the excellent SC Webinar presented in early 2016 about navigating the International and South Carolina web sites, this officer created a webinar presentation for the general membership to assist them in navigating through the Red Membership Toolbox on the International web site. The presentation is available on the SC web site and explains every link/presentation/document in the toolbox for use by any member of the Sisterhood. Special thanks to Erin Fall and Debi Foshee for their assistance with recording and posting the web°inar on the state web site.
A highlight of this year was a trip to Cottey College in Nevada, Missouri and the opportunity to visit the Southeastern Suite. A CARE package of quarters and gift cards was sent to the Southeastern Suite of Robertson Hall in April. Many thanks to the SC Cottey Committee, Carolyn Heh, Amanda Underhill and AB Bohannon.
This officer corresponded with Buddy Chapters. This officer continued working with the hostess chapters J, K, V, X and AO on the 2018 Convention. This is a great group of chapters and everyone is stepping up to make it a wonderful convention.
This officer served as an ex-officio member of the Finance Committee during their budget planning meeting. This officer would like to thank Gail Olive, Deana Peterson, Janet Tirone and Liz Stands for their devotion to present a balanced budget. This officer served as board liaison to the South Carolina Educational Fund, Cottey College and Philanthropy Committee. Thank you to the SCEF Committee, Barbara Blasch, Barb Harriman and Jo Prange, as well as the Philanthropy Committee, Linda Murphey, Elise Mccasland and Jane Olson. These sisters were instrumental in keeping the local chapters informed about developments for their specific projects.
This officer made appointments for all standing and special committees for 2017-2018, the board approved them, and a handout is being provided at the end of convention. Preparations are being made to attend the LEAD Conference in Des Moines in July and to lead the South Carolina Delegation at Convention of International Chapter in September of 2017 in Charlotte, NC.
Throughout the year, this officer was honored to serve SC President Jane Prince in many and varied capacities. This officer is blessed and extremely thankful to have the unwavering support of Chapter G. Finally, this officer wishes to thank her family for their tireless support, help and compassionate understanding.

ANNUAL REPORT OF THE TREASURER
The duties and responsibilities of this officer were fulfilled as prescribed by the P. E. 0.
Constitution and the South Carolina Bylaws. This officer's duties included collecting all
monies, making deposits, writing checks to individuals and to the projects as requested
with approval of the President. Annual chapter reports were received from the treasurers
and duly processed and submitted to P. E. 0. International.
This officer attended all meetings of the Executive Board in person or via conference call.
With assistance from two Past State Presidents, Nanci !stock and Debi Foshee, to
address issues with the state Excel-based ledger, this officer prepared quarterly reports
that were submitted and reviewed by the Executive Board, Audit Committee, and Finance
Committee. Two new chapters were organized since our last convention-Chapter AQ
and AR-and this office had the pleasure of assisting in the organization meetings for
both chapters. South Carolina is now comprised by 43 active chapters and we increased
to 1556 members with 83 new initiates and 11 reinstated sisters as of February 28, 2017.
Chapter, reciprocity and group donations to the Philanthropies totaled $89,866.94.
This amount excludes gifts sent directly to the International or Cottey College and not
through the state treasurer.
This officer worked with the Finance Committee to prepare the budget for the next fiscal
year. At this officer's recommendation, the Finance Committee made a formal
recommendation that the system of accounting offered by International Chapter, QBE, be
purchased by the South Carolina State Chapter. With the approval of President Jane
Prince, the South Carolina QBE system has been purchased and this officer will assist
the incoming treasurer in transitioning to this new accounting system. The final task for
this officer is overseeing the Credentials Committee at the state convention in Columbia.
Finally, this officer thanks the Executive Board members for their help, support, and
patience. And this officer gives her heartfelt appreciation to her sisters in Chapter H who
have given her much love and encouragement in fulfilling her duties as treasurer.

ANNUAL REPORT OF THE SECRETARY
This officer thoroughly enjoyed her first year of service as secretary of the South Carolina State Chapter Executive Board! The duties and responsibilities of this officer were fulfilled as prescribed by the P.E.O. Constitution and the South Carolina State Bylaws. Included in these duties is acting as corresponding secretary of Disbanded Chapter A
This officer attended state board meetings, recorded official minutes and entered them into the Secretary's Book of Minutes. She submitted quarterly reports of activities and reimbursements requests.
Anniversary greetings, thank you notes, cards and emails were sent to individuals and chapters as appropriate. Letters and cards of sympathy were sent to the chapters and families of members entering Chapter Eternal. In addition, this officer corresponded as necessary with Gail Olive, PSP, in preparation for the Time of Remembrance at the 2017 Convention.
Changes in membership were reviewed, and a quarterly report of membership was provided to a11 members of the state board and the membership committee chair. All files and manuals werereviewed and updated as necessary.
This officer had the privilege of participating in the organization of two chapters; Chapter AQ, Bluffton, on October 22, 2016 and Chapter AR, Mount Pleasant on April 8, 2017. Although it's always exciting when a new chapter is organized, this officer's most favorite part was the quality time spent getting to know new sisters!
In January 2017, this officer attended the Founders' Day Celebrations with the Aiken County area chapters and also the Sumter area chapters.
The Annual Report to the Chief Administrative Officer of International was compiled by the information sent by the local corresponding secretaries. A copy of the report can be found in the convention kit.
A list of the Golden Girls from South Carolina was compiled and invitations sent. Golden Girl certificates were ordered from International and corsages were prepared for presentation at convention. All sisters who have achieved 50, 55, 60, 65, and 75 years of membership were lovingly honored.
This officer offers sincere thanks to all the patient and hard-working corresponding secretaries for their cooperation throughout the years. Also, this officer would like thank chapters who sent their monthly newsletters to the Executive Board - this officer enjoyed reading every one of them and may have shared some of your wonderful fund raising ideas with her own chapter!
This officer's final task for 2016 -2017 wm be to compile, print and distribute the Proceedings of the 2017 Annual Convention of the South Carolina State Chapter.
This officer would like to thank the state board and past state presidents for their continued guidance and loving support. This officer extends her sincere thanks to her Absolutely Awesome sisters in Chapter AA, Sumter, for their love and caring support throughout the year in fulfilling the duties of this office.

COTTEY REPORT
This Committee Chair has performed her duties in accordance with the P.E.O. constitution and the South Carolina Chapter by-laws. This includes promoting Cottey College to all South Carolina Chapters and prospective Cottey Students.
Aiken and Augusta Ga. chapters collaborate to participate in the CSRA College night at the James Brown Arena in Augusta. The chapters distribute Cottey information, answer questions, and follow up with telephone calls and e-mails to prospective Cottey students.
This Chairman thanks Amanda Underhill, Chapter H, Greenville, and A. B. Bohannon, Chapter I, W�stminsterfor their service on the Cottey Committee during 2016-2017.
A group of P.E.0. Sisters traveled to Cottey College in August 2016, for the Cottey Seminar. They enjoyed meeting with the new Cottey president, Dr. Jann Weitzel, seeing the campus, meeting students and staff and staying in the suites where students live.
Dr. Weitzel is pieased to announce the addition of four more baccalaureate degree programs and one new certificate program. The new programs will begin in the fall of 2017 and include degrees in Criminology, Women's Studies, Organizational Leadership and Secondary Education. A one-year certificate program in Administrative Office Technology will also be offered in the fall. With the new degree and certificate programs ''we will be able to open our doors to more women who have expressed an interest in these fields." said Dr. Weitzel.
Chapters in South Carolina generously gave Cottey College $13,262 in 2016-2017.

EDUCATIONAL LOAN FUND ANNUAL REPORT2016
The P.E.O. Educational Loan Fund (ELF), established in 1907, makes loans available to qualified women who desire higher education and are in need of financial assistance.Funds available for loans are always changing, and it is a revolving fund that can be affected by the number of new loans granted, loan repayments, and contributions from chapters and individuals. In 2015, the maximum loan amounts were increased, the time for repayment increased with a "grace period" included, and the interest rate remains the same at 2%.
In 2016, I wrote letters of congratulations and encouragement to SC chapters, and their recipients, who successfully sponsored women for ELF loans: AG-$15,000, F-$15,000, J-$20,000, and X-$12,000. I also wrote letters of congratulations to SC chapters, and their recipients, whose ELF loans were repaid in full: AC, AG, C, and H. These loan repayments totaled $35.000. By repaying loans on time, the women sponsored by these chapters have validated the trust placed in them, and the sponsoring chapters have kept communication open with regular contact and interest. All are to be commended. Also to congratulated are those chapters who contributed to this fund this year.
This particular project is healthy with funds available. Many more women are searching the internet for funds for education, whether loans, grants, or scholarships. When they find P.E.O. and submit an inquiry for a particular fund, the International Office sends out a notification to all SC Chapter presidents with the interested applicant's contact information. I would encourage all chapters to be aware of this, and reach out to the person requesting further information, if she is in your immediate area of the state. In many instances, this contact has produced a very favorable result.
The ELF loan application process is now online. Our international website has many tools for advertising this loan, and for chapter education. I encourage you to visit it for program ideas, as well as the most recent information on the ELF philanthropy.
A special thank you to Chapter Al/Aiken for the ELF display at our convention. Thank you for this opportunity to serve SC P.E.O. in this capacity.

P.E.O. STAR SCHOLARSHIP ANNUAL REPORT
2016-2017
The P.E.O. STAR Scholarship was established to provide scholarships for exceptional high school senior women to attend an accredited post-secondary educational institution in the United States or Canada in the next academic year.
This STAR Scholarship is a non-renewable $2500 scholarship for graduating high school senior women. Each Chapter is limited to one application per year. Chapter recommendations and letters are submitted online only between September 1 and November 1.
There are also "Endowed P.E.O. STAR Scholarships" which may be established in honor or memory of an individual or chapter. The funds are held in the P.E.O. Foundation with the principle not expended. Also, a one-time gift of USD $ 2500 may be designated as a "Named P.E.O. STAR Scholarship" in honor or memory of an individual or chapter and must be received by the P.E.O. Executive Office no later than December 1 to be awarded in the ensuing academic year.
We have one "Named STAR Scholarship" this year that has been awarded to a recipient recommended by a South Carolina chapter. The "Eleanor Huey Named STAR Scholarship" has been awarded to Janelle Green, who was recommended by Chapter Z in Mt. Pleasant. The funds for this "Named STAR Scholarship" were generously donated by South Carolina Chapter W in honor of their sister Eleanor Huey, the current Chairman of the STAR Scholarship Board of Trustees.
This year, 520 of the 1868 recommended candidates have been selected to receive STAR Scholarships. Of the 19 recommendations received from South Carolina chapters, 5 were selected as recipients. These young women have the necessary scholarship, talent, achievement and recognition to be awarded the STAR Scholarship:

The total contributions each year to the STAR project from our chapters internationally determines the number of scholarships that can be awarded. This project is our youngest one and started without an endowment. In 2016, there was a request to all chapters to give an extra amount to STAR and earmark it for endowment. It appears that we are on track to making the endowment happen! Thank you sisters for your continued support!

South Carolina Educational Fund
The South Carolina Educational Fund provides financial assistance to qualified South Carolina women who attend either Cottey College or an accredited South Carolina college or university. The fund is made up of three scholarships: the South Carolina Cottey College Scholarship, the Louise B. Eargle Scholarship and the PEO Palmetto Grant. The amount available for scholarships varies each year depending on the accrued interest and capital gains of the fund. The amount available for 2017-2018 is$6700.00.
The committee met at the home of Barbara Blasch on April 6th to review applications and made decisions on the scholarship awards. The decisions were unanimous.
South Carolina chapters submitted five candidates for South Carolina Educational Fund Scholarships in 2017. There were no applicants for the S.C. Cottey College Scholarship. Two applicants qualified for the Louise B. Eargle Scholarship while three qualified for the PEO Palmetto Grant.
The committee is very pleased to offer all five of our candidates funding for the 2017- 2018 academic year. We have awarded of scholarships according to financial need, as is specified by our fund. Caroline Keinath is awarded $500.00 and will be entering the University of South Carolina Honors College and will be working toward becoming a Physical Therapist. Caroline Waldrop is also awarded $500.00 and will be entering Anderson University with the goal of becoming an Elementary School teacher. Mary Margaret (Maggie) Herring is awarded $1000.00 and will be returning to Clemson University as a sophomore majoring in Language and International Trade. Mallory Banks is awarded $1000.00 and will be a Senior in Accounting at the College of Charleston. Rebekah Jones is awarded $3500.00 and is returning to Coastal Carolina University as a Junior working toward her CPA.
Formal notices of our award decisions have been submitted to the PEO Foundation and have been approved. We are now waiting for the applicants to return their acceptances.
Thank you to all the chapters that sponsored these wonderful South Carolina women for scholarships this year. We also thank the chapters that have made donations to the fund this year. Thank you to Chapter P for the display this year. It has been a privilege to serve on the SCEF for the past 3 years.

REPORT OF THE FINANCE COMMITTEE 2017-2018
In accordance with the duties defined in the the P.E.O. Constitution and the Bylaws of the South Carolina State, Chapter, the Finance Committee submits the following report.
Reports of State Officers, Trustees and Committees containing accounts of receipts and expenditures of State Chapters funds have been examined.
At the time of the one meeting of the Finance Committee via a conference call on Monday, April 10, the Audit Report was not available for review. The State
Treasurer reported that the audit had been completed on Saturday, April 8th•
The Finance Committee met once via conference call to discuss the budget for 2017-2018. Copies of the Budget for 2016-2017 was sent to the South Carolina State Board and to the Representative of International Chapter. A copy of this budget can be found in the delegate convention packets.
Budget highlights include:
o Local chapters were asked in 2016-2017 to cover the costs of the GoldenGirls certificates, recognitions, and lunches. The budget for 2017-2018includes revenue and expense lines for Golden Girls
o Due to some problems with the excel spreadsheet, QuickBooks will bepurchased from International from savings and use begin April 1 under theleadership of the current state treasurer. This purchase includes sometraining and per hour support if needed
o Transfer of funds to the International Travel Account will include funds fortwo years in the amount of $6,148
In addition, it is recommended that an interim audit shall be completed if the State Treasurer leaves prior to the end of their term of office. Rationale for this is to protect the outgoing and incoming officer for any errors made during their term of office.
The proposed budget is hereby submitted to the Convention by the Finance Committee for adoption.

STATE HISTORIAN ANNUAL REPORT2016-2017
As your current State Historian, I want to thank our former Historian, Robbie Knox, for her assistance in the transition of my taking over as your State Historian. I also want to thank my very dear friend, Chapter AQ sister, and your State President, Jane Prince, for her invaluable assistance and patience during this past year.
In reading all the Chapter President letters, I am amazed at all the work and fun that has taken place this past year. Even though I want only to mention a few outstanding events, I want all Chapters to know they have made an extremely positive and eventful stride in raising funds for all the projects. Also, through their love and.devotion to each of their sisters, they provided much support and love when it was needed.
A few things that warrant mentioning are as follows:
The BIL tie was sent to Chapter AA in Sumter, in remembrance of their late sister, Virginia Ray, who had started this tradition. This tie was then given to Virginia's children in her memory.
Chapter R in Greenville had two sisters who sang at Carnegie Hall with their church choir. What an amazing time for these sisters.
When I took on the responsibility of your State Historian I acquired six (6) giant plastic tubs of historical items. I immediately realized I needed more space at home. I told my husband we would either have to add another room or take over one of our spare bedrooms, which I opted to do, and turned our spare bedroom into my P.E.O. workroom.
My main and most important accomplishment this year was contacting other State Historians and found out that one of them was able to archive some of their past history at their state college. With the approval of our State President, Jane Prince, I contacted the South Carolina University in Columbia, and got approval from their library to archive some of our state history with them.
These historical items will be available for anyone who may need to review or copy any of this information in the future, through the University library.

REPORT OF THE MEMBERSHIP OF SOUTH CAROLINA STATE CHAPTER
2016-2017
The duties of the membership committee are to promote the growth and nurturing ofP.E.O. and to focus on the membership needs within the state of South Carolina. We assist local chapters through encouragement providing resources and any other assistance we can give.
Growth in South Carolina this year has been amazing with a new membership count of 1556 sisters.
The 2016-2017 goals for the state of South Carolina included a chapter Net One gain in membership. Twenty - two chapters reached this goal of Net One with five chapters having a Net Zero gain. Only fifteen chapters had a loss but we are confident that this will change in 2017-2018. The state had a net gain of thirty-eight new members.
Another 2016-2017 state membership goal was to increase membership by organizing at least one new chapter. Chapter AQ, Bluffton was organized in the winter and Chapter AR, Mt. Pleasant was organized in April. There are whispers spreading that another chapter will soon be coming to the Rock Hill/Fort Mill area.
All states were additionally challenged by the International Board to have no disbanded chapters during the 2016-2017 year. The state of South Carolina has accomplished this with the continued growth and strength of Chapter F, Greenville. The committee can report that Chapter F has 10 new members, a complete slate of officers and two delegates at this convention. Congratulations!
During the year the membership committee helped support and recognize each local chapter's efforts to increase membership by e-mails and sending notes of congratulations. Each chapter with a net gain will find a vase of flowers at their table to represent their increase in membership and a display was prepared for The South Carolina State Convention in Columbia. The committee also consulted with Varlie Krupp, Vice President of the South Carolina State Chapter and State Board advisor to the membership committee on producing a membership webinar to enhance membership growth within the state.
Membership Programs promoted throughout the year included: Introduce Your Family To P.E.O.; Let's Go Find Others; and Wear Your Pin Day.

REPORT OF THE NOMINATING COMMITTEE
The nominating process for the South Carolina State Executive Board began in December of 2016. All chapters were contacted with an explanation of board requirements and to request nominations. Past state presidents and executive board members were also encouraged to submit names for consideration.
In January, current treasurer Liz Shands notified the committee of her decision to leave the board after the 2011 convention due to a career promotion that would require more of her time. The other officers were then contacted and it was determined that the current secretary would move up to organizer for the following year and the committee would nominate both a secretary and a treasurer. All other current board members wished to have their names placed in nomination for a succeeding office for the 2017-2018 year.
The Nominating Committee of Debi Foshee, AP, PSP; Marilyn Anderson, AF; and Betsey Warren, AP, then reviewed the list of possible candidates from last year's committee as well as potential nominees presented by chapters around the state. Through numerous phone meetings with each other and interviews with potential candidates, the committee selected two extremely well-qualified candidates: one for secretary and one for treasurer.
The P.E.O.s in South Carolina should be proud of the 2016-2017 South Carolina State Chapter Executive Board for their service and commitment to the Sisterhood.

NOMINEE for TREASURER
Cindy Ashworth
Cindy Ashworth was born in Greenville, OH, and was initiated as a first generationP.E.O. in 1991 into Chapter DG in Kingman, Kansas. Cindy has held the positions of chaplain, guard, president, and corresponding secretary. She was previously on the South Carolina State Executive Board and held the positions of Recording Secretary, Corresponding Secretary, Treasurer, and Organizer. Then, due to her husband's job, they moved and she had to resign from the state board. She has always hoped to return to the board, and she is passionate about the P.E.O. mission.
Cindy is a charter member of Chapter AJ in Greenwood. Her daughters Ashley Landreth and Laura Snelling became Chapter AJ sisters in 2007. Her sister, Jennifer Moore is a member of Chapter CW/OH, and sister-in-law Lisa Ashworth is a member of Chapter K/NC. Cindy has also been an active member of Chapter J/SC and Chapter IY/KS.
Cindy is married to John who travels frequently with his job as Regional Sales manager with International Stock Food. They have three children. Cindy loves vacationing at the beach and is a member of Rock Presbyterian Church.
Cindy has a BS in Elementary Education from Wright State University (OH) and a Masters of Education in Administration & Supervision from Clemson University (SC).

Barb Harriman
In 2004, Barb was initiated into P.E.O. Chapter D, Hawaii by her aunt. She did not have an opportunity to hold office in Hawaii as Chip, Barb's husband, retired from the Air Force the next year. Barb spent four years working in Colorado at the Aspen School District before moving to Summerville, South Carolina to be closer to family members. She transferred her membership to Chapter J in 2012 and has served as recording secretary, technology chair, state convention delegate and president in addition to serving on the State SCEF committee, and the 2018 State Convention Committee as co-chair.
Barb received her B.A. degree in Religion and Philosophy from Principia College in 1973 an'd returned to the University of Denver for her teaching credentials in 1983. She then taught students as well as fellow teachers for the next fifteen years before receiving her M.A. degree in Educational Technology from Pepperdine University. Barb and Chip havetwo children, six grandchildren and are both retired. Barb loves gardening, baking with hergrandchildren, traveling and sharing relevant technology knowledge with others.

REPORT OF THE TECHNOLOGY TEAM
The Technology Team had a very productive year. We continued to expand and maintain the new state website, all the while learning more and more. We encouraged chapters to submit information and photos of their events and were able to post that for all to enjoy. We even videotaped one Founders’ Day program and posted that, too. We truly hope this provides inspiration and encouragement to many local chapters.
The team also assisted the state board in producing the spring webinar that is now posted on the website. This training webinar was hosted by Vice President Valerie Krupp who did a great job explaining tools for membership! Just click on “Workshops & Webinars” in the Quick Links menu to find it and watch. It’s posted along with last year’s training webinar that shows you all around the state website. These are wonderful tools for everyone to use - at any time, night or day - to learn how to find resources to help your chapter. We hope you’ll use them and we hope you’ll let us know other information that would be useful to you. The team learns a lot doing more and more of these projects, and as we get more proficient it’s easier and quicker to produce and post for you. So we encourage everyone to be imaginative and think of content for the website that will benefit chapters in all sorts of ways. It’s no longer difficult to share your successes with all your sisters!

2017 CONVENTION OF INTERNATIONAL CHAPTERCOMMITTEE REPORT -- SC
Planning for the 2017 Convention of International Chapter has continued with regular Executive Committee meetings, full committee chairmen meetings, tours of the facilities, and individual committee meetings across the two states.
All committee chairs have been appointed, and we extend a big THANK YOU to all those who volunteered to chair or co-chair a committee:

The Executive Committee and Committee Chairmen have presented programs at both state conventions, several chapters and reciprocity events in North and South Carolina. The Volunteer Training Chairman, Virginia Ives, has prepared a workshop for all volunteers which will be given at several locations across the two states, including both State Conventions. There is a meeting of the entire committee with International Representatives scheduled in early June to finalize plans.
All Committee Chairmen have made great preparations - contracts have been signed for entertainment and tours, attire for volunteers has been chosen, a special tote bag is being made, decorations have been determined, items have been purchased for the store – all with the help of committee volunteers. Schedules are in final stages and will be released on a staggered basis.
Everything is moving toward “Show Time” because “Nothing could be finer…”

REPORT OF THE SOUTH CAROLINA
PAST STATE PRESIDENTS’ GROUP
2016-2017
The annual meeting to the South Carolina Past State Presidents’ Group was held Friday, May 19, 2017, at the Embassy Suites in Columbia, South Carolina at 10:30 AM. Gail Olive presided as president.
Gail welcomed Sue Baker, Chapter EE, Ohio, First Vice President of International Chapter and Past State President of Ohio, our Representative of International at this year’s convention. Sue brought greetings from the International Board. She said that the state treasurer’s information is now on line and that South Carolina chapter has purchased the software program, QuickBooks. Several states now have an assistant treasurer, some volunteer and some paid, to help with continuity as the office holder changes.
Gail also welcomed Eleanor Huey, Member of Honor and our own SC PSP who is Chair of the STAR Scholarship Board of Trustees.
Twenty-one members were present: Gail Olive, Marji Warner, Robbie Knox, Julia Trask, Carol Coleman, Linda Manning, Barbara Finley, Naomi Taylor, Sandi Bateman, Susan Herin, Joyce Masters, Eleanor Huey, Barbara Adams, Karen Sheriff, Judy Lienemann, Jill Houston, Jane May, Jean Shearer, Nanci Istock, Ginny Argue, and Debi Foshee. Past State Presidents from other states that now belong to P.E.O. in South Carolina were invited to join us. In attendance was Jane Fritts, AN, Pennsylvania PSP.
The minutes of the June 3, 2016, meeting were approved as written. The treasurer’s report was accepted. Receipts included $120 in dues and donations. Disbursements of $120.00 included: $15.00 to SCEF in memory of BIL, Harvey Coleman; $25.00 to SC Education Fund in memory of PSP, Jean Steppe; $15.00 to Cottey College in memory of BIL, Oscar Towler; a gift of an emblem case to Chapter AR; and a contribution of $40.00 to SCEF (2016-2017 gift). This left a balance of $75.00 in the treasury.
CORRESPONDENCE: The following were read: a thank you from Chapter AQ for the emblem case given them by the PSP Group; a thank you from the Sponsorship Committee of the 2017 International Convention for the contribution of $1,000; acknowledgement for our contributions to the South Carolina Educational Fund in memory of PSP Jean Steppe and BIL Harvey Coleman; and to Cottey College in memory of Oscar Towler. Correspondence from PSPs from other states now living in SC--Lea LaRoche, GA; Carol Gibbons, CT; Gloria Otley, NJ; and Marti Healy, IN were read.
BUSINESS: Old Business: Dues were collected. Karen Sheriff, Co-Chair of the Convention of International Chapter to be hosted by North and South Carolina P.E.O.s in Charlotte, NC, September 28-30, 2017, gave an update on the event.
New Business: Ginny Argue and Debi Foshee were welcomed and initiated into the South Carolina PSP Group. Assisting Gail Olive in the ceremony were Barbara Adams, Jean Shearer and Linda Manning.
Election of officers for 2017-2018 was held. Jill Houston moved and it was seconded that Ginny Argue be elected president, and Marji Warner re-elected secretary/treasurer. A favorable vote was cast.
The PSPs entitled to go International in September are Jill Houston, Barbara Adams, Jane May, and Jane Prince.
Gail Olive reported that the Time of Remembrance will be Saturday afternoon, May 20, at 1:00 p.m. Final arrangements for the program were discussed. Gail Olive, Eleanor Huey, Judy Lienemann, Karen Sheriff, Jill Houston, Jane May and Marji Warner will participate in the program.
The PSPs present shared happenings in their lives in the past year.
The meeting was adjourned at ll:45 a.m. A blessing was said by Gail and lunch followed.
