2. Purpose. To provide Major Subordinate Commands (MSCs) and lower
echelons guidance on the KSARNG FY22 EPS cycle RFF process for
vacant positions in the grade of E-5 through E-7, E8 and E-9 fills,
special fills, exhausted list procedures, State- wide Vacancy
Annoncements (SWVA), AGR fills, Standby Advisory Boards (STAB),
removal from the Promotion Eligibility List (PEL) and Deployment
Manning Document (DMD) promotions.

3. The following guidance may change due to system capabilities
and/or mission requirements. Updates will be published as an
approved change to the LOI.
4. The G-1 Enlisted Personnel section (G1-E) will publish the FY22
Promotion Eligibility List (PEL) on 15 October 2021. The PEL will
be published bi-monthly on Fridays for the remainder of the FY22
EPS cycle. All EPS actions will be processed through an Integrated
Personnel & Pay System – Army (IPPS-A) Help Center Case.
Requests received outside of IPPS-A will not be processed.
5. Identifying Vacant Positions.
a. The G1-E will process a Position Vacant Report (PVR) monthly.
The report is processed through the IPPS-A Assignments tile,
Assignment Reports tab.
b. The G1-E will send the PVR, by the third Thursday of every
month, to the MSC provider group through an IPPS-A Help Center Case
– “RFF case.” The RFF case is created through the IPPS-A Member 360
View tile, on behalf of the MSC point of contact (POC). A suspense
date for return of the RFF case with PVR to the “NGKS G1 EPS”
provider group will be noted in the RFF case problem summary
field.
c. Upon receipt of the RFF case, the MSC will cross-reference the
PVR with a current Assignment Detail Report (ADR). The ADR is
processed through the IPPS-A Assignments tile, Assignment Reports
tab. The MSC will cross-reference for the following:
(1) Position numbers shown on both the PVR and the ADR. If a
position number is on the ADR, it is no longer vacant. A control
number cannot be issued for the position. The MSC will update the
remarks column of the PVR for the position as “NO LONGER
VACANT.”
(2) Soldiers in the grade of E-5 through E-7 whose position title
is “Standard Excess” or “Excess due to MTOE Change” on the ADR. No
control numbers can be issued to the Unit Identification Code (UIC)
and grade that contain Soldiers whose position title is “Standard
Excess” or “Excess due to MTOE Change” on the ADR. Soldiers with
the reference postion are considerd excess NCOs. The MSC will
update the Remarks column of the PVR for the UIC and all positions
within the excess NCO’s grade as “EXCESS NCO.”
(3) Active Guard Reserve (AGR) positions. AGR position guidance is
outlined in reference 1i for appropriate actions prior to
requesting RFF issuance. The remarks on AGR positions will be
“AGR.” See annex D for AGR RFF procedures.

d. After cross-referencing the PVR with the ADR, and updating the
remarks column on the PVR, the MSC will distribute the PVR to lower
echelons for available position remarks. Once the PVR is returned
to the MSC with available position remarks, the MSC will attach the
PVR to the RFF case under the notes section. The MSC will assign
the RFF case to the “NGKS G1 EPS” provider group by the suspense
date.
e. Control number issuance will be denied for the following (See
enclosure 1):
(1) MSC returns the RFF case to the “NGKS G1 EPS” provider group
after the suspense date.
(2) UIC has excess NCOs within the grade requested.
6. Control Number Creation.
a. The G1-E will issue control numbers and worksheets for vacant
positions from the PVR which have the remark “RFF.” Control number
issuance for requested position numbers will be in numerical order
by date and time stamp that each MSC returns the RFF case to the
“NGKS G1 EPS” provider group. The effective dates of control
numbers will be the date the MSC returns the RFF case. The sequence
of control number issuance will be ascending position number for
each MSC PVR. See enclosure 1.
b. The G1-E will draft control number worksheets for vacant
positions and add Soldiers that meet the preliminary eligibility
requirements from the current PEL. Special fill request control
number worksheet creation will follow the procedures outlined in
Annex A. If a position is vacant for 30 or more days with no
remarks on the PVR, the G1-E will take control of the vacant
position by issuing a control number.
c. Once all control numbers have been issued for an MSC, the G1-E
will upload the completed PVR to the RFF case, and notify the MSC
through email that the case has been completed.
d. The G1-E will send control number worksheets to the MSC through
an IPPS-A Help Center Case (control number case). The control
number case is created through the IPPS-A Member 360 View tile, on
behalf of the MSC POC. Once the control number worksheet has been
issued, and added to the notes section, the control number case is
assigned to the MSC provider group for review and selection.
7. Selection and Promotion Process.
a. Upon receipt of the control number case, the MSC or lower
echelon will verify promotion eligibility of Soldiers on the
control number worksheet in accordance with (IAW) reference
1a.

The first eligible and available Soldier will be selected for the
position. If a control number case is not returned to the “NGKS G1
EPS” provider group within 30 days, the G1-E will complete the
selection process without notice to the MSC.
(1) The only Soldiers who must be contacted for a letter of
acceptance or declination are those who are participating in the
Title 32 Active Guard Reserve (T32 AGR) program, those who are
participating in the State-Wide Vacancy Announcement (SWVA)
program, and Soldiers in flight status.
(a) Soldiers participating in the T32 AGR program are identified
with the active status program ID (ASP ID) of “IASTP_A” IASTP_E”
“IASTP_N” or “IASTP_F” in the IPPS-A Person Profile tile,
Assignment Information tab, Active Status Program section. The T32
AGR ASP ID row, Effective Status field must show “Active” for a
Soldier to be actively participating in the T32 AGR program.
Acceptance and declinations of AGR positions follows guidance in
reference 1a, 1c and AR 614-200.
(b) Soldiers participating in the SWVA program are identified with
the RES_ASCO “C4” in the IPPS-A Personnel Restrictions tile,
Restrictions tab. The RES_ASCO “C4” row must have a blank End Date
field for a Soldier to be actively participating in the SWVA
program. Once notification of the position is sent to the SWVA
Soldier, they will be given ten business days to respond.
Acceptance and declinations will be in writing from the Soldier by
either sending an email from their official military email account,
or by submitting a hand or digitally-signed letter. If the Soldier
fails to respond in the allotted time, it will be recorded as a
declination of the position. The Soldier will maintain list
standing on the PEL but will be ineligible for any future EPS
control numbers.
(c) Soldiers who are in a flight status are identified with the
special qualifications identifier (SQI) of “F” and is located in
the IPPS-A Person Profile tile, Skills tab. These Soldiers will be
given the opportunity to accept or decline promotions that would
remove them from their flight status without any effect on their
placement on the PEL. Once notification of the position is sent to
the Soldier in flight status, they will be given ten business days
to respond. Acceptance and declinations must be in writing from the
Soldier by either sending an email from their official military
email account, or by submitting a hand or digitally-signed letter.
If the Soldier fails to respond in the allotted time, it will be
recorded as a declination of the position. Acceptance and
declinations must be in writing IAW reference 1b. Soldiers who
decline will remain on the PEL.
b. The Soldier selected for the position will be identified by
adding “ELIGIBLE” to the remarks column on the control number
worksheet. An eligibility check for the Soldier selected is
required to be included in the description box before returning the
control number case to the “NGKS G1 EPS” provider group. See
enclosure 2.

The MSC will add the control number worksheet to the control number
case under the notes section, enter “SELECTION” following the
control number in the problem summary field, and assign the control
number case to the “NGKS G1 EPS” provider group. See enclosure
3.
(1) The G1-E will process control numbers in numerical order by
vacant position job code (MOS) and will verify that the selected
Soldier is eligible for the position. The G1-E will complete the
process by completing the applicable transactions
(transfer/promotion) then close the control number case.
(2) Soldiers who are enrolled in the STEP program are identified by
RES-ASCO “U5.” Soldiers will be counseled by the Commander of the
home UIC on STEP program requirements. The Commander must counsel
the Soldier before removal from the STEP program. Transfers of STEP
Soldiers are prohibited unless an Exception To Policy (ETP) is
granted by the Director of Personnel.
(3) If applicable, the gaining MSC will be responsible for
temporarily attaching the Soldier back to the previous UIC in order
to clear property and finalize any other items the unit deems
necessary.
c. If all Soldiers on the control number worksheet are ineligible
for selection, the ineligibility reason for each Soldier will be
identified in the remarks column. The MSC will add the control
number worksheet to the control number case under the notes
section. The MSC will add one of the following requests to the
control number case problem summary field following the control
number: “LIST EXHAUSTED CANCEL” to cancel the control number, “LIST
EXHAUSTED SWVA” to transition the vacant position to SWVA, or “LIST
EXHAUSTED RE-ISSUE” to request that G1-E issue a new control number
for the position (See enclosure 3). The MSC will then assign the
control number case to the “NGKS G1 EPS” provider group. The G1-E
will verify that all Soldiers on the control number worksheet are
ineligible for selection. Depending on the control number case
problem summary field request, G1-E may cancel the control number,
assign a SWVA control number (see Annex B for exhausted list
procedures), or issue a new control number with an effective date
of control number case return to the “NGKS G1 EPS” provider
group.
d. Declinations of promotions or selections must be submitted by
the Soldier in writing in the form of an email from the Soldier’s
official military email account or a hand or digital signed
letter.
(1) The MSC will send the declination document to G1-E in a Help
Center Case by creating it through the IPPS-A Member 360 View tile,
on behalf of the Soldier. The MSC will attach the declination
document in the notes section, enter “DECLINATION OF
PROMOTION/SELECTION” in the problem summary field, and assign the
case it to the “NGKS G1 EPS” provider group. See enclosure 3.

(2) If applicable, G1-E will revoke the promotion order.
(3) If applicable, the G1-E will add the date of declination to the
RES_ASCO “U5” End Date field.
(4) The Soldier will be reassigned to their previous position. If
the previous position is no longer vacant, the Soldier will be
reassigned to a position within the UIC that is equal to the
Soldiers’ grade and PMOS, SMOS, AMOS as identified in the IPPS- A
Person Profile tile, Career Management tab, Jobcode section.
(5) If there are no vacant positions that are equal to the
Soldiers’ PMOS, SMOS or AMOS, the Soldier will be reassigned to a
vacant position equal to their grade as unqualified. If there are
no vacant positions that correlate with the Soldiers’ grade, the
Soldier will be reassigned to a “Standard Excess” position, and
will be assigned to the first available vacant position equal to
their grade.
(6) After declination transactions are complete, the Soldier will
be removed from the PEL for the remainder of the FY22 EPS
cycle.
e. E-8 and E-9 vacancies will be filled through the Enlisted
Management Program (ECMP) IAW reference 1h. All ECMB
recommendations are approved by the Commander, Kansas Army National
Guard and are processed by G1-E utilizing a IPPS- A Help Center
Case within the “NGKS G1 EPM” provider group.

Annex A – Special Fill Requests 1. Special Fill requests are for
vacant positions within the KSARNG involving additional
prerequisites and/or assignment criteria to maintain unit
readiness. 2. Instructor positions at the Kansas Regional Training
Institute (KSRTI). a. First priority will be given to Soldiers
holding the applicable CPMOS (already qualified and holding a SQI
of “8”). This would be for specific MOS instructor positions for
classes taught (Examples are 88M and 68W). For non-MOS specific
instructor positions it would be MOS non-specific ranked by PEL
number to those holding "8" SQI. b. Second priority will be CPMOS
qualified Soldiers that have requested to be an instructor on their
IPPS-A Promotion Board Preferences but lacking the “8” SQI. c.
Third priority are Soldiers holding the CPMOS that did not request
to be an instructor on their IPPS-A Promotion Board Preferences and
are lacking the “8” SQI. This would be for specific MOS instructor
positions for classes taught (Examples are 92Y and 68W). For
non-MOS specific instructors it would be CPMOS non-specific ranked
by PEL number. d. As outlined in reference 1d. paragraph 2-22,
Soldiers selected for instructor positions will be stabilized for
36 months. The State Military Personnel Management Office (MPMO)/G1
will make the final determination in concert with the Commander of
the KSRTI in regards to stabilization waivers. Instructors may be
reassigned and or promoted within the KSRTI to other instructor
positions with less than 36 months stablization to fill higher
priority assignments. e. If a Soldier meets the qualifications but
does not wish to perform instructor duties, they will decline the
position/promotion (in writing) and will be removed from the PEL
list. 3. Officer Candidate School (OCS) platoon trainers/NCO
positions at the KSRTI require Soldiers to annually pass a
standard, three –event (no alternate events) Army Physical Fitness
Test (APFT) (further guidance will be published when ACFT becomes
the test of record). Soldiers with profiles preventing them from
taking the standard three- event APFT may not be selected or
promoted into these positions. However, Soldiers selected for the
OCS Instructor positons are able to have an alternate events. 4.
Soldiers assigned to Weapons of Mass Destruction Civil Support
Teams (WMD- CST) are governed by CNGBI 3501-00. Soldiers selected
for WMD-CST positions may not be promoted until they are both MOS
and SQI qualified for the WMD-CST position.

priority of fill will be to Soldiers awarded the “R” SQI. If a
Soldier meets the qualifications but does not wish to perform
WMD-CST duties, they will decline the position/promotion (in
writing) and will not be removed from the PEL list. 5. For flight
company positions, the following will apply: a. Soldiers will not
be promoted until a qualifying flight physical is approved. Once a
flight physical is approved, the date of rank will be the date the
requested control number was issued. It may take up to four months
before a qualifying flight physical is approved. b. If a Soldier
fails to attain a qualifying flight physical, they will return to
the unit in which they came from or to another available vacancy
and will remain on the PEL. c. If a Soldier does not wish to
perform flight duties, they will decline the selection/promotion
(in writing) and will not be removed from the PEL. 6. Aviation
Standardization for the 15 series career management field within
the 1st Battalion 108th Aviation Regiment: The G1-E will use the
following criteria for fill requests: a. First priority will be
given to Soldiers holding the CPMOS and holding an ASI of “N1.” b.
Second priority is to Soldiers holding the CPMOS but lacking the
“N1” ASI. 7. Sniper positions in the 1-635th Armor Regiment. G1-E
will use the following criteria for fill requests: a. First
priority will be given to Soldiers holding the CPMOS (already
qualified and holding an ASI of “B4”). b. Second priority is to
Soldiers holding the MOS, but lacking the “B4” ASI. 8. 11 Career
Management Fields (CMF) and 19 CMF Master Gunner Positions in 1st
Battalion, 635th Armor Regiment: G1-E will use the following
criteria for fill requests: a. First priority will be given to
Soldiers holding the CPMOS (already qualified and holding an ASI of
“J3”, “A8”, or “K8”). b. Second priority is to Soldiers holding the
MOS, but lacking the “J3”, “A8”, or “K8” ASI.

Annex A – Special Fill Requests (Continued) 9. 68W Flight Paramedic
Positions in the 1st Battalion 108th Aviation Regiment: The G1-E
will use the following criteria for fill requests: a. First
priority will be given to Soldiers holding the 68W CPMOS (already
qualified and holding an ASI of “F2”). b. Second priority is to
Soldiers holding the 68W CPMOS, but lacking the “F2” ASI. 10.
Soldiers assigned to the KSARNG Recruiting and Retention Battalion
are governed by NGR 601-1, Army National Guard Strength Maintenance
Program, dated 01 January 2019. 11. Promotion of personnel selected
for an AGR position after the promotion list was exhausted of AGR
personnel will be managed IAW reference 1i.

Annex B – Exhausted List Procedures 1. If all Soldiers on the
control number worksheet are ineligible, the following procedures
will be used to fill the vacant position. Units must request
exhausted list names through their MSC to G1-E. a. The exhausted
list will be comprised of Soldiers on the PEL with the CPMOS that
have selected a different region option. Soldiers who decline (in
writing) will not be removed from the PEL.
b. If a Soldier is not selected from the exhausted list, then the
control number will transition to a State-Wide Vacancy Announcement
(SWVA). c. SWVAs are posted on the Kansas TAG website

e. If the positon is unable to be filled, the vacancy will be
advertised nationwide on S1NET at

Instruction
1. The Statewide Vacancy Announcement (SWVA) procedures are
utilized to identify Soldiers available to fill critical NCO
vacancies which are unable to be filled through normal fill process
as outline in reference 1a, Chapter 7. SWVAs are posted on the
Kansas TAG website https://kansastag.gov/OPP.asp?PageID=557 .
2. Minimum Eligibility Requirements are as follows:
a. Traditional (M-Day) Soldiers may apply for all vacancies
advertised.
b. Must be a Basic Leaders Course (BLC) graduate, or equivalent
professional military education.
c. The Soldier must not be flagged or have circumstances where a
flag is warranted IAW AR 600-8-2.
d. Prior to applying for a SWVA, it is highly encouraged for
Soldiers to view the specifications of the vacant position/MOS.

3. Application Instructions are as follows:
a. Soldiers must compile the minimum required documentation for
application:
(1) Kansas Army National Guard State-Wide Vacancy Announcement
Application Cover Sheet. See enclosure 4.
(2) Letter of Interest indicating a desire to voluntarily transfer
to the advertised position.
(3) Resume.
(5) Official Transcripts (if applicable).
(6) Last five Noncommissioned Officer Evaluation Reports (NCOER, DA
From 2166-9-1 or DA Form 2166-9-2). See

b. Soldiers must scan the application as one packet in Adobe PDF
format, titled with the applicable control number underscore last
name (Example: 2021-SWVA- 001_SMITH).
c. Soldiers must send complete packets to
ng.ks.ksarng.mbx.enlisted-
[email protected]. The subject line of
the email must include the applicable control number underscore
last name (Example: 2021-SWVA-001_SMITH). Soldiers must provide all
of the required information and documents in the format as stated
in the cover sheet by the SWVA closing date. Failure to do so will
result in packet denial.
4. Selection for a SWVA is a voluntary change of MOS and will
terminate Selected Reserve Incentive Program (SRIP) contracts.
Soldiers should contact the Kansas Army National Guard Incentives
Manger at (785) 646-0155 to determine termination and/or recoupment
actions that may result from being selected for a SWVA.
5. Non-duty MOS qualified personnel must agree to become duty MOS
qualified within one year IAW 1d. Soldiers not holding the requiste
PME for promotion must agree to complete all PME requirements
within the prescribed time frame outlined in reference 1a table
7-4. The G1 may approve an extension beyond the prescribed
timeframes based on training seat availability or other extenuating
circumstances.
6. If applicable, Soldiers selected for a SWVA will be promoted
upon award of the Career Progression MOS, completion of requisite
PME and PEL standing.
7. Soldiers who have questions regarding eligibility requirements,
application instructions, or application contents should notify
their Readiness NCO or the SWVA control number point of
contact.
8. Applications will be reviewed upon receipt. Any incomplete
packets will be returned without action for the applicant to
correct and resubmit prior to the closing date.

G1-E will compile all of the applications and ensure minimum
requirements are met and forward the applications to the MSC for
selection though the IPPS-A Help Center Case.
9. MSCs are responsible for SWVA selections. All MSCs will conduct
a board for each SWVA advertised, reviewing all applications for
that positon. The board will be a paper board unless the MSC
requested an in-person selection board prior to the posting of the
SWVA. The requirement of an in-person selection will be annotated
on the SWVA announcement. MSCs with one applicant can waive a board
but it must be annotated in the worksheet.
10. MSC selections boards will:
a. At a minimum, be comprised of three Soldiers who out rank the
applicant. One board member must be the vacant unit’s First
Sergeant. This can be waived if the Battalion CSM or Brigade CSM is
present. See enclosure 5.
b. The SWVA Selection Board Score Sheet is required for all
interview types and selections. The MSC will have will one score
sheet for each applicant. See enclosure 6.
(1) Section 1- Application Review: The purpose of the application
review is to generate administrative points. It focuses on known
factors that can be determined by reviewing documents provided
within an application only. Examples of records review but are not
limited to experience within the duty position/MOS, military
education, time in service, civilian education and awards.
(2) Section 2 - Presence: This section will focus on
characteristics and attributes demonstrated by the applicant during
the course of the interview. This section is optional and is not
needed for paper boards. Examples of presence are but not limited
to military courtesy and professionalism, ability to communicate,
self- assurance/confidence, attitude and knowledge/understanding of
the position.
(3) Section 3 - Interview: This section will focus on topics
applicable to the advertised position. Questions/topics should be
developed that will help determine the applicant’s ability to
succeed if selected. The questions will be the same for each
applicant during the interview will be annotated in this
section.
c. The SWVA Announcement Board Sheet will be completed last. The
board recorder will complete the Selection Panel Composition page
and the Selection Board Order of Merit List (OML). Only the unit’s
First Sergeant, Battalion CSM or Brigade CSM can sign as the
Selection Official.

selected applicant with a home or record (HOR) greater than 50
miles from the duty position location.
e. MSCs are able to deny any applicant(s) but must provide
justification of denial in a memorandum signed by the President of
the Board routed through the Battalion and Brigade CSM.
f. The MSC will return selection packets to the IPPS-A control
number case and will include the SWVA Board Composition Worksheet,
SWVA Selection Board Score Sheet and mileage counseling (if
applicable). The SWVA Announcement Board Worksheet must be signed
by the Battalion and Brigade CSM prior to being submitted to the
“NGKS G1 EPS” provider group.
12. G1-E will complete the following steps to close out the
SWVA:
a. Forward all interview documents to the Land Component CSM. The
G1-E will obtain the Land Component’s CSM signature on the SWVA
Board Worksheet. SWVA Board Worksheets that are submitted for
approval outside the process will be returned to the MSC to be
added to the control number case.
b. Return documents and close out the control number case in
iPPS-A.
c. The applicable transactions (transfers, promotions).
d. Once a SWVA has closed, the positon will be removed from the
Kansas TAG website.

Annex D – Requesting AGR Control Numbers 1. The process to fill
Army AGR positions will be IAW 1i. 2. Requesting Control Numbers.
a. The AGR HRO POC will create an IPPS-A Help Center Case – (RFF
case) requesting a control number for the position. The following
are required in each RFF case: (1) “AGR RFF_JOB ANNOUNCEMENT
NUMBER” must be in the Problem Summary field. See enclosure 3. (2)
Position number, grade, MOS, UIC, and control number effective date
are required in the description field. b. AGR HRO POC will assign
the RFF to the “NGKS G1 EPS” provider group. 3. Control Number
Creation. a. G1-E will draft a control number worksheet for the
vacant position. The control number worksheet is then attached it
to the notes section of the RFF case. If no Soldiers meet the
preliminary eligibility requirements, the control number will be
considered exhausted. b. Problem Summary field is changed to match
the control number (example: 2022- E5-001) for a worksheet that has
eligible Soldiers. The Problem Summary field will be changed to the
“control number_EXHAUSTED” for worksheets that contain no eligible
Soldiers. c. RFF case is returned to HRO by assigning it to the
NGKS HRO provider group. If a control number is exhausted upon
creation, it is returned with “EXHAUSTED, PROCEED WITH HRO HIRING
PROCEDURES” in the description field. AGR HRO will hold the
exhausted control number case in the “NGKS HRO” provider group and
proceed with new hire procedures in accordance with reference 1i.
4. Selection and Promotion. a. HRO will verify promotion
eligibility of Soldiers on the control number worksheet and the
first eligible and available Soldier will be selected for the
position. If no Soldiers on the worksheet are eligible, the list is
exhausted. HRO will identify ineligiblity reasons for Soldier in
the remarks column.

selection from the control number worksheet or the new hire
selection memorandum is returned to G1-E. (1) When a new hire is
selected, HRO will attach the selection memorandum and DA 4187
(containing the Soldier’s start date) in the notes section of the
control number case. An eligibility check in the description box is
only required if the new hire will receive a promotion into the
position. See enclosure 2. (2) Before returning to G1-E, HRO will
adjust the problem summary field of the case to “Control
Number_SELECTION” and adds the eligibility check (if required) into
the description field (enclosure 2). Upon completion, the case is
returned to G1-E by assigning it to “NGKS G1 EPS” provider group.
c. G1-E will verify the ineligibility of the Soldier’s not
selected, the eligibility of the selected Soldier, process the
promotion (if applicable), assign appropriate ASCOs and close the
control number case. d. HRO will process all permanent and
temporary assignment transfers for AGR Soldiers.

Annex E – Standby Advisory Board (STAB)
1. The standby advisory board is used when a material error existed
in Soldier’s record or a Soldier was not considered by the annual
boards but met eligibility requirements IAW reference 1j.
2. Soldiers eligible for a STAB who are prior service gains,
inter-state (IST) accessed to the KSARNG after 1 September
2021.
4. Other valid reasons for board reconsideration can be found in
reference 1a. paragraph 7-49 h(1-9).
5. Reasons that do not constitute for a STAB can be found in
reference 1a. paragraph 7-49i (1-9) and paragraph 7-49j.
6. Soldiers selected by a STAB will be integrated into the PEL and
their date of eligibility will be the date of the STAB.
7. The G1-E will host a quarterly STAB on the following
dates:
a. 9 November 2021.
b. 8 February 2022.
c. 10 May 2022.
d. 9 August 2022.
8. MSC Responsibility: It is the MSC’s responsibility to request a
STAB for their Soldiers. MSCs will submit all required
documentation in an IPPS-A Help Center Case on behalf of the
Soldier to the “NGKS G1 EPS” provider group by close of business
(COB) on the Tuesday of the week before the STAB is scheduled.

Annex F – Removing Soldiers from PEL 1. Removing Soldiers from the
published PEL. a. Administrative Removal. IAW paragraph 7-44 of
reference 1a, commanders will promptly notify G1-E and forward
supporting documents for administrative removal from the PEL. An
approved retirement for the purpose of this LOI is defined as a
retirement request/packet at the State G1 level with the “B9” ASCO
assigned in IPPS-A. b. Command Initiated Removal. IAW 1a. paragraph
7-45, any commander in a Soldiers chain of command may recommend
that the Soldier be removed from a published PEL at any time.
Recommendations will not be submitted on isolated acts based on
short-term supervision. To ensure a fair and impartial decision,
each case must be investigated thoroughly. Recommendations for
removal may be submitted for substandard performance. If the
commander determines over a reasonable period of time (at least 6
months) that the Soldier’s work is such that promotion to the next
higher rank would not be in the best interest of the KSARNG or has
declined to such a degree that the Soldier no longer has the
potential to perform in the higher rank. (1) When recommending a
Soldier for removal, the following must be considered: (a)
Punishment under UCMJ or criminal conviction or nonpunitive
measures will not automatically be the sole basis to suggest that a
Soldier’s name be removed from the list. (b) The Soldier’s conduct
before and after the punishment or nonpunitive measures and facts
and circumstances leading to and surrounding the misconduct must be
considered. (c) To remove a Soldier based solely on a minor or
isolated incident of misconduct may be unfair to the Soldier.
Removal from a promotion list has far- reaching, long-lasting
effects on the Soldier. (d) Commanders will evaluate the
circumstances to ensure that all other appropriate actions have
been taken (training, supervision, and formal counseling have not
helped) or the basis for considering removal is serious enough to
warrant denying the individual’s promotion. (2) The commander may
submit a recommendation for removal for one or more of the
following reasons:

a general officer, placed in the Soldier’s AMHRR. (d) Adverse
documentation directed for filing in the Soldier’s AMHRR. (e) Other
derogatory information received in official channels, but not filed
in the Soldier’s official records, if it is substantiated, relevant
and reasonably and materially affects a promotion. (2) Removal
Actions: (a) Before sending a removal action to G1-E for action for
consideration, the commander will deliver it, in writing, to the
affected Soldier. Include all documents that will be submitted to
the Adjuant General (TAG) in the notification to the Soldier. The
Soldier will be allowed one month, or until five days after the
unit’s next regularly scheduled training assembly or annual
training period, whichever is first, to respond in writing to the
proposed action after receipt of the written notice. The maximum
period will be limited to 60 days to ensure that the Soldier is
notified and has the time to prepare, but that the process
continues to move forward. The Soldier may include the opinion and
statements of third persons in their response. The commander may
extend this time for reasons beyond the Soldier’s control. (b) A
Soldier who elects not to respond will review the entire action,
state the election not to respond in writing, sign the statement,
and return the action to the commander. (c) The commander will
submit the action (memo) for review through command channels to the
promotion authority. A copy of the Soldier’s record brief (ERB) and
DA Form 268, if in Flag status, will be included with the
recommendation. (d) A commander at any level may disapprove the
recommendation, include the reason for disapproval, and return the
action through command channels to the originator.

disapproved at a lower level, the promotion authority will make the
final decision based on results and recommendations of the chain of
command. With the next higher promotion authority serving as the
appeal authority. (1) Approval Authority: (a) For Soldiers in the
grades of E-4 and E-5 the approval authority is the first commander
in the rank of O-5 or higher. (b) For Soldiers in the grade of E-6
thru E-7 the approval authority is the first commander in the rank
of O-6 or higher. (c) For Soldiers in the grade of E-8 thru E-9 the
approval authority is the first general officer.
(d) These commanders will personally approve or disapprove these
actions, and will not delegate this authority. The next higher
promotion authority serves as the appeal authority.

Annex G – DMD Promotions 1. Promotion IAW 1a, in support of a
contingency operation allows a Soldier to bypass the PEL for
promotion while deployed. Commanders may consider Deployment
Manning Document (DMD) promotion opportunities for one or two
grades higher for a valid DMD vacancy. The KSARNG maintains
oversight of deployed enlisted promotions in the ranks of SGT-CSM
in order to support contingency operations. 2. Soldiers must meet
the following eligiblity requirements: a. The Soldier must be on
the current PEL (to include PME level) Example: SSG must have SLC
in order to promote to SFC. b. The Soldier must not be flagged or
have circumstances where a flag is warranted IAW AR 600-8-2. c.
Soldiers eligible for promotion to MSG and above must have a
favorable security clearance. d. Soldier may be considered for DMD
promotion with other Soldiers within the same DMD. However, the
Soldier who is higher on the PEL and who is not otherwise
disqualified for promotion IAW 1a will be eligible for the DMD
promotion. 3. The following will be completed and submitted to G1-E
by the MSC as part of the promotion request in a IPPS-A Help Center
Case to the “NGKS G1 EPM ACTIONS” provider group. a. The MSC will
send the IPPS-A Help Center Case with problem summary naming
convention “DMD PROMOTION_RANK LAST NAME, FIRST NAME to the “NGKS
G1 EPM ACTIONS” b. The following documents will be attached in a
IPPS-A Help Center Case:
(1) DA Form 4187 See enclosure 9. (2) DA Form 4856 (Developmental

c. If the promotion is approved by the G1 MILPO, the Soldier will
be promoted effective the day before the start of Title 10 orders,
but will remain on the current PEL at the grade promoted from. This
will allow the Soldier to continue to compete for positions within
the state while deployed. 4. If the Soldier accepts a traditional
promotion during an DMD promotion, they will retain their promotion
and date of rank (DOR) and will return to the new position after
completion of the mobilized period of service. 5. If the Soldier is
not offered or does not accept a traditional fill while deployed,
the Soldier will be administratively reduced to their former grade
the day after return from active duty (REFRAD) as annotated on
their DD Form 214 (Certificate of Release or Discharge from Active
Duty). 6. IAW 1a, paragraph 10-18 and 10-19, referenced DMD
reductions will be considered voluntary and the Soldier’s DOR will
be the same as their previously held rank. 7. IAW 1a, paragraph
1-14k, If a DMD promoted Soldier is administratively reduced, the
Soldier will receive credit for the time spent at the higher grade
for DOR purposes once the Soldier accepts a KSARNG PEL fill for
promotion. Example: A Soldier DMD promoted to SFC and is
administratively reduced upon REFRAD.The Soldier is now a SSG and
is selected for a SFC control number. The DOR will be adjusted for
time served as a SFC while on deployment. 8. While DMD promoted, if
a Soldier is selected for a SWVA and they are promotion eligible or
become promotion eligible for the SWVA position, they will retain
their promotion and DOR. Also, the Soldier will return to the new
position after completion of the mobilized period of service. 9.
Per AR 135-180 table 4-2, DMD promotions may or may not be
considered the highest grade held for retirement purposes.
Determination for higher grade held for retirement purposes is
determined by the retirement branch at Human Resources Command. 10.
A Soldier who is DMD promoted will not incur an additional service
remaining obligation. 11. The process of DMD promotions is the same
for all KSARNG Soldiers regardless of their status prior to the
start of Title 10 contingency operation orders.

DEVELOPMENTAL COUNSELING FORM
Purpose_Counseling: ODD Promotion
Key_Points_Disscussion: Per the "Letter of Instruction for the
KSARNG FY22 RFF Process" you are being promoted for the duration of
your deployment. 1. Your promotion effective date is the first day
of Title 10 orders. 2. You will remain on the current EPS list. 3.
You will be promoted effective the day before the start of Title 10
orders, but will remain on the current EPS list at the grade
promoted from. This will allowyou to continue to compete for
positions within the state while deployed. 4. If you accepts an EPS
fill during an ODD promotion, they will retain their promotion and
date of rank (DOR) and will return to the new position after
completion of the mobilized period of service. 5. If you are not
offered or does not accept an EPS fill while deployed, you will be
administratively reduced to their former grade upon completion the
day following the end of contingency operations as annotated on
their DD Form 214 (Certificate of Release or Discharge from Active
Duty). 6. Per AR 600-8-19, paragraph 10-18 and 10-19, referenced
ODD reductions will be considered voluntary and the Soldier’s Date
of Rank (DOR) will be the same as their previously held rank. 7.
Per AR 600-8-19 paragraph 1-14k, If an ODD promoted Soldier is
administratively reduced, the Soldier will receive credit for the
time spent at the higher grade for DOR (Date of Rank) purposes once
the Soldier accepts a KSARNG EPS fill for promotion. Example: A
Soldier ODD promoted to SFC and is administratively reduced upon
REFRAD. The Soldier is now a SSG and is selected for a SFC control
number. The DOR will be adjusted for time served as a SFC while on
deployment. 8. While ODD promoted, if you are selected for a
State-Wide Vacancy Announcement (SWVA) and they are promotion
eligible or become promotion eligible for the SWVA position, you
will retain your promotion and DOR. Also, you will return to the
new position after completion of the mobilized period of service.
9. Per AR 135-180 table 4-2, ODD promotions may or may not be
considered the highest grade held for retirement purposes. 10. If
ODD promoted will not incur an additional service remaining
obligation.

Purpose_Counseling: Temporary Promotion (SGT through MSG) due to
being deploying to an imminent danger / hostile fire area.
Key_Points_Disscussion: "This promotion is temporary and will
terminate on the date shown unless the following condition is met
before the termination is made". Per PPOM 20-048, Temporary
Promotion (Sergeant through Sergeant Major), you are being promoted
without meeting the PME pin-on requirements outlined in AR
600-8-19, paragraph 1-29 due to the lack of availability of NCOPDS
capabilities as a result of deployment in support of: Your STEP
promotion identifier, "P7" will remain for tracking purposes. This
promotion is temporary and will terminate on timeline indicated
below unless NCOPDS is completed. Effective date of temporary
promotion will be: You will have 36 months from the effective
ending date of your deployment DD Form 214 to complete: (BLC, ALC,
SLC, MLC). If you do not complete or fail (BLC, ALC, SLC, MLC), you
will be reduced to your former grade, reassigned into the first

Notice
- Selection for a SWVA is a voluntary change of MOS, and will
terminate Selected Reserve Incentive Program (SRIP) contracts.
Soldiers should contact the Kansas Army National Guard Incentives
Manager at 785-646-0155, to determine termination and/or recoupment
actions that may result from being selected for a SWVA.
- Soldiers selected for a SWVA must agree to become duty MOS
qualified within one year in accordance with NGR 600-200, paragraph
4-15a. Soldiers not holding the requisite Professional Military
Education (PME) for promotion, must agree to complete all PME
requirements within the prescribed timeframe outlined in reference
1a, table 7-4. The G1 may approve an extension beyond the
prescribed timeframes, based on training seat availability,
mobilization, or other administrative processing
requirements.
- If applicable, Soldiers selected for a SWVA will be promoted upon
award of the Career Progression MOS, completion of requisite PME,
and Promotion Eligibility List standing.
- Questions regarding eligibility requirements, application

Soldiers’ Readiness NCO or the SWVA control number point of
contact.
- Once a SWVA has closed, the position will be removed from the
