OPINION ASSOCIATION NEWS
Dear CERBA Members,
It is my pleasure to address
you again and share with you
some observations on the lat
est international geopolitical
trends that may have implica
tions for the business activity
of our members, and on
CERBA overall. Despite pro
tectionist tendencies in the US
and a new set of US sanctions
against Russia, I believe we
can look at the international
situation with cautious opti
mism. Notwithstanding contradictory political statements, the
international business dialogue is moving along and interna
tional trade is growing including in our area of greater interest,
that of trade between Canada and the Eurasian region.
Earlier this year the opportunity arose for me to attend the St.
Petersburg International Economic Forum (SPIEF), for the fifth
time, and the Astana Global Challenges Forum for the first
time. From this experience I would like to share a few obser
vations about the two events and about economic forums and
conferences in general.
CERBA focuses on economic development and endeavours
not to engage in political debates. This being said we of
course cannot ignore political realities and, as a lot of people,
we still rely on the mainstream media. In this respect, attend
ing the SPIEF provided a useful reality check. For a North
American visitor the most striking thing at the SPIEF was prob
ably the impression of discovering a parallel universe. The
conversation in St. Petersburg was truly a world away from the
issues that daily give Russia a bad press in Western Europe
and certainly in North America. It was essentially about how to
engage Russia politically and economically. During the SPIEF
and in the few weeks before and after many world leaders
confirmed that they are comfortable engaging in a political
dialogue with Russia. In St. Petersburg, business leaders from
virtually everywhere confirmed that they are keen to do busi
ness with Russia. Politically, despite all the sanctions and
countersanctions, the communication lines remain open. For
some this may sound trite, for North Americans, this bears
repeating in that it should put in a different perspective the
twists and turns of the various levels of dialogue between the
US and Russia as well as our own limited dialogue between
Canada and Russia.
Beyond the nuances in the political environment , even more
important for Canadian businesspeople is to observe on the
fact that whatever political disagreements there are, their
counterparts from the world over are keen on doing business
in Russia and with Russia. As for Russian businesspeople,
they never displayed any shortage of interest. This goes far
beyond the SPIEF, but SPIEF confirmed it in a spectacular way
with its 17,000 participants, including one of the largest ever
Canadian participation.
The observations from the Astana Global Challenges Forum
strike a note in a different register, but that note is no less rel
evant to the work of CERBA.
Since it became independent in 1991, Kazakhstan has had
only one president, Nursultan Nazarbayev. In managing the
multiple challenges of a postSoviet state President
Nazarbayev has chosen the approach of opening his country
to the outside world. The yearly convening of the Global
Challenges Conference (previously known as the Astana
Economic Forum) is a prime example of this approach. In this
context, openness is rightly seen as a key vector in achieving
economic and social modernisation. Not all countries chose to
host an event of the magnitude of the Global Challenges
Conference. Belarus and Uzbekistan in their own way and
starting from very different points of departure are also decid
edly pursing modernisation objectives, but doing so in a dif
ferent way. For CERBA and its stakeholders what matters is
that this is an encouraging trend and one that holds significant
potential for greater Canadian involvement in all these
economies.
The topic of economic forums and conferences serves as a
reminder of the things we do at CERBA and especially the
things we do best. We of course take the lead in organising
events such as, for instance, the very successful third session
of the KazakhstanCanada Business Council, that was held in
Ottawa in June, the first time the event was hosted by Canada.
Year in, year out, CERBA leverages major trade and invest
ment conferences to create the opportunities for its stake
holders to interact with existing partners or to identify new
ones, as well as to showcase Canadian approaches and solu
tions. Economic conferences, be they global, regional or sec
toral are part of our tool box. We are also looking for new ones
that would support our diversification efforts both regionally
and in priority sectors for Canada.
At the moment of writing these lines, we are preparing for our
participation in the Eastern Economic Forum (held in
Vladivostok every September) and for the Kazakhstan
International Oil and Gas Exhibition (Kazakhstan International
Oil & Gas Exhibition and Conference (KIOGE, to be held in
September 2018 in Almaty and where we expect a record
Canadian turnout).
There are many other trade shows and conferences on which
CERBA staff works diligently to turn them into business oppor
tunities for its stakeholders. In Canada, Construct Canada and
PDAC are probably the best known. I invite you to check regu
larly on our web site to see what is new and what is coming up.
To sum it all up, we are continually striving to provide you with
the most comprehensive program of events and activities in
order to expose you to the widest possible number of business
opportunities. We are happy to see your appreciation and
support of our activities and objectives. I wish you all a good
start of the new business season. Please remember that we
are here to assist and support you in achieving your business
objectives. Please feel free to share with us your thoughts and
suggestions.

With the sanctions and grow
ing mistrust between Canada
and Russia, Global Perfor
mance Improvement Inc. con
tinues to successfully enable collaboration and drive perform
ance improvement for our clients. In this article, we would like to
share the secrets to our success:
1. Being flexible. In the present context, being able to show fle
xibility, provide out of the box solutions and pivot rapidly is an
essential ingredient of success.
2. Reputation as a trusted partner. While being flexible is impor
tant, integrity in legal compliance, thoroughly documenting our
work and dealing with partners fairly is equally important.
3. Diversification. While we continue to grow presence in
Russian Oil and Gas, we have diversified and are currently exe
cuting projects in North America, Europe, Asia and Africa, cre
ating value for our energy, manufacturing, government and
health care clients around the world.
4. Patience. With regulations and economic situation changing
in a space of a tweet, being patient and not giving up has been
the fourth crucial element.
5. Focus on people, ideas and relationships. While sanctions
restrict the movement of machinery and goods, ideas can still
move freely. We have found that it is often possible to double
productivity without having to buy equipment by simply helping
people do their best. Developing local personnel is also essen
tial for mutual success in present context.
Our unique ability to effectively engage with both Canadian and
Russian culture, properly translating the best practices across cul
tural boundaries makes us especially indispensable on interna
tional projects. If you'd like to learn more about the best ways to be
successful while operating a business in Russia in light of sanc

In Russia, PJSC Polyus has successfully partnered with Hatch
to optimise performance at its gold mining and processing sites.
The results have been very positive, and the operation is
increasing its production and recoveries and maximising prof
itability. This has been possible because Polyus adopted the
minetomill optimisation methodology developed inhouse at
Hatch, a process that has produced positive results at mines
and processing plants all over the world.
Our minetomill optimisation methodology revolutionises mining
and mineral processing, bringing additional value to existing
operations. The fragmentation resulting from drillandblast can
have a large impact on subsequent comminution processes
(throughput, cost, and efficiency), just as the particle size from
grinding strongly affects performance (grade and recovery) in
the separation process (flotation and leaching).
Optimising each stage in isolation is rarely effective. That
approach can result in the suboptimal performance of the over
all operation, reducing profitability. To achieve the best results,
each stage (mining, comminution, and concentration) must be
optimised in a way that considers the preceding and subse
quent stages for all the different ore types being treated.
Our holistic approach to optimisation uses our team's spe
cialised expertise, industryvalidated modelling and simulation
tools, and extensive database information. Together, these can
maximise the profitability of your entire operation from mine to
plant with minimal capital expenditures. This approach has
delivered throughput and efficiency benefits while reducing
costs in many operations worldwide.
Our value is our team
• Our experts have contributed to over 450 projects globally,
covering different commodities, processes, and regions.
• We have produced over 180 publications, including technical
papers and case studies.
• Many team members have worked at operating mine sites, so
we understand your daily challenges.
• Our extensive, varied engineering experience lets us seam
lessly transition to any engineering work our clients require.

JJoonneess && CCoo..,, a Torontobased international legal practice dedi
cated to the protection of intellectual property rights in interna
tional marketplace, continues to expand its services to Russia
and Eurasian countries. In April 2018, Paul Jones, the firm's
founder, Katya Logunov (Екатерина Логунова) and Yixian
Chen travelled to Saint Petersburg, Russia to speak at the inter
national conference "Protection of Intellectual Property Rights,"
organized by Business Way Forum with support from leading
Russian IP firms. Participants from Russia, Kazakhstan, Europe,
China and other countries discussed challenges and best prac
tices of protecting intellectual property assets in Russia and inter
nationally.
One of the major takeaways from the conference is that protec
tion of brands and technology in emerging markets, particularly
in China, remains a top priority for businesses in Russia,
Kazakhstan, and other countries. Paul Jones shared proven
strategies for brand protection in China, using due diligence,
local courts and administrative agencies. Yixian Chen presented
a stepbystep guide of fighting infringement on China's ecom
merce platforms, including Alibaba.com and Taobao.com.
Other topics of interest included the use of blockchain technolo
gy in IP management, patent protection for software, protection
of IP rights in the Eurasian Customs Union, and parallel imports
(grey goods).
Businesses from Eurasian region, including from Russia and
Kazakhstan, regularly trade with China and neighbouring coun

Uzbekistan recently
awoke from 20 years of deep sleep and already implemented
some major economic reforms; the local currency is now trad
able and currency control was largely liberalized. The Ministry of
Finance is currently working on a completely renewed tax legis
lation. The country is rich in cotton, and is now developing itself
from being a mere exporter of raw material to building up a tex
tile manufacturing industry it has already made good progress
with this. Pharma, agriculture and automotive are other growing
industry sectors. Not to forget, Uzbekistan has 30 million con
sumers. Whether you are talking to a taxi driver or a top man
ager you could feel the new spirit of dynamic social and eco
nomic development everywhere. This progress embraces
everybody and the plans of the government are very ambitious.
Foreign investors are welcomed by very cooperative public
authorities and a hardworking labor force across Uzbekistan.
The development in Uzbekistan also has positive spillover
effects to Central Asia and even further to Afghanistan, one of
the southern neighbors of the country. We, SCHNEIDER
GROUP, are opening an office in Tashkent on the 7th of
September, with our new office head already in place! We will
be delighted to assist you on your way to new opportunities in
Uzbekistan, drawing on our vast and longstanding presences

Dear CERBA Members,
I am happy to greet you

country in CIS after Rus

officially host a CERBA

I am a professional geol

the collapse of the Soviet
Union I lived in Central
Asia (Tashkent, Uzbekis
tan). After the collapse together with my
family, we moved to Vancouver, Ca
nada. In 1997, I was appointed as an
Honorary Consul of Canada in Uzbekistan reporting to the
Canadian Embassy in Moscow and since then I split my time
between Tashkent, Vancouver and Moscow. On the profession
al side, since middle 1990s I am working with the Vancouver
based Canadian mining companies Teck Corp, Bema Gold,
B2Gold. Since 2002, I represent Bema/B2Gold in the CIS coun
tries, mainly in Russia, Kazakhstan, and Uzbekistan. In 2016
after 19 years in that capacity I have turned over my HonCon
mandate and focused on the professional work in the mining
sector. But as a HonCon in this jurisdiction I was not restricted
by one sector and attended to issues of the day in other major
Uzbek industries energy, textile, chemical industry, oil and gas,
agriculture etc. May be not everybody is aware of the fact that
the country is in the top ten gold producers, number two cotton
exporter, and also has developed the automobile industry after
independence producing 250,000 cars a year.

Several Canadian producers of equipment have signed memos

mission. The local experts appreciate high quality of Canadian
equipment and technologies. Big enterprises of the major indus

considered as potential local members of CERBA Uzbekistan
chapter.
Last January I was invited to the CERBA conference in

The participants were quite impressed and expressed their inten
tion to go and see the opportunities at the site.
The Hydrocore Ltd has sent its representative right after the

It is a common feeling that Uzbekistan is getting attractive for
Canadian investors and producers of different types of equip
ment. We are optimistic on the potential for CERBA activities in
this jurisdiction.
I am greeting all the CERBA members and hope that we would
work successfully together with the other chapters for promotion
of Canadian business in Eurasia!
Alexander Antonov
Chair
CERBA Uzbekistan
Dear CERBA Members,
My name is Stephen Parkes and I live in Sherwood Park,
Strathcona County, Alberta. For 17 years, I have lived in Alberta,
mostly in the Edmonton area. The last 3 years have been in
Sherwood Park with my wife of 2 years. We have three kids who
live in Sherwood Park, Fort Saskatchewan and Calgary.
I first learned of CERBA when I worked for our family business,
Mine Cable Services (MCS). In 2014, MCS was successful in
providing cable repair equipment and handling equipment into 2
mines in Kazakhstan.
While looking for a more suitable representative than they
already had in country, my colleagues and I decided to establish
a permanent business there and continue the important relation
ships already established. Today we are supplying other prod
ucts to the mines besides supporting MCS and its product lines.
The company CTP Equipment LLP has recently taken over a
waste collection and recycling operation and will expand into
renewable energy soon.
When I started my company, PEMD Group Inc, back in 2016, I had
joining CERBA back on my to do list. I felt very strongly that having
2 companies as bookends, ready to promote import and export
opportunities between the two countries, was very important. Today
that connection is getting stronger. CTP is building a manufacturing
facility close to Almaty to provide opportunities for local product
development, manufacturing and skills training. Local employment
and support is key to its success. CTP Equipment LLP will also be
rejoining CERBA in the Almaty Chapter.
Now as the Chair of the Alberta Chapter of CERBA I want to be an
example of what can happen when you look outside of Canada for
good partners to build a business or to look for local representa
tion. I have a lot of enthusiasm for the organization and look for
ward to any and all opportunities to learn more about our partner
Chapters and what our governments, both local, provincially and
Nationally can do to support our role. I would like to explore and
promote as many industries as possible, such as agriculture, man
ufacturing, energy, food, spirits, etc. The Alberta Chapter is going
to be reenergized and grow again. I want all Alberta companies
to know who CERBA is and the opportunities that exist.
As Canadians, we are conservative and cautious when looking
for opportunities outside of North America, but with some well
laid out plans, solid financing and a helping hand from our part
ner countries in CERBA, Canadian technology, equipment, and
professionals will be able to establish businesses in many
regions of Eurasia. New markets are created every year that
would benefit from a Canadian company's involvement. Alberta
has many great companies that need to be identified and pro
vided the guidance that CERBA offers. CERBA brings people,
companies and cultures together that otherwise may not seek
each other out to do business across an ever shrinking global
marketplace. CERBA and its network provide a platform for shar
ing ideas, information and networking opportunities. Canada is a
diverse and culturally rich nation and we need to extend our bor
ders to include parts of the world that we should explore.
During the coming months, I look forward to attending the AGM
in Toronto and meeting the members of the National Board and
other Regional Directors. I would like to also get involved with the
KCBC in Almaty, Kazakhstan. Thank you for all of your support.
Stephen Parkes

Why just now is the right time to have Uzbekistan involved into
the sphere of CERBA activities and open a chapter there?
In the end of 2016, the President office in Uzbekistan was taken
by the former PM Sh. Mirziyoyev who initiated a number of fun
damental reforms touching upon key industries and improving
the business climate.
Particularly in last September, the longawaited Decree on the
"liberalization of foreign exchange policy" was issued and the
conditions for the international business has started essentially
improving. The new policy has obtained a public recognition. In
the end 2016, the Canadian Ambassador John Kur joined a cer
emony of signing Memorandum between CERBA (J. Hunt) and
the Uzbek Chamber of Commerce (A. Shaykhov).
Three Canadian business missions in Uzbekistan have been
arranged over 2017 and first half 2018.
In May 2017, the Presidential decree "on measures for promotion
of foreign investments for the development of strategically impor
tant types of mineral deposits" was issued. The Decree pre
scribed to guarantee the favorable conditions offered for foreign
investors, and offered the list of more than 100 properties of pre
cious and rare metals, uranium, and other metals. On behalf of
the Canadian company B2Gold we have chosen three licensed
areas in the major goldbearing province, and now are in the
process of preparing the Exploration Agreement for signing.

The threeday mission part to Manitoba began with a visit to
Kelburn Farm owned by the famous Richardson family where the
delegates were introduced to provincial agricultural staff and were
presented with crop varieties and growing techniques. Particular
emphasis was given to pulse crops, corn, soybeans and canola.
In the afternoon, the group met the representatives of Farmers

Despite the current geopoliti
cal situation, SPIEF 2018 has
set a new participation record
it was attended by 17 000
participants from 143 coun
tries. Five hundred and ninety
three agreements were signed
at SPIEF 2018, reaching a total
of 2.625 trillion rubles.
The largest foreign business
delegation to SPIEF 2018 was
from the United Statesmore
than 550 participants. The
second largest were delega
tions from France and Japan.
Delegations from Great
Britain, China, Germany and
Switzerland were also ranked
among the major foreign business missions to SPIEF 2018.
SPIEF 2018 Honorary Guests included French President
Emmanuel Macron, Japanese Prime Minister Shinzo Abe,
Director General of the International Monetary Fund Christine
Lagarde, Chinese Vice President Wang Qishan, and many other

Major theme voiced during the forum by business representa
tives from all continents, and by the representatives of many
prominent international organizations such as the UN, IMF,
OPEC, etc., was that, because the world is changing, it is nec
essary to live in the same economic space and find new points
of convergence.
Canadian participants provided very positive feedback regard

ZABAIKALYE AND KRASNODAR
REGION MISSION TO TORONTO

Canada's production, distribution, and use of agricultural
resources such as canola, soybean, etc. have been undergoing
a long history of development that draws international attention
and promotes trade and cooperation. CERBA Toronto and
Manitoba chapter had an opportunity to host and program a visit
of Russian agricultural Trade Mission in June 2630, 2018 that
included government officials and representatives of AO
Komsomolets Agricultural Products and Livestock Company and
Ministry of International Cooperation and Foreign Economic
Relations of Zabaikalsky Krai, S. Gurulev, S. Lishtayev, E.
Shamsutdinova, M. Lantsova, O. Oganesyan, A. Saenko. The
mission was also joined by Russian Senior Trade Commissioner
Valery Maximov and his associate, Yaroslav Zemlechenko.
Zabaikalye Krai and Krasnodar region representatives were par
ticularly interested in exploring the ways agricultural products are
utilized in Canada, including production, export, as well as tech
nology use which, in its turn, facilitated a visit to the Harrow
research station of Agriculture and Agrifood Canada. CERBA
expresses its gratitude to Dr. Eric Page who led a tour at Ag
Canada's Harrow research station on Monday, June 25th, 2018
at 1585 Essex Country Rd 20, Harrow, ON, where he presented
his research on winter canola and soybean double cropping in
the same year with soybeans. This visit was a direct handson
experience to examine the strategies of agricultural cultivation
and explore the dynamics of agricultural operational settings on
premises. It should be noted Dr. Eric Page at Ag Canada's
Harrow research station is working on double cropping winter
canola at an average yield of 4700 lbs/ac, as well as soybeans
which are coming in at 5065 bu/ac.
Zabaikalye and Krasnodar region also had the opportunity to
engage with Wayne Wheeler and Alex Kurnikov representatives
of the Huron Commodities Inc. /www.huron.com/ and CanGro
Genetics Inc. /cangrogenetics.ca/ at the meeting organized by
CERBA Toronto on June 25, 2018, in Ingersoll, ON. Huron
Commodities is a leading global provider of customsourced
grains, beans and seed products serving to meet the specialized
needs of buyers in the food and feed industries. Cangro
Genetics Inc. is an extensive research and development com
pany that has been formed over the past 25 years. Unlike other
large seed companies that focus on genetically modified prod
ucts, CangroGenetics Inc. is dedicated to producing a large
variety of NonGMO seeds. Our goal for NonGMO is to maintain
or exceed yield so that NonGMO and Organic can stay com
petitive and affordable to customers.

NEW QUEBEC IMMIGRATION LAW
REFORM SPEEDS UP NEW
APPLICATIONS AAUUGGUUSSTT 22,, 22001188
On August 2, 2018, the province of
Quebec's Immigration Law has just under
gone its biggest reform in a decade. The
new legislation that has just recently come
into effect aims to provide new solutions to
Quebec's labor shortage as well as to
reduce processing delays for its 31,000
yearly immigration applicants from more
than two years to under 12 months.
The Quebec Entrepreneur Program, SelfEmployed Worker
Program and Quebec Skilled Worker Program have again
become available to aspiring workers and businesspeople after
being closed for several years. Depending on the background of
the Applicant and the funds available for his/her settlement in
Canada, Quebec's reformed Immigration Law provides for a
wide variety of ways to obtain residency in Quebec and Canada.
The biggest change to the Quebec's Immigration programs is its
brandnew Skilled Worker Program. Notoriously known for its
backlog and exceedingly long processing delays, this program
will soon become available on an online portal where candidates
and their lawyers will be able to submit their profiles and be invit
ed to apply for residency once selected. The new pointsbased
system will strongly favour applicants who have job offers or
work experience in Quebec, and who express an interest in cer
tain regions with labor shortages, such as the Quebec City
greater area. Although not yet available to the public, the new
features of this reformed program are rapidly gaining in interest
in exCIS Countries such as Russia, Ukraine, and others.
Immigration Laws in Canada have seen several amendments in
the last few years in response to various international events as
well as national political shifts. The importance of being properly
guided in obtaining temporary or permanent residency in Canada
is more relevant now than ever, and we invite you to communi
cate with us should Canada or Quebec be part of your plan.

NATIONAL CONFERENCES
facilitated, and encouraged by Eldar Tagash, Vice Chairman,
KazGeology National Company from Kazakhstan in his presen
tation entitled "Granting Subsoil Use Rights in Kazakhstan". On a
similar note, Munkhbileg Namsrai, Senior officer of Mineral
Resources Information and Technology Center of the Mineral
Resources and Petroleum Authority of Mongolia, highlighted the
local mining sector contribution to the national GDP covering the
industrial production and export income.
CERBA Eurasia Mining Conference established a presence at
international, federal, provincial, and local levels promoting col
laboration with industry professionals. Boris Yatsenko, Ph.D.
Partner, Head of the Metals & Mining Group in Russia and CIS
Transaction Advisory Services, Valuation & Business Modelling at
Ernst & Young, investigated the investment attractiveness of the
CIS mining industry in his report. Stanislav Borodyuk, Vice
President, Government Relations and Public Affairs, Head of
Moscow office, Kinross Gold Corporation, channeled recom
mendations on the measures to foster investment in the mining
exploration in Russia overall, and in Chukotka in particular.
The conference was wellreceived by all of the delegates and it was
decided to reconvene the following year during PDAC 2019. The
organizing committee of CERBA Eurasia Mining Conference is grate
ful for the support shown by its members, partners and sponsors to
the event: Kinross Gold, Silver Bear, Metalloinvest, Phoenix
Geophysics, Uranium One, KPMG, OMNDM, GAC, Invest North Bay
Corp, MINEX, PDAC, MSTA Canada and Mining Advisory Council.
March 6, 2018, has marked CERBA Toronto chapter's annual
Mining Conference that was held within the PDAC, which shed
light on the centrality, economic assessments, regulatory
updates, financing options and other topics of the mining indus
try in the increasingly competitive and pluralistic political environ
ments in both regions Canada and Eurasia. The political and
economic contexts, surrounding mining sector, suggest different
paths of development. Over the last 18 years, CERBA has
worked together with the Canadian members from the mining
industry and their counterparts from Eurasia to discuss business
opportunities, regulatory issues as well as market analysis and
forecasts.
The central theme of the event was aimed at promoting trade
between Eurasian & Canadian markets. The vital topics of explo
ration, evaluation, expansion of the mining investment opportu
nities, mitigating risks and legal aspects within the industry
boundaries were touched. The delegates have also noted new
international cooperation projects, operational efficiency and
innovative solutions for the mining industry in the international
CanadaEurasia mining space.
The apparent differences and similarities of mining trends in
Eurasia were tackled by critical figures, covering broad aspects
of policy and legislation, continuity and direction, transparency
and implementation practices in the sector. Evgeniy Kiselev,
Deputy Minister of the Natural Resources and Environment of
Russia, Head of RosNedra, demonstrated an enhanced outreach
on the regulation of collection, processing, analysis, storage, and
use of geological information on minerals in his presentation enti
tled "New classification of Mineral Resources and Ore Reserves".

While the Mining Conference has been a significant event pro
moting investment flows and cooperation between the mining
industries of Canada and Eurasia, the CanadaRussia Working
Group was designed to advance the understanding and
enhancement of the policy processes and agenda settings in
Canada and Russia. The exchange of information during the
meeting explored the extent and application of the existing poli
cy settings and working groups in the mining sector.
It is clear that both Russian and Canadian mining sectors
encounter institutional differences and similarities that were
demonstrated at the meeting.
At the event, the Canadian mining sector was represented by the
Ministry of Northern Development & Mines (MNDM) and the
Russian delegation consisted of the legislators from Rosnedra
and Rosgeolexpertsa, both part of the Ministry of Natural
Resources of Russia. The delegation was headed by the Deputy
Minister of Natural Resources and Head of Rosnedra, Evgeniy
Kiselev.
Both the Russian and Canadian mining policies stake significant
claims in the legislation, authority, and strategy in setting the
agenda and public policy. At the same time, political and socio
economic environments are important factors to consider when
addressing local, national, and international practices in mining.
Both the sides have successfully explored the scope and scale
of the opportunities in the sector.
The event was an excellent opportunity to compare and contrast
mining public policy processes in the two respective regions,
raising the questions of whether the models can be applied in
other institutional settings and how agenda dynamics might dif
fer in Russian and Canadian spaces.
CERBA would like to express its gratitude to
KPMG for hosting this session!

Over 150 Business and Government representatives from
Kazakhstan and Canada met for the third meeting of the
Kazakhstan Canada Business Council that took place on June 11
at the John Diefenbaker building in Ottawa. Canadian Minister of
International Trade, FrancoisPhilippe Champagne opened the
conference with an enthusiastic speech that underlined shared
interests between the countries. "Canada is Kazakhstan's top
trading partner in the Americas, North or South, and our presence
today is a testament to our desire to strengthen this relationship.
I'm very pleased that today, the Canadian Space Agency and
KazCosmos will sign a Memorandum of Understanding to deep
en our cooperation in space. Mr. Akylbek Kamaldin the Ambas
sador (of Kazakhstan to Canada), you could not have chosen a
better partner because we are the only country on earth that has
two members of its Government who actually had the chance to
be in space (Marc Garneau and Julie Payette)!"
"We are delighted Canada's international trade minister, the
Honourable FranсoisPhilippe Champagne, was able to deliver
opening remarks at this meeting of the KCBC held in Ottawa",
said Tim Gitzel, president and chief executive officer of Cameco
and cochair of the KCBC. "And, we very much appreciate the
minister's commitment to visit Astana to further deepen trade
relations between Canada and Kazakhstan".
Mr. Galimzhan Pirmatov, Chairman of the Board of JSC "NAC
Kazatomprom" and KCBC cochair from the Kazakh side under
lined the importance of KCBC to create new friendships that will
be the foundation of further trade and economic relations.
The Business Council focussed on four areas of trade during the
third edition: aerospace, agriculture, natural resources (mining
and oil and gas), as well as energy (nuclear and renewable) and
hydrology. Representatives of business and government met to
discuss these topics and address common challenges and
areas of collaboration. Members of these working groups will
continue their discussions in the upcoming year.
A memorandum of understanding was signed during the event
by the president of the Canadian Space Agency, Sylvain
Laporte, and the Deputy Minister of Defense and Aerospace of
Kazakhstan, Marat Nurguzhin, who was heading the Kazakh
delegation. This achievement will allow deeper collaboration
between the two countries in space launches from Baikonour
and space related technologies.
Over 40 high level delegates from Kazakhstan attended the
event from organizations such as the investment agency
Kazakh Invest, the national Mining Company "TauKen Samruk",
KazEnergy, the Kazakhstan Meat Union and many others.
"The third session of the Kazakhstan Canada Business Council,
the first one held in Canada, was an important milestone. It con
firmed the shared commitment to continue building a diversified
innovationdriven trade and investment relationship, based on
common interests. This is a relationship that deserves to be nur
tured", underlined Gilles Breton, Chairman of the Canada
Eurasia Russia Business Association.

The KazakhstanCanada Business Council (KCBC) was estab
lished to promote bilateral business ties. Because the uranium
industry occupies the leading position in bilateral cooperation
between the two countries, KCBC was founded and is co
chaired by Kazatomprom and Cameco. The main goal of the
KCBC is to promote cooperation, trade and investment between
companies and organizations of Kazakhstan and Canada. The
council is supported by the governments of both countries.

On February 21, 2018, CERBA held a morning
seminar with the President of Central Division of
McDonald's, Mr. Khamzat Khasbulatov, who played a key role in
the opening of the first McDonald's restaurant in Russia, and the
subsequent development of the McDonald's chain on the terri
tory of the Russian Federation. The meeting was held at the
Moscow premises of Ernst & Young.
The meeting started with the welcoming speeches by Mikhail
Romanov, Partner, CIS Advisory Leader, Ernst & Young, and
Nathan Hunt, CERBA Moscow Chair, who greeted the guests
and introduced the speaker. During his speech, Mr. Khasbulatov
told the guests a fascinating story of McDonald's development in
Russia. He also described many challenges the chain had faced
on its way to expansion in the Russian market and ingenious solu
tions that were developed to overcome these obstacles. The
audience especially liked the funny stories from the past experi
ence that Mr. Khasbulatov often used to illustrate his points.
The event concluded with the long Q&A session during which
every guest had an opportunity to ask Mr. Khasbulatov a ques
tion of the most interest to him/her and receive a detailed answer.
Fresh egg McMuffins delivered from the nearest McDonald's

CERBA Toronto chapter was responsible for organizing Mining
and Natural Resources Working Group that took place on the
11th of June preceding the Plenary sessions of the KCBC. There
were particular points of interests indicated from the Kazakhstani
side, as the growth of the mining sector is accompanied by the
availability of the equipment and technology that consequential
ly shaped discussions about the market experience and poten
tial interest in Kazakhstan's mineral resources industry.
Thus, Kazgeology was in search for potential innovation companies
in ground/airborne geophysics and drilling. KazTransGaz sought for
the extraction of coal bed methane technology. It was interesting for
senior and junior mining companies to hear about the new subsoil
code adopted in Kazakhstan this January. TauKen Samruk deliv

was intended as an addition to the RCBC Symposium on
CanadaRussia Commercial Relations and RACSCERBA 14th
International Conference: "RussianCanadian Relations: From
Economics To Culture", both held in December 2017, with the
objective to cover those issues that were not included in the pro
gram of the two previous events, plus to provide a unique view
on the potential for future development of the CanadaRussia
dialogue from the perspective of the Russian academic com
munity.
The event started with the presentation by Tatyana R. Kuzmina,
Ph.D., President of RACS, who spoke on the topic of "Canada
Russia Political Dialogue starting with 2014 Recent
Developments, Expected Trends", next speaker, Yuri Akimov,
Professor at St. Petersburg State University, made a presentation
named "History and evolution of the CanadaRussia political dia
logue from the Russian perspective". Following where Konstantin
Romanov, Associate Professor at the Faculty of Foreign
Languages and Area Studies at the Lomonosov Moscow State
University, and Vladimir Kholodnov, Head of State and Legal
Disciplines Department at the Academy of Social Sciences
(Tatarstan), who covered in their presentations various topics
related to the history and evolution of the RussiaCanada bilater

Laberge, Stephan Leclerc and Oscar Blanco, as well as
Genevieve Gauthier on backing vocals.
This concert was a part of MC June's European tour, and was
held on the fringes of the Francophonie Days in Moscow.
On March 28, 2018, CERBA was happy to support the Russia
Trade & Export Finance Conference 2018, organized by our part
ner Global Trade Review (GTR).
The program of the event included various issues related to
regional trade developments, innovative fintech solutions, infra
structure finance and investment opportunities in key energy sec
tors and new markets, it also included exclusive case studies on
working capital optimization and interactive sessions on financing
strategies for the Russian market, presented by a panel of expert
speakers.
For CERBA Members, the participation in the event was useful in
terms of getting the uptodate information on the influence of the
US and Western sanctions on Russia's international business
activities, learning about latest trends in Russia's foreign eco
nomic policies and initiatives such as OBOR (One Belt, One
Road). The event also covered many other aspects important for
foreign companies doing business with Russia.
The event was also useful for CERBA since it helped to signifi
cantly raise awareness about the association among the repre
sentatives of the Russian business circles related to our areas of
activity.
On March 28th, CERBA was proud
to act as an informational partner
for the 3rd Investment Conference
"NorthEast: The Territory of Deve
lopment 2018", initiated by the
Governments of Chukotka, Maga
dan and the Sakha (Yakutia) re
gions, and aimed to discuss further
incentives for the mining industry as
the key driver for the socioeco
nomic development of the regions.
LLC "Institute of Geotechnologies"
and the Organizing Committee "MINEX Far East" ran the event;
Kinross Gold Corporation a senior Canadian gold mining com
pany with mines and projects in Russia was the General spon
sor of the Conference.
The event was attended by the leading Russian and international
exploration and mining companies, federal subsoil agencies,
investment foundations, independent scientists and experts in
exploration and mining, as well as by representatives of the diplo
matic corps in Moscow, including the Ambassador of Australia to
Russia, H.E. Mr. Peter Tesch.
The participants of the Conference were unanimous when
describing the northeastern regions of Russia as an attractive
investment destination for exploration and mining. Such incen
tives, like the Advanced Development Zones and Free Port
regime, created recently by the federal and regional govern
ments, have increased the interest of potential investors to the
region. The conference provided an opportunity for its partici
pants to have an open interactive dialogue with the Governors of
the regions to help identify further steps to encourage exploration
and mining at the Northeast of Russia.
"The Conference became a regular annual event in the calendar
of the three regions of the Russian Far East, Russian and foreign
mining, service and consulting companies" said Dmitry Agapitov,
Executive Director of "Institute of Geotechnologies "More than
two hundred sixty participants attended the Conference this year.
We hope that the main goal of the event to intensify further
improvements in the investment climate for exploration and mining
at the North East of Russia has been achieved".
"The North East of Russia has vast potential in solid minerals"
said Vice President, Head of Kinross Gold Moscow Office,
Stanislav Borodyuk "We have been successfully operating in the
region for more than 20 years, and we are encouraged by the
positive dynamics in the industry. The Conference provided us
with the opportunity to share our experience and 'best practices'
in mining and corporate responsibility".
This event provided CERBA with a great opportunity to uphold
CERBA's image in the eyes of representatives of the international
mining community in Russia, and related government structures,
to reaffirm CERBA's support for its Membercompanies repre
senting the mining sector, and to demonstrate CERBA's close ties
with the mining industry in general.

of CERBA Corporate Member Intermark Relocation. The
objective of the event was to familiarize the representatives of
the international business in Moscow with the changes in
migration registration policies of foreign citizens that were

economic situation were just the few key factors affecting the
real estate market and relocation sector.

Legal Department, Project Manager, and Marina Semenova,
Managing Director, presented an overview of key indicators
affecting relocation market and described the current situation
in the real estate market. The seminar also covered the most
important changes in migration registration policies of foreign
citizens and general trends in relocation and real estate. A

and famous for its beautiful landscapes.
This year the event was attended by over 150 people includ
ing members of the Canadian and British business communi

Summer BBQ and Lobsterfest not only continues to remain a
very popular event for CERBA Members, but also gaining and
increasing popularity among the international business com
munity in Moscow in general. Thus, we are proud to have orig
inated tradition that successfully continues for over 20 years
and is appreciated both by our Members and by our numer
ous partners and friends in Moscow.
CERBA would like to express its gratitude to all the participants

between the countries.
The first project of this nature the visit of the delegation from
the Moscow State University took place in October 2017. The

Canadian highest education, very well known around the
world.
The visit resulted in a roadmap of activities for building up
more business, cultural and educational ties with the Republic
of Belarus and the province, including development of import
and export activities and activation of exchange projects.
One specific initiative came up during the meetings with the UBC
Institute of European Studies is an international event that would
help to bring together Canadian business, science and educa
tion with representatives of the Eurasian Economic Union and
the countries outside of this geopolitical formation to discussed
the untapped opportunities for mutual beneficiary cooperation.
The initiative was strongly supported by the number of CERBA
partner countries on the level of the Ambassadors of Russia,
Kazakhstan, Mongolia, Turkey and others and is going to be
implemented in Vancouver in the coming fall.

ance, the guests had a unique opportunity for an informal chat
with David.
On June 29, 2018, wellknown

Braid gave a public experimental
concert "Tropical classics" in
Moscow at the Botanic Gardens
of Moscow State University. The
event was organized by a CERBA
longstanding Partner Opera Yard

David Braid, named by many as a "Canadian musical genius"
and one of the most talented modern pianists, is a composer
and multiple winner of the Canadian Grammy Award. He also
received an Award from the "Paul de Hueck and Norman
Walford fund" and is the youngest recipient in the history of this
Award. His arrangements and author's music became an inte
gral part of the movie "Born to Be Blue" based on the autobi

port of the Russian Trade Mission to Ottawa and the Urals
Chamber of Commerce, there were a number of important
meetings helped to secure a strong possibility for organizing an
extensive business program for the Canadian delegation to
INNOPROM2019. This includes building up connections with
the new team of the Ministry of Foreign Relations at the
Sverdlovsk regional Government, Advisor of the Governor of
Sverdlovsk region in Moscow, Mr. Tretyakov, Russian Federal
Export Center, Urals Mining and Metallurgical Company
(UGMK), Machine Engineering Cluster of Tatarstan and the num
ber of others. One remarkable meeting was with the Director of
business development of the Kaspersky Group, Andrei Suvorov.
Provided the scale of international representation and the
growing interest to one of the largest Russian industrial trade
shows outside of Moscow, the Sverdlovsk regional govern
ment initiated the next stage of Ekaterinburg EXPO Center
expansion the Congress Center, which is scheduled to be
open by the next INNOPROM2019.
As it was expected, after the successful World Football Cup,
Ekaterinburg became even more attractive as international
exhibition hub and now is bidding to become a hosting ground
for the next EXPO.
The seminar was a follow up of the meeting with the Director
of EBRD North America in Washington, DC, Michele Small at
the CanadaKazakhstan Business Summit in Ottawa this year.
The event was hosted by the Deloitte and Deloitte Tax Law
LLP and sponsored by EBRD.
EBRD is one of the most active and versatile international
development banks, however Canadian companies are not
very well aware of their programs and opportunities offered on
the corporate level as well as on the level of industry and man
agement consulting.
Established in the beginning of 90th, EBRD has done a
remarkable work on helping developing sustainable opera
tions in many companies in CIS countries and the Eastern
Europe. It has expanded operations in many other geograph
ic areas and may service well to the Canadian businesses,
looking into the significant projects in various industries.
The event was well attended by the BC based investors, busi
ness associations and seasoned consultants, even though it
was happening in the middle of August when many people are
on summer vacations. Among the participants there were the
Vancouver World Trade Center, GLOBE Foundation, University
of BC, ME Elecmetal, Deloitte LLP, BC Bioenergy Network and
over two dozens of others.
The Round table discussion followed the Presentation of the
Bank's main facts and programs made by Michele Small and
her colleague, the Principal at the EBRD North America office
John Burrows has shown a vital interest of the audience in
developing constant connections with the EBRD experts. This
is one of the benefits proposed by the CERBAVancouver to its
current and prospective members from now on.

open stages, the Queen Elizabeth Theatre and other locations
to display opportunities to enjoy and absorb versatile Russian
artistic culture.
The organizers of the festival the Vancouver Opera manage
ment team came to the CERBAVancouver chapter in early
March to offer participate in organizing this event and broad
cast it to the Russian and Canadian business community and
the Embassy of Russia to Canada. Supported by the local
board of Directors we brought on board of the White nights
celebration the Russian Ambassador to Canada His
Excellency Alexander Darchiev, who gladly agreed to partici
pate at the official opening of the Festival and pronounced a
passionate speech about the significance of the cultural
aspects into the development of international ties.
The opening ceremony was complete with the Overcoat
opera, written and performed by the Canadian musicians and
based on the cognominal novel of the wellknown writer,
Nikolai Gogol.
Although the Festival was not directly connected to the CERBA
business activity, it allowed to build up relationships with the
number of sponsors, such as Capilano University, Goldcorp
and some others, as well as establishing close cooperation
with the Vancouver Opera, who we hope to be our longterm
connection from now in to the world of music and arts.
The seminar was sponsored by the Vancouver quarters of
Gowling WLG and took place at the Vancouver quarters of this
longstanding CERBA Member. The feature presentations was
done by Stephen Ferance, (Partner, GOWLING WLG), spe
cialized on the IP protection and Jaap Seikman (Consultant at
North Bridge Consultants)
The seminar highlighted many Government programs avail
able to assist Canadian businesses with expenses related to
R&D, New Product Development, Export Marketing and
Workforce Expansion.
As part of the 2018 budget, the Federal Government has
announced changes that will merge some existing programs, add
several new programs and simplify access, so being updates on
the permanently growing opportunities for many companies
involved in development of innovations is really crucial.
The seminar provided valuable information not just on pro
grams alone, but provided some tips on bidding process, cre
ating winning proposals and when it makes sense to involve
consultants to help making successful grant application.
According to the feedback of over 30 participants of this session,
businesses (especially those related to the R&D sector) are keen
to have permanent updates on the government support programs
and more frequent events falling into this area will bring the addi
tional value to CERBA activities across Canada and overseas.
The visit to INNOPROM2018 was not a part of the Vancouver
plan for the 2018, however following the need to be aware of
the current developments in the Russian industry; the Chair of
the Vancouver Board has approved and sponsored the trip to
accompany the Head of the Russian Trade Mission to Canada,
Valery Maximov who travelled to Ekaterinburg within the dele
gation of the Russian Ministry of Industry and Trade within the
group of colleagues from over 50 countries led by the Russian
Minister of Industry and Trade, Denis Manturov. The Trade
show opening events were attended by the Russian Deputy
Prime Minister for Industry and Energy, Dmitry Kozak.
The INNOPROM2018 took place right after the 2018 FIFA World
Cup competitions, some of which took place in Ekaterinburg.
With no doubts, this show was the biggest of all. In fact, the
number of exhibitors and visitors was so great, that it was diffi
cult to even move around the place. The most impressive was
the China and the South Korea Pavilions, focused on the latest
achievements of the modern digital technologies and meant to
promote innovation, international logistical initiatives and oppor
tunities for investment in trade and business partnerships.
Most countries leading in machine engineering, metal pro
cessing and innovation technologies were present on the
floor, including Germany, France, Italy, the UK, South Africa,
Latin America, India and great number of others, overall the
number of foreign delegations this year exceeded a hundred.
