NRW is a provider of specialist civil and mining services to the resources industry throughout Australia and beyond. Originating in the West Australian Goldfields in 1994, NRW now has numerous operations in the Pilbara and Mid-West regions of Western Australia, as well as the Northern Territory, Queensland and West Africa.

With global resource companies such as BHP Billiton, Rio Tinto and Fortescue Metals Group as its key client base, NRW has worked on projects such as Rio Tinto’s Brockman 4 Project, BHP Billiton’s Rapid Growth Project 5 (RGP5) and FMG’s Rail Network.

NRW’s reputation, experience and relationships with clients have resulted in it being a contractor of choice in the resources industry. NRW has a strong and visible commitment to sustainable and responsible business operations - including environment, safety, quality and Indigenous affairs.

NRW is an industry leader in its own right in Indigenous Affairs, with Indigenous employment ranging from 8.5% to 16% of the total direct employed workforce. NRW’s long-term approach to Indigenous Employment and Development is expressed in its Indigenous Employment and Development Policy and is supported by innovative initiatives such as the NRW-NYFL Joint Venture.

Ngarluma Yindjibarndi Foundation Limited (NYFL)

NYFL was incorporated in 2000, as a result of native title and land use agreements between the North West Shelf Gas Joint Venture partners and Woodside as operator.

Originally created as a vehicle to manage and distribute an annual payment, NYFL has since moved into other initiatives to broaden its revenue base and training, employment and business opportunities for its members.

The NRW-NYFL Joint Venture is a prime example of the pioneering approach that the Foundation has adopted in its pursuit of creating long term economic and business development opportunities for its members. The NRW-NYFL Joint Venture is a revenue-generating business opportunity, linked to training, employment and new business development for NYFL members and their communities.

The Objectives of the Foundation

The Foundation was established to promote the interests of the Ngarluma and Yindjibarndi people by:

• Creating and operating initiatives for social, cultural, economic, business and educational development.• Creating and operating initiatives for better health and well-being.• Developing, maintaining and providing assistance for education, advancement and training.• Preserving and enhancing the spoken languages of the Ngarluma and Yindjibarndi people. • Developing business enterprises through the provision of assistance in evaluating business opportunities,

the acquiring of business and management skills, and helping to develop successful business enterprises.• Developing, encouraging, maintaining and supporting social development programmes.

The Foundation invests some of its annual funds for the future and also distributes funds to NYFL members to assist in law and culture. The Foundation also contributes to sporting activities, documenting and recording of culture, language and history, funerals and compassionate support.

NRW Civil & Mining

NRW people are positive, practical, professional and forward-thinking in terms of the Joint Venture and more importantly, our people. Ours is a Joint Venture that is already in place and delivering results - unlike other partnerships that preclude any true sustainable benefit to Indigenous parties.

We value our name and we value our logo. NYFL would not want either to be aligned with any partnership that does not reflect the true value of our name and our logo. Our affiliation with NRW is both tangible and rewarding to the Ngarluma and Yindjibarndi people and one we will endorse into the future.

NRW’s partnership with NYFL will initiate a continual improvement in Indigenous resources, expertise and capacity in the region, delivering a sustainable and profitable entity to the local Indigenous community.

The NRW-NYFL Joint Venture

Community

NYFL will distribute part of the profits from each NRW-NYFL Joint Venture project to members and the community as deemed appropriate. This will include a wide variety of groups and causes, including the construction of an Aboriginal Cultural complex in Roebourne; defined education expenses for students at primary and high school; as well as support and assistance for local Indigenous businesses.

The Joint Venture was developed to provide sustainable business opportunities to the Ngarluma and Yindjibarndi people through the tendering and subsequent winning of civil and mining projects in their homeland.

NRW’s civil and mining expertise, combined with NYFL’s links to the Indigenous communities, allows for a unique approach to ensuring improved Indigenous training, education and employment in the Indigenous traditional lands.

How it works

NYFL’s direct contribution is comprised of trainees, experienced operators and Indigenous mentors. NYFL will also be responsible for the provision of Cultural Awareness training.

In addition, NYFL will manage the engagement of local Indigenous subcontractors including owner-operators (Indigenous businesses and Indigenous operators); as well as nominated non-Indigenous major suppliers and subcontractors.

NRW will provide management expertise, established processes (including financial and reporting systems), equipment, workshop facilities, and experienced operators. NRW’s experience and expertise will guarantee our clients surety of a safe and quality project delivery.

Employment and training

NRW have demonstrated their commitment to NYFL beyond the scope of the Joint Venture by providing training, education and employment of local community members via the NRW Indigenous programme, ‘Power Up’. This unique program has been designed as a ‘work ready’ program to specifically equip Indigenous people with the requirements to enter the civil and mining industry. NRW offers employment opportunities within the company following successful completion of the Program - these Indigenous NYFL trainees will then be placed in NRW-NYFL Joint Venture projects as they arise.

Re-Investment

NYFL will use part of the income from completed projects to increase their resource base from which they can contribute to future projects. These resources will be in the form of equipment and personnel, and NRW will further support NYFL by utilising the resources on other non Joint Venture projects when necessary. The aim is that over time, the capital equipment and resources that NYFL contributes to the Joint Venture will increase and allow the return on investment for NYFL to increase accordingly.

As a result of the first NRW-NYFL Joint Venture project - Rio Tinto’s Pannawonica Bridge Repair project - NFYL have already distributed a share of its profit amongst the NYFL community:

$1,000 worth of goods and services to each Elder, to assist in their day to day living.

$500 worth of educational materials including schoolbooks and uniforms, for each school age child to assist in their education and development.

The purchase of a Service Truck worth $300,000 that will now be utilised on subsequent Joint Venture projects as a NYFL contributed resource, increasing NYFL’s revenue.

THE WHARLu SONG

A great storm rose towards Ieramugado (Roebourne). The sea snake had come inland, the Gurran Gurran bird leading him. At day break Ieramugado (Roebourne) was under water.

The Yindjibarndi people thought they would be killed by the coastal sea snake (Wharlu) so they called up the freshwater snake from the Fortescue River to save them.

The snakes fought a long battle in the sky and the freshwater snake pushed the sea snake back to the sea and the Yindjibarndi people were allowed to stay in Ieramugado.
