1.PRInCIPLesofDesIGnInGAsAfeRCARPARk

everynewparkingfacilityisdifferentintermsoflocale,designandusage.thedesignofanewfacilitycanneverbeprescriptive-multi-storeydevelopmentsinacitycentrewillhavedifferentsecurityrequirementsfromaruralsurfacelevelcarpark.

thereisn’taone-fits-alldesignforasafercarpark.whatwecanprovideisbestpracticeguidancetodesigners,ownersandoperatorsonthedesignandincorporationofphysicalsecurityfeaturesthatwillestablishandmaintainasafeandnon-threateningparkingenvironment.

Beforeyouevenstartthedesignofanewcarpark,thebestpracticaladviceontherequirementsforyourcarparktomeetParkMark®awardstandardswillcomefromyourlocalpoliceservice.

DesignersmustalsobefamiliarwiththeobligationsofownersandoperatorsundertheHealth&safetyatworkAct,asamendedbysIno.2174/2002concerningthe‘stabilityandsolidity’ofemploymentpremises.AcarparkalsohastocomplywiththeoccupiersLiabilityAct1957andbesafeforpersonsenteringthepremises–lawfullyofotherwise.

IfanownerandoperatorwishtoachievetheParkMark® saferParkingAward,theywillhavetoconfirmthattheyhavemettheselegalobligations.

2.BounDARIesAnDPeRIMeteRs

forallparkingfacilities,theperimetershouldhaveaclearlydefinedboundary,whichidentifiesitasaprivatearea.Itmaybenecessarytoincludefeatureswhichwillprohibiteasyaccesstoandremovalofavehiclefromtheparkingfacility.Cleardemarcationshouldbeprovidedtoencouragedriversandpedestrianstouseonlydesignatedroutes.Boundariesshouldofferadeterrenttooffenders,andtheycantakeanumberofdifferentforms,dependentonthedegreeofperceivedrisk.thisshouldbediscussedwithyourALoorCPDA.Preventativefeaturesinclude:

• Hedgesordenseshrubbery

• walls,highorlowretaining

• fencingorrailings

• Barriers

• Bollards

• Grassvergeofsuitablegradient,e.g.bunds,moundsetc

• flowerbedsorrockery

• Moatsorditches

• otherbuildings

• naturalfeatures,e.g.river,trees

• symbolicBarriers

Multi-storeycarparksnormallyhaveastructuralfacadeformedbythephysicalexternalconstructionofthefacility.Designersshouldconsiderthepotentialsecuritymeasuresofferedbythisbarriertothecarpark.

whendecidingwhichtypeofboundarytouse,referenceshouldbemadetothesurveillancesectionbelowforadviceonthetypeandheightoftheboundary,toensurethatitdoesnotreduceanyopportunityfornaturalsurveillance.Barriersaretheretodirectusersthroughsafeandlegitimateaccessandegresspointswhilstreducingtheeaseofmovementforpotentialoffenders.

Intheeventthatadditionalaccesstotheparkingfacilityisrequired,forexampleutilityservicesorcommercialdeliveryanddispatchareas,designersmustlooktocontrolthisaccessbyincorporatingfeaturessuchasrollershutters,barriergatesorgrilles.

AnysystemsinstalledmustmeettherequirementsofLossPreventionstandard1175Grade2.Lockingmechanismsusedongatesmustberobust,wellprotected,incorporatecylindersofferingahighlevelofsecuritywithoutprovidinganaidetoclimbing.Allsystemsmustmeettheemergencyservicesrequirementsforaccess.

wherethereisopenaccessatgroundfloorlevel,itisimportanttoincorporatemeasurestosecuretheperimeteroftheparkingfacilitytotryandpreventunauthorisedentry.Multi-storeycarparkslocatednearorinhospitalswithmentalcareunitsorwithinalocationknownbythelocalPoliceassessorasafrequentedsiteforsuicidebyjumping,additionalsitespecificphysicalsecuritysuchashighwalls,fencingorotherformofanti-climbingtreatmentmayberequired.thispotentialshouldbediscussedandagreedwithyourlocalspecialistALo/CPDAattheearliestavailableopportunity.

3.LIGHtInG

thewayinwhichtheinteriorand/orexteriorofanyfacilityislithasamajorimpactoncrime.Increasedlightinglevelsindarkareascanreducethepublic’sfearofcrimeandreducetheopportunityforanoffendertocommitacrime.Anevenspreadoflightavoidingshadowsandplaysanimportantroleinprovidingsafetyinparkingfacilities.

It is important to note that painting roofs and walls white or using polished concrete finishes can dramatically reduce the number of luminaires required, thereby reducing both the carbon footprint and long term management costs.

Mandatory Requirements

ItisarequirementthatanylightinginnewbuildsitescomplywithBritishstandard5489-1:2003andBsen12464-1:2002,andforemergencylightingtopedestrianareastocomplywithBs5266-1.operatorsandownersapplyingtothesaferParkingschemearerequiredtoprovideacertificateofcomplianceissuedbytheinstallerorasuitablyqualifiedbody.

How to use Lighting

whendesigninglightingschemes,itisnotalwaysthecasethatmoreisbetter.wallsandceilingsmusthavelightcolourfinishestomaximisetheeffectivenessofthelightingasthiswillreducetheluminariesrequiredtoachieveanacceptablelightlevel.

Anyartificialilluminationusedshould,wheneverpossible,beevenandconsistent,reduceshadowstoaminimumandprovidehighcolourrecognition,e.g.metalhalide.thistypeoflightingensuresthebestqualityofCCtVfootage,ifinstalledatthefacility.

Careshouldbetakentoensurethatthecorrectluminariesareincorporatedwithinthelightingschemetoreducethecontributiontolightpollution.

Reduced Lighting

Incertaincircumstancesareducedleveloflightingmaybeacceptable.YourALoorCPDAwilladvise.Potentialexceptionsmayinclude:

• Areasoftheparkingfacilitywherecustomersdonothaveaccess,e.g.blockorvaletparking

• Lightinginparkingfacilitiesoutsidenormaloperatinghours(suchasoperatingasaferparkingschemeareaduringlimitedhoursoronaseasonalbasis)

• AdditionallightingoutsidetheparkingareanotcoveredbytherequirementsofBs5489

• Certainrurallocationswhereitmaynotbepossibleordesirableduetoissueswithlightpollution

Protecting Your Investment

Cables,fixturesandwiringservingthelightingsystemshouldbeprotectedfromaccidentaldamageorcriminalattacks.Vulnerableserviceboxesshouldbesecuredtoresistattackand,wherepossible,positionedwheretheyareclearlyvisible.

thepositionoflightingcolumnsshouldnotassistunauthorisedaccessintotheparkingfacility,e.g.usedasaclimbingaid.

4.MAnAGeMentPRACtICe

MeetingthestandardsforParkMark®saferparkingawardisnotjustaboutthephysicalstructureandinstallations.operatorsandownershavetodemonstratethefacilitiesarewellmanagedandmaintained.

whenlookingattheinitialplans,designersmustensurethatmembersofoperationalstaffareeasilycontactableandreadilyavailabletocustomersduringoperatinghours.Appropriatemeasuresshouldbeincorporatedintoacarparktoensurehighlevelsofcustomerservice.thesecaninclude:

• Directdialtelephonesorpublictelephones

• Identifiablestaffcontactaccommodationonsite

• staffkiosks

• Audio/visualtwo-wayintercoms(possiblyprovidedatpaymentstations)

• PanicalarmscoveredbyCCtVsurveillanceandconstantlymonitoredbystaff

thetypeandscaleofserviceprovidedwillbedependentuponanumberoffactors,includingriskanalysis,size,structureandlocation,andadviceshouldbesoughtfromyourALoorCDPA.

Anti-vandalism

somefacilitiesmayrequirefurtheranti-vandalismmeasures,dependingonlocale.Vulnerableareasoftheparkingfacilityshouldbetreatedwithanti-graffiticoatings,texturedsurfacefinishesorhighlypatternedsurfacetreatmentswhichareeasytoclean.Ifmasonryisuseditmusthavetheappropriatecoating.Climbingplantscanalsolimittheeffectofvandalism.

thequickremovalofgraffitiisanimportantmanagementfunctionandwillhelpdeterfurtherincidents.

However, care should be taken to avoid repeated over-painting of graffiti. This is because should a fire take place it is possible that one of the over-painted levels of paint will burn faster than the top level, causing pockets of explosive gas which in turn can cause ‘back-draft’ style flash fires.

Life-care Plans

theowneroroperatorofanycarparkingfacilityhasadutyunderlawtoprovideandmaintaintheminsuchamannerthatitdoesnotendangerpersonswhilstinuse-thismayincludeemployees,maintenanceworkers,visitors(lawfulorotherwise)andchildren.therearenoexceptions,andfailuretocomplywiththelegalobligationsmaygiverisetoprosecution.thelawinthisareaiscomplexandadviceshouldbetakenonbestpractice.

Ifacarparkstructureisleftunchecked,orhasreducedlevelsofsafety,problemscaneasilyoccur.thiscanbeavoidedbyadoptingaLife-careplan,whichisastrategicandmanagedapproachtotheinspection,maintenanceandmanagementofparkingstructures.

ItisalsoarequirementtoconfirmthataLife-carePlanexistswhereappropriatewhenconsideringenteringaparkingfacilityintothesaferParkingscheme.

themaindesignprinciplesofthelayoutofparkingareasanddecksaretoaidsurveillanceandthesmoothpassageoftrafficandensurecustomerandstaffsafety.

wherecommunalcarparkingareasarenecessarytheyshouldbeinsmallgroups,closeandadjacenttohomesandmustbewithinviewoftheactiveroomswithinthesehomes.

Private residential Underground Car Parks

everyeffortmustbemadetopreventunauthorisedaccessintothecarpark.thereforeanaccesscontrolsystemmustbeappliedtoallpedestrianandvehicularentrances.

Inwardopeningautomaticgatesorrollergrillesmustbelocatedatthebuildinglineoratthetopoframpstoavoidthecreationofarecess.theymustbecapableofbeingoperatedremotelybythedriverwhilstsittinginthevehicle.theoperation,speedofthegatesorshuttersshallbeasquickaspossibletoavoidtailgatingbyothervehicles.thiswillalloweasyaccessbyadisableddriver,andwillnormallysatisytherequirementsoftheHighwaysDepartmentwhoundernormalcircumstancesdonotpermitvehicletoobstructthepedestrianfootwaywhilstthedriverisunlockingagate.

AutomaticrollershuttersmustbecertificatedtoLPs1175sR2orwCL2BR2.

Anyinternaldoorthatgivesaccesstotheresidentialfloorsmusthaveanaccesscontrolsystem.However,thiswillbesubjecttorequirementsformeansofescape.

Inlargerdevelopmentsclosedcircuittelevisionmayberequired.If a CCTV system is installed it must include a digital recorder (DVR) that allows for the images to be downloaded along with the appropriate software to enable them to be viewed on another system. The digital recorder must be kept in a secure office, ideally separate to that of the CCTV system. It is strongly recommended that if there is no on-site management, a network enabled digital recorder is used. This will permit off-site review and download as appropriate by the managing agents.

DevelopersareremindedthatifimagesofpublicspacearevisibleandrecordedthentheremaybealegalresponsibilitytoregistertheschemewiththeInformationCommissioner.suchasystemwouldonlybepracticalifthereisaplannedmanagementserviceforthedevelopmentand must comply with the CCTV Code of Practice issued by the Information Commissioner.

The Layout

• structureswithinthefacilityshouldnotrestrictsurveillanceopportunitiesorcreaterecesses.supportpillarsinnewcarparksshouldbedesignedandpositionedtoprovidemaximumuninterruptednaturalsurveillanceandbeofasizewhereitisdifficulttohidebehindthem.

• whereparkingfacilitiesarebuiltonhalflevelsormezzaninefloors,accessbetweentheseareasshouldberestricted,butstillenablesurveillancebyusinggrillsormesh.similarly,anyinformalentranceviaexternalwallopeningsshouldbepreventedbytheincorporationofsuitablegrilles,barsorglazingmaterials.thisisparticularlyimportantonthegroundlevelandlowerfloors

• Parkingspacesshouldbearranged,wherepossible,instraightrowstoaidsurveillanceandavoidblindspots

• Itisadvisabletoensureaccessrampshaveroughorunevensurfacetreatmentstodeterthetemptationforskateboardingandrollerblading

Traffic Movement

Payment Machines

Paymentmachinesormetersshouldbepositionedinthebusiestareasoftheparkingfacilityandbewellilluminated.Carefulconsiderationshouldsimilarilybegiventotheplacementoffoodordrinkvendingmachineswhicharealsovulnerableandcouldprovideexcuseforunnecessaryloitering.

Motorcycles or Bicycles

whereparkingareasarespecificallyprovidedformotorcycles,softsurfacessuchastarmacmustbeavoidedastheywillnotsupporttheweightofamotorcycleorscooter.Secure anchor points should ideally be provided so as to prevent attack using implements such as hammers or power operated tools.

theanchorpointsshouldbeabletoresisthandorportable-poweredtoolsandhighenoughtobereadilyvisibleandsecure.Productssoldbysoldsecure,theLossPreventionCertificationBoardorthatchamaretestedtohighstandardsandwillensurethatanylock,chain,padlockorlooppassedaroundthecyclecannotbeeasilyremoved.

Control the Traffic

Ideallyboththeentryandexitroutesshouldbeinverycloseproximity.I.e.separatebutadjacentlanes.onlargeinstallationsmorethanonepointofentryandexitmayberequired,butwherepossibleshouldremainadjacentinordertoeffectivelymaintaincontroloverthelocations.

wherepossibleallroutesshouldincorporateadegreeofcontrol-thiswillvarydependentuponthelocation,thetypeofparkingfacilityandmanagementpractices.

Controllingthemovementofvehicularroutescanbeachievedbyanumberofmethodsincludingbarrieraccess,flowplates,staffedcontrolpointsandCCtV.

featuressuchasnarrowedentrancesorheightrestrictorsmaybeincludedwhereitisnecessarytocontrolwhichvehiclesarepermittedwithinaparkingfacility.Ifheightrestrictorsarefittedtheymustbeabletobeopenedorremovedtoallowaccessforemergencyormaintenancevehicles.

7.PeDestRIAnACCess

Pedestrianaccess,aswithvehicles,isbasedonthesameprinciple-entranceandexitroutesshouldbekepttoaminimum.

thelocationofpedestrianaccessandexitroutesshouldbedesignedsothatpeoplewhohavenolegitimatereasontobeinaparkingfacilityareinhibitedfromuncontrolledorunobservedaccesstoasite.Additionallythesitesshouldbedesigned,whereverpossible,tomaximisebothformalandpassivesurveillanceandcompletelyremoverecessedareas.

Lifts

Ifliftsarebeinginstalledyoushouldconsiderthefollowingfeatures:

• Avisionpanelshouldbeinstalledintotheliftlobbiesanddoorstoallowsurveillancetoandfromthelandings

• Vandal-resistantbuttonsandpanelsarerequiredwithanalarmbutton,connectedviaalinktoaremotemonitoringpoint,toenablehands-freevoicecommunication

• thefittingofglazeddoorsandmirroredinteriorsintotheliftcarscanenhancecustomervisibility

• Landingsshouldnotbeaccessedvialongpassagewaysandlifts,ideally,shouldopenontotheleveloftheparkingfacility.Duetostatutoryrequirements,e.g.fireregulations,alobbyshouldseparatetheliftsfromtheparkingareas.Inthisinstanceawell-illuminatedandunobstructedlandingareamustbeprovided.

• Asafetyrail,controlbarrierorothersafetyprovisionshouldbeprovidedatthepointofentryontotheparkingareatoensurepedestriansandvehiclesdonotcollide

• Intheeventofapowerfailure,asuitablebackupfacilityshouldbeavailabletoassistanypersonstrapped

Stairways

• wherepossible,incorporatesee-throughbalustradesallowinggoodvisibilityonapproachtoandfromlandingareas

• Glazedstairwellandlandingopeningsfacingexternalareasprovideenhancednaturallightandsurveillance.wherethisisnotpossible,vandal-resistantmirrors

installedatstairturnscanprovideasimilarlevelofsurveillance

• Ifstairwaysareontheexternalfaceofthebuilding,incorporatemaximumareasofglazingtopermitsurveillanceinternallyandexternally

Underground Car Parks

thesetypesofparkingstructurecanpresentdifferentsecurityissueswithregardstothepedestrianmeansofescapeandaccessintoandoutofthecarpark.

thisisofparticularconcernwheremultipleresidentialblocksoracombinationofresidentialandcommercialpremisessharethesameundergroundfacility.

forobviousreasons,anyemergencyexitroutesfromthecarparktogroundlevelcannotbetotallysecuredfromtheinside.therefore,itisimportanttoensurethattheydonotleaddirectlyintoanyofthebuildings/blocks.Itispreferablethattheyeitherleaddirectlyoutsideorintoanaccesscontrolledlobby,whereescapecanbemadeoutside,butfurtheraccessintothebuildingwouldrequiretheindividualtopassthroughanotheraccesscontrolleddoor.Itmaybeappropriateinsomesharedcommercial/residentialundergroundcarparkstoprovidephysicalseparationbetweenthetwodistinctareas.Ideally,separateentrances/exitswouldbethebestsolutionalthoughinsomelocationsthereisonlyspaceforoneentrance/exitwhichbydefaulthastobethepublicone.nevertheless,asecondaccesspointcouldbelocatedwithinthecarparkprovidingseparateaccesstotheresidentialproperties.

8.sIGnAGe

Anysignagewithintheparkingfacilitymustbeclearlyvisibleandusedtocontrol,warnorinstructcustomers.Ideally,signsshouldbesitedsothatinformationisvisiblefromallpartsoftheparkingfacility,butwithoutobscuringCCtV,viewsornaturalsurveillance.examplesmayincludedefiningentryandexitroutes,onewaylanedirectionsandlocationsofpaystationsandhelppoints.

Consider using pictorial/pictographic signage and the use of colour coding to denote levels and areas, as well as numbering/letters. Colour coding can also be incorporated into any maps/diagrams of the car park.

Designerswillneedtoestablishfromtheowneroroperatorwhattheoperatingrequirementsareforthefacilityandallowforthefollowingadditionalsignage:

• DetailsoftheParkMark®saferParkingAwardandwhatperioditcoversi.e.aretheretime,dateorseasonalconstraints.thisshouldbelocatednearthevehicleentrance

• nameofparkingfacilityandowneroroperator.thisshouldbelocatednearthevehicleentrance

• Parkingfacilityoperationalhours.thisshouldbelocatednearthevehicleentrance

• Detailsoftheowneroroperatorandhowtocontactthem

• AcopyoftheowneroroperatortermsandConditions

ACPO Association of Chief Police Officers for England, Wales & Northern IrelandThe Association of Chief Police Officers (ACPO) was set up over 50 years ago so that work in developing policing policies could be undertaken in one place, on behalf of the Service as a whole, rather than in 44 forces separately.

ACPOS Association of Chief Police Officers for ScotlandThe Association of Chief Police Officers for Scotland (ACPOS) is the collective organization of Chief Constables, Deputy Chief Constables, Assistant Chief Constables and nominated Senior Police Support Staff from the eight Police Forces in Scotland. MSCP Multi-Storey Car Park

NVQ National Vocational QualificationIf you have a National Vocational Qualification (NVQ) it shows that you can do to national standards the work for which it has been awarded. It means you are competent in this kind of work. NVQs are qualifications for work and show you can actually do a job, and not simply that you know how to do it in theory.

Part-Time ParkingA parking facility where operational times are for a specified period only. For guidance, part-time parking operational times usually exceed ten hours per day but are less than 24 hrs on all operational days, and outside these times occupancy frequently falls below the ranges specified in the Guidelines (average 8% depending on the number of spaces). Part-time parking can also be defined as parking that is provided on a seasonal basis for part of the year only.

PARK MARK® Park Mark® Safer Parking AwardThe award that owners/operators receive once their parking facility meets the standards of the SPS.

Rural ParkingA parking facility wholly within an area of outstanding natural beauty, a National Park or an isolated village or hamlet community and not being part of the Rural Urban Fringe as defined by the Countryside Agency.

Safer Parking Development BoardThe role of the Safer Parking Development Board is to ensure that the standards of the scheme are maintained. The Board includes representation from the parking sector.

reasonablybeexpectedtoincreasetheriskand/orfearofcrime.Maintenanceofstandards

ParkMark®Assessorsshallbeentitledtoundertakeunscheduledreviewsandinspectionsinordertoensurethattheoutcomesandexpectationsofthestandardsarebeingadequatelymaintained.ParkMark®maybewithdrawnfromaparkingfacilityatanytimeiftheAssessorsagreethatthestandardsatthatparkingfacilityfallbelowtheexpectationssetoutintheGuidelines.

13. ParkMark®isretainediftheoutcomeofasubsequentAssessment,afteradefinedperiodoftime,isstillinaccordancewiththeGuidelinesandwhosecrimelevelsareatorbelowthethencurrentBenchmark.

14. theoperatorshallensurethatanyparkingfacilitythatisParkMark®accreditedcontinuestobemanaged,operatedandmaintainedinaccordancewiththeschemeGuidelines.

15. theoperatorshallinformtheBPAimmediatelyofanysignificantchangesintheoperation,management,ownershipordesign,orofanyothermatterrelatingtotheparkingfacilitywhichmayaffectitsentitlementtoParkMark®.Ifindoubtyoushoulddisclosetheinformation.failuretodosomayresultinawithdrawalofParkMark®.examplesofmaterialchangeincludebutarenotlimitedto:

• Asignificantchangeinthelevelofcrimeorunusualincidents.

• Anysignificantchangestothelayoutorstructure.

• Achangeofownershiporoperatorormanagementproceduresandpolicy.

• Achangeinenvironmentorcrimeanddisorderwithintheimmediatevicinity.

• Achangeincustomerprofile(e.g.frommainlyretailcustomerstomainlyleisurecustomers;frommainlylongterm-4hours+-parkingtomainlyshortterm-upto4hours-parking).

Membership Application and Registration Fees

16. BeforeapplyingforParkMark®forthefirsttime,theoperatormustbecomeamemberoftheschemeandwillberequiredtopayamembershipfeeforeachyearthatMembershipiscontinued.

17. ParkingfacilitieswithParkMark®mustalsoberegisteredwiththeschemeforwhichthereisanadditionalregistrationfee(theRegistrationfee).

18. thescaleoffeeswillbepublishedbytheschemefromtimetotimeandwillprovideforadefineddiscountrelativetothenumberoffacilitiesthatareregisteredbytheschememember.

22. theoperatorwillberesponsibleforallcostsinrelationtoobtaininganddisplayingtheauthorisedsignageandCertificates.onefReecopyoftheCertificatewillbeprovidedatthetimeoffirstregistrationandatthetimeofeachre-assessment.

Validation of Park Mark®

23. ParkMark®isinitiallygrantedforoneyear,withthefrequencyofre-assessmentgenerallybeingeverytwoyears.LocalcircumstancesmaydeterminethattheParkMark®isonlyvalidforoneyearor,inexceptionalcircumstances,extendedtothreeyears.theconditionsleadingtothevariationwillbenotifiedtotheoperatorfollowingassessment.

24. ParkMark®Accreditationwilldemonstratethattheoperatorhasputinplacemeasureswhichhelptodetercriminalactivityandanti-socialbehaviourandthattheyarethereforedoingeverythingtheycantopreventcrimeandreducethefearofcrimeintheirparkingarea.

25. ParkMark®accreditationwillmeanthatcustomerscanbeconfidentandhavetheopportunitytochoosetoparkinanareawhichhasbeenvettedbythepoliceandhasmeasuresinplaceinordertocreateasafeenvironment.

26. ParkMark®accreditationdoesnotguaranteeacrimefreeparkingfacilityanditshouldnotbeusedtomarketanyparkingfacilityassuch.

ItshouldbenotedalsothatthegrantingofParkMark® doesnotinitselfcreateanyliabilitiestotheowneroroperatoroverandabovetheirgeneralcontractualandtortuousobligations.

27. ItisintheinterestofschemememberstousetheirbestendeavourstomaintaintheintegrityoftheParkMark®

saferParkingschemebyreportingunauthoriseduseoftheParkMark®deviceorassociatedmarketing.

28. theParkMark®saferParkingschemedoesnotformally

assessthestructuralsafetyofparkingstructures;however,itisarequirementofmembershipoftheschemethatthereisfullcompliancewiththecurrentguidelinesandapplicablelegislation.ParkingfacilitieswhichdonotcomplywiththisrequirementwillbeexcludedfromtheschemeandexistingAwardswillbesuspendeduntiltheoperatorsignifiesthattheparkingfacilitydoescomply.

Withdrawal of Park Mark®

29. IfParkMark®iswithdrawnorlapsesataparkingfacility,foranyreason,theoperatorshallimmediatelyattheirownexpense:

• RemoveallreferencestoParkMark®inthepublicdomainand/orCertificateandallotherreferencestotheAwardfromtheparkingfacilityandanypromotionalmaterialsandmediafortheparkingfacilitytowhichtheAwardrelatesandcertifytotheBPAthatthishasbeendone.

• MakenofurtherrepresentationthatthefacilityconcernedcontinuestoholdanAward.

Appeals and Dispute Management

30. everyeffortwillbemadeatalocalleveltoresolvedifficultiesanddisputesresultingfromafailedapplication/re-assessment.AnAppealsprocessisavailabletoowners/operatorswhobelievetheyhavereasonablegroundsforconcernregardingtheadministrationand/ortheoutcomeofanapplication/re-assessmentthroughtheDevelopmentBoardandfurtherinformationisavailablefromtheBPA.

• AppealsshouldbelodgedwithinonemonthofthefailedAssessmentto: saferParkingDevelopmentBoard c/othenationaloperationsManager ACPoCPI 1st Floot 10Victoriastreet Londonsw1H0nn
